All right, it's 6 o'clock. We're ready to go. August 18th, 2026, call this meeting to order. We'll do the pledge if Don could lead us.

0:32Speaker 3

an individual with liberty and justice for all.

0:38 – 0:55Speaker 3

Did you want to do a prayer as well? Not today. Roll call. Board Member Bohart? Here. Board Member Langston?

0:58 – 1:09Speaker 3

Board Member Hennings? Here. Board Member Conte? Here. Board Member Comier? Here. Sorry if I butchered that. Vice Chair Overway?

1:10Speaker 3

Chairman Dougal? Here.

1:13 – 1:56Speaker 7

OK. Has anybody been able to look over the minutes? Does everything look correct? The minutes passed. On to new business, Bill? Would you be able to? Anybody in the public that wishes to speak, the board will discuss what issues we're going over. And then when we're done, if you can come up to the podium, state your name, and we'll give you three minutes.

2:39 – 3:48Speaker 5

earlier this year, show it look pretty much like this, which is what it looks like today. But it was previously a non-conforming use as a this time. Mr. Jerry Steele, the applicant is here. He's wanting to change the rezoning.

4:12Speaker 7

Okay, and looking at the size of the property bill, that's roughly 24, 25 houses somewhere in there?

4:20Speaker 5

Not that many.

4:20Speaker 7

Not that many?

4:24 – 4:42Speaker 5

It's going to be limited by 5,000. Just preliminarily, they're looking

5:19Speaker 4

Yes, what? Tear it down, leave it there, or what? Tear it down and haul it out.

5:27Speaker 6

All of the buildings that are on that property? Just the mobile home for now.

5:32 – 5:43Speaker 4

Mobile home. What are you going to do with the garage and that other vacant building, plus the house?

5:43Speaker 7

The house is standing, sir. Can you come up to the podium for us, please?

5:49 – 6:07Speaker 6

I'm sorry, Mr. Dugan. I didn't mean to get this involved in it, but yes, we're going to. I'm here still, by the way. We're going to keep the house, rent it out, and maybe sell it. I'm not sure yet. And then the rest of it, you asked about the number of houses, 10.

6:07Speaker 4

OK. How many?

6:09 – 6:34Speaker 4

10. 10. 10. A driveway that runs from 4th to Seneca? No. No. Just a driveway going to the house off East 4th. Which means you're going to remove that driveway that runs from East 4th to Seneca?

6:36Speaker 6

Yeah. Yes, sir.

6:39Speaker 4

And what about the... vegetation that has grown up in there?

6:49Speaker 6

It's going to have to go.

6:53Speaker 4

Has anyone checked within that vegetation to determine if there are any protected trees?

7:02Speaker 6

I don't know of any protected trees.

7:06Speaker 6

Well, I have an environmentalist looking at it.

7:17 – 7:45Speaker 4

in Dogwood, there are several that are listed in the LDR. That's what I'm trying to do. I just want to make sure, because that's a relatively small piece of property, and I'd hate to see clear cut at the risk of losing some of those protected trees. So you envision 10 houses?

7:49Speaker 4

I'm trying to conceptualize how they'd be laid out on that.

7:56Speaker 6

Well, think about this. I'm not going to put a cul-de-sac in. So we'll have about five houses on Seneca and about five on East 4th.

8:07 – 8:25Speaker 4

Oh. And that means there will be all of that vegetation removed, with the exception of whatever. A lot of it. Okay. Those are going to be pretty deep lots then.

8:26Speaker 6

Yeah, they are.

8:29 – 8:41Speaker 7

Okay. Any other questions or concerns? Anybody from the public wish to speak on this matter?

8:50 – 9:52Speaker 2

My name is Annette Johnson, and I live at 333 Seneca, the house just on the corner. And my one concern is the flooding. Every time we have a major rain event, that corner of 4th and my backyard end up like this. And I've had my garage flooded multiple times. I've lived there since 2012. And that's my biggest concern, is the flooding issue, if that's going to be addressed, because I complained every time I see one of the city guys. I say, can you do anything? Can you talk to someone? So this is the first time I have come to one of your meetings, because it's so important to me that somebody hears from me, from my backyard. And so that's my only concern is just somebody address the flooding issue because it is really, really prominent. Thank you.

9:52 – 10:05Speaker 7

You're welcome. Thank you, ma'am. Anybody else from the public who'd like to speak on this matter? Can I get a motion?

10:19 – 10:32Speaker 3

You can do all in favor if you would like. But Board Member Hennings? Yes. Board Member Conte? Yes. Board Member Bohat? Yes. Board Member Langston?

10:35Speaker 3

Board Member Cormier? Yes. Vice Chair Overway?

10:41Speaker 3

Chairman Dugal?

10:42Speaker 7

Yes. Rezoning application is approved. Anything else we should know about?

10:49Speaker 5

I'd like to mention the flooding issue. So this is reducing the amount of intensity

11:25 – 11:40Speaker 4

Because that is a part of the decision-making process with that development order. So, OK. I'm glad you said that.

11:40Speaker 5

This is good news. Yes. This is a no-brainer. This is easy. Yes.

11:46Speaker 7

OK. Anything else? I'll make a motion to adjourn. Can I get a second? Second.
