Good evening and welcome to the city council Canal Winchester City Council work session for February 17th, 2026. Uh this is a call to order. Can I have roll call, please? Miss Aik, present. Mr. Bennett here. Miss Stweiler here. Mr. Mclofflin here. Mr. Moore here. Mr. Payne here. Mr. Sh here. Also in attendance, we have Mr. Sims, Miss Jackson, Mr. Steager, Mr. Bogs, and Mr. Hair. Um, and we'll start off with reports from the city staff. Uh, Mr. Sims.
Thank you, Mr. Moore. The uh water reclamation headworks project is continuing. I had a bit of a hiatus with the really cold temperatures and the heavy snow. Um but uh the contractors back to work uh full scale now. So they're continuing work on uh concrete slabs and foundations. Um they'll be pouring some concrete uh this Thursday and then forming and then pouring in the next four will be a week from Friday. But uh so we're good to see we're back, you know, making progress on that. Um Winchester Boulevard project is still down. uh waiting for warmer weather. Uh nothing new on Greengate at all. Um East Water Street storm sewer project is also still down. Um we did have some activity in front of the building here Monday and today uh that was actually associated with our sewer sewer service for this building uh was uh plugged up. So um we took advantage of having a contractor that was in the area to go ahead and fix that for us. So, um that is complete now and the plates will be removed tomorrow. Um Miguel phase 2B um at this point we're still in a submittal phase. Um still looking at early March for a start of activity and um the shelter building um has plans in for building permit approval. They're on their second submission. So, um had conversation with uh the manufacturer of that and the contractor today. So, we're all on schedule for uh um an April delivery on that product. And the 2026 street program, uh we opened bids on Friday. Uh we had three
bids. Um Strazer Paving uh was the apparent low bidder. Um and the prices were were pretty good. Um, so it looks like we had three alternates that we had listed that we were hoping to be able to work something in if the prices were lower and we're going to be able to accommodate all three of those. So that was a good scenario for us. Um, so we'll have we have information for the whole project put together um ready to go out basically to the public and uh that'll happen this week on our website and then we'll have some mailers out here before the end of the month to all the people that are in work areas um now that we know precisely what streets we're definitely doing, which ones uh what work we'll be doing. So um looking forward to getting all that stuff rolling. Typically that project starts in late April to early May with concrete work. Um they can concentrate on sidewalks and curbs and things of that nature. Uh and then be ready for paving when the weather's appropriate for usually around June 1st or so. Um and it's my hope uh to have the legislation for uh next council meeting to award that project. Um, you know, work is continuing at Kroger. Uh, they're still, um, you know, in addition to the building construction, there are, uh, working on the water lines around the building for their fire line. Um, Op Cheney Mill, they're doing a variety of work on the mill itself. Um, they did finish up uh, the water line installation to that building. So, that's been done and tested at this point now. So hopefully we get the road repaired here shortly. Um and Culver's is still under construction. Um there on
the private drive by Exchurch. Um and right now from a rightaway perspective, we don't have any large rightaway projects anticipated at this point. Just kind of the usual services, gas services for new builds, um folks getting new cable, fiber, things of that nature. Any questions? Excuse me. Do we have an anticipated opening for Culver's? Uh I don't Mr. Hair, do you have a idea of that? Uh I think they're initially targeting their initial was targeting June, but it's probably going to be later than that. So I would say late summer.
Okay. July, August time frame. Thank you. I know they're already holding open interviews at Brew Dog, so must be getting ready to staff up and get them trained at least. Yeah, they're they're behind schedule just with the weather delay right when they were getting started. They they put them a few weeks behind schedule. Thank you. Is uh anybody adding more fiber service for internet to the community?
Um as far as like building out in the subdivisions kind of thing, you get similar to what AT&T did a few years ago. Um, so there there hasn't been much talk on that lately. I mean, even at that time, AT&T had planned, they were working on plans for more area and then they they pulled back. They I when I spoke to their representative in engineering, they felt like they were kind of get ahead of themselves and trying to build stuff out and they they're taking a step back. I I know right now they're actually in like the Fox Glenn area in Pickerington um doing that same thing they did in Ash or in Westchester here. So, um, we did have an inquiry from another fiber company that would be new to the area about, you know, their their interest in starting to build out in Ohio. Um, sounds like it's probably out quite a ways. It's called Easy Fiber. Um, so we'll, you know, we'll just have to wait and see there. I think they're really some planning stages.

An ordinance to adopt section 941.041 of the codified ordinances to require pollution prevention plans as part of the storm water management code.
