We'll go straight into requests for council action. We have Ordinance 26-016 as the one and only thing on the docket today. Clerk, will you please read?

In ordinance to accept the dedication of real property from Velocity Hill Road, Parcel 1, LLC for use as public right of way.

Mr. Hare. Thank you, Mr. Warren.

This piece of legislation will allow us to accept additional road right-of-way along the Hill Road frontage of the velocity project on Hill Road that's being developed by Browning. This includes 0.679 acres of land that will allow us to expand out that right-of-way by additional five feet. which meets the requirements from our thoroughfare plan. So generally when each parcel develops, we require them to dedicate additional right of way to comply with our thoroughfare plan for future improvements. It'll also relate to the project we're talking about later on the potential OBWC side of gaining the additional right of way to allow those improvements to take place. So I'd be happy to answer any questions you have in regards to that dedication.

And so we can accept that by just a motion to approve the findings of fact and conclusions of law. And then if you concur with it, we'd ask for your signatures on the last signature page, just a signature and a concur, or if you dissent, dissent. And then I believe it was Mr. Moore who was not here, so you would abstain. Perfect, that's all.

you next we have oth 26-008 the opwc project mr peoples thank you miss pierce has put an exhibit up on the screen there's actually a couple pages a rather long linear project so this is the hill road The widening project we talked about at the last council meeting was approved for to submit an OPWC application. The project right now consists of a reconstruction of Hill Road beginning at the northern terminus of the future Kings Crossing roundabout. You see there in the lower left and then going all the way up to the just south of the Green Gate Boulevard where the intersection has already been widened. For turn lane, this will be a three-lane section throughout this, throughout. There you go. There's the northern, middle and northern sections of that. Like I said, this will be a three-lane section throughout. There will be drive approaches for adjacent industrial properties that run through there. extension of the multi-use path and then we will need right away through there I just heard the ordinance on from the Stark Enterprises property and then we this there's still a lot of variables going on with this we're trying to try to finalize but the estimated cost right now is about five million dollars and We're still kind of finalizing the financing structure through OPWC with the grant and loan combination. It depends on how many points we're able to get through that. There is developer contributions expected, a Fairfield County contribution expected, and then loan payments themselves are expected to be paid by the area TIFs. um we do have a public meeting scheduled for this on uh the 21st at 6 30. i think anna sent that out this afternoon for that and if you have any questions any questions mr shay okay i heard number five million you heard a lot of people contributing um what are we looking at for our portion of the city's contribution here that that is still variable at this point um as we finalize through uh with some of the development agreements that mr hair is working through um meyer drive is uh was contemplated to be connected as part of that five million dollars we're still trying to figure out if that's going to happen or if they're going to do that project themselves So that number can change with that. There's multiple scenarios on the grant loan combination. It just depends on how much how much of a percentage we want to take, how many points we will get with each one of those scenarios and with the overall cost.

And when you say grant loan hybrid, like we may get 80% of them grants, we may not, but just type or 20% of them grants.

I believe the East Waterloo Street out here was 55% loan, 45% grant. Okay.

And what's the percentage between us and the county? Do we know that number?

The county portion is small. We took over the maintenance responsibility of this with that previous agreement that council passed. Okay.

Does anybody else have plans further down in terms of connecting to it? I know that goes to Violet and then the city of Springfield. or not Springfield, City of Pickerington, and like to widen that all the way through, or is it just going to be, we're going to widen our section?

We're going to do our section of it. This is where most of the, where the development has begun. Again, where the Kings Crossing roundabout is tied in there. So that's the county's project that we have a 30 percentage of we have on that project. 38, 30 something. Anyway, that project, is on the south. On the north side of that is also Fairfield County Roadway, and they are not expected to do anything. There's a possibility as you get closer to UC Road up there, there's a vacant property where that curve, that real bad point is, the county engineer has talked about realigning that into a T intersection through that farm field that's up there, but that's some years out. Okay, thank you. 39% of the roundabout project.

Any other questions for Mr. Peebles? Thank you. And if everybody wants to come and mark that on your calendars for August 21st, I believe it was at 6 or 6.30? 6.30 here in Council Chambers. Not required. Next, we have OTH 26-010, rules committee meeting date. We just want to get a date on the record for that.

