At this point, we are going to receive some general communications from the public. And if you would just um allow me to read this blurb here uh regarding that. So, pursuant to the Brown Act, this is an opportunity for members of the public to directly address the council on any item within the council's subject matter jurisdiction. Please note that this is also the time in which members of the public may address the council on any item on the consent calendar. This is not the time for city council to discuss uh non-aggendaized items, but after receiving public comments, city uh council members or staff after being recognized by the mayor may briefly respond to the statements made by the public or questions posed by the public. In addition, council members may ask questions for clarification or make a referral to staff for factual information to be reported back to the council at a later meeting. Okay. So, at

this time I have two requests from the uh public to speak and so I have Deina Riviera. Please come forward. How are you? I'm well. How are you? Welcome. Got it. Now I got a green light.

Yeah. Red light, green light. Okay. The reason I'm here is I have made friends a lot of friends with a fire department. And so with I'm what concerns me really the most is that it's like we're losing our valuable assets here in the fire department. I'm watching them come and go and it's basically because pay rate and so we're like the training ground for firemen only to have them leave and go to other cities where there's better pay and I know that they don't have Kalpers and you know various retirement benefits that a lot of us do have and um just to make it kind of brief uh on Thanksgiving day I dropped by there and um their firehouse siren went off and so they have their families there and they're about ready to eat dinner and they have to take off and it was for a heart attack, a gentleman that had a heart attack and he did not make it. And so here they come back, they reheat their dinner. They were dealing with a person that was deceased and they're acting normal, trying to act normal around their family. And I've discussed with them a little bit about what's the hardest part and it's the balance between work and family. And I just I kind of want to know what what's the plan for this city? How do you plan on attracting in more firemen or firefighters? I'd say probably about 95% of their runs are medical related and this is kind of a an older retirement community and um there's only two paramedics over there and for only two paramedics for this whole city and so when one of them goes on vacation the

other one's just kind of there around the clock and I what is the plan I mean for our city and that's what I would like you know addressed and and some of them, you know, they still live at home because they're not paid enough to go out and and have their own apartment. They spend about uh as I understand 3 days on their shift and then they have four days off. And you know, for 3 days, some of them are like $18 an hour. And for a firefighter that's going to pull you out of a burning car, out of a burning building, uh, address a family member or something that's had a heart attack, $18 is not much more than would you like a side of fries with that? And that's just that's just the truth. And they Why don't we have like a public safety sales tax as well? I mean a lot of uh it doesn't really affect us as citizens of this city but at the same time a lot of other cities do have it and 90 like I said 97 98% of their calls are medical and that's something that I would just like to address with with all of you here and I understand too that every year they go have to go back in for training and it's about 200 hours worth of training

So, this is now the time when we will uh consider the agenda, consent calendar, and full reading of ordinances. I'm also just going to briefly read part of this um benefit of the public so they know what's going on here. But this is a time for the city council to notify the uh public of any changes to the agenda such as removal of an agenda item, rearrangement of the agenda, postponement of an agenda item, or continuence of an item to the future meeting. This is also a time for the city council to remove items uh from the consent uh calendar or for individual consideration. So, is there um uh a motion to approve the agenda, consent calendar, and full uh reading of ordinances, or does anyone want to pull anything or make any modifications?

It does not appear we have anybody here for from the chamber tonight. Okay, so we'll move along to business item number 11 and I believe that's going to go to our city manager.

Yes, Mr. Mayor. Thank you. Uh this item is for is a proposed non-binding memorandum of understanding with the cities of Bowmont and Banning along with the Morango Band of Mission Indians uh focused on continuing discussions around a long-term regional animal control solution. Since incorporation, Calamea has relied on contracted animal control services and in our current agreement with Riverside County remains fully in place through June 30th, 2028. This item does not change that arrangement in any way. What this MOU does represent is something we've historically struggled with in this region. Meaningful sustained regional collaboration around a shared service challenge. Bowman and Banning are facing shelter capacity constraints and all of the participating agencies see value in exploring whether a coordinated regional approach could lead to better outcomes over the long term. It's important to emphasize three key points. First, thisou is entirely non-binding. There's no financial commitment, no obligation to form a JPA, and no commitment to change service providers. Any future action would come back to this council for separate consideration and approval. Second, this simply formalizes ongoing discussions and ensures Calam continues to have a seat at the table as options are evaluated. And third, uh the in the if these discussions evolve into a shared dissolution, one of the potential benefits worth exploring is the opportunity to bring animal shampooing services closer to Calama residents rather than relying on facilities located farther away. So the county has three um facilities. They're located the closest one is located in um Saninto. There's also one in Riverside and one in Thousand Palm. So those are all pretty significantly far away from us. Um staff recommends approval of theou so the city can continue participating in these regional conversations without committing the city to any future course of action. I will also note that the

city of Bulmont approved theou on December 2nd and the city of Banning approved it on December 9th. That concludes my report and I'm happy to answer any questions and I also invite uh Mayor uh Cervantes and council member Kundiff to provide comment as if they would like um as they as they are the calam representatives on the animal control services ad hoc committee at this point.

