and this acknowledgment in your packet is all right Tammy Arnett you got the floor or in shooting sports um I guess we call it and asking questions of Pat and that's why I got on the list I'm down at a shooting sports the there has been roundup it looks like blacktop piled up and some sand pile up and I know there's a brush pile and stuff and it's just getting bigger and bigger and this last year we had we kind of struggled because we have 30 to 40 cars down there at a time and there was no place for them to back up turn around you in and out and park because our space is getting smaller and smaller so I just wondered if there was a plan of what we're going to you know what's your plan for all the blacktop how the down there was have you been back two weeks what that was leftover that asphalt was left over from grinding and of course a lot of that stones piled up there we did have plans to move it that's actually from our project we done or certain water I knew that one the cemetery yeah actually I would like to move some of this the brush pile just kind of got away they ever kind of get piled up seem like somebody's bringing

in more you know yeah we've just got to get it burn enough for this part we'll get pushed up some more if you want just about everyone here we're gonna know right now these for about any time yeah I mean they're probably office make it all the way or whatever we need to do is check we're not against it but we need to make sure liability lives were covered if you did that work down there what are you offering what times you guys starting we don't start till the first Wednesday of April would you be working under produce ensure - probably yes yeah I mean if because it's not what are you reaching - what are you proposing then then you bring down heavy equipment keeps getting smaller we got if you could just send her whoever can just send us a proposal on an email or something like be doing and then we can look into it and make sure we're covered it's all you want make sure and you guys are covered too we don't want any no I understand appreciate you house yeah it has that burn piles of benefit to the town that's grown this summer trees cover that sorry issue they don't mean we're trying to monitor it a little closer

proposal walkthrough I'm Andy Brown almost the Health Department I'm here to talk to you about the property you're all probably very familiar with at 5:48 is that the bandhas main street the property is falling apart the house is infested with all kinds of animals the entryway both the front and back have fallen in so bad that I can't get into them to treat them for rats and rodents I literally stand in the yard and throw my stuff in through the window because I can't get into it the neighbors are ringing my phone off the hook wanting something done about it the property is not livable in the state that it is in I know there are I've

included in that that packet there pictures and the back taxes that are due not due on it the I believe Canon has some septic liens on it the neighbor at one time wanted to purchase the property for the lot however he doesn't want to pay to have it torn down doesn't want to pay the back cleans and taxes on it which are expensive you can only forgive the liens if the property is not habitable in other words if somebody says they're having a hardship and they can't pay their taxes you can't really forgive those but if it's not it's not a property that is lived in you can it's my understanding I called our county attorney and basically he responded with me telling me that cam has incorporated town so condemnation has to be initiated by the Town Council cannot be initiated by the County Health Department the only thing that we can do is take it that it's not livable at this time but we can't actually condemn it unless you condemn it sound of any statutory provision is or reviewing the wings my attorney does and I can get those for him I send that to pad okay all right really sure he did say that he wasn't sure if you guys had adopted the unsafe building law but if not you need to do that in order to be able to condemn a property I can I can put do not enter signs up I can put tape around that saying that it's unsafe

but the Health Department cannot physically condemn it and it's my understanding area plan cannot condemn it because of you guys being an incorporated town that being said I mean that the county cannot will not pay for it to be torn down so that is something that Camden would have to incur also who's your attorney Ted Johnson you know that's what we've always ran into before it's they call you you call us we don't have any power to condemn - you know because we're all done we're on the Sun you know for the Carroll County so what it's a catch-22 I'm not sure you know you have authority to condemn it because I'm so like did not I was told that the incorporated towns like Thor and came to that they have to our attorney parties you guys are incorporated even though we don't pull under the county statues correct and I reached out to send a Hartman buyer for me today and I had not heard back from you so I had the type of meeting I'll have a better understand of what we wanted to move forward with it does this guy turn your phone off realize that once this is all done it gets a cats meowing against the property yeah I think so because I think might be paying a little more I thought I know we don't want to pay nothing he wants just to have the property and he don't want to build a house he wants proof garage on it so what I'm saying is I live my property connects to that so I'm gonna be up my daughter lives next to it so she's gonna be up yeah so telling that there might be a little bit of a bit more he might

pay a little more than you should oh I'm dying so all right I mean if he's burning your ears yeah well watch what he wishes world I've had three different calls to were anonymous they told me they were going to go to 18 and make a big stink about it time to go because that property right now looks better than it has for 15 years I'm going to be truthful with you how it looks better the only thing is is that we need to have a plan if it's still around my summer on who's going to mow that area back there the back it's kind of I know it is but the problem with that is it's hard to get to West because it's not being mowed there's snakes back there there's there's rooms and I mean there's birds flying in and out of that top window or that there is no window when you come down off of that back property where the trees have kind of their paradise trees okay from them paradise trees on me alright that's mine so he was pushing all that dirt over on me and I went back I didn't know there was a him I thought it was just uh ya know when this was passed away and then she and attorney for the town I would not be satisfied for the town itself to get involved in tearing it down unless they do the ordinance I've done work on the ordinance today and the town can by ordinance adopt the statute with reference to unsafe buildings and it's quite a with a big statute here you know it's quite lengthy and you have to give you have to give notices you have to have have the ability and the availability for hearings there has to