So we want to get a meeting on the date for the record. And we wanted to just also advise everybody that it's time for the annual rules review. And Ms. Jackson has already penciled out the most appropriate date, which I believe is September 21st. um i'd like to see if we could schedule it for september 21st maybe by 15 does that work for okay and then um we'll just ask that all members of council take a chance to review the rules i'm getting laughed at that i go to oh okay we uh review the rules and any suggestions that they have, please get with us. And then Mr. Champ, we need your assistance too, please. Mr. Payne pointed out that he believes there's some possible incongruencies between the new charter amendments and council rules. Okay. And I didn't know if you guys could take a look at that for us and spot out any incongruencies between those two documents so we can correct those. Absolutely. Thank you, sir. Yep. And Labor Day is coming up, and we're going to need help with that. So we're working to put that together. Will's working with us. So we appreciate everybody's help. And that's all I have. Thank you, Ms. Amick. Just a couple items from a written report. If you notice, I want to congratulate Lacey Moore, who was promoted to Park Superintendent. We've had that actually on the books for a couple years, delayed that through, and finally, Mr. Starcher needed some help, and we've got that for him. So kind of along with that, as I said, that position has been on the books for a while. It was on our last five year, our most current five year staffing plan. That expires next year, so we are working on a new staffing plan that we will end up, it'll probably be tied in with the budget presentation for later on this year. So we're working with staff to identify some of our needs for the next five years.

any questions for mr peoples okay hearing none next would be uh the fairfield county sheriff sergeant strong good evening council uh i don't really have anything other than the rip fest was very uneventful for us we got hit by another string of car break-ins last week i think we had a total of around 40 that were hit so they're back to The hotels got hit this time, so I promise you it's just frustrating for me as it is for the city residents or the victims, so to speak. So I'm going to try to readjust some hours, try to get some more manpower in, see if we can do something.

Any questions for Sergeant Strong?

Sergeant Strong, I know that there was, around the same time we had the hotel window smashes, the robberies, Columbus was also hit that sort of same evening. I guess I know you're still working on building that rapport with your counterpart in that, I don't know if it's a zone or a district. I guess have they, you know, are you guys able to collaborate on sort of, and I know you said 40 for us. I know of a neighborhood that had about 12 just up the road in gender. So, you know, I mean, we say 40. How many more did Columbus have in that similar time frame?

I don't know the exact number, but I do know that, you know, our detectives are working with them. So it was in the same night that all these got hit so that

canal winchester portion of columbus i guess you recall it got hit also so um going into really a lot of details i can explain but they're collaborating trying trying to find something and and i think i'm just talking out loud here not really asking a question but i see a lot of the questions um online about why aren't the flock cameras being helpful and and i just want to maybe get this out there and confirm if i'm correct in saying this that It's not helpful when the cars are coming in a lot of times with a stolen car. Cars aren't reported stolen yet because people are sleeping. They don't know their car's stolen. So the flock camera's not picking it up. Now, it does help if we have a vehicle description because the flocks can look at vehicles too, but they abandon a car, steal another car, and go on that same cycle. So while the flocks are very useful in different things, they're not as helpful in this aspect.

Yeah, you've got to have something to go on, like a vehicle or most of the cars that they're using are stolen. We've learned a trend where it hits on the flock camera and then it kind of is quiet for a while because they dumped the car and now they've stolen another one. But yeah, we've just got to have something to be able to punch into that software to say, hey, this is what we're looking for. What can we find? So we have had luck, but we didn't have really any luck with this last month.

Last month in June, the white Chrysler was picked up on Flock, and it was talked about a lot on social media, and they did find that car abandoned within a few days.

Right. Unfortunately, they've stolen probably three cars by then. It's gone on Flock.

It's just sitting somewhere abandoned. That's what he means, goes quiet.

A lot of the times, too, you know, obviously they see they're going to take off running on foot. Now you've got foot chases involved or in vehicles. A lot of times they flee from traffic stops. It doesn't fit the pursuit policy. It's just, I would say, the juice worth the squeeze, so to speak. I mean, yeah, I would love to catch them, but I don't see a deputy get hurt or a civilian get hurt out of a pursuit trying to catch somebody breaking into cars. I understand that. It's just equally frustrating for us because My guys, they want to catch them bad. I want to see them caught too.

Yeah, I know you guys are working your butts off to try to stop them. And I know you can only do what you can do and don't want to put anybody else at risk doing it. So we appreciate all the efforts.

Sergeant Stone, there's a lot of personal ring camera and whatnot video footage of these thieves. Are those videos helpful to you guys at all? I know we've already talked about the flock cameras, but are the personal videos helpful? Are they producing any fruit from what people have seen?

I mean, that's the problem. You can't see anything. They're always wearing gloves. They know what they're doing, so to speak. But it just kind of shows the crime happening. It doesn't really give you much on who's doing it.

