That takes us to the request for council action. The first item is resolution 25-053. Clerk, will you read the resolution, please? A resolution approving an amendment to the contract to create the Violet Township City of Canal Winchester joint economic development district and authorizing the inclusion of certain additional property within said district. Thank you, Mrs. Amic. If you call back on November 3rd, we held a public hearing to discuss the expansion. This is the fourth amendment to the Jed to include additional property. Um this is for approximately 10 acres located on the south side of Basil Western Road that is proposed for an industrial development which will include four 24,000 [snorts] ft buildings and two 9600 ft² buildings. Um so this would allow them to be included within the Jed. The owner's petition to be included is in there. Um once we pass this the the township has passed their um resolution to include this on November 5th. So this would be the last step to include this property in the jet district.

Um, [clears throat] so this agreement is with the quality control inspection uh for construction project inspection services. uh they've been providing those services on and off for the last 20 years uh or so. Um and basically it's the same agreement that we've been carrying through um with a about 2 and a half% increase in rates. Um we're still priced well below many of the other firms that we use, but uh um so [clears throat] uh just would like to move forward with that and continue our relationship uh for some of our projects. A resolution to accept the application for the annexation to the city of Canal Winchester of certain territory in Madison Township containing 111.2 to plus or minus acres and being located at 5593 Hayes Road.

Thank you very much, Mr. Hair. Thank you, Mrs. Amic. Uh, this resolution would allow us to accept this annexation for the 111.2 acres there. Uh, this is immediately west of Miller Farms along Hayes Road. Uh there's this property was subject to an agreement with the city for the zoning of Miller Farms that they would annex the property and that it would be used in the future for single family uh purposes only. And so the county commissioners, the Franklin County Commissioners uh reviewed this application on September 23rd and approved it at their meeting on that date. um more than 60 days has passed which is required in the revised code for us to consider the acceptance. Um so we're asking that we consider accepting this property for annexation to the city.

That takes us to old and new business. The first item is uh for new business, uh updates to the Opus project. Mr. Hair.

Thank you, Mrs. Amik. Uh since our last meetings, um we worked with the uh the applicant there to um address some of the concerns that were presented by council. And so there were amendments to a few items in the agreement. Kind of the items that we had centered on were the interest rates being proposed in the tiff agreement and then um the amount of contribution to the community benefit agreement. So those were the amendments that were made um in the agreements. Um the community benefit portion of that agreement is reflected in both the development agreement and the CRA agreement. Um and what the applicant has proposed is that um they would increase that community benefit contribution to be 75 cents per square foot from 50 cents per square foot uh with 25 cents of that being paid um at the issuance of the building permit and then 50 cents of that being paid at occupancy of the building. And so that would be a contribution of $675,000 in total um once those buildings are fully occupied. Um the other questions in regards to the interest rates um those were it was proposed at a 6.5% interest rate uh we have changed that to now be um 6 and a half up to 6.5% with the actual rate determined at the time of bond issuance. So if it's less than that, we would pay whatever is proposed or whatever is being paid on the issuance of any bonds that are issued for that project. And so those were the two main changes. We also did quantify some costs. Um we had some further um engineering on the storm sewer. And so the storm sewer will now extend up the entire side of uh west side of Regger Road uh because there's no good outlet for the ditch along Bixby Road. And so we've included those costs as well, which added about $300,000 into

[clears throat] what was initially on there. Um, if you recall last at the last meeting, I didn't have a number on that uh because we still were uncertain on what the final solution would be. Um, so that uh that improvement is around $800,000 in total would be the the storm sewer improvements that would drain the public roadway expansions that are happening there. So, anytime you you are widening a road, you need to accommodate that storm water coming off those widened roads. And so, this would allow us to do that. Thank you, Mr. Hair. Questions for council.

I would just like to [clears throat] um thank the developer for reconsidering um the community benefit portion of that agreement. Um I know that it is something that there are um members who who've been on this project for quite a while who are very passionate about making sure we we try and deliver the best uh possible outcome we can. So thank you. We appreciate your due diligence on that. We understand the the market conditions have drastically shifted and um we just you know appreciate you coming in and being a great community partner. So I just wanted to say that. Um no other questions really. Anyone else? I echo the thank you. Um, that takes us to OTH25017 under old business pool residency and rates. Mrs. Jackson. Um, thank you, Mrs. Aik. So, in my report, u my written report in your council packet this evening, I gave you a little bit of additional information on what we are proposing for, um, next summer in terms of helping us track who exactly is in the pool and when. Um the change that we are looking to make is related specifically to daily admissions. Um and it will require individuals to basically pre-register and be verified before they will be permitted to buy a daily pass at the pool. This is this means you cannot wake up on a Saturday morning and decide to go to the swimming pool. So um it's going to be a little bit of a challenge this year to get the word out that this is how we're doing this. um still trying to finalize that exact process for those of us on the back end and how that's going to look. Um but that is the direction we are going. Each um individual who is verified will receive a tag um of some sort that they will then have to take with them to the pool that will allow the kids at the

