street and somebody turned her in I know who they turned her in that she had let's say5 to $25 in a house you drive by there you'll never know there whatever but anyhow uh somebody called on her and they came over there to serve a war and pick these dogs up I'll agree that's way too many dogs in one house but she does take care care of and they better have good pictures if they if they were living in fields okay then the uh lady that came out there I wasn't there uh lady came told her BL they come well you got you got to look at maryn maryn had both bre taken know and she got hard trouble and and the females you put this in you put yourself in her shoe okay and they take all these dogs and the little Dey that came down there my sister-in-law went down there to check on MAR not interfere anything else he told her she need to keep her nose out and then when she did they gave her two dogs back that's what she got and the two dogs she got back the full F and they also had to go to the vet cu they C uh K call and then I don't know how much F she paid this lady she only said income and like I said it's my cousin I shouldn't be here but I feel sorry for I don't know about the rest of yall but any I I'll leave that you know I think I think it all hand wrong myself because nobody in here knows anything about it okay thank you anybody okay next citizen to be heard is Brad
Oliver thank you for calling me early I appreciate that REM want to go to Taco Tuesday tonight looks like I want to make it so uh anyway uh glad to be here today obviously got a lot of things on my mind I know did y'all receive a copy of this we're not going to talk about too much on that it Tak way too much time tonight there's a lot of other things going on um I do want to bring up something though couple things that are near and dear to my heart one is the pay of the city employes uh you know we've done a pretty good job taking care of our city manager but I don't think we've done too good of a job for employees I don't have all the facts and figures because well you don't put a lot of them Mountain but I know from talking to some of the employees over the last few months that there's a lot of them like myself who's pretty mad that I didn't get a cost of living index this year over the last four years all of us have felt the pinch of inflation inflation real inflation is probably about 25 to 30% not this 3% or whatever they're talking about because they don't take into account food or or your energy cost if you look it up you'll see that I'm right but the issue is is that we can't go constantly rewarding the city manager with more money unless we do something for the rest of the folks look we're supposed to be a family here in this city we're supposed to be United I don't know how the city employees can get United in this city whenever the city ignores their basic needs and their needs is a percentage raise they we need to set something in the budget obviously the
city has no problem raising taxes can I get an amen amen but if you're going to raise taxes let let's be a little fair about it we're spending $700,000 on the airport over here I believe that was voted on and approved right is that right 10% of 7 million is 700,000 we could have that 700,000 to give our boys a raise I don't know about you but I don't know the point and all I got to say is I am here tonight to say I'm upset for the city employees because the city I feel has slided them and don't get me wrong I wouldn't do Camden's job for what he makes I make a lot more than he does I wouldn't do it it's too hard but I'll tell you this for him to take raises back to back and these boys not to get a good raises every year I'm sorry I'm hopping mad about that because I I like I said I got my my job lined out but a lot of these guys don't make very good money and that little percentage raise won't even keep up with the inflation that we're experiencing so I beg you on behalf of the of of the citizens of the city employees to consider doing something for our boys in the way and women there's women there too I'm talking plural but uh we got to do something we got we got to do more we got to be a better City being a city is no problem being a better City may be a problem and I'm here tonight to to appeal to your compassion in your hearts for those people who may not be as good a shape as you are or I am but we have to act as though we're in their shoes if we're going to if we're going to do what's right for this community but I don't know how much time I've got but I I I need to I need to pass out a couple of things and I want to bring up something I I I've
approached the city twice about representing is Melissa here can you pass these out or about the about representing the city to go over and see if I can get that ey Source straightened out for you you don't know it you don't know who I am you don't know really what I do but I fix stuff like this all the time in court out of court settlements that's exactly what I do currently and I'm giving you my resume as well is that enough for everybody I'm giving you my resume I I sent you letters before but nobody knows me but you know I leave next week to fly to Nebraska as a CT app pointed umpire and an Umpire is an insurance umpire and what he does is he settles large commercial insurance issues out of court and what he does is he establish a price so you can go to court but I don't know the facts of this case all I'm asking for is to be your consultant and I'm telling you I settle these things usually between 30 and 90 days why we're sitting here now with that building the way it is when I've offered this is the third time I'm doing it for free thank you I appreciate it thank you for your time okay next is consent agenda items consent agenda items are minutes from the last meeting and some additional considerations are there any discussions about the consent agenda items move for approval all in favor of approving consent agenda items raise your right hand I'll second in favor raise your motion passes next we'll enter into a public hearing notice is hereby with the city