Thank you so much. So, as Will mentioned, Council Member Kundiff and I have been on the 2 by two with representatives from uh Bowmont, Banning, uh our city and Morango and as well as the county. Uh, Council Member Kundiff has been more uh present than I have, so I'm going to defer to him first. So, if he has any comments or anything, maybe fill in some details if you'd like.

Sure. Thank you, Mr. Mayor. Um, so just to kind of bring the council up on some of the topics and issues that we've discussed at these ad hoc meetings, uh, as Will pointed out, uh, there's a dire need for us to have animal control, not just within our city, uh, which is great that we're contracting until 2028, but after that, going to have to be looking for something. Other cities around us are struggling with the animal control issue as well, uh, as well as the county. And I'm glad that you brought that up that the county has been there as well because they're a great partner to have in this. Um I did notice it in theou I didn't see them listed in that but um it's my our desire um to have them as a partner in this um because they have as much need and uh skin in the game for lack of better words um to take care of this issue for all of its residents. So, this is something that um collectively we're looking at doing to forge um better relationships within the PASS area um as well as provide a great service uh for this, you know, this issue that we're all dealing with. Um unfortunately, people are unscrupulous at times and and dump dogs and cats and other types of animals out, not even necessarily in their own city. And so this poses a big problem and this is the problem that we're trying to address collectively um head on. So uh I encourage us all to agree with thisou move forward with thisou uh so that we can make those decisions uh with these partnerships that we're forging uh and bring the county in with that as well and any other outlining cities um that are interested in doing that. uh this would be good for us and um I see this as a positive thing that we could benefit the citizens in the pass area. The county has already shown their support by having benefits here in our city of spaying and neutering and I and I think a couple this year and so they're appreciative of the fact that we're looking at this in a global way with other cities in the past and potentially with the power and numbers it's possible we may uh get a a great u animal plan for um all the citizens of the pass area. So I think it's a great idea show strength in our city working with our other cities. I I don't see any negatives in this at all. I think it's a great idea. Thank you.

I believe it's a great idea just because, you know, if we develop a um our own animal shelter here, it's going to cost a lot of money just for employees and even a facility to utilize within the city. Thank you, Mayor. Uh just add just having uh some some buy in on our side as far as policy direction. So, right now, we're subject to whatever the county decides. So, when they change policies and increase costs, you know, we're just we're just kind of along for the ride. So, I think this is great to partner with other cities and maybe we have some other ideas on how to uh cut some of those costs and we're more in line policy-wise and that'll help us all in the long run provide better service and at a better price. Absolutely.

Absolutely. I think I echo everyone's comments here. I think it financially makes sense. It it's uh more efficient. I also think it it it creates a kind of solidarity with our with our neighbors and the county that we want to foster, right? Um, and so can I uh get a motion or recommendation? I'd like to entertain the motion to follow city's recommendation that we execute the non-binding memorandum of understanding with the cities of Bowman and Banning and the Morango Band of Mission Indians to continue collaborative discussions toward the potential formation of a regional joint powers authority JPA for animal control services. So annually um as you will remember um this comes after the uh reorg or the selection of the mayor mayor prom and um the mayor will make any decisions of who will be on these regional organizations or these ad hoc committees. So, tonight we're here to make the appointments for 2026 and um all I ask is that we have at least a uh vote at the end for whatever changes that you make so that we have that for the record. And other than that, if you have any questions.

Okay, sounds good. So what I think we'll do is we'll just go through the current uh document which is in the course pack which I think everybody has which has the current appointments for the regional organization appointments and then the council ad hoc committees. We'll make our way through this. I'll let you know some of the the modifications we'll be making and then um I have some proposals I would like to have some discussion on. See if you uh see what you have to say about those as we move through here. So, let's go through this. Um, RCA, uh, there's going to be no modifications there. We'll say as is. The RCTC, there's no MA modifications there. So, uh, council member Molina will be the appointee and then we'll have Council Member Kundiff as the alternate. RTA, same. No changes there. Council member Molina and Council Member Kundiff. Now for uh transportation. Now this is one I would like to uh recommend a change here and that is for um Edgar Garcia to be the nominee here and for council member Kundiff to be the alternate. Um well we could talk about if that works for you council member at the conclusion. Um for the t zone committee, I would like to appoint uh council member Kundiff and then uh I would remain on as the alternate and then for WR COG executive committee I want to appoint uh council member Kundiff and then I would remain on as the alternate. So that is the regional organization appointments. I let me pause there and see if anyone

these um these are very important um positions and very important for our city. the networking um opportunities um that have been established over the years are just that. It's u funding is very tight and this is a way to for the whole county to work together in these in these um um on these items. most of them were transportation. And so, um, I I think we have a a a good reputation in the county as being, uh, respectful and also being assertive and and making sure that we get what we need to get for our city, being the smaller city of most of the cities in Riverside County. So, it's important that we we um keep our our presence in these on these committees. I think it's a great idea. Thank you.