pool to know that they are permitted to purchase a day pass. Um memberships will be the same. Now we internally have not any had any discussion about rates. Um so if that is something council wants to talk about we can do so. We've been concentrating on the process itself. So um with that if if anyone has any questions I'd be happy to answer them. Miss Jackson. Yes. I might be jumping ahead and asking questions before this is figured out, but with that tag per se where you can get into the pool or buy the day the day pass, will we then know when that is used and when they are there?

I Yes, that is the ultimate goal is for anybody who has that tag now their daily pass purchase will be associated to that tag. So, we will know who is in the pool. I will tell you this is not a way for us to be a 100% certain how many people are in the pool at any one given time. There's a lot of in and out especially with the kids wanting to go to Dairy Queen and things along those lines. That is a totally different discussion that we are having. Um but this would allow us to better track the individuals who are buying day passes and knowing their names and hopefully being able to hold um some who may have some behavioral issu issues a little more accountable.

Yeah. And I'm obviously that's that's the biggest point there is or the the whole reason why we're doing this. So thank you for putting so much effort and figuring out a solution that works for for you too cuz I know that's a lot of work on your end. Next year is going to be a little challenging. Um so hopefully our residents will understand why we're going through this process and will be patient with us for this first year.

So somebody who does wake up on a Saturday and say I want to go to the pool today. That's not happening. Right. Correct. So, the goal is for us to get the word out as early as possible in 2026 to allow people plenty of time to come in and get verified um so that they're not trying we're not trying to squeeze everybody who wants to visit the pool during the summer in, you know, a couple weeks before the pool opens. So, we also thought that might allow for um people to work around their own schedules. Mrs. Jackson, I'm sorry, I'm perhaps a little sleepy this evening. So, do I register once and then use that tag every time I want to go? Okay. Correct. So, this is a one-time process.

It'll be one time, but likely an annual thing for us to continue to verify um that you are who you are. But once I'm registered as a daily pass requesttor, what I do is I show my little red tag each time I want to go in and that's my verify any other discussion. If it's helpful, Miss Jackson, I'd be willing to volunteer some weekend hours to make uh time for residents if if if staff sees fit to train [laughter] uh people outside. I know Mr. I know as we trust issues, Mr. Peoples, I understand.

Well, and the person has to be trainable. [laughter] Um, as we finalize this process, one of the big things that we want to do similar to um, memberships is we'd like to try and c capture pictures specifically for like the teenage age range that perhaps would be more open to sharing their this pass. Um, so that is the kind of thing that we would look at doing. Correct. um on the weekends is trying to get people in here for pictures. So again, once we work that out, we'll let you know if we need to take you up on that offer. I'm just saying I'm make myself available. Appreciate that. If I can help.

It's a great step forward from where we've been, and I know it's been a lot of headache for you. at the risk of bringing you more Advil. Um, are we doing are we verifying residency? Are we restricting to a certain geographic boundary? Are we keeping the pool wide open for God and all of the animals going on the ark? What are we doing? That is we we internally have not had a discussion about limiting that. So long as we know who is in the pool, that would be a council decision. If you would like us to go that direction,

I think it will be good. Um because I think from this new process we'll at least have data. We'll know who's coming. Will we will we know who's coming from when someone registers? No, we don't. The system that we have is not sophisticated enough to be able to separate a city resident from a school district resident. I think this is a great first step. I think then from this we can again continue to narrow in on if there are additional steps that need to be taken. I think um you know from the city side having this um I think what Mr. Jackson said was we're now able to hold people who show up more accountable um and then thus reject you can now flag cards and say this person isn't allowed in anymore. Right. You can now so they they when they come to buy it there's now a digital record that says yeah we we rejected you and you're now not allowed back in. So,

I do not. Open dialogue and I just wanted to say I love coming up here. I do uh you know I I what I try to make it up here once a year to see y'all and I really you know it's like coming home and I spent uh probably two of the best years of my career up here and really really enjoyed it. So yeah, I um just uh sheriff's office overview. Um your sheriff's office uh is extremely strong. Um you know, financially um you know, organizationally, uh the things we've done in the last 5 years, I think, have just uh we've leapt forward at an increased I mean an amazing rate. Um we've had uh you know amount of growth uh in individual units in whole divisions um that you know just you don't see other parts of the state. You really don't. Um and you know the cooperation the agreement we've had with the city for the last 20ome years has just been a pivotal part of all of it. It really has. Um, and we do look at it as just a key partnership in the agency that we have with you all. And, uh, you know, again, I I look forward to the future and all the things that we're going to do together, you know, as far as the city and the sheriff's office.

