items and if not do we have a motion to accept move second second all in favor of accepting consent agenda items raise your right hand in favor motion passes next regular agenda items request to allow a front and rear setback variance for a carport addition to an existing carport located at 1001 West 13th Street submitted by B P the it en it's going to extend

12T no it's going to be fully concreted they're going concrete the whole thing along the side of the house Ser driveway well we're not going to move the house so offset from the other way yeah's 18 the edge of to the line that typically would be a 15 set back but so there still be yeah I'm where it is now we're not going to change them on that that they're in Guidance with the offset the one thing that I would like to add I guess is that because it is getting up to that property line on both sides one thing that I like to ask is is it metal construction or is it wooden or what there's special Provisions you have to do if you get too close to a property line a side property line or front combustible material in this case they're going to match the existing design of the carport that's existing which is a metal frame well thank you for your on that I didn't know the staff recommendation meet all the other pretty much it's just an extension of what was

there any more discussion we have a motion to allow the front rear setback variant second all in favor of allowing the front and rear setback variance for a carport addition to an existing carport raise your right hand all in favor motion passes next award Bank depository bid for fiscal year October 1st 2024 through September 30th 2026 ready yes currently we utilize Citizen State Bank as the depository for the city of I believe the current rate is 1.66 you have the two bids in front of you citizens came in at 2. and then Prosperity submitted a CED rate which is on the second page of this document but kind of our just to give an idea Auditors won't say recommendation but we've been working with a uh a consultant on the financial side as well what we're looking at doing is instead of the 18 or so bank accounts we carry right now we're going to be funling down into one pool cash account so if you're looking at the prosperity bid we would be on that tier seven which is 3% so making that change now this is kind of all rolling happening at a good time to where we're going to go into one fol account if we're going to move Banks Now's the Time to do it so U if you're looking at that tier seven a million dollars and above that ratees at 3% compared to the 2% that's offered from citizen

state so of course our staff recommendation would be to go High R we have a motion to award the depository bid to Prosperity Bank a second want to look a little further yeah I have a question how how where did U because in all the years I've been here Prosperity has never ever overbid citizens had what are they coming up with I think in in the past we've used Prosperity time memory this I thought for some or maybe it was maybe it's the time warrant that we the time warrant okay okay maybe that's okay maybe that's what I'm think Max 25 million well they said they can accept a decline in excess of 25 million but the majority of our funds again we're trying to move into Texas Cloud so bring a little bit more interest as well so where is that going to follow if we do that where is that GNA is that still going to put us in tier that'll keep us in tier seven yes because we're taking all of our we just going to use 18 as a number 18 accounts and funnel down to one have one one account for pay okay are we not a big deal to switch to Prosperity no Now's the Time to do it was consolidating I'll second okay all in favor of awarding bank bank depository bid for fiscal year October 21st 2024 through September 30th of 2026 raise

your right hand all in favor motion passes next conduct the election for the Texas Municipal leag intergovernmental risk pool Board of Trustees for places 11 through 14 each for a six-year term so if we can uh vote on Place [Music] 11 do you want us to just say it or write on the paper and then you will count the ballot we can do that you want do you want us to vote and select during the meeting yes so in in the past there's been some minor discussion on kind of each candidate consensus of the council MERS we can do it however you like to tonight do yall know any of these people any recommendations of these people so Mr Barnett used to serve on the tml board for a long time and he would always like to uh if I remember correctly on M kind of same similar had some similarities that gives any is that right

13 uh the incumbent yes rep Place 13 I would say so [Music] I okay not quite so intense next conduct the election for the Texas Municipal League region 10 board of directors each for a two-year term I believe you received emails maybe a couple of these members from Mr Smithville Nico Thon also one he in our district yeah I Jimmy J yes okay Jimmy Jenkins all right next department and Community reports our citizens still using the um citizen in uh report for like code issues but two one and then only got this I don't know what it do

dep so good when it starts raining have for [Music] and the um subdivision behind Walmart and brookers did they give a like timeline when the first set houses would be done because they' really been working um so they are expected to complete Construction in County Road 105 have they come back to am percent of smaller would allow didn't you get our feel I did and I responded to them but they asked was a certain percent of that would be okay with c yeah anything on reports guys [Music]