council of the city of cville County Texas convene in a public hearing to review the submission of a conditional use permit for a manufactured home application request submitted by Raquel paa for property at 12299 FM 975 property ID number 1041 1557 followed by discussion and possible action so tonight's Council mayor this is a CP request [Music] they purchase piece of TR that um that manufa that was sitting there on the property that has been removed from the property um and so they are ready for their approval of the C and so that they can bring in a new mobile home it's not in the Mobile Home Zone so it does require C well just the fact that you know we had the other mobile home there and it was there for a while and we never well my father never did with the piece of land
that mile home and so we purchased it we didn't know that it was not in so going to Mobile Home is 20 23 24 that was purchasing so it's it's a anybody old ones been removed you're just replacing it with the new one yes that's over matter of fact not the same spot just about the same spot to the end of Canon Road right Mr K on got the pure for him and his house is behind pure and then only thing there is 975 that's it sir and the other property joining that property is uh wson Lumberyard uh is there is their proper towards Carwell no side yes to join City that's what I'm saying and then I think there's two or three mobile homes right across yes right across the street there there's a mobile home right across the street it's been there for a long time make a motion we does anyone else have a comment about the conditional use permit you have an opportunity to speak okay if not do we have a motion to approve the conditional use permit do we have a second all in favor raise your right
hand motion approved we are going to convene into our regular meeting item number a is proposed 2024 property tax rates so that this is the proposed tax rate right now the way that the laws are written more transparency we have to get way ahead of the schedule so I don't even have a full valuation from from uh the tax appraiser yet so what I'm doing is I'm I'm proposing we keep the same tax rate which is going to be [Music] 37957 the way that things look right now it will produce some additional revenue from from property taxes without having all the figures right now I can't give you they have a no new Revenue figure and then motor approval Minimus rate I can't give you all those rates without having the firm numbers but the preliminary numbers like I said we will bring in some more tax revenues we can have more discussion about this at a later date but but I'm building our budget based on the number that I just said which just keeping the tax rate the same once again that's 37957 for $100 valuation C spend that for least been this way since 2018 have answer any questions related to that do we have a motion to accept the proposed 2024 property tax rate at 37957 for
100 have a second second all in favor raise your right hand motion passes to keep the tax rate next update to the drainage concern along Sunny Street Lewis Street Eloise Street North Main Street and those of you who want to speak on that uh this evening uh if you can go to the microphone we'll have City officials speak first so this item is Rel and few that notified that flat application and concerns about existing dra issues in that area and overall concerns that the new development may impact or adversely impact more issues and so we had Council direct staff to look into some options that we could EAS Attain some on Thomas went out and looked at that drainage area and where a lot of that flow is going and so they were able to go out and make some immediate improvements this was some before and after photos of that drainage area back off of stre that goes back so this same where
ofing all that same thing on the other side of that fence they were able to clear out a lot of that debris that CAU and then they were able to cut that dra ditch out soate some of that back water hopefully in the next spring event we'll be able to see what is actually you know occur now that they' been able to clean all that out so comment anything else to add on that I would say just the fact that we had so many people come in and and speak the last time we did that I I would encourage everyone to continue to do that if I don't about the issues then it's really hard to to fix them the the day after we had that meeting went out and Thomas and I we looked at this and we you know obviously we found some improvements that we could make right away um I think our crews did a great job getting them done the bre pulled out getting the D cut out I went by there the Monday that the hurricane was supposed to come we about an inch or so rain here everything was flowing really nicely down down the new cuts that they had made so appreciate that work on at this point we have someone can you please say your name please so all right Street where Sunny is
[Music] so here's the 36 Street intersection soeter yeah the plat everything that was submitted at analysis overall improvements that they'll be making is going to reduce the overall volume run off off the property uh it's on we can we can also send it send information request TOA Yul out what eight loads [Music] of con property oh yes sir so what's the plan for the drainage on Main Street we do any improvements on that are they planning on sending the water or is it all going
to you speak to yes the the the pled property is about 30 acres and about half of it goes to the pond there that's an existing pond so about half of it goes there there'll be a detention pond on that side and then there's another detention pond on the on the sunny Street side so it basically in half pretty much where the where the previous owner had her street there her driveway that's pretty much the high point kind of splits so so so you're not holding all the they're called they're called detention pond so they hold them for a certain amount of time release and sunny or no that they release on our property which will go into the creek there and then on the other side they do we got an eement and they release street because Main Street can't drain quick enough down osr so it comes over in front of our Salon goes through our tractor lot and it bottlenecks the hotel so Sunny streets Downes down in Fr of but the water cutting through our property from Main Street backs up the top side of those Cs and that's why and then it backs up through the Walmart parking lot you know brookers driveway and the hotel they have small C so you get a log Jam of water coming through the center of our property because M can't hold the water it got now if you look at where the salon is we cut it out for a driveway water comes over and you can see the gravel flushed out it goes straight down the hotel and it splits the hotel and and you're talking foot of water in