Maybe we as a city can help a little bit with, and I've seen this, like the news has been putting stuff out, because it's happening everywhere. It's not just a canal in Columbus thing. This is a Hilliard thing, a Dublin thing, a Toledo thing, and everywhere it's happening. But just maybe us utilizing our Facebook page and getting alerts out to residents saying, hey, make sure all your porch lights are on, make sure, you know, light up the area as much as you can. Obviously we have street lights, but if, you know, everybody's houses are lit up, maybe it'll deter somebody, you know, and make it a little less desirable to steal. Because I got to imagine they try to at least, you know, either hit random parking lots where there's a lot of cars where they can do a lot in a little bit of time, or they go down more dimly lit streets where the house is a little bit dark and you can get in and out. So, I mean, maybe we can, you know, just try to keep getting the word out to residents and pushing that narrative.

Mr. McLaughlin, I kind of chatted a minute ago, just they're getting more bold. I mean, it's just, yeah. The hotel, I mean, it's very well lit over there at Hampton. They didn't care.

Well, they've been hitting it right first thing in the morning, too. Yeah. 6.30 and 7 o'clock in the morning, the sun's up. Wow.

And if they started, I know at one point they were targeting cars that were just unlocked. They were checking car doors that were unlocked. Are they now breaking into the car, breaking windows?

Yeah, we had, so we had almost 30 of them in Hampton. Some of the windows got smashed that people said we didn't have anything in there. Like, they were just smashing it to pull open the center console or, you know. So, it just became more bold and I don't know, the word's gone out to public, like, keep your stuff out of sight, out of mind in your cars, and now we're going to smash it and see if we can find anyone. I don't know. I don't know what they're thinking. I don't know.

Thank you, Mrs. Amick. Just one thing to touch on. Next Tuesday will be the final weekday operation at the pool as the kids get ready to go back to school next week. We will then be open Saturday, Sunday of that weekend, and then we will close to the public for the season. So it is wrapping up rather quickly. Once the season has ended, we will kind of do a little internal debrief on how things went this year, and then we can with council have that discussion of how we want to proceed in the future. So that I'd be happy to answer any questions.

Next would be Mr. Hare, development director.

Thank you, Mrs. Amick. I did want to note that Opus completed the purchase of the shop property on Bixby Road. They have, we've issued all the permits and they actually started earthwork today on that site. So if you drive by, you'll see. a lot of activity taking place there and clearing multiple properties has also started their earthwork on their project at the dead end of Robinette Way in Canal Point. So that project is underway as well. And then wanted to get a little feedback on the zoning code redraft. All four modules staff has reviewed now and sent back for comments. We have another steering committee meeting scheduled for August 19th to have the modules two and three reviewed by the steering committee. And the intent is to have those to city council in October for their consideration. So they'd be going to planning and zoning in September for a public hearing and then getting planning and zoning recommendations and then likely coming to council either in the first or second meeting in October. Wanted to know what council's desire is to have public hearings for that planning and zoning code. more than we would have on a regular meeting i mean what is planned right now for public hearings for the zoning code we have a planning we have a planning and zoning commission meeting that would be a public hearing and then we have each of council meetings the first meeting would be a public hearing because it's a zoning change and then every other meeting would just be a normal reading of the ordinance

I don't think we're going to get a whole lot of public interest. Maybe I'm wrong on this as far as setting a bunch of additional hearings. Maybe I'm wrong, but I just don't see a big interest in it. Maybe, like I said, maybe I'm wrong. I don't know.

In light of everything else that we try to do to engage the public, I would love to have at least an open house where we at least hit the highlights of what's changing and why it matters. Aside from just the, hey, this was a mandated update, what are the changes that we're trying to make? Why are we trying to make them? Just sort of the who and what of the crux of what we're trying to accomplish. Um, and at least garner the feedback of, I don't want you, nobody's, nobody's going to recode line by line. But what I would love to have is here's what we're doing with the housing code for residential. Here's what it's going to look like. Here's what the intent is.

So you want to check, check, do that above and beyond? Cause that'll be done at the public hearing.

I assume the first meeting at council, why couldn't we do the, that super high level at committee of the whole on the 31st of august just about a kind of an overview of the project as a whole the why did we do it what you can expect what does it mean at a high level that is a public meeting and people could come if they want to hear the highlights of this is a major undertaking and while i agree with mr moore that the attendance of a regular meeting might not be high for that subject If we're gonna have committee of the whole so that we can understand all of that, that could be sort of our public meeting. It's just just a thought.

Yeah, I feel like I would want to see what the interest is, because I agree. No one's going to go out there and read the code, but there's definitely going to be some people who would be mad if they did not have a chance to be heard. I'm sure.