Chief Collins, um, I'm not sure if you got my note, but as you talk about organizational strength, um, there's a certain member of our organization we feel very strongly about and feel very passionate about trying to keep him intact. I know um you're probably well aware we have um rotated through sergeants in the past um and um through no fault of any of their own, right? Um I think we just want to make sure that we feel like um we're not really a training ground for for the next post. Um that uh you know that our position is is thought of as sort of a career destination potentially. Um, and um, you know, and again, I don't want to limit this individual's potential growth opportunities, but as long as they desire to be here, I think we would love to see Sergeant Strong um, continue in his role. And I'm not asking you to get No, I'm going to ask you to sort of give me Sergeant Strong for five years. Like, as long as he's here, can I have him?

Didn't ask for it, but it's the way the world works. Um, regulations.

So, so basically um okay, we have we have two types of promotions. Okay, the ones that fall within our contractual guidelines that's for the ranks of sergeant, lieutenant. How those are uh done is through testing, competitive testing and process. Um the testing is just one piece of it. Um we like to think that um through testing, interview, prior knowledge and our overall battery, we select the right people for these jobs. So that's that's those. We also have fidiciary um appointments,

right? which are generally captain and hire. And those are um directly appointed by the sheriff. And those, you know, those are again directly appointed by the sheriff for generally uh above division level command. So in our organization, sergeants are in charge of either shifts or specialties. In TJ's case, this would be a specialty. This he's a station chief. So he, you know, you know, basically his job is to be respondent to your needs, period.

Um, we have lieutenants. Lieutenants are divisional level. So we have, you all remember Kelly Walker? Kelly is our patrol commander. She is uh in charge of the entire division. I mean, let's face it, they're dealing with these detectives at probably a the worst point in their lives, or at least a really, really negative aspect, but it's the level of service they get from someone that is in the community, knows what's going on, and works with his guys every day. And then uh DSV, who was formerly DB Shanker, has begun operations on Robinet Way and their new space. Uh they leased 221,000 square ft. Uh will add approximately 100 new jobs with their expansion from their existing building on Robinet Way. And so those those buildings the the canal point expansion are fully leased now um and all operational. But happy to answer any of the questions you have about those or any other projects in the city.

So the development agreement, the change with that agreement was an increased amount contributed to the community benefit agreement uh which is a payment that the developer is making to the city um of 75 cents now per square foot. Uh 25 cents being paid at the um issuance of building permit and then 50 cents being paid for each square foot that's occupied with the issuance issuance of an occupancy certificate. Um that same change was incorporated into the CRA agreement which is resolution 2560. And then the TIF agreement there was some questions brought up regarding the interest rate. It was previously proposed at 6 12%. Um the likely rate of any borrowing would be a little less than that in the environment we're in in a declining interest rate environment. And so the change that was made there is the interest rate will be an amount up to 6 and a.5% but the actual rate will be determined at the issuance of a bond for that project for those public infrastructure improvements. And so it would match the the rate of the bond. And then also in the tiff agreement, there was not a designated amount of funding uh an up to amount that we would reimburse for the public infrastructure improvements associated with storm water. Mhm.

And so, um, because there was still some final engineering that was being figured out on that improvement, we have figured out those improvements now, and we've added about a $300,000 additional storm sewer line that'll run down um the west side of of Reggga Road, which initially was thought we would be able to do that with an open road ditch, but we can't get the grades to work to drain Bixby Road. Um where we'll be making blankets for the adopt a family program offered through human services. The goal is to make 100 blankets. Um and as of this morning, they were at 70 blanket kits. Um registrations. This is a fun event for [clears throat] co-workers, friends, and family. Uh each ticket is $15 and includes the kit to make a blanket. And so for those um who have volunteered um we received four applications for our um vacant uh position as well. I received those from Miss Woodruff uh I believe today. And then um [clears throat] I know that I as a part of a a small group um met to discuss sort of how to organize events um that the group would like to potentially organize in the future because I think there were sort of a uh we needed a little bit of a guide on how to steer the ship for you know uh event planning. Um so there was a small group that kind of worked up a one sheeter um how to outline uh proposed events um which we can share with the which individuals could share with the board. So board members who want to make an event uh would then maybe write up a one page or present