that ditch spiraling so then everything from Sunny Street can't come down I just wonder what the state they address that any any studies the city town on the drainage on Main Street because there's only two inlets to catch all the water off Main and it goes underground and they can't handle the water currently so if you let any water out it's more through our property in our business yeah so there there's there's a few Lots Main Street kind of where his is that will be on Main Street but most of the water goes down to this Creek on the bottom the tree line is there there's a creek one that nobody's done anything to yeah you did the one the easy one you didn't do the real one so my opinion is in the middle I just water through this slot when we built it that but is either the city's going spend a lot of money for their drainage on Main or the state spend a lot of money from the highway to get those csone because when the state CS back up water gets in the highway they do not like that but Main Street is one of your busiest streets in town is it's your main artery to Walmart B and when it rains a lot it's a oneway road and you're driving through water as it is and just my opinion so I didn't know if they did any studies on Main or did all the Sunday which is still going to back up the same so the day we put in our new driveway in the tractor lot we spent 20 grand on our C we had we pulled in forms we had 10 State guys there trying to figure out why water was still in 36 but that's the only one driveway made be on top for water to go over it not the highway if you look at the hotel in Brookshire the driveways are higher than the crown of the highway so when the C can't take it it has to go around those driver so is the state willing to accommodate y'all can R do those four driveways C I mean
that's 4 500,000 I'm sure so you're talking about stuff on Highway 36 yes I'm in I'm off Main my Sal's on the m and it feeds to 36 but your water from Sun streets to 36 does it not yeah and it'll be less than it is it'll be slower than it is Curr you still have the housing current housing there SL their water too no we're not we're not touching their water we're just detaining our water the water on Sunny street is also going down The Flume so part of it's going to go down The Flume and part of going to go down Sunny Street the goes to David cre so the Neighbors in the Woodson been flooding for years catching more water it's already going there yeah it's going to get it for what how many days not [Music] days I don't know I see problem you're flooding that wood you're backing up on the highway or you're flooding but long as it's all addressed I'm good if you're sitting any more water than what we get now you got a mess trying to get the we we reduced as he mentioned the water going to Sunny by 6% the water going to Main Street down the creek on the east side there it's reduced almost 50% it's going from like 90 CFS down to so it'll be it'll be greatly reduced on that side because we have a larger
Pond West Side on Sunny Street weed toate and also ischar on street I wasn't at the last meeting I'm sure they had got Main Street cover I spent one evening under the power line six years ago with an escavator digging pain out to keep the LIF station from flooding to the city with city tr and that ditch has not only it development done you're not just make sure's p oh yes ma'am vanon and just in addition to what he said our property is across the street from the shop and it's almost completely washed out every time it rains there is no way anybody can get across the we have our our joining property there's no way we can get across um there's just a it has washed out so much of um the land there that we couldn't get to the neighbors if we wanted too so we and I I'm not sure where it's coming from back there but it's a constant problem a lot of water I said it's it's washing out our our property Main Street um here's in Walmart on this side okay
so the salon yes going on the right yes our property is to theirs on the left okay and so if you look there's just a really big ditch there and I guess water is coming from house right I'm sorry it goes behind house yes it's catching everything from around the Catholic Church go to sheet seven that kind of shows the when you when you see all the the contour lines like close together with with the bigger Point left that's the creek running there and that that area I don't I don't know how large that area we didn't study that Creek we're just capturing we're just capturing that part there going into this Pond and then releasing to the same Creek our our our little drainage area there is about 15 acres and I bet what comes to that Creek is probably I don't know it may be 100 acres or 200 Acres the creek but so we're just reducing we have 90 CFS coming into that pond and then like 50 going out so we're reducing the current amount that that comes off
there that's uh this is Main Street on the left is on the south side it's this M Street Main Street so I'm sorry so explain to me one more time while we're getting so much at that it's not it's not I'm just saying it's not from this property sorry this this drainage area here this this goes up all the way so the water that blows from Hill still com it's still coming to your detention no it's not coming yous that direction see the water flows theour It Go perpendicular to the Contour so it's coming this way Main Street so we're putting it in this Pond and letting out more slowly but all all all of this water that comes to that that's that's not our that's we
just that's already there that's been there for years similar with sunny Street it all flows that direction we're actually helping out there's a storage unit there if you look at the house right next to that storage unit there may be in here tonight there's a lot of water that comes through that property there I wouldn't be surprised if the house almost gets water in it so what we've done is we mve down the body sh and the storage building between the body shop and the next res yes is it going to line up with the FL zigzag it's to come street so what are you going to do with the opening of this Flom next to 206 Sunny open that up the city so my concern is that existing P already there rain overlow that that bond is going we're going to right there so you see this kind of curve there that's that's the existing Pond right there and like you say when it rains a lot it overflows and it comes right through the storage unit in this house here
