Thank you. Okay. So, just a little word about us. We are a non-profit organization, 501C3, managed by a board of directors composed solely of volunteers. We work in partnership with the police to give the community the opportunity to report information anonymously and if their reporting leads to a crime arrest, we can offer a reward of up to $1,000. The first Crime Stoppers program started in Albuquerque, New Mexico, in 1976. Shortly after, Boisarea Crime Stoppers was founded in 1981. We offer three options to report a crime, as mentioned. The telephone number, the website and the P3 application. The informants never have to give us contact information. They are identified by a unique identification code. Everything is done via a private discussion. So we have no way to follow them or know who they are. And we can also pay them back via this platform. There are more than 1,200 programs in operation across the United States and in more than 30 countries, and more than a million arrests have been carried out in the world thanks to this program. Until this year, we were Crime Stoppers of the southwest of the IDAO, mainly working in the Treasure Valley, the Canyon County and the Ada County. This year, we have been able to extend our program and we are now Crime Stoppers of the IDAO, working with multiple other cities and counties throughout the state. The gray area on the map is that of East Idaho Crime Stoppers. They are directed from the sheriff's office in the county of Bonneville. We always receive reports in this area. They mainly work in the county of Bonneville. We work very well in partnership with them on this subject. As I mentioned, we have the 24-7 call center based in Texas. We have the website and the P3 application. We have provided you with Crime Stoppers panels with a QR code to install in your parks so that people can scan it and signal something if they see or want to report a fact. And then, our community awareness events. We have been organizing screening sessions for you for a few years. This year, we welcomed 100 cars, collected $ 715 and screened 2,600 kg of documents. An excellent participation. This year, our annual budget is about $ 80,000. We have been able to adjust our billing mode. Previously, we proceeded on a basis per inhabitant. It was 1100. Now that we are expanding across the state, our goal is to reduce costs for each city and count as we integrate more. We have therefore adopted a new mobile scale. With the population of Caldwell, our previous contracts were a little over $8,000. For the fiscal year 2027, we are asking for $6,500. By asking for this amount, the more programs, cities and partner agencies we will have, the less we will need to bill to reach our budget. The funds we receive from contracts with cities and the county cover all our operating expenses. the software, our website and all our events. We were able to hire Kaze, who is here with us. As for the rewards, they are strictly financed by private donations and company sponsorships. Since the beginning of our program, here are some statistics. Shortly after the last meeting of the municipal council, I discussed with the police department of Caldwell and I visited the police station to see how they use the Flock cameras. It was an interesting experience to hear the officers who use these cameras, them, and I found that they had good arguments. I have always understood the value that these cameras bring to our forces of order. However, I cannot help but think that they do not have a vision of the whole. Yes, these cameras help accelerate the search for suspects and provide faster evidence to obtain, but they also expose innocents to predators. In recent years, we have seen many police officers outside Caldwell using flock cameras to track and harass their wives, little friends, exes and strangers. Even when these systems are used legally and as they should be, people are still at risk. At the last meeting, I also discussed ways in which we could be vulnerable to data leaks and the exploitation of the flock system. I mentioned a device that could be manufactured that could infiltrate the police station or individual cameras. When I discovered these devices called penetration tools, I was surprised by their simplicity and ease of access. I decided to show you how easy it is to get them by making them myself. These are called marauders. I built them with components from Amazon that cost me, sorry, about $ 28 and arrived in two days. And it only took me three hours to build it, flash it with an open source micro software and learn how to use it. I don't claim to be an expert in cybersecurity or an engineer. But with basic tools and an internet connection, I was able to manufacture a device capable of locating, identifying and intercepting the fluxes of Flock cameras. Not only that, it is able to bypass Wi-Fi passwords, to carry out man-type attacks from the middle and to steal identifiers. This means that I could use this device to access a flock system, modify, delete or alter the information of the cameras. What I mean is that it wasn't difficult. I will just make a quick reminder of what we did last week, then highlight some points. Some members of the community contacted me to obtain clarifications on the costs, so I wanted to address this publicly tonight so that there is a little more clarity for the future. So, E, for our total fees, at the city level, we had about 308 fees that were revised and increased, and 50 new fees were proposed during our public hearing. E, most of the E-fees concerned the Department of Public Works for revised fees and new added fees. We had E, the second most concerned department was community development, followed by E of firefighters, a little of parks and recreation, and some new fees within the CEC, the library and parks and recreation as well. E, the highest dollar increases of the proposed fees concern our billing fees to the distribution network. E, more precisely for our E billing to the sewers for the promoters. In 2025, while this tariff study was in progress, we started increasing the rates related to this study in 2025. Thus, last year, we increased our basic sanitation remuneration as well as our use rates of the sanitation network. We also added new connection costs to the water distribution network, reflected on the promoters. This was the first part of the increase in the rates based on this study. What we see this year is the second and last phase, I suppose, of tariff increases, during which we have proceeded to very slight increases in basic sanitation remittances, which I will detail in a moment, as well as a decrease in water consumption rates for individuals and no increase in basic remittances for individuals. We have also added this year new fees for water distribution networks, again for real estate projects. Last year, it was about sewerage fees. This year, it is about sewerage fees. Last year, it was sewerage use rates, which residents especially noticed. This year, the impact on use rates for individuals is very low, this concerns especially the commercial sector. I received questions like, haven't we already made increases last year and this year? I therefore wanted to clarify that these are different rates that are increasing this year compared to last year. The rest of the rates that we increased were due to the need to face the increase in costs within the departments and the obligation to make sure that we made enough to cover our costs. Among the most modest costs, but which could be noticed by the public, are the rates of parks and recreation, the swimming pool, the CEC, the cemetery, and some new prices for the library. This is an excerpt from our study on water and sanitation, which simply illustrates the change revealed by the results of this study. The black columns show the revenues generated by the existing rates. For residential, it shows that we were a little in the high fork, with a little high rates, and for commercial, we were a little too low. The red represents the total revenue required by client base, depending on the use. You will see that the residential rate has slightly decreased while the commercial rate has increased. This is, in a way, the revenue needed to support certain parts of the infrastructure linked to use. Thus, when we compared this to what we currently perceive on the basis of our current rate structure, it shifted a little more towards the commercial sector. This simply sums up our average monthly consumption compared to other cities and states in the IDAO. I also wanted to present this. I know there was a question about this during the public hearing. This concerns the residential area. You can see here the mention, which one should be the current one, in the middle, then, which one should be proposed. It even decreases a little compared to our surrounding cities. It is only a detail that I could also publish on the website. This details the increase in specific rates for residential users only. You will therefore see here at the top the basic rate. It does not change at all. Consumption rates increase according to a system by level, but the only one that increases concerns users exceeding 10 CCUs, or 10,000 cubic feet of water, which is very rare, or even non-existent. Most will therefore see a decrease in their consumption rates. Regarding sewage, our base rate slightly increases by $ 2.43. Usage costs do not increase for residents. The public lighting tax increases very slightly. Then, our waste collection and recycling costs increase depending on the size and number of tanks, but no increase exceeds $ 1. Overall, the average user could see drops if it is a single home using little water. Or, he could only see very little, or no change. This is a comparison for our commercial use in order to show our position after the proposed increase. So this concerns the commercial range. Here, we see that Caldwell Oh, it's for the residential.