Oh, absolutely. And I think that's why I mean, as long as we're having to do it behind closed doors or something crazy.

But again, it goes back to us also making sure that we've done the details of publicizing it so that people know about it. Right. Because what's going to happen is we're going to go door to door We're going to knock on people's door and they're going, oh, you updated the zoning code?

I didn't even know.

I didn't even know you had a zoning code. So it's like, again, it's just making sure that we do our due diligence, just like we do with the communications survey and all those other things where we've tried to enhance communications residents. Yes, you didn't come, but were you aware? Did we tape it? Is it posted on the website somewhere? Can you go watch? Here's the highlights of how the zoning code changes. Could we clip it up, put it on social media? Those types of things are things that would be at least helpful or things we could probably do post that might at least offer some additional education around it. I know you and Ms. Woodruff do development updates. I don't know if this is one of those where there's a, Do we record this meeting and clip it up and use that on social media? I don't know. Just some sort of information out to the public would be great. Understand that they may not come and make time to come be here. But again, the more we can force it out,

The harder we're working to make sure they are aware of it. I don't want to schedule a whole bunch of meetings.

I'm not trying to overschedule it. And if we have a Committee of the Whole dedicated to it, great. Maybe reposition it. Don't call it a Committee of the Whole. Call it Town Hall on zoning code updates. Just reposition the title of the meeting.

We did have that. a series of public comments earlier in the year about something that was not our matter, but the folks who came said that they felt like there was no communication coming from the update that was happening, the construction that was happening near their homes. So I agree. I think we do need to do something more than just the basic, but that doesn't necessarily mean set up a bunch of meetings because that's not really what people want either. I agree. People get their information from social media. We can help highlight some of the exciting parts of the zoning code or what we might think would be controversial. I know like the sustainability commission has been giving input on the native plant garden. That would definitely be something worth highlighting because I think a lot of people would be interested in that. And you know, anything related to, you know, personal residential things or, you know, everyone's always interested in what kind of commercial development is happening, what zoning we have there. Um, so maybe this is also a discussion to have with Hannah Woodruff, um, you know, what kind of online communications will be out there too.

Yeah, there is extensive changes in regards to sustainability and solar panels and wind and gardens and all those things, uh, keeping of animals. Those are all included in there. So I'd be happy to share those with you. The same draft that's going out to the, um, steering committee on the 19th. And so you can share those at your next sustainability commission meeting and see if there's any input on those.

Yeah, sure. Can we use the committee of the whole meeting to sort of for you to debrief with us about the steering committee on the prior two weeks, I guess it would be, maybe a week and a half. If you could use that to kind of debrief us on where it kind of stands. Does that make sense? Yes.

I thought that's what we were doing.

That's what I thought we were doing, too. And then we went straight into the public meetings. Well, that is a public meeting. You know what I mean?

That gives me a good starting point. We're just trying to plan out the rest of the schedule with the consultant, and we only build in a certain number of public hearings and engagements with them because we came right off of the community plan, which seems like a long time ago, but the zoning good rewrite's been going on for nearly two years now. And so it's just trying to get that scheduled with them to wrap this up.

It might be way, way too soon, but the public hearing that we have on the 20th about the Hill Road project, not public hearing, just the community open house kind of thing, is it possible that that could be used? You split it in half and say if you want to hear about zoning code, you come over here. If you want to hear about the Hill Road widening, you come over here. Is that too much for one evening?

Yes. I'd prefer to do it on the 31st.

Fair enough. Okay.

And then one other item, the, the letter from liquor control is just, if we request a public hearing for that, that is an application in the community entertainment district for a D five J, which is the community entertainment district liquor permit. Um, this is for the existing Hartman's building and it is, um, there's the potential to do a food hall. in that space where there would be a number of kitchens and a bar associated with that. And so the property owner has applied for that preliminarily to to try to encourage this project to happen. And so is there any desire to have a public hearing for that or do we just want to not object and allow the liquor control to go out through the process? No objection. No objection.

Sounds like a great addition to the downtown.

That's exciting. Any questions for Mr. Hare? Were you finished, Mr. Hare? Yes. Any questions? Mr. Hare, I was just curious. This is a curiosity question. Do we have any geolocation data from the Blues and Ribs Fest to kind of help us understand how many people were visitors to our city versus how many were local?

Those generally run about two weeks behind in publishing data, so I probably don't have anything from that weekend yet. I haven't looked, but they're normally about two weeks behind, but in the next coming weeks I can definitely pull that data. Okay, yeah.