probably so what we're doing now this this Pond will go away the water will be captured in the street street this mucher right here on the corner of our property so this is sunny Street West and there's the that yes no it'll no longer be be behind the wortell and [Music] out between theer all we have we have a 20 foot easement on the other side of that body shop on the's property
we'll so where you're doing it there's only a ribbon curve at jry M's house it comes across there at any rate it's going to was through this property ra curve on the other other side of street when it comes up it comes out of our pond yes ma'am with regards to the paperwork that I'm going to ask for is environmental stud to we just do call analisis I I don't know any environment did credentials professional engine since development like this state Station San An yeah this like I said this one is
ACR I asked here I have to stand up right I asked last month about this and I did could not see the flow off of their detention bonds but as the city had a third party look over their number to see if they're right that been done [Music] pardon train engineering city engineer out of oh boy I love that cause our problem to begin with okay so anyway they reviewed it so with their review now the floom is going to have to make a zigzag across from the the sunny street from the south on North what's the plan to get that water into the pl on the north side open up so I guess so or the city whenever the developer all you just said a minute ago that that's not his problem so now it's the city's problem know let me let me explain they have provided two get it to offset area being there have been drainage issues in this area for a very long time I I totally understand that their their work is by by installing these ponds and using this Blom here and the other discharge on on Main Street they are not contributing any more runoff to to these areas than before so this this water was is already going when it's when it's a grass pasture this
water still coming this way and they're not going to increase if they were we would not allow that obviously as he he mentioned before this Pond is has a small net production and the r run off the other side the other Pond has a significant reduction it's not going to fix the problem obviously but it's it's not going to create additional runoff to these some of these drainage problems need to to be addressed something the city has been working toward that but I've heard some comments about well there there's all this water coming through here and they're not touching it well that was stuff going through the treat that that their development is is not impacting whatsoever that's that's what naturally comes through there so they're ensuring that their development is not going to put more water in this bad situation and and we've checked they have a drainage analysis uh I've got a hydrologist expert that's reviewed that uh we we've reviewed and make sure that everything complies with the city's standards their requirements and there were some back and forth with a few Corrections and those things before anything was approved this all compli and so Mr white mentioned earlier they went they went downam to the FL and there was a lot ofis build up through the years as a homeowner who greatly affected by that the work that the city's done is fantastic it should have been probably done prior to 2010 when they redid Sunny Street well what they've done is quite excellent I don't think I'll have three fo of water in my backyard anymore it actually had to go
over a dam to get to Copper Hollow but my backyard's not to flood anymore but the other problem is the water going down the street the yeah and there and there is there is I call it a valley gutter Street does have a slight Crown to it that pushes it off to the side so our water coming out in a huge rain event it will go over the top of that events should down the sides till it gets it should take more water it was previous and we were I was actually here was pretty hard that day I watch I saw the problem where Mr Marsh did you have something yes ma'am let me ask Y how big are these PS that you're talking about how many gallons they going hold gallons yes sir I'm not a engineer on justra yeah let me see it's probably written in acre feet that
to sorry I should had that ready to go Peak Peak storage in there is about four acre feet while you're doing that Cate how many come off that's that's got no in streets too now that that uh that is what I've seen a project simar this work down there core of engineers I thought they were the best but they lost about eight machines overnight in the Y down they still there gu but what's going to happen if all you that got drawn out what's going happen if it don't work you better hope so Fe is how much is a house where the water can go in but you don't have that when you start building out right okay don't have run right off the roof right off the roof ground like now you have the ground catch it's going to sore up so much when you build those houses those streets oh that's getting dumped it's getting dumped on
our and that's why you really want to dump your problem on us what you basically want to do as you said while ago is this Pond going to hold what's to happen if it don't understand they had cor Engineers they good they didn't missed but anyhow I think if I'm not against this project but if y'all going to do this project somewhere y'all going to be liable just think whenever if y'all in the middle of it or not it don't make no difference we start getting flooded that Pro that project needs to be stopped right in there well I just want to make sure has WR down not an understand I don't think y you don't have two places for the water to go I said Creek and that's that down and I don't want that's that's my son we on that 8 or n acre down I don't want I I'll I'll damn mine off I'll build a dam all the way around if I have to I don't want your water and then I'm G come see you all right sir I don't think the calculation right but that's that's all right I was born raised I know it come down that that that 36 bridge is not going to happen and I did sh down there not going to happen and you know how long you going to hold it they don't make no differ just fix it when it come it comes down you fill up at on Qui and what you going to do then your detention P what you going to
