Um I'm here today to speak on obviously the city council, right? And um how soon do we get things done in this city? All right. I see that we have more people of color on the city council than I've ever seen before probably and it's history right here in Los Banos. The thing is though is we have so many issues on Los Banos, not only from like roads to, you know, the uh the city getting bigger, needing more businesses, uh needing more stores, needing more everything, right? And so what I've been kind of going around checking on right now, especially the new developments that are going on, the new developments for the prices that uh they're charging for the new houses right now are is ridiculous for what the customer is getting, right? And so what I'm seeing is that some of the um track homes, I think it's LAR, I don't know who it is, maybe Stonefield, the fences are like using popsicle wood for the fences these days, right? And they're not even expanding the fences over to cover the whole house, right? Which means if there's any crime going on, from what I understand from the incidents of crime, burglary and robbery is like one of the main ones happening in Los Banos, right? So that is an issue. Not only that, um there's like a patch of grass like maybe like a toupe like in front of the people's houses, right? The majority of it is bark with plants that um how can I say this? Probably the worst type of plant they can plant, right? The cheap ones, right? So when you buy a house, you have to redo it all over again. It's basically like the skeleton, right? Like you're buying a basic car, right? The thing that I'm seeing though is I've been in my neighborhood for 10 years, okay? stonefield homes especially. The thing is is that so hard to get things done in Los Boss, especially like repairing the roads, uh you know, the concrete issues that we're having, a

bunch of different issues, right? And so the thing is is like the further we get behind on fixing the issues in the city, right? The thing is is the the plight of the city is going to get worse and worse. I have a brother that lives in San Leandro. His wife just made a complaint about a an uneven sidewalk in San Leandro. So the city inspectors came out there and they told them that it'll be 6 years before they get an answer. Yes. So we're a smaller city than that, right? So my question is like we're letting these developers put in these types of homes, sidewalks, whatever. The ground is shifting consistently. My house right now is an old Stonefield home, 10 years old. My walkway is busting up already and I'm getting cracks in the concrete going into my home, right? Who's going to be held accountable for that? Who lets these people in? Who lets them build these kind of homes here? You know what I mean? The thing that makes me mad about city council is I like I said, we're four people here. I don't know what your guys' affiliation is. I don't know. I know the valley, they back up chumps, Donald Trump, right? And so the thing is is that I I don't know if you guys are here for your guys' political careers or actually help out the the community and get things done for us since we pay the taxes and we're here living here, right? And we want to make sure those things are done, right? Another thing is if how do we find out when things are being voted on and are going forward? Like how do we get those type of responses from you guys? Like how do we know what's going on? What's being worked on? Right? Because we're trying to figure out as a community, a lot of us are trying to figure out like are they doing something or do we got to keep on fighting for the same issues? I know Mity Perez, I told her when she's got when she got on that, you know, she should have uh what do you call it? Meetings in her district to find out what's going on. Has anybody done that around here? Does anybody go out to the districts to go find out what the, you know, what they want? Or do you guys just come to the city council and then whatever you guys do behind closed

doors, you guys discuss and it is what it is, right? So I I just want to put another thing is the homeless situation. I'm starting to organize the homeless. I'm going to start doing social media on that as well so I can let them know what the city of Los Banos is doing to the people there because it looks like Kolkata. It looks like India. If you go, Has anybody gone there? Does anybody go walk over there? And what do you guys think about it? You guys are think you guys are doing your best on that. We We can't answer your questions. That's what I'm saying. Right. Great question. I mean, great answer, right? During the public forum, we can answer.

So, anyways, you guys are going to vote on some I forget what the position is. I hope you guys get somebody who cares about the community and is going to be out there advocating for its citizens and for what we want out there. So, anyways, another thing I wanted to find out is I'm going to make a request for uh information here too on the on on the uh My time is up, but anyway.

And we will move on and to item six is conduct interviews for filing the Las City Council member vacancy in district two and select one applicant to fill the vacancy city council seat. And with this, um, this is be a resolution number 7063 approving an appointee to Las City Council to serve the remaining term of district 2 seat on the Las City Council. And with this, we'll turn to Mary to give a report.