I'm going to take this one, Mr. Moore, on behalf of Mr. Peoples. Um, this legislation came about after a review by the Ohio EPA um, in regards to our MPDES permit and all they do is they basically look at our storm water management program. Um, and they made the s the suggestion that we add this language to our storm water code. Um, Mr. Peoples said that this is something that we have required in the past. It was just not written into our code. So, we are doing this at the request of the EPA. Thank you. Any questions? Do I have a motion to move ordinance 26-001 full to full counsel? So moved. Second.

An ordinance to accept the dedication of real property from Kenneth Cole LLC for use as public rightway. Mr. Hair.
Thank you, Mr. Moore. Um, as part of the approval of the Miller Farm subdivision, uh, we required that they dedicate additional rightaway for the road improvements that are planned on Lifeopoulos, Oregon, and Hayes Road. Um, so this is the first step in accepting that right away. Uh, the property owners currently own to the center line of the road. That's why you're seeing large larger acreage amounts. Portions of that are currently in a highway easement um that are that are used as rightaway now. Uh, but this would just be dedicating those parcels over to the city of Canal Winchester to be used as future road right away. Um so in this case this is 1.783 acre um parcel of land at the corner of Lyopoulos Road and Oregon Road. Uh it is owned by Kenneth Cole LLC.
And that that whole parcel is what an eight 8 acre parcel. The Kenneth Cole property. Yeah. Uh I want to say it was there were 18 acres there. Uh but they have since amended the property boundaries to align with the stream. So they traded some land on one side of the stream and got more land to the west. Okay. Uh with with Willox or Canal Family Farms to LLC, which is the owner of that property now. Got it. Thank you. It's closer to 18 acres. Any other questions? Mr. Hair, thank you, Mr. Moore. Uh, in the same vein here, this is uh from Canal Family Farms 2 LLC. Um, this would be the dedication of two parcels. Um, one of those would be along Oregon Road and then one would be along uh Lyopoulos and Hayes Road. um for so two separate pieces of of road rightway that we'd be accepting. Uh when the city does accept these, the these become tax exempt parcels because they're used for rightaway only. So you'll see that in the deeds that these are to be used for public purposes for rightaway only. So they're not necessarily taxable parcels. They're removed from the tax rules. Thank you. Uh, yes, Mr. Moore. Just a quick update for Mr. Peoples on this. um the fact sheets that I think he had previously spoke about in regards to each of the projects listed on this plan are um underway putting together all of that. We don't really have a um a need for that to be completed immediately. Um we do have to bring the capital improvements plan to council for approval prior to applying for any Ohio public works commission funding which I do believe we intend to do this fall. So, the goal would be to have the CIP with all the fact sheets to council um probably late summer. Okay. Okay, perfect. Thank you. Uh any questions for Miss Jackson?

I do because we do have a request for an executive session and since it seems like we have some extra time, i.e. the next 47 minutes. Um, would council want to entertain a motion to go into executive session to consider the purchase of property for public purposes now rather than at the end of your regular meeting? I sure would. it's a lot of lot of head nods. Before we do, can I'd like to are is the city planning anything for the bicesentennial of the United States this summer? Good evening. Good evening. Good evening. Just got a couple things to fill you guys in on. Um on August 4th, the township, the police department is going to hold our annual National Night Out event. This year we're going to move it up to the northern part of the district which is going to be on Sadalia at Middle School North. Um the police department would like to recognize our positive working relationship Fairfield County Sheriff's Department and the township would like to extend our gratitude to the city for their support. You too. You too. Next up is communication 26-006. The Ohio Ethics Commission filing reminder. Um, every year council members have to file this um, financial disclosure. It's due by 5:15. The next item is communication 26-007, planning and zoning. We need to set a public hearing for the new the application for a reszoning from New River Electrical Corp. Um I um it's 32 or 316. Is that correct, Mr. Boss? Uh no, we're looking at April 5th.
April. Okay. Um due to public notification requirements, we have to have 30 days of public notification prior to the hearing. Okay. So, let's see. That would put us um April 6th. Yeah. Whatever that Monday is. Does that work for everyone? Okay. The public hearing for the reasonzoning for applicant New River Electrical will be April 6th. Uh 5:30. Okay. With everybody um or 5:45. I mean, I don't think this would take I don't think we'll have a lot of
public. It shouldn't be. Let's do 5:30. We didn't have public comment at the planning and zoning meeting, but that doesn't mean we'll have to get but I don't anticipate it'll be significant. We're all usually here by 5:30. That's fine.