do it's designed to release it you sure yes sir we any more concern I just have a general question yes ma'am on the detention does it have um I don't know your verage is it just Clay is it seal with clay at the bottom or is it just that super it'll it'll be vegetated it's the natural B so okay so but I know people who have lers in their tanks yeah but this is just it's just okay so this is so the tank all the time it'll be there forre so then it'll just when people go by but then let's say God forbid we get into a tropical depression to where we get 6 to eight 10 in of rain which has happened before and there is always the chance of the super saturation and that FS up and the water on on a detention if you if you want to go look at one physically go to cap fet and you'll see that it has not only the drains but it also has uh even the Rubicon has a Spillway so if that detention Pond fills up to a certain height it's not going to run over the top it's going to go out of Spillway so it reduces the chance of it washing out and you said this one has
adjustable a strcture okay so you can adjust the flow Okay so whatever your calculations are that's what it has to stay you can't slow it down it say that we see that it's only filling up halfway okay so it's not any type of adjustable the map I was try ask question unfortunately I've built about 5,000 Towers every Tower I build has to have attention these towers are built very big and this this they're not showing here around here is that you're damning this whole subdivision off it's damned off now right I looked at your deal there's a dam on the all the way around here now right that that drawing there is a Sil but I'm saying in what the drawing I saw all the way around this whole property is built up now on the edge right for the houses right yes or no it's easy so the houses are built straight on plane okay so they either built up or they're on plane they go both some of them to the street some okay the ones on the backside where the waterers coming from are they up or they down of the to the street the back so the back of the properties are open correct yes so the water that's coming off the hill it's been coming off the hill for since dirt right it's coming off the hill now it's going to hit these houses where's it going to go where's all the water going to
go this ditch right here yes sir where's the ditch dump to so that's it so all the from all the way up from the Catholic all the way up to about 45 ACR no just keep going all the way up to halber and all that water it's coming off that back side is all going to go this one ditch right what about what's above this keep going okay what do you mean you can't design for that so water that's coming down this way is that right am I saying the right thing here is this right it's coming this way is that the way the water coming this so you saying the water doesn't come this way it does so all this water here doesn't come in the back of your proper okay well it does now we didn't we didn't do anything over here but this water when it comes to your property can sheep well besides that when the water dumps now like that Creek that's over on the right or the left from the Catholic church that Creek is not being addressed so all the water that's going around your property and come down to the Catholic Church down the creek where do that go it's not been work it's just a creek now it's not being addressed now that little bitty contri over on Sunny they address that but they address the biggest contributary to the entire area is talking about this Creek comes from the Main Street yeah
you're not addressing any of that that's not our proper you're tell me the water comes up all this none of it goes here now none of it not one drop right so the creek never goes over probably not if it it does these the coner this to so does anybody live over there can tell me I'm wrong the water doesn't do that you're not did you hear that if it comes on our property that go the are we talking about from the cement channel from Highway 21 to where it goes to by Brooker Brothers it doesn't go all the way to Brooker Brothers it stops then we've got open area that is that we're in the process of looking at getting cleaned out so there's no brush in that Creek why can't we just put a plume all the way through there uh because that's what it needs to happen it needs to have positive plume all the way down the whole side of this where it gets to Brooker brother and then when it crosses the street there needs to be another PL on the mark Mar's property going down that way on that Creek in that Creek not a creek a plume because a a creek builds up and it won't take a load where a plume is positive all the time I'm not going to argue with you on that I'm not arguing with you on that I'm saying though if we clear it out and it is kept it is wider than than The Flume I'm not saying that we can't look at that that's our job to look at but right now we're he's you're we're trying to address his
problem you keep bringing the city's issue into his issue okay well then I guess it no matter what happens in the drainage of the project that he's saying that there's not going to be one ounce more both of there are and him is saying that there's not going to be any more water that already is going off prop coming off no more it's going to be less on one side of it's going to be 50% less and 6% on the sun side okay well I don't I don't believe that hundreds of these and by what I looked at I studied that if you'd have done ples from here down here and on the other side and catch it on the Sid you probably I'd say you're in there but you have no way to catch all this water and it goes goes all the way the highway I mean right now I'm on Eloise I'm a little guy in this h i I got a little bitty thing but I also do this for a living and have for 20 or 30 years and this ain't this ain't this is not the right attention and it ain't the right retention so if you're going to have these two dry beds in here what about all the mosquitoes what about it's not now it's it's going to be dry wet dry dry wet it either needs to be wet or it needs to has some kind of mitigation in the bottom of to make sure it's never standing because if it stands now you got mosquito bill so now you got two Retention Ponds that supposedly drain but they don't have any any in the bottom but grass so that means they they have to drain out with the [Music] grass I'm all there for you but I just don't think you're addressing the amount of water that comes off of that have you has anybody ever went over there and looked when it really rains how much