Thank you, Mayor. As a result of the resignation of District 2 council member Evan Sanders on January 9th, 2026, the midterm vacancy occurred on the city council. On March 4, 2026, the city council by motion directed city staff to proceed with the appointment process by noticing of the vacancy, accepting applications through Friday, March 6, 2026, and to hold a special meeting this evening to fill the vacancy by appointment. Pursuant to government code section 36512B, if a city council member vacancy occurs, the council must within 60 days from the date of the vacancy either fill the vacancy by appointment or call an election. The last day to fill the vacancy by appointment would be March 10, 2026. In this case, a person either appointed or elected would hold office for the unexpired term of the former incumbent, which is December 2026. Based upon the direction of the city council at that meeting on March 4th, again, staff posted the notice of vacancy in the application process. And then that application process closed Friday, March 6, 2026 at 5:00 PM. While the city received three qualified applications for district 2, only two of the applicants are present in chambers, namely Mr. Yamus and Mr. Castillo. At the March 4, 2026 city council meeting, interviews were scheduled for tonight. Applicant interviews must be conducted in open session of a public meeting. The order of interviews will be based on a random drawing. Each applicant shall be interviewed separately and shall be given the opportunity to make a brief statement concerning his qualifications and to answer predetermined questions relevant to the applicant's qualifications to sit on the city council. Attached to the staff report is exhibit one is an interview process and questions

previously approved by the council at the January 2nd 2025 meeting for the appointment process held in January 2025. That process is as follows. Interviews of each applicant shall take place at a public meeting on a date and time designated by the city council. Each of the applicants shall be interviewed separately. The order of the interviews will be determined by lot. The city clerk will place the names of all applicants in a container and randomly draw the names. Each of the applicants will be afforded up to five minutes to introduce themselves and to address the city council concerning his qualifications and to answer the same predetermined questions furnished to each applicant prior to the interview. It is recommended that the city council ask the predetermined or sorry, the city clerk asks the predetermined questions to each of the applicants. Each of the applicants shall be given one and a half minutes to answer each predetermined question and there are six of those that were in the staff report. The next item is the voting procedure. It would take an affirmative vote of at least three city council members to select one of the applicants to fill the vacancy. The vote or announcement of the vote of each city council member must occur in open session. The selection shall be confirmed by resolution of the city council. There are a number of different voting procedures that the city council can consider depending on the number of applicants which again this evening we have two present. Those alternatives are one each council member shall vote for one applicant by written ballot. The city clerk shall announce the vote of each council member. The applicant who receives a majority vote shall be appointed to fill the vacancy by resolution. If no applicant receives a majority vote, the applicant receiving zero not applicable in this situation will be eliminated and the process repeated. If the foregoing does not result in a selection to fill the vacancy, the city council should consider a process to

break the tire deadlock. The other alternative two is each council member shall rank by written ballot three two applicants in order of preference. Each council member must select the two different applicants. The applicants will be assigned a point value, three for the first choice, two for the second choice. The city council shall announce the vote of each council member. The applicant who receives the most points shall be appointed to fill the vacancy by resolution. If there's a tie, the process can be repeated only after we walk through a motion for reconsideration. If the foregoing does not result in a selection to fill the vacancy, the city council shall consider a process to break the tie or deadlock. There was also a third alternative provided. I do not recommend that be considered in this instance since there are just two applicants present. So the first thing we need council to do is to approve the interview process and questions and then approve which number voting procedure you'd like to do, one or two. And that can be done by consensus or by motion. And the interview process that you stated was what we did a year ago, a little over a year ago, and just need a a confirmation of that same process. Correct.

Thank you. Thank you for having me. Good evening, city council. My name is Tyler Castillo and I'm here to provide why I believe I am the best fit to be appointed to the vacant city council position representing district 2 of Lospanos. A little bit about myself is that I moved to Lospanos back in 2017. I graduated at Pacheco High School in 2018. After I graduated Pacheco, I moved to San Jose where I went to school for journalism, received my bachelor's and while attending university, I was an editor for the school magazine where some of my responsibilities included collaboration with other editors to ensure quality product distributions in a timely manner, create community events to ensure a positive growth trend, and to have transparent communications with students and faculty members. These responsibilities will make me the best candidate because of my capabilities to coordinate and collaborate with the current council members and the community of Los Bpanos. My goal for serving the duration of this term is to lend a helping hand in the development of Los Banos to prioritize an economic boost to local businesses as well as maintaining quality security to current and future residents. One topic that I want to improve on is the rapid and concise communication between the city and the residents. During the ammonia leak, where citizens were concerned on where to find information regarding it, uh I believe that the city can put out more public statements rather than res residents looking for social media updates on non city affiliated accounts. While living here, the people of Los Spanos have shown me how much they care about the history of this city and want to see the growth of this city to provide stability for future generations. This spark has given me the confidence to fulfill their wishes and I want to thank you guys today for giving me the opportunity to speak and for your consideration. Thank you very much. Uh, the indust industrial industrialization of the city. Uh, making sure that long-term longevity for the local businesses already here so that residents feel that their businesses can maintain a safe economic providing for their families. How does a strong local business community make Laspanis a better place to live? Oh, well, the people here are just super passionate. So, any economic boost, people want to stay here. I've known people that have been here since the 70s, since the 80s, since the '9s. I know people that I personally went to high school with. They have kids. They want to make sure that their businesses stay here. They want to make sure that they just provide anything not just for Lospanos but for Central Valley.

