Good. Okay. I have 7 o'clock. We'll go ahead and open up the Burlington Town Council meeting today. The today's date is Tuesday, December 9th. Time now is 7 p.m. Those present is board member Jim In myself, Kevin Hammond, and clerk Karen Dinger. We will open approval of minutes is what we will start with. We got the three sets that I make a motion to approve all the minutes. Make a motion to approve the minutes. I will second that. All those in favor say I.
I. I. Motion carries. On to payment of claims. So is the truck that's in that's being done in Canada now, right? No. Oh, okay. It's unique.
Apparently not. There are invoices on the back of police report that you guys can look at. Okay. From those works till noon about every day. I don't know what he does. Is he working? Who's that? Hello. I think he works till like 2:00 and that's it. You say he usually by noon he's gone.
Yeah. He'll get there till 8. Motion we pay the claims for sewage in the town. I will second that motion. All those in favor say I. I. I. Motion carries. Just do the police report over I know I did.
We have money problems. Motion approve. I will second that. All say I motion carries. You're up. Bottle of snow on your birthday. On your birthday. On my birthday. You ran me out. You got your wish.
I did. Uh, I just want to thank Ken Smith and Karen Dinger for the work they did on that grant. I want to thank Karen for going on a late notice. Yeah, I got a phone call yesterday like, "Are you coming?" Uh, didn't know anything about it. But hang on, I'll make a call and call you right back. Karen did all the work on it. Karen saved us. She got her picture. She got to meet the governor. Really? You shaking your hand? So I I like you, I would appreciate Karen for everything she has done
for my whole time in this service. Thank you. Uh ready for salt or sand? Got some. Yeah, we're good. Get that used up in there for a little bit. The way this season's going, we'll probably need Yeah. Maybe after first year. Hopefully that's ahead for the rest of the year. I wish. I'm telling you, my outside cat is probably weighs 20 lbs more than she's ever he's ever been. He's telling me it's going to be a bad win. That's what they kind of say. We'll see.
I learned something from an old guy that was delivering delivered papers today. He go he we were talking about winter. He goes, "Have you looked at all the squirrels nest and the trees?" I said, "No." He's like, "They're higher than they always are. That means it's going to be a battle." I heard that before, too. I've never heard that. Yeah. Learn something new today from an old guy. Stupid squirrels. Can we just take them out? So, are you here for the park board?
Yes. They're We had a meeting last week and Dick Richardson brought up that uh I had buildings rented out when it snowed and he was concerned about getting the snow plowed. He said, "You plowed it, Steve." But he wasn't He didn't think that that was necessarily his job to plow the parking lot at the park and wondered if we need to have somebody that we can call to plow the snow if if he's got the building. I just did spend money on it. It doesn't take me that long to do it. And as far as the sidewalks, that's somebody else's stuff,
right? Cuz I can't get on the sidewalk machine. It's too heavy. But I don't have a problem with the parking lot. Just like I told him, he wasn't giving me any notes out. I said, I got to have some kind of notice cuz I said the streets are my priority, right? And I usually try to get that up there if it's going to be something like in the evening. That's early that morning and but yeah, I don't have a problem long what's going to be rented out and he did send me a schedule. Okay. Well, I know that now. I mean, we're all in this together. So, I mean, if as long as you don't mind doing it, I
I don't mind doing it. You know, I was going to ask you guys about even if I have to solve, you know, the towns. Yeah. I mean, sure. No, I wouldn't have a problem back. I mean, that's the way it's always been, right? We don't want somebody falling here. Yeah. Right. Exactly. Yeah. I don't have a problem. Charlie, you okay with all that? I'm fine with it. Um I kind of thought Nick was coming up here tonight, too. But I see him, but but I you know, if he wants to do it, I just do it. And you guys make sure get sidewalks done. And sounds like we're good. That works for me
cuz I'm up there anyhow. Knew the clinic. We've always done the clinic. That was part of the deal. The clinic and then the the road going. Yeah. Well, that's a road. So, I do it. So, it doesn't take me a half hour to do that whole part and he likes to play. Yeah. On my birthday. Well, happy birthday. Birthday 7. Okay, so we're good. Yeah, that's excellent. That's all I got. Sounds good to me. That's an easy solution. Yep.
Okay, we're going to move right on. Uh we're going right into new business. Uh November 2025 payroll allowance docket. payroll. He's working. Is he working bur pizza, too? Yeah. Yeah. That for a while. He took he was in there working on
last week. Yeah. I'll make a motion to approve the docket. Also motion seconded. All those in favor say I. I. You're welcome.