andjust so like I said the property was pled in 2021 reped in 2021 um and when they did the repl proper that is the enre it is flag that looks like this so 20 foot wide at the road and go back to this piece of property back and then about5 on the for the remaining portion so as it stands right now the way the property pled it actually compes all bu EAS without any guance request um so the request that he has is for a minimum width of 372 ft and then the adjacent setbacks between two Ls and two um their code requires 55t minimum width 100t depth and then minimum area 5500 and then a minimum set back of 25t from the front side 7on street so with this request this is what he's proposing so the lot that I showed you in yellow that would be the enti of it down the middle on each side it would dedicate about 25t additional rway for future expansion of if that was ever done in the future and then 35t look s it back from that new proposed
dedication um there's still quite a lot of property because it's a longer L and the two homes to be 2T apart from the property line which would be a total oft between each of the homes um which if they do get this approved then they would have to require the city part of building they would have to build with a oneall on that side with noes ores for that side that faces house the other meets the step back's no change and they have question build thank you first um this is a presentation that we have put together it's just talks a little bit about what we do and what the project is kind of C it all for us than you uh so goal is to create beautiful affable high quality rental Ding and foring so like for said that is a current PL of the two Ls both meet the the the set B required by the what the city requires for the smaller Lots but what we have thought now is that it wouldn't be as that inreasing to have one house behind the other and it would not for possible future widening of M Street which is it is wider if you go further down the street where the apartments are apartment so we wanted to leave some extra space there in case ever the street wants to be widened where we are
at so we we think this would be a better layout of course both meet compliance now but we don't think it's the best layout for Aesthetics and or for future planning so we we came to propose this to you guys to see what you guys think so so why we propose this what we propos and how we want to rearr so we believe it will be a more aesthetic reping layout than having one house behind the other this layout also considers a potential future widening of East M Street with a 60 front 60 foot front setback from East for the left house and we push the right one just a little bit more to offset them a little bit so they look a little nicer and give each other a little bit more privacy the one on the right would have 70t setb from East 70 plus um and then we we would still meet the minimum lot square footage which is 5, 5,500 we would exceed it by 7,500 plus uh each L um the outer setback the left side of the left house and the right side of the right house would still meet the 7 and 1 half foot setbacks the interior ones would be narrower um the interior walls of those two face each other would have the fire R walls uh that are needed to meet the code um this this could basically be seen as a detach dupli so we just detach them so they can be they can create more privacy to each other so that's a render what they would look like just about right to the mention would have 1 1200t house on each what so that's the current in red and the proposed in blue so as you can see length they would be 80 foot plus on each side and again they would still
meet they would exceed footage that would each be 7,500 plus so again that this this out this this slide just outlines the setbacks we have talked about so we would we would meet the required on the outside sides of 7.5 we would exceed the back side which is 20 and we would exceed the front that is 25 and in between would have 4 foot between the slabs uh with firewalls so the various request is to to just do narrower Lots so they're deep so they would still have the the seven exceed the 5,5 foot per and this is a couple houses like the ones who want to build there that we built on West M okay we just wanted to attach a couple pictures to show anybody that hasn't seen them we that's the kitchen that's the master bathroom master bedroom Master closets guest bedrooms and guest bathroom laundry and [Music] backyard um video if you want to play and I noted this as well on this SL even if we were to De or have to the Future Co winners de 25 foot at the front for wedding in the street we would still be at 6,675 foot this still exceeding the the minimum um L exercise per
l so that's the current eastw to that's current location and I'm just zooming out on them just to point out where the eyes are near the Parrs on the south the Parrs outside the and then that's video of the location if anybody that's a lot there starting out that white that down West them okay toward not on the one behind the RO that spacing between those is 6' s in I believe we've reduced it down to 4 foot we bigger backyard okay but what I'm saying is I notice over there you did for cement and that's going to be a natural drain there on both sides you put a stain wall and drainage so that's not going to go to the property to the side or to the back you mentioned it why would and I know the reason but I want to hear you said town home why are we not making this town home or you not we
op well I mean you're putting in two firewalls yes basically we're doing going to do everything right requ forever Shelby says that it's required um but we're just sting to create more privacy we we believe it could be wrong but we believe it would be more appealing to Future detached for noise and just privacy MK be a lot narrow narrow it back down and longer long yes sir it would be it's pretty long like I said it would still exceed it would be 700 plus foot and even if we or the future home owners the street grows and they have 25t it would still be at 6,600 each Shelby do you have any thoughts concerns um I think essentially as the lots are currently platted they allow for the construction to take place and by adding them to the two rectangular narrow Lots creates um the need for a variance whereas Curr as um right so it because the setbacks can't be met in between right it creates essentially a