Uh the limitation there is we only have 9 to 3:00. So we might decide that um we just want to do it in the community center. So we'll we'll talk over I'll put an email out with uh these dates and we'll go from there on that. Um and then I am going to go that's all that I have, but I'm going to go over Matt's um stuff for him. pull that up. His report, uh, you guys have it in there. Um, there's nothing really that stands out in there. If you have any questions on any of it, I'd be glad to give it a shot here for Matt. Uh, flat, the two new flat cameras are in. As you can see there, um, uh, ODOT has their, um, open house in this room on Thursday evening. Um that's uh 5 to 7. Uh we are we're also working with ODOT on the agreement. You can see that is the next item uh for our long-term maintenance of Route 33. So uh THAAD and and Matt have been working with them extensively on getting the wording right for that agreement. And uh that's that's in the in the process there. Um the Ashbrook Village draining issue. um this is uh we want to go forward with that this spring and try to get that completed um before he needs to plant his crops there. So, and we're also um we had our kickoff meeting with our consultant for our emergency planning update that went really well. That's going to be quite an extensive uh update that we're going to be doing, but uh we've got that started and underway and um all the staff has gone through some um answering questions for them and going through a a complete list of
things. So, we're on our way with that and we'll keep you updated um on that process as we go through it. And if you have any other questions on Matt's update and just uh to make sure I'm correct, the maintenance on 33 doesn't kick in until after the widening. Is that correct?
Kicks in before it it would kick in before whenever the agreement is complete. Okay.
I have a question real quick. the Ashbrook draining issues. Fantastic that we're solving that problem. Do we know what caused it originally? I had a resident ask. It's it's the ground to the east of it. So, we're purchasing a rideway for it and that's where we're going to make the swailes. Uh, I don't know if Lucas if you were around when they did all that, but you know, they didn't obviously didn't take that into consideration with um the the developer with the drainage there. The landscape could have changed there over time as well. I'm I'm not exactly sure. I don't know if you have anything else to add, Lucas.
Yeah, at certain storm events, it just gets overwhelmed. So there's so much drainage coming from from the east over the hill with all the drainage within the subdivision and the the system that's there just get overwhelmed in certain storm events. So this will intercept the drainage coming from the east and redirect it to a larger storm sewer pipe that's further downstream and that'll prevent it hopefully from continuing to occur the flood events that we've had. So we're we're acquiring an easement. We'll install a storm sewer with catch basins to intercept that and then redirect that flow further downstream. Thank you, Mr. Hair. Will that have any bearing at all on the Ashbrook Village pond there in the front of the development?
It won't impact the water flow to that pond or anything, will it? No. All the water is going to that pond currently, I believe. So, it eventually all leads there. Um, it'll just, like I said, it's some of the pipes are undersized. So, you see the water, you know, accumulates until it can get into those drains. So, by intercepting that, it takes flow away from those catch basins that are in people's yards and flood routing between their houses. It'll catch it, intercept it, and take it further downstream. Thank you. And then you'll have storage within those pipes as well. You know, if something downstream is holding it, it'll basically store in those. There'll be a swale graded out, so there'll be flood routing associated with that that'll direct it away from going down into the backyards.
Thank you. Um, Mr. Mayor, I have a couple uh quick questions. One is do we have an update on the um request for qualifications for the marketing plan? Um is there a due date on that or there there is not? We decided inhouse to turn that back over to destination. So, we're we're going to um we're going to take all of the uh consultants that we have, give them to them and all the people interested and then um do it over there. Okay. Instead of instead of on the city side. Okay. Thank you.
So, we're we're hoping to get good buy in from them being more part of the process and we don't know if that's always happened in the past. So, we want to make sure this time that they're really involved in the process so we get good buy in from them on the branding and and the the whole plan. Okay. All right. Thank you. And then um just in a followup to Senator Reynolds being here last at the last council meeting and talking about the application process to apply for funding. Do we intend to apply for some I know that deadline is coming up. Will we do we have a project picked out or?
Um, so this was very briefly discussed this morning at our staff meeting. Um, unfortunately, Mayor Seager and Mr. Hair were not there for that meeting. Uh, so we have not officially landed on a project, but yes, it is our intention to apply for that. The deadline is March 12th. Um, so we will likely be making that decision very very shortly so we can get that application together. Okay, perfect. I believe Cheney Mill is applying for funding as well. Okay. Yes. through the on the city's be through the city on their behalf. Okay. All right. So, they've applied and successfully applied for funding in the past twice through the capital improvement budget and so the capital budget. So, they'll be applying again.

Yeah. Uh good evening. um should have my monthly report I give you. So that's about all that I have. Um I'd like to kind of piggy back off of Commander Till or two. Um taking a lot of pride in trying to bridge that gap with Madison PD and um our relationship is very strong and um it's good to have. Um people need help. They don't care what the uniform is. They just they just want somebody. And um when I took over this assignment, I just kind of felt like the I didn't like where the relationship was and and the angle. I wanted to make it better. So I just kind of piggy back off that. So probably happy to take any questions any of you have.