be a fun which is called the unsafe building fund which has to be implemented and then if you can't get all of the owners if you don't know who they are then you have to give those by publication it can be done but it's not gonna be done in a day oh and I have dragged to the Paschal ordinance which simply says that we we are we could be governed by Indiana : such and such and such success right there and and I think it's doer it's not ready for the town council was signed tonight because I've just given it to him but I did do some research on the ownership and the ownership of that property is by the five children is for the five children of Robert Richardson and his wife has Tierra has a 25 percent interest in getting some money from but if there's any money which I doubt there is but she even have an interest but the children actually own it I don't know whether these five children are adults or not man are they they're small and if they're if they're minors then we had to lose the Guardian who's who doing serve for that I mean there are all kinds of problems but they can be taken care of they can be done just with diligent work and doing it if the town tells me that they want to proceed on with that and you know I'll draft a better ordinance and I'll try to get I used to know Richardson who I mean it's it can be done but I don't can of course I don't make the decisions for the Town Council but I don't want them to get into the

problem with it so that's why I'm recommending that they do nothing until that they not taking these steps on their own until the ordinance is in effect until we've done all the bells and whistles and I've talked too much but you know that's what I mean well I'm getting on that all T Richardson came to my office and well she didn't come to talk to me about yeah I'm alright more Nelson I just happened to realize who she was and so I don't my desk and said hey you're the lady I need to talk to about your property she came there to get all of her records for her children because she was moving out of state and I said what are you going to do with that house because it's you have to do something the easiest thing would have been it been sold at the text sale and then you wait till next September tax sales or ones at the end of September and then there's a commissioner that the commissioners may get a certificate in March and I'm I've talked to the treasurer and she talked to the author and nobody seems to know exactly what's what happened to this property because it didn't go for a tax sale may go to the commissioner for its commissioners certificate and but if but somebody I suppose now had paid the back taxes and and then but that would start the year old it would probably start the year running see the year would have run from late September 2019 to 2000 way but and then at that point the tax deed would have been issued there would be no lens somebody whoever bought it can tear it down read it as an apartment building raise rats or whatever they wanted to they're happy this man back here has so if it's going to take its gonna be a holdup for the children whoever's gonna get the did you say that she's gonna get money or she's waiting on to get a portion of the money or is that the way I understood it because if she's not

paying anything under the default all her on her the kids doesn't supposed to guess up and is that all the ball yeah if that was gonna be something that held us up I mean she's basically walking away from it and said I don't want the part of it because the children still have it was it everything to fall tonight the key to it was to get it sold at the tax sale last September then we would be nine months from getting rid of the place whoever bought it they don't I sell it dead sale and so that one that's what's put it kind of in the limbo right here and I've done quite a few tech sale property things and once you get the tech Sylvie you've got it you know you don't have to but the Texas now present taxes are around a little in excess of sixty four hundred dollars it's just quite a bit but anyway I'll be glad to talk to anybody about you call the office I'll talk to you can come over I'll do but I have unbend with what these guys feel like I'm just an employee but see the the problem with the property was if you would have bought it at the tax sale then you know that money them at 6500 then you know that other year's taxes plus she ain't called to tell the town the cheese off the septic so she's still getting hit for a second bill every month because she's thought that house is the last well in the town of Camden so they don't have water from the town geez have something what's the best that's on the the liens for the sewage border what counts is telling us we can't forgive it it's them unless you tell us that yeah unless your lawyer can tell the State Board of accounts there's a statute somewhere oh yeah we'd entertain that right on the forgiveness of the lid if I had the lien on your

ordinate so you don't need to cover that again the first thing that we have the new is the agreement with C Pierson for helping with the leaf pickup we did it as a contact so they just think about the contract $15 I think the heavy sigh right there it's not here motion a second motion to pay Steve this contract for a second next thing I have is a contract it's a shooting range the verbage is the same as what we've had in the past there's no changes in the shooting range except the contract for the shooting range okay with the changes that are going on we are going to make a little change with the real Commission the financial responsibilities have been with the core treasurer with the town of Camden already have an agreement change the internal agreement will be modified so that the culture at floor will be assuming those duties and we will be transferring what funds the town has have for the benefit of the Commission to the talent floor I have first of all a resolution amending the agreement there's one other things and also the one relates the requirements Monday automates the requirements your first point then the no doesn't have to also be member the city they still can be but