hardship by replatting it from flag lot to the two rectangulars whereas it could currently be built within setbacks and everything [Music] that so is that something you want continue through that property that's the only that one that's the only so I mean like said we could build on the which don't think it would be a appealing to the street view or the future homeowners um and that's why we think it would be more aesthetically pleasing to see both houses side by side um and it also plans for possible future widening of the street to where we wouldn't be you know if the street widens it wouldn't be right on the house it would be this is just my thoughts but minimizing our current 55 standard is aestic aesthetically un that's just my opinion some places 55 looks fine the larger plots plus 55 plus look good um just concerned that the picture that you have on here showing showing this is it going to be correct a SC that looks more like a 8ot instead of so this picture on show what it's look like I this is this is I'm not saying I'm but that the opposite of what
so all the houses 10 built there's 10 houses already built in uh all of them R yes sir all those mention buyers to I mean Bas based on this location oferty and it's I would say doesn't really that character out there existing res I mean it's more of a area of town larger space between homes see the VAR request having in the down street the comp perspective more the lines we all agre to um so I mean to me the way that the lot is ploted the [Music] have a for foot is
off that's I'm I rudely that's not very much spacing even even the 6' 7 that's close enough to 75 4 foot that's do we have a motion on this reest to decline the variance all in favor to deine in favor n oppos variance request is denied next award the bid for the 2021 American Rescue plan lift station improvements I'll this up we've been waiting for this for a long time this project has gone through various iterations trying to make it work and get the most B for our our book what we ended up doing is we are project right now this the way it sits we are replacing the ti Grill list station and the call country station they stay complete replacement use any of what's left the way that we did this project because we were concerned about cost we have about $940,000 remaining in arpa funds that were awarded in 2021 so what we did is we did a base bid of just HCK realist station and then an ultimate bid of called Low Country lift station these are just the lift stations pumps everything this doesn't have you know the additional gener standby generator or anything like that this is just the list station so as yall look at the the way these bids came in the low bid here with Mercer
construction uh very reputable company the base bid 985 910,000 um it it I mean that's what we're seeing in all in all these projects the alternate bid which again is follow country list station of 841 860 I would ask you one uh no I mean you kind of covered everything so we we had a public bid opening um back on the on the second um received six bids actually seven bids one was incomplete so it had to be thrown out but um merer construction I we have worked with them numerous times here in in cwell and other other cities and yeah it's it's unfortunate the cost um what these Li stations are are costing these days just for reference I believe it was about four or five years ago um the txg project was to replace a a similar lift station these are slightly larger at least real is that one was in the 300,000 um neighborhood and So within four or five years it's it's nearly tripled in price um but that's just kind of the what we've seen as far as pricing um when we we open bids earlier uh late last year actually and only received one bid uh it was for 1.3 um and the base bid and another million or so was was about 2.4 total um so you kind of take a little risk re reiding some times but because we only received one bid and seemed like there was a lot of issues on bid day uh we felt like my postponing there were a lot of contractors that wanted to bid including Mercer uh that just couldn't at that time and so uh after talking
with Jeffrey and and Camden we we delayed and and Reid here back in earlier this month and the bids came in lower than so I'm also going to mention hopefully I didn't I think I talked to several people about this today but both of these uh lift stations currently are probably about 15 years P into life so these are projects that we definitely need to take on so I would ask that that y'all would approve both the base bid and the alternate bid so we can complete both those stations we have approximately the amount of funds we need to complete the base bid and then we have funds set aside in water Capital Improvement projects for the the rest of the the the additional project well we have to move the highway one right we we when we do if y'all approve this yes it will move yes Tex property any questions regarding the assets or pricing or bidding or anything like that the the last three costs look like all when you didn't want the job you just did it so that's but all the top three are pretty close [Music] so have a motion to award the I we award the have a motion toid
construction all in favor motion passes next above ground facilities agreement with ATM energy for a district regul regulator station at Industrial Boulevard in Old San anonio road so we brought this to c I think last month and we had to postpone it because our legal and their legal didn't have a chance to get together on everything they finalized everything we have an agreement that that all parties are agreeable to so we bring this back today just the background if remember this will allow for that District regulator station over near uh where the substation is Right Now by by nonfer and this will allow gas improvements to help increase the capacity on the west side of town so not only the industrial part but the new development has been discussed out off the 105 so this is really going to bolster our our Atmos system outside of that I can't tell you much about it but I will tell you this is a much needed project oh so you're saying our lawyers and everything approve yes yes there just a little bit of back and forth between us and their attorne got everything good I just don't want anything leave here that's not