rout for the uh truck Rush Truck Rush Truck Yeah we're we aded yet but we're running it this week just so they can get a f for it and see how it goes then we still got to put together guidelines for people to follow and the picture of R so it's going came through the neighborhood today then junk will be on both the items junk will be on Mondays split up Wednesday okay we don't have any discussion on Department of Community reports on to administrative and elected official reports Mr White don't have much right now but I just want to let you know we had a preconstruction meeting for the ARA project so the two list stations that was last week tomorrow we'll have a preconstruction meeting on the go streets and drainage project so hopefully will get roll in soon and schedu the other on the SE part of the Glo other than that I cannot think question been a long day paperwork completed for uh we had a report to do oh yeah the RFI that was for the Public Utility Commission was done and submitted at they Haven haven't had any comments back from them that so all that I don't know if I mentioned for out of the 122 counties that were declared disaster areas prior to that storm heating all 122 counties every electric provider in

those counties got the same part five so I think they're going to be sorting through things for a while can can give us an update or just fill everybody in on atmas so the atmas we had talked about we actually brought it to council last month I think on the uh the easement that we granted atmas we've been told that that project is on hold for about a year so the added capacity is on hold I think there was a element of sticker shock that from what I understand the job came in way over W's budget I don't want to get into too many details also you just mentioned C Street uh when do you think that might get started hopefully pretty soon I think the contractor is motivated they wanted to get in here pretty quick and get started so I'll have a better idea after I meeting one okay um the Johnny Hill Park oil and gas Ro um are we going to have that in an agenda like for a workshop or discuss what how we can make use that money to improve the park can if that's what the council desires or we can wait until our you know next year's budget however Council wants to operate that we have projects that we want to discuss for the part before next budget year then you know the mayor can put something on there I can other council members want to do the same well do yall or don't you we can do before the next meeting yeah let's let's

add something to the next month's meeting about possible Park project okay and the automate electric water meters status they're still waiting on they're on work okay so as soon as those come in we'll start with residential the electric part still waiting on them to put the infrastructure on our water tower so there feeders and all that Network and then once we get that put up those the meters are coming in get Sol so they working on putting up any type of equipment not that I'm they've got it on order okay um we you mentioned some of it earlier transfer of all the money into Texas class investment status it's just been slow due to other projects I'm working on has starcraft's newly added subdivision met all the city requirements and y'all giv be okay accepted okay so U drainage ditches comments I want to give you credit for getting the ditches from Temple all the way behind Noak cleaned out and now we're on Nar Shaw Street what are we going to do to go from behind Super Donuts to Highway Highway 36 full of water water leak we found coming from behind the convenience store over there so we didn't didn't think it was a city city leak I spent something with them so I got a bunch of water in there right now get in there be the wrong time of the year that's what that's what I'm saying if it's not going to get any

dry as far as we could would it be something that we could do with a dozer could get a dozer in there because I know they're running out of real estate to on that backside and that's got some Timbers in there and I was told by Carman that snakes have been coming out their right and [Music] left okay also the completion of the board wall you want to give an update on thatl Runners and boards but all the post were were R so they went back with uh metal post then we notic when we took it off getting some undermining up underneath the road and curve so then I had concrete guy come in there and he put a a head wall of that so we fixed that and then uh they put it back like said it's metal post it lookss really good it's really nice good on ITR uh correct me if I'm wrong on on the Park trails are we getting beds on uh possibly doing some asphalt overlay on some of it construction 300 bridge but how much we want to do or whatever we discuss that next month it's I that's not going to be a cheap process I think we may look at doing you know something different than just the asphal it didn't fall very well and think we''ve done several different things over the past we didn't crack seal up there we did crack seal once plus that was put down in original original part you know 2004 I don't know when the back part few