Absolutely. Thank you for making those comments. All right. All right. So, moving along to the council um ad hoc committees. So, let's just take these in order. Uh the UKIPA Calamea joint ad hoc committee will re remain as is with council member Molina and myself. And um let me hear the fire ad hoc. This is an opportunity for me to to propose one of the changes I'd like to make here. If it pleases the council, I would recommend that we we uh combine the fire ad hoc committee with the sheriff's services ad hoc committee into one. Roll those together as a public uh safety ad hoc and appoint um council member Kundiff and council member Manley to that committee. So keep that in mind and then we'll see what your questions on that uh when I conclude this. So, for the parks and wreck ad hoc committee, that will remain the same. Council member Manley and myself. For the uh pass area animal control ad hoc committee, I would like to replace myself with uh council member Garcia and uh also keep council member Kundiff on that committee. All right. And then for the budget finance standing committee here um I think the recommendation and the good practice here is to assign the mayor and mayor pro Tim here as the uh members of the budget and finance standing committee. So given that uh I would like to uh replace council member Molina with uh mayor pro Tim Manley on the budget finance standing committee. All right. And then with the Sangragonio Pass uh regional water alliance, currently it's council member Manley. We're going to replace um Council Member

Manley with um Council Member Garcia and Council Member Kundiff will remain as the alternate. Mesa Verde ad hoc will remain the same. Council member Molina and myself. Summerwind ad hoc will remain the same. Council member Manley and Council Member Kundiff and then the pass area truck routs ad hoc will also remain the same with council member Molina and council member Garcia. Now also have one further uh in addition to the uh discussion item about combining the two uh committees. I'd like to ask a question of the council. Uh it seems to me that there's been a lot of um need this last year in particular, but I don't think just this last year, but it seems like it's it's increasing with frequency where it might be um important and effective to have a standing ad hoc committee between Bowmont and Cal Mesa like we do with Ukipa and Calamsa. And if it if if you're okay with adding that in addition to these standing I want to of course this is assuming your uh approval of this um I would appoint um myself and uh uh council member Kundiff to that. So, um, okay. So, those are the recommendations I have of for the nominations. And then the two questions I have for the council is your thoughts on combining the fire ad hoc and the sheriff's services ad hoc into one public safety ad hoc and whether or not you think we need or can benefit from having a standing ad hoc committee for Bulmont and Calamea. All right.

I think the choices are great. I think for uh Councilman Garcia, this is going to be a great opportunity for you to get your feet wet with um other the other cities and and the other issues. You really learn at council meetings when we give our presentations and and report backs on how they they work, but it's a lot different when you actually participate yourself. So, I'm happy that you've made those choices and um I I like the the combinations that you made. I like the joining of the two committees makes perfect sense and I like the idea of um working closer with Bulmont there. There's a lot of activity going on transportation wise and funding wise. So I think that's a great move. Thank you.

So those type of issues are coming up. So it makes I think it makes perfect sense. It's kind of in our our wheelhouse to some degree anyways. So just to throw it all together, I think it will make it a little more efficient.

Um for those of you that did know our previous assistant, um DA, she was our bread and butter. she was our our foundation. Um so we're kind of starting from scratch. Uh so we're just looking to kind of get our footing back underneath us and make sure that we have the right things in place in order to make sure that uh moving forward we just have um some better systems in place and make sure the chamber has a solid foundation no matter who is working at the chamber. Um, with that being said, uh, now that we have hired Brienne, we're starting to work on our, uh, upcoming installation dinner in January. Um, we're also working on, um, some other some other items like making sure that we have, uh, our networking breakfast in place. Um, and I think I think that's pretty much it. Everything's everything's good now that we have somebody hired at the chamber and we're getting her trained. We got some training done today and just making sure that we're setting her up for success. It's the end of the year, so there's not a ton to report. We just had our um our uh chamber parade on December 6th, and I felt like that went pretty well. Maybe we have some kinks to work out as far as like the spacing and everything, but other than that, everybody was safe. Uh nobody got ran over. That was a joke. Um, uh, did anybody have any questions, needed clarifying on anything?