What are your thoughts on creating a sense of community pride in Losanes? Oh, as I described before, people here are very passionate about Laspanos. They love this city. They love to maintain the balance of industrialization for the economic boost while also enriching in the history of the town itself. Why should you be chosen to represent your district and what do you hope to accomplish as a council representative for your district?

Well, other than providing security for the residents in district 2. Um, as I've said before, the social media accounts not ran by the city. They posted, "Oh, there's a burglary here. There's a crime here." When I went to high school during graduation, when I graduated back in 2018, there was a bunch of car breakins in the parking lot. I thought that turned off a lot of people. Um, but I just personally want to make sure that people want to be in Los Banos, want to have families here, and just continue the upward trend.

What do you feel is the biggest challenge facing Los Vanis and how do you feel it should be addressed? Um, I feel the best way to describe it is that it's California. I feel homelessness is a little bit everywhere, but regarding to Los Espano specifically, we're a small town. I know there's um the movement right in front of the police department. I do believe that's a step in the right direction to uh keep an eye over them, make sure that everything is safe, that there's no needles, there's no just public disturbances. Um, I used to work at one of the local businesses here and there's a homeless issue in regards to the public bathroom. So, when residents want to use the bathrooms, I believe that they should go in and just feel free to do their business without having to worry about homeless just guarding up the bathroom or having the toilet paper be unsafe to use because of cleaning the needles in there. So, I believe that's one of the biggest issues here in Los Banos. What do you feel is the best reason someone would want to move to Losanis and why?

Just the small town pride. A lot of people do love Laspanos. I've explained that a lot already, but there's a lot of opportunity here. So, we know that there's a lot of commuters here in Laspanos. Obviously, the housing uh market is great here because of just the availability, the land that is being developed for these houses, and that just makes people want to customize their houses however they want. I've seen some of the houses in this city, and they are quite lovely. I do love the look of them. And that concludes the questions.

Thank you very much, Mr. Mayor. Good evening, city council, city staff, and my local residents. Again, my name is Kyamos. um wife and I moved here in 1992 from San Jose. Uh June of 1992, uh we uh kind of got chased out of uh San Jose. A lot of growth, a lot of uh changes in the Bay Area, specifically San Jose. And we came out here for the small town atmosphere. Uh, one of the reasons I specifically chose uh the college greens area is because as you drive out there uh we used to have uh cows out there behind the uh uh the old save mart. Uh I really miss those cows by the way. Um so and we were told it was going to be a long time before this area got developed. Well, unfortunately that's one thing that we can now count on is change. And so change came and but we still have that small town atmosphere. Now, um what I bring to the uh what I can bring to the city council is uh the uh voice of the district 2. I believe that I can fairly and accurately uh represent the the residents of district 2. Uh they have continuously reached out to me, spoken to me uh via text, via message, uh via email, um out and about in the town asking me to please apply again for district 2. Uh I have continued to maintain good contact and relationship and trust with the people of District 2. Um and again they've they've encouraged me and and I'm very overwhelmed and flattered by the uh letters from the folks for support. And I think what I can bring to city county again is continuity. Uh I would be able to immediately provide meaningful uh discussion and assistance in making the decisions. This council has done a great deal of hard work addressing some of the administrative uh personnel matters which need to be addressed. uh addressing uh some of the uh personnel pay issues that uh were lingering. Uh so thank you very much for addressing those because as you know uh a happy uh

employee is a productive employee and so thank you for addressing them and I think that I will help in addressing the issues that uh are particular to uh district 2 such as traffic um lighting uh the water issue that you've been addressing uh and all those things growth uh ensuring that the residents have a voice and their voice matters because one thing that I' I've heard over and over again is that they feel that their voice isn't uh being heard. And I think it's very important that we as uh hopefully we as uh district representatives go out and reach out to the folks, talk to them, make time out of our day for them. And I think that's another thing that I I can bring to the table. As a retiree, I manage my own schedule and there will be no issues or conflicts with anything other uh no job conflicts. Uh excuse me. Again, I've been active in the community. I attend uh various events, not only because I want to stay active with the community, but I enjoy the events that the city puts on. The parks and recreation does a tremendous job providing recreation for families, especially our youth. And I want to be part of that decision-m process. I want to be add to the discussion. when a decision made then we move on to the next item because there are so many items that we need to address with our city and uh again I I'd like to be participate in that and I think my uh education background experience will add to the discussion. What do you feel would be the most important economic catalyst for Los Spanis moving forward? Well, there there are several. I think we have to continue to work to attract uh industrial industrialized businesses, be better paying jobs. Uh that would add to our city tax base in order to continue to uh pay and fund our especially our first responders, police, fire, and our city staff. As we grow, uh we we're going to need that additional tax base to fund our infrastructure, our roads, our water line, our sewer systems, etc. Uh it's vitally important that we continue to do the effort, the work that you've done been doing to attract businesses. Uh because again, I'd like to see more folks be able to stay home or have an option to stay home instead of having that uh 3, four, 5 hour drive sometimes to and from uh Bay Area. So I think uh continue to work to attract large business to our area. How does a strong local business community make Lost Spannis a better place to live?