I uh appreciate your comment because as I was looking through I saw and I don't remember the exact count but the mutual aid report in your report that was good to see. So um thank you for sharing that. We rely on them. Um, you know, it's not that we can't call our our cars from, you know, Violet Township or over, but there are times we get busy and we need an extra body. We we'll call them and they're they're right there for us. Okay. Anything else for Sergeant Strong? Okay. Uh, law director, Mr. Box.
Uh, thank you, Mrs. Aik. The only thing I will report this evening is I know that um or at least it's my understanding that Mr. Payne and Miss Deweiler will be attending the municipal league's new council member training this weekend. Uh my colleague Emma Mulaney will be presenting at that on economic development which she presented to balance of council on last spring. So, I will be happy to uh share those materials with all of council just as a refresher and um just some general resources for both our new council members and any refresher for uh those of you who've been on council for a while. Uh finance director report, Mrs. Jackson. Thank you, Mrs. Aik. Uh just to piggy back off of Mr. Bogs, um Mrs. Aik, you are registered for that as well. Um I knew I just didn't.
So, uh those of you that are registered, you should be receiving, I believe, tomorrow um the information on that um training that is this Saturday. So, if you do not see it by tomorrow, please let me know so I can reach out to the Ohio Municipal League on your behalf. Um just a couple of things from my written report. Uh the January 2026 financial statements are in your packet. Um specifically for our newest council members, I include these in packets every month after I do the balancing. Um please feel free to review them if you have questions about any of it at any time. Um I'm always available. We can chat on the phone if you want to stop in. We can just email. Um whatever works for you. And then I know that there have been um perhaps some questions about the regional income tax agency and tax filings. you know, people have gotten their W2s. I know a lot of people are working through their uh tax filings for the year. Um, we internally are not tax preparers, but we can answer basic questions. Um, if individuals have more complicated situations or are having issues with the regional income tax agency, please have them contact me and I will get them squared away with my contact there so that we can work through it. Um I have done this for individuals in the past and we've gotten things resolved rather quickly. Um sometimes that's the best route. Um I know that we have gotten some um complaints perhaps about how not userfriendly their system can be. Um you know it is tax software. It is not going to fit everybody's tax situation. Unfortunately that would be quite impossible to do but they do do their best. So, uh, again, if anyone reaches out to you, please direct them to me and I will do what I can to assist them. At the last planning and zoning meeting, um, a 210,000 foot speculative industrial building was approved on Bowen Road. So, that'll come before you likely in the future at some point for potential incentives. We're working with the school district on um on options for that. So, you'll see that likely in the near future. Today was our application deadline for the next planning and zoning meeting. Um one project to highlight is we did receive plans from Violet Township to build a new fire station. And so that is being proposed on Buy Road adjacent to the Buucy Road Park. Um there's been a little over 5 acres that's been reserved there for a fire station for quite some time. They passed a levy in 2024 um that allowed them to have the capital to build a new building and then staff that building. So um the proposal they were evaluating different sites and this was the the chosen site that's most beneficial to them. So um we're we're working with them on that 5 acre site to get a new fire station established there. the project that was proposed in front of Meyer. Um there was a multi-tenant retail building um proposed there that we approved a final development plan. The developers notified us that they're cancelling that project. Um so they've had some some tenants that uh have gone away um that were committed to that project. So they can't move forward with it at this time. So they're going to attempt to identify new tenants and bring that project back and revive it. But uh that one in its current form is probably cancelled. And then just an update on we've had a number of meetings with ODOT recently in regards to the Bixby Road interchange. And so I think it's the intent of ODOT that they're going to apply this year in the track process for the Bixby Road interchange. And so we're working on the with them on the connecting road networks and what that looks like and access points. So, uh, we're
coordinating with multiple jurisdictions, Franklin County, Madison Township, City of Columbus, City of Groport, um, everyone that would have, uh, roadway connections that would feed into that. So, u, that's gone really well and it's good news that they're they're attempting to move that project forward into the next stage of development. Great. Any questions for Mr. Hair? Mr. She, is there a Dunkin Donuts coming to town? There is a Dunkin Donuts proposed in the city of Columbus um on Winchester Pike by the old
so near Winchester Park and Gender Road. So they've got a racetrack that has been approved there. Um that's on the uh the racetrack is a gas station from mostly from the south but uh new to the market, new to the Columbus market. Um so that's approved for the Gender Road frontage. Uh just behind that is a a Dunkin Donuts is proposed along Winchester Pike. And then there is a uh Cambria Suites Hotel that's also proposed there.
Okay. That one guy, where's that one guy who's always Mr. Bar always wanted to have an a hotel on his property. He was just a little bit short, wasn't he?