Uh, next do business is write off 128 sew each balance on a bad debit loss account.
All right. So, just to explain this real quick is it's part of the law. When a property changes hands, there's a like I'm only supposed to do sewage leans on 90 days past due. Well, sometimes there's just there's a property changes hands and then I can't put a lean on the new owner from the subsequent owner. And this code basically says um if the property is conveyed before a lean can be filed, the municipality shall notify the person who owned the property at the time the fee became payable. The notice must inform the person that payment including penalty fees for delinquencies is due not more than 15 days after the date of notice. If payment is not received within 180 days after the date of the notice, the amount may be expensed as a bad debt loss. And so this uh letter was mailed out June 1st for this um account and payment was not received.
So this this was down here. Mhm. So $128 is what's remaining on that particular account. I'll make a motion that we write $128 off. Second. All those in favor say I.
I. Carries. Next is new contract for wastewater operator Ted Keller. Can you talk to Ted? Is he good with this? Yeah, cuz he remember he had asked Mhm.
for an increase and then I sent the contract to Justin. Justin emailed me back and said it was okay just changing the dates and the amount. So that's what I did. Okay. Well, I just wanted to make sure Ted was okay. Ted's thoughts as far as just happy. That's all we need. Yeah. Like I said in your in the email to you that we need to make him happy because it's going to it cost the town a lot a lot more than what he makes doing what he's doing. So we just need to sign it or do we need to make a motion?
I would make a motion and and approve it and then um Ted will be in tomorrow. This is the same thing, the same wording as what he signed before, just the dates have changed and the amount has changed. So, is this for a year? It's for a year, but it says on here, um, first it can be terminated. Otherwise, the agreement shall continue from year to year thereafter. Uh, as long as everyone agrees to it. I'll make a motion we honor this new contract with Ted Keller for our sewage services. I will second that motion.
I mean, he uses his own vehicle over time. Yeah, it's cheap. Complain.
That's just T. He pretty easy on those favor say I. I car. Make sure he signs his contract. Sure enough, we should have changed it like 5 years. Not tell Steven Yeah. Next. Request and order a new step stool for the office. I'm just going to make a motion. Second. I'll second that. All the favor say I.
I. I just told you just to order it.
Yeah. We worry about uh 2026 salary ordinances. So, I emailed you the updated. I checked everything two times, three times. So, everything's correct. If you want to pass up that tonight. Okay. So, we have Jim and I are both present. So, we have a quorum. I'll make a motion that we suspend the rules according to IC code 36-5-2-9.8. 8 for the council to consider adopting ordinance number 2025-6. Do we have a second? Second. So second.
Okay. All those in favor say I. I. I. Motion carries. I will then make a motion to pass ordinance 2025-6. I will second that. Jim seconds that motion. All those in favor say I. I. I. Motion carries.
Why you make things so hard? going to get you a nice step stool. Okay. A safe one. Okay. With handles on the side. We have to put a fence around. We can Does it come with like tricky wheels? I still have my little walker thing from when I need down here for you, too.
Wish you did a lift or something. Okay, next is street light on West Third Street. Curve kind of dark there. Just want to see if they would do it. They might not do it. I don't know. Is there a pole? Is there a pull? There's a pole right there. I bet they do. I bet they would. It's one of the big big ones they even if it cost I mean a little. Yeah. Worth it. It is dark there. It is in the dark. That other one just doesn't shine far enough. And you would think that people could see that guard rail, but at the same time,
you think people would see that guardrail right out here on 292 that's been hit a thousand times. It got hit last week when we got stuck right behind it. You'd think people would see the big concrete pillars in Karina's yard also. I know. So, do we just need to call? Yeah. See if they'll do it. I'll make a motion that we uh contact you and see if they can put a street light up there. That's a whole process in itself right there. I'll second that motion. Thank you, Karen. All those in favor say I. I. Right. Thank you.
I know she probably didn't put Thank you, Karen. schedule year end meeting. So, I'm good. December 25th. I don't think anything going on that day. I can't the 30th or the 31st. I I have doctor's appointments both days, but
And that could be any time of the day really. You guys have passed a salary ordinance. So the only thing that really foresees any last minute claims
and actually the 30th I could it's just blood work. I think it's at 8:30 or 9:00. So I could I mean if you do afternoon I'll be fine. You want to try to do it like at 3:30? Yes. Be here at 3:30. That's Tuesday, December 30th. It's still early. Get out of here. Sharon, do you have anything?
No. Any miscellaneous business that we need to address?
I make a motion we adjourn this meeting. I will second. All those in favor say I. I.