Well, it provides a sense of community. When people go out to shop locally, they interact with each other. They get to know each other. They get to understand things that are happening in the city. They communicate on on, you know, some of the issues that we're having, but also some of the good things that are happening. again parks and recreations what they what they're doing to enhance the quality of life. So all that when we have a viable business community where people are coming out they feel more confident they feel more alive and they feel more part of the city and then they take it they become and personalize living in those binos and I think that's that adds to the quality of life and that is self-perpetuating and I think that's that's why it's very important to have a viable business community. What are your thoughts on creating a sense of community pride in Las Vegas?

There's a couple things we can do there uh from expanding our volunteer program. I think I mentioned last time about the cert community emergency response teams that really will build uh community uh and also expand our ability to respond to uh critical events. Another thing that we can do is have more of say a fun run uh lobbos fun runs. You know those things are always well attended. They have them in larger municipalities and I think it's time to lobos have its own lobbos fun run. Another thing that we can do and I I I talked to some first folks about this is that uh say for example our police and fire department. I think we should start looking into having a uh a charitable dinner where we recognize our first responders. It's also a way to raise funds and it's also built way to build community. Uh these things I know they have they occur in larger uh communities. I think it's time that we start doing those here. Uh we have the facility for it. The community uh uh recreation community center is is perfect for that. It's large enough. It has the parking. It's up to date and we can really have can really do a lot of things like that. Again, builds community uh recognizes our first responders and prevails uh and creates a holistic community. Why should you be chosen to represent your district and what do you hope to accomplish as a council representative for your district?

Again, uh as a retiree, like many retirees, I had the opportunity to move out of the state and out the state. Uh your dollar goes a lot further. Unfortunately, some of those uh those policies are not have no we have no control over those here in Los Bay as a city. They come from the state. Um but Los is my hometown. I enjoy living here. I enjoy uh what it has to offer. There's tremendous I think potential for the city of Los Banos. We're ideally situated here along 152 which again comes from the central valley 99 and by 6 our town goes over to highway 5 101 into the greater berry area and coast towns. Again it's ideally situated to attract larger uh commercial institutes provide for our families provide meaningful wage. The most important thing I'd like to accomplish for our our district is voice. giving them voice to their issues and making sure that they are informed as to the decisions and why the decisions were made. Sometimes, you know, even I say, why did they make that decision? We look into it and sometimes they don't have an opportunity to look into why that decision was made. Sometimes your your your hands are tied. You've got to follow the law and and there's very little that you can do other than to follow the law. And so providing that detailed information to them and make it available to them and addressing again time on that question. Mr. Yamus,

Oh, there there's several challenges but there also opportunities. I think uh one of the biggest challenges is the water issue. if you don't have your health, everything else becomes secondary. And I think I'd like to help in the decision-m process that I think there's a lot of progress being made in that. And again, it's something that a lot of residents don't understand what you've been doing. I do because I follow what what you're doing and also the restrictions on the city by the state and the the magnitude of the problem and the lack of funds. So, working towards getting some of the funding, working with our fellow uh representatives from the state assembly, from the state senate, hopefully from the uh uh congressional level provide that funding because obviously we can't do it alone. Uh we're going to need that assistance. We're going to need someone who's going to be able to reach out to those folks and has that uh ability or who has already has established that relationship with these folks to bring that money here. Thank you. What do you feel is the best reason someone would want to move to Lasanis and why?

Although a lot of folks may not think that there's opportunity here, I think that we have a tremendous opportunity to to grow to maintain that smalltime charm atmosphere. When I first moved here, uh Los Bano's downtown area was still pretty viable. There was a uh shoe shop. There's very various small shops and it was pretty active. you know a population then it was between 12 and 13,000 now it's almost tripled but I think that uh there's opportunity there's housing uh but we have to ensure that we manage the growth to ensure that it's it's beneficial to our residents uh that they don't see it just as a bedroom community or just a place to sleep that they actually on their days off they recreate here they shop here and to engage in commerce here. So, I think there's a lot of opportunity for us and I think that that's one of the best reasons for us and also the ability to get across town in relatively short period of time. Uh in in San Jose, there's a lot to do there, but it takes forever to get somewhere.
