Wonderful that you took an interest in tonight. Um, hopefully the meeting is not too short and you get what you're looking for. Uh, Madam Secretary, will you please take the role? We'll then proceed to our next item, which is a public hearing, and we'll open that public hearing. It's item B, Municipal Code Update in response to Assembly Bill 1154. Staff.

Uh good afternoon, chair, vice chair, commissioners. Um um we are meeting here today to discuss a zoning ordinance amendment um stemming from recent updates to a state JADU law changes. So, ADU legislation uh conceived at the state levels um allows for a wide range of ADUs to be built on properties where residential uses are permitted. This includes junior excessive dwelling units. JADUs are a subsection of ADUs that can be characterized as uh being contained within an existing primary structure, primary dwelling structure or an accessory uh dwelling structure attached to the primary dwelling structure. They are limited to 500 square foot in maximum size and a JADU must contain living and food preparation facilities uh but may share sanitary facilities with the primary residents. Almost all ADU legislation is prescriptive. Uh meaning local jurisdictions rarely do get a uh choice um in their ability to apply their own standards for ADU developments. AB154 was signed by the governor uh and became effective uh as of January 1st uh 2026. The law amends owner occupancy requirements for JADUs. Uh, previously all JADUs except for those owned by the by governmental agencies, land trusts or housing organizations were required to have an on-site owner resident uh or the JADU had to be removed. The bill eliminates the owner occupancy requirements for most JADUs uh except for those uh that share sanitary facilities with the primary dwelling. Additionally, the bill clarifies that the rental term for uh JADUs must be greater than 30 days. The

proposed changes to the Camaro municipal code are required to maintain compliance with state law. The proposed ZOA uh is aligned with the city council's uh 2526 strategic plan objective 4.10 10 uh development of infill housing uh because the code update will allow for the development of additional housing on existing residential lots. Further, the proposed ZOA is consistent with the economic development strategic plan because the resulting units will address the community's concern relating to the lack of sufficient housing in Camaro. The recommended action today is to find that the proposed ZOA is exempt from the California Environmental Quality Act and to adopt a resolution recommending approval of the ZOA to the city council. Thank you. Good evening, chair and commission members. Uh, you said you guys were an easy group. I was not expecting to be this easy. Oh, I I am impressed at your efficiency. Um, you're correct. I I am the new director here of community development, city of Camaro. I'm very excited to be here. I hope this is the first of many uh reports, but I will try to keep it brief like you guys did as well. Um, just a couple things I wanted to touch on really quick. Uh, we have started our community workshops for our general plan update. We've hosted two of them thus far. Uh, the first was on uh March 24th at the library. We also did one on the 28th at the Camaro Ranch House. Um, we're trying to make sure that we reach the broadest audience as possible. I know I was speaking with a couple of commission members before coming to the meeting. Um, so we're trying to making make sure that these events such as the one at the Camrio Ranch House incorporates elements that attract families, children, youth. Uh, we want to make sure that we are covering a broad cross-section uh of the city and getting their feedback as this is a long-term plan. Um, we have gotten some really good feedback uh from the public. It's been uh very positive and constructive feedback. Collaborative was a word that we had used earlier. Um so we encourage the public to participate as much as possible. Uh please visit the website um karo20250.com uh to learn more to find out more uh other public engagement events and workshops to get involved in. Um but it's been very encouraging feedback we've heard thus far and we look forward to to receiving uh to more more of that as well. Um as for the April 14th PC meeting, Chair Davidson, I know you won't be here. So in honor of you, we most likely will not have that meeting. Um actually, we just don't have any items to put on the agenda as of now. So, as of this time, most likely we will lean towards posting uh no agenda for that meeting, but we'll keep you updated either way. And that concludes my report.