years after that of course it was put down they try think probiz in pot as that time then they went with B they did well for a while but just like any Street in town with this like right now everything is cracking and stuff so I don't know what we'll go back we just go with the level up and overlay but there must be some reconstruction on for and that's that's the only thing that people have come to me and mentioned and I know that I think you and darus had a conversation about it at the par one day so I was just wondering if that was still in the works uh next question have have you and Daris set up a meeting with Dustin Stanford to go look at some of his suggestions for the disc gol we had I hadn't talked to him well I know you've had the around each basket and stuff you know iish them the MCH if they want to put it out you know I don't know when we'll have time to tell you the truth bur over from sanitation to everything else okay you know I just I would love to do it and get it right now but we we just don't have good I'm not saying it won't be done it can't be done but you know when we can fit it in when we can try that's not going to be no easy deal then we going to have grass grow up in it then we're going to mow it and Scatter the much everywhere else I just don't think it's a great idea myself my opinion you put 40 around there then the grass up what you're going to do with you have to run over it and well I don't know that's just my opinion I'll do whatever you want but we just have to question I'm not but I'm just saying we got those pads there we got holes

between the pads where the form yeah yeah that would that would that would surprise yeah yeah I understand okay this golf tournament that's coming we we talked about before but just just for general knowledge everybody here that's they're going to have a pre meeting in O end of October and then the first week in November is the main tournament and that's bringing in 130 participants and that doesn't count family and friends and then uh just some general update uh cap Fleet I talked to JW again uh they've done the asphalt around the building already they've done the chip sill in the large parking lot and they're finishing the road probably tomorrow and only thing major thing left to do is install the elevators and they're coming tomorrow so should be done sometime before the end of the month as they said Ron they just put down two uh yard s grassing around two of the four houses so but no for no soul signs yet so and I've had several conversations with people about zoning and they're all for so I haven't heard any negative feedback that's it okay are we supposed to be in the parade Saturdays I have you all registered

true a car truck from V cross board or any recommendation on vehicle five no whatever is fine starts at 10 yes arrange 9 parades at 10 it it starts at 10 but you need to line up at 9: okay um colage Festival thank you to um the all the city workers electrical Street every every entity that was involved it was a very good day it's a little hot but it was a very good day I think about 10,000 came um lots of positive feedback so that's good next year will be the 40th so I think it's going to be some big plans so downtown area looks super it does and the the cement work and removing all the planners and stuff just made it really look good and the street sweeper is a miracle worker um no update on City Hall on the no okay we're progressing we're progressing good enough closer CL Street uh have that preconstruction meeting um tomorrow morning I'm sure they're going to communicate a lot of people have on their brick and stone boxes please contact us before you remove it cuz we're going have to remove a lot of them you know you know the line locates and everything that think show was and U so I'm sure they're going to do that well we are Thom not discussed how we go back and you know of course if we take it down we're going to try to preserve it if not we're going to figure out a way to put a you know brick mail box back

yeah cuz most of them are at the at the house some of some are at or they got the regular mailboxes um U I want to say was some anticipation too when orig a lot of projects are going on that behind Walmart there going to be gas but they're going 100% away so that's uh Rec talk about gas and so so now they're really change mind on that and then that's accurate for the 105 development well 105 signed a contract and there they were going to gas and we're take gas out there now they're trying to but but anyway um that's what one of the things that you're going to run into trying to add more lots to generate good point they were still trying to justify return on investment y I can understand that as a utility but there's a lot of anticipation for a lot [Music] more from smaller to larg or G [Music] so um question was [Music] good A lot of people things the only thing the that people ask for there a little more trash cans they were walking with their trash we had a big dumpster out and they had some small cans out with it before we had dumpsters on the corners which was kind of hard to get to when they were picking them up but uh you know just more places in dump track that that was um

got one more thing the Temple Street drainage what we're doing we talked about bringing that back at this meeting Thomas has dug into it he put a lot of time into it what we found is we really need an exhibit from our Engineers to make sure we get it right so we get the right rebar in there so you know basically we get all the specs that we need to right the first time instead of just having some guess work so I know strand is working on putting an exhibit together that then we could take out and go for go out for bids and compare apples to apples instead of well this guy wants to do it this way but this guy is $115,000 cheaper and he's using you know a lesser profit were were there going to be three proposals there right but we still need some spe around [Music] those prop see no use to going three fo up we not accomplishing anything I go up all the sides and then you've got your barrier from losing your road and everything else I didn't my opinion may see different but I said froming off you I said when we discussed it I agree with you okay anything else okay um thank you all for coming we are going to convene now into executive session so see you next month