I think there's a important event coming up in January with the chamber installation, right? And that's the 20 the 29th. 29th. Wanted to make note of that. Yeah. Okay. I um I didn't attend any county meetings. Um that the ones that did happen with in my absence, the summaries were provided. Um I just um on the on the 6th, the day of the parade, um with our Lions Club, we had a a gift wrap station with the other vendors there right before the parade. It was a lot of fun. And the parade um was a blast. I was um fortunate to be escorted in a convertible car by the gas company um Adam Evanto. It was a lot of fun. We the the spacing was a little bizarre but it always is. And so they told us go slower and if not go slower and so we made circles and the the crowd thought it was hysterical. Um but it was a lot of fun, a lot of participation. I look forward to expanding the parade someday. It' be nice uh with our new um city hall next year maybe. And um that's um that's all I had to say. Thank you so much.

Thank you, Mayor. Uh first, I'd like to say uh there was no regional meetings that I uh attended this last couple of weeks. Um I did, however, attend the the state of the Riverside County um dress that was done on the 11th of December at the Aquaire Arena. And there was a there was just a a vast amount of information that was put out of all the key points um that each district had been involved with. And if if we're not familiar with it, I'd encourage everyone to get on the the county's website and look at some of that stuff because there's been a lot of work done and uh I commend all the supervisors and their staff for for working hard for the county. So it was a good event, really great event and uh so you get a chance to go to that um next year I would encourage um public you know staff everyone to go. Um I would like to thank staff of course uh we're we've gone through our first year together as a council and and uh all the staff here has been fantastic helping us and providing information to us and and um just doing what I consider above and beyond their their uh their regular duties. So, merry Christmas to you guys. Thank you so much for all that you do for us. And uh and lastly, I just uh would like to say we'll see you next year.

Progress does not happen because one of one person. It happens when we choose to work together. Uh first to our city staff, thank you. You show up every day with professionalism, care, and commitment. Your work may not always make headlines, but it makes a real difference in the lives of our residents, and for that I deeply I am grateful to our community and residents. Thank you for your trust. Thank you for the conversations on the on the front porches and the sidewalks. Uh thank you for the honesty, the your feedback and your belief that Kameissa is strongest when we listen to one another. I also want to thank my family. Public service asks for patience and sacrifice. Not just from those who serve, but from those who support us quietly every single day. Uh to my wife Nancy, thank you for your strength, your grace, and your steady support. You are the foundation that makes this work possible. To my children, Luke, Eli, and Luciana, thank you for keeping me grounded and reminding me why this work matters. Luke, my son, walked with me door todo, learning that leadership begins not with speaking, but with listening. Eli reminds me of every day that our community is strongest when it when it's inclusive. When we recognize in dignity, potential, and worth of every individual. and Luciana reminds me to leave with hope, courage, and belief that the future that we are building together.

And uh we covered the proposals for the surveillance cameras over there at Summerland Park. So we're we're working on that going through the proposals and we have some future meetings planned and we're going to kind of dive deep in into that and we'll report back at a later time. Also, uh have an announcement just about um and I'm sure our city manager are going to make this as well, but remind you all that we're dark the first uh Monday in January and our ne and then our following meeting won't be until January 20th, which is on a Tuesday. So, just make note of that. Um, also would like to thank our staff for the for the um for their participation in the parade as well. It was fun. It was a lot of fun to see everybody's faces and be on the float out there and and participate in that. Uh it's just always a really cool event. Uh I do have some ideas for next time, so hit me up. So, um with that, let's uh move to our city manager comments and reports, please. Thank you, Mr. Mayor, um I also too want to thank um staff and the chamber uh for the the parade and I also want to thank staff for the market um that we put on as well. Um so that was that was a lot that was a big lift for our staff, you know, to have put that on event and um just like all the events we've done all year. Um 2025 has been an amazing year in terms of our community engagement and community outreach and all the events that we put on. you know, I think as as one of you said is in addition to all of our day-to-day duties that we do here. So, um I want to thank all of our staff, but especially Motti and Yza because they take the lead on these things and they always come to me with these ideas and I said, "Do you The first question I always ask, you're comfortable taking that on with, you know, it's it's going to be a lot of work and nope, we want to do it. Go forward." you know, so they've always they always bring those ideas to me and and their creativity is just off

the charts. So, um and then the the public works guys and all the we always have all of these it's all hands. It's literally all hands for these type of events. So, I want to thank them for for all of that. Um the last thing I want to talk about is um we did have our uh Cherry Valley Boulevard interchange town hall this last Thursday. The recording is now available on the Calama Insider YouTube channel. So, um, we had a lot of good positive feedback from that. It was pretty well attended. Um, and so we got a lot of good information out there from, um, our city engineer and our project manager, Brand Brandon Reyes of M&S Engineers.