had everything backed up made the preparations we needed to want to thank Thomas and some members of his crew came out on Saturday to help cut a new ditch to drain the property alongo in addition to the work that they did during the week to take care of the sunny street so thank you guys for that um Glo bidding process we got kind of delayed on the street project for uh bidding only just because of the hurricane we had other people that wanted to bid they couldn't get it in so what we're doing is we're backing that up two to three weeks but what'll happen is we'll bring Glo Street project and the Glo sewer project to the August meeting so those will both we'll open bids for those and they'll both come for the August meeting for approv um back to drainage something else that's coming back in the August they'll have the drainage extension study for uh coming down Temple Street that'll be complete that'll come back and be presented in August as well so we got a lot of stuff com in AUST couple other things our new fire Tru is here it looks very nice if you haven't had a chance to check it out the front end loader garbage truck that we've been waiting for for I don't know how long it's been two years at least we'll be here this week tomorrow tomorrow and then our boom truck that we're going to do we're going to have an established brush route will be here next Wednesday I'm confused so we're getting a lot of stuff going we're really excited about the uh efficiencies that we're going to pick up with a lot of these these projects so that's what I got so that was C Street that you were talking about yes that's correct so the C C Street streets and drainage project it will come back to y'all in
August okay so just a quick update on the J Richardson street sign has been put up has Mr Richardson seen that I believe I was told he show he showed and then also reminder of the City Hall open house on August 10th time to be announced we're still working on what to do for that day so just a reminder of that that's all I have the tront voter is coming what about the dumpsters dumpsters I think eight weeks uh has the Johnny Hill division orders come through not seen not seen okay and Thomas is in the process of getting the Johnny held walkway over the ponds repair yes yes that's it too long so um when utilities come in and do what they're doing like at at the country club now they do doing some in town are they required to notify citizens or so we do not have a formal rway process um right now when any kind of communication comes in they contact us
and they will say what they're going to do um the only that we're really looking at is to see our or not and it doesn't have imp our they proce with their report um they were supposed to notify the residents as they were were going through doing those projects they were also supposed to notify the city of each project and when they were going to be doing the construction um they failed to do that and so they have updated us with that information and so we are working on getting that out but as of right now it's the same three areas they finished Hill and the this side of town right here downtown west and all all this side of town was all overhead but Hollow so if we if we put whatever in force then what does that it'll it'll give us more strict requirements that they have to follow as we process there'll be more it'll have to go out it'll slow things down to where we can actually the group in IR left the de on that door and then he even came KN knocked on the door and talked to both of us for about 15 minutes and today he they were putting out the last of the grass the put down and he said they finished our neighborhood they're going someplace on 36 and when when people come inun there's we St them in right away property lines don't go to back

of person depart we can certainly reach out to their maintenance he's a great guy nor oh I talk to also another po study um I think there's been quite a few that are you know it's probably 15 years since City done one and then study on and then the other thing is we have a lot of supp other Communications time out their um Frontier you know there's there's a lot of stress on L old cloes and I mean there's a lot of heavy lines that are stretching you know 30 40 foot spans and uh K mentioned about notification um AB has a good policy where they're replacing lines going lines they'll have Engineers do a study and they'll go through the whole neighborhood and no months before and we had a cut line down from your house last week and uh they didn't have they didn't have and this is what they do for 11 and they Bor right through the gas line so uh so at that point you know when in those policies when they have that that's part of that they show where you know that dig number can't be done by Frontier it has to be done by the profession and it lasts for two weeks so if it lapses they got to call so those policies will have that
brush removal we'll work on that what we want to do is course we got to train operator first and then hopefully catch up from where we're behind and as soon as we put the that that uh schedule you know it's going to be one day of the week for you know each grou say if your garbage day right now it's Tuesday well maybe the brush and bulky day is going to be Thursday just throwing that out don't hold me to it but we'll put that together and we we'll push it out across all media that we can but I would expect that the next couple months and then hopefully we would pick that up say as soon as possible shot CRCT over is that Cher truck still the Trier truck is active they're running every day okay unless we have to and that's where the benefit is on this you know if we have to pull off on a streets project on a drainage project and those guys not running the Tripper they're they're helping the rest of the crew also I we have a everybody got he a lot of things well I mean we talking about a lot of C upgrades and you know lot of projects being approved l City equipment that just didn't happened in the last couple weeks the last couple months that's been ongoing one of the trust two years so it just there's a lot of things going on behind the scenes tion to no motion to jour