it doesn't hit the current the original charter indicated that one member from each town and then we have already [Music] [Laughter] okay and the next little bit I'm just going to read because we're gonna be behind it in a minute to satisfy the changes with the banking to transfer the banking responsibilities over to Jeff but Jeff Steve were were assuming the financial duties of the Talley Camden effective new generate first twenty twenty impression caster these duties would expire 11:59 p.m. on January 1st 2020 mr. paid out town money and 3 manage the finances and account to the town and make investment of the town yeah because we thought we thought it was midnight in the 31st and it's not it's next we should make sure and that's off of the mountain the Year meeting is December 1st of you know this is my last regular council meeting and I will retire my last day of office being December 31st the time is simply right for me to make this decision and turn the rings of which of the next electric church treasurer who will be Jeff steeper I plan to use my free time to do a few things I real enjoy and spend a lot of time traveling jeff has been coming into the office around the various systems and what the job entails to unconfident transition will be smooth as those I'd like to think I'd like to start by thanking Linda Vidal who was my first deputy and when she retired Lynette Martin shook her over the office would not have once meet me without their help the deputy is vital to the reign of the office and both ladies were very helpful to me I also want to take and grade center staff and has been great to have and Kenneth been great to work with so I do appreciate all of their help much has been accomplished during my years in the

office due to the cooperation between the town council and treasurer's office it takes a goal to achieve and it takes a team to achieve our goal and I had been blessed to work with many people who care so much about Camden during the years the years I have worked as for treasurer the town has been awarded four point three million in various grants some are very large projects such as the water project storm water sewer and the street grants other grants were much smaller will be body equipment like these Cara and beneath that one of my favorite grants though when the houses we have grants we didn't we see for those when I came into office receiving grant was one of the things I had set a goal down I heard about those grants I liked them we've received four of them we were able to help many households improve their homes because of those grafts and that was my probably my favorite thing where there's particular types of grants because the citizens received direct benefit and it enabled some of those who may not have been able to stay in their homes to stay in their homes I'm in to the wonderful people who have fought so hard to make these accomplishments possible yeah

was another plan that the deductible increases slightly but there is deducted your premium on the one with the 20% actually goes closest for what we go it's nice but that's front end of 20% yeah that's all in the business that's not counting yeah you still get your other desirable yeah the other one the one that the one that went up 2.7 state zero at the end thank you guys this one right here was the first prep but after talking [Music]

[Music] the Prentiss program tuckpointing around the medical building do we know what's the paint coming up in just a brief mention about the EDC contract I believe she's coming in January there's what I read in the he had a board meeting in the morning but I read that in a minute so she plans to go to the January Pasadena top because we're not in the voice crowd is an opponent yeah we had some discussion about it to my knowledge they wanted to get the

contract with the commissioners approved first and therefore it would be structured the same and all the other communities so I'm not certain but I think they only signed a one-year contract that's why she told Burlington okay she was yes they did originally but I think it I think they may have modified that to get it back to the regular 1050 per person actually for next year but at Sochi how long ago how long's our contract in a minute well the contract expired in June wasn't it and that was an issue the debate was how can you build a community if you're not under contract even though you budgeted it here before so that was the biggest issue from what I understood the commissioners approved at their meeting Emily to pay the 2019 that was really about you even though they aren't in their contract what's their new contracts a new contract is the same dollar amount and it's for just one year it's a calendar year rolling so those are the first two communities she had down in her notes that she was here January 9th it's a Thursday night I just looked that up so and that she's doing the city Delphi Burlington's paid in

nineteen but they're signed a contract for 20 so I know there's no plan damn I'd like to do a contract from June to December it's just for January to December it was my favorite counselor did she do to top contract Susan last night okay I did watching that yeah I didn't see that in the notes so so no she's not been the floor or Delphi she'll do that in January okay I'll be there in the morning for the morning and I can mention what do you need as far as to pay 19 when you need a whole separate contract okay I'll mention that in the morning okay okay

well it's now we pressing an adjustment on the second bill because of the vkn oh boy how much was they just one of the personal we just we have it in $6.75 oh it's so he's done he couldn't make it a night yeah and he did send a handwritten

on December 30th there will be an open retirement open house near the library from 4 to 6 but I have enjoyed it I hope Jeff enjoys it as much as I have Patton is a phenomenal job she's been on the chamber board for 3 years she'll have one more year with us so her term is up the end of next [Laughter] we've officially owned it I have some

something to do the courthouse still this month but it's going to be a good two to three years before we're able to do a whole lot there so I mean the idea is to turn it into a rural Innovation Center with a an Ag focus so AG innovation make it something that people can access especially those school systems we've got several AG related partners interested in helping so we'll do some fundraising we'll have a better plan once we get one building done then we'll move on to Canton's what's the plan on the Delphi building is it Delphi building we applied for another grant last week in our up for another grant to do some other work on it so we're kind of in limbo right now but we're gonna start meeting regularly and figure out exactly how we can get things done but yeah it's it processes moving off you're supposed to always certainly will yeah it'll be quite a project I just want to wish everybody a Happy Holidays I'm very very pleased and happy New Year or meeting again on the 30th so wrap the year end up and you know looking forward to working with you Jeff futures I think

I started some days I'm okay right at 4:30 so we just have the lady up front there I was just kind of back I'm in the only antique store building