It'd just be interesting to know from our... Our marketing guys talked to a lot of people and did one display where they put pins where they were from and... there were you know as usual like there was a person there from oregon or someone from florida there were some people from around the midwest but the majority was kind of alpacrington obats some inside the perimeter that's from the initial one but this lucas's information will give us a lot more yeah okay great we'll look forward to hearing that thank you mr hair

We also have a Committee of the Whole meeting for Monday, August 31st at 6 p.m. We have a public hearing on Tuesday, September 8th, 2026, 545 regarding the Miller Farms project. The next thing would be work session and council meeting on Tuesday, September 8th at 6 p.m. We have an upcoming Council Connect meeting Saturday, August 15th. Mr. Payne, Mr. Shea, and Mr. Bennett will be your hosts for that meeting. And the next report would be from CW Human Services. Mr. Shea.

Thank you. The next would be the CWICC. I apologize that the meeting had to be rescheduled and I was not able to be there, but I just have a couple things above from Mr. Hare's report. I've had for whatever reason of all the things on the earth that people get excited about Dunkin Donuts is like it's the rumor of the day and it's no longer a rumor. There's going to be a Dunkin Donuts inside the Walmart facility. So I think our public will be glad to hear that. The Sun Auto and Tire that we've talked about earlier this year, it's been approved for the corner of Diley Road and Meyer and The next item is the multi-tenant building in front of Meyer that we talked about several months ago is now back. If you recall, it was, we had some pretty good discussion and then that project was the developer backed out and it is now back on the docket. Is that with a different developer or the same?

It's the same developer. It's just now going to be a two-tenant building rather than a three-tenant building. It's just being redesigned.

Okay. Thank you. And that's all I have from the CWICC meeting. The next up would be the joint rec district, Mr. Bennett and Mr. Moore.

Can I ask a question about the CWACC meeting? I don't know if Mr. Hare, if you can even answer this, but I know the three tenant originally, it was going to be a restaurant on each end, like casual dining restaurant and then a medical office. With the two tenant, what is the idea then? Is it just going to be two restaurants or is there still going to be medical?

No, there will be one food related use and then one non-food related use. Okay. Thank you.

Oh, and where's the Dunkin' go in Walmart?

Everybody keeps asking me. If you walk in the westernmost entrance, it's on the left side of that. So there's a subway on one side, and it would be right on the other side of that.

Was it where the hair place used to be?

I don't know specifically. And there's also a standalone Dunkin' going across the street from the Waffle House on Winchester Pike. Perfect, thank you.

Sorry, back to JRD. Not really a date since our last meeting here. We do have a meeting scheduled for the 11th, which is next Tuesday. That will be at 6 p.m. Football is in full swing with practices. You're still riding that. We had a really good weekend last weekend. Couldn't have asked for more beautiful weather. It was incredible to see downtown filled with so many residents and visitors enjoying great music, amazing food, and everything Kanawha-Winchester has to offer. The energy throughout the weekend was fantastic. A big thank you goes out to all the volunteers and sponsors, vendors, musicians, city staff, public safety personnel, and everyone who worked behind the scenes. Events like this simply wouldn't be possible without the countless people who give their time and talents to make it all come together. Thank you, Council, for your continued support. This is all from Lacey Cranor, and I do want to congratulate Lacey Cranor. This was her first Blues and Ribs as Executive Director of Destination Canine Winchester, and I know her and Sue and the rest of their staff did a fantastic job. Yes, so the Chamber wants to thank everyone who came out to the Chamber's 70th anniversary on July 22nd. I think some council members came, city staff came as well. mayor steger was there and we had there was numerous community members and business owners in attendance the recording is available on uh on the chamber's youtube channel we have two events coming up this week uh the first one is the young professionals event it's headshots and networking it's on wednesday from 11 a.m to 12 30 p.m at stradley park Join us for five-minute headshot appointments and stay for refreshments and networking. We are collaborating with Chelsea Smith of Big House Photography for this event. And the second event coming up is the third annual Home Sweet Home Show. We switched from Home Sweet Home Garden Show to Home Sweet Home Show. It's been an adjustment for me, so I always wanted that in there. Come out on Saturday from 9 a.m. to noon at Stradley Park next week. the farmer's market. It includes family-friendly activities, a fire truck visit, and door prizes. Dozens of vendors will offer home and garden services, furniture, and pottery. It is free to attend. Canal Wishes for Human Services will be on site sharing information about their outreach programs. We invite everyone to stop by and say hi. Consider bringing a non-perishable food item to donate to the food community. Thank you.
