Item agenda three a, extended stay rezone case number PLZZDash24Dash0004. Public hearing and request that the Planning and Zoning Commission recommend approval to the city council subject to conditions a through h.
Thank you. Good evening, chair and members of the commission. I am Trish Cooley, planner two. And tonight, I have before you case PLZZDash24Dash0004, the extended stay hotel rezone request. The applicants for this project are Natalie McCauskey and Jason Walker on behalf of mister Patel of nineteen twenty nine Hospitality LLC.
So this request is to rezone approximately 4.37 gross acres from an obsolete zoning district general commerce to accommodate development on on the property. So the site is located just West of the Northwest corner of South Miller Road and West Durango Street, just South of Interstate 10. To the North, you have, vacant property, and kind of to the Northeast is a truck parking as well as a quick trip. To the East is the car wash and a vacant area. To the South is the Five Below, and the West is vacant.
So this request is to rezone from G C to Community Commercial C 2. The general plan land use designation is business commerce. This denotes areas that are comprised both community and regional commercial development. The existing GC zoning is not consistent with this general planned land use of business commerce. The proposed zoning district C 2, Community Commercial Zoning District, as well as that proposed use of the hotel is consistent with that land use.
The existing general commerce zoning district indicated by the red shading is an obsolete district that the city is currently phasing out. The proposed zoning district community commercial is a commercial district that is intended to provide for the development of commercial corridors with community serving uses with a three to five mile market area. This district is intended to provide for a full range of community oriented retail as well as service commercial uses. The applicant has completed all public participation requirements and notices. They are pending site plan approval, for a Marriott hotel.
The developer anticipates connecting to existing City Of Buckeye Water And Sewer Infrastructure within Durango Street. The developer is to complete transportation, water, and sewer infrastructure improvements as determined by the site plan approval. So with that, I'd like to point out there is a recommended change in our conditions of approval for this condition of approval item a is recommended to be changed to prior to approval of a site plan or pre plat, a traffic impact analysis or traffic impact statement is required to be submitted and approved. Please see our code section six to act one for requirements of which document will be necessary. All requirements of the traffic impact analysis or traffic impact statement shall be reflected on the approved construction drawings.
The changes there are indicated by oh, I'm sorry. I went ahead. There we go. The changes are indicated by the red. So this was based on communication between city staff and the applicant.
Again, no new conditions are recommended. Just condition a has been modified to clarify requirements for traffic studies. So our recommendation tonight is to conduct a public hearing and recommend approval of PLZZ dash t four dash zero zero zero four subject to revised conditions a through h to the mayor and city council for the following reasons. It does further the goals of the Buckeye general plan and contributes to the community and regional commercial development. It conforms to all Buckeye development code requirements, and there are no outstanding issues for the reviewing departments.
And I have provided revision revised condition A for you on this slide if you need to refer to it. I do believe our applicant is online if you have any questions.

I'm just hoping you guys, you know, go ahead and approve this rezone reply because we've been trying to get this project developed here for the last three years here, and we're excited to move forward with the city here. So I'm just looking forward to you guys' approval so we can move forward.

Thank you chair. Ken actually sent me construct instructions tonight on what I should say even though I report to him. And I did misread one item where he mentioned Christmas is canceled, but he meant the meeting before Christmas is canceled. So just a reminder that the December 23 PNZ meeting has been canceled. So I think Carrie, if she hasn't done so already, that that'll be sent out. I also would like to acknowledge Scott McCoy, our our city attorney. We like to thank him for all the work and support he's given us rebuilding actually building the legal department. He's a great mentor advisor to our staff and he's gonna be leaving at the end of this year. So I don't know if he knew I was gonna say that, but wish him well. So thank you, Scott.
It's much appreciated. Thank you for all your support. Tosca is in we're in great hands with Tosca, so we're we're excited to continue to to to move forward. So and I know I could probably still find where Scott lives if I have questions on the side, but we'll see. But anyways, I I appreciate it, Scott. Thank you. He's moved to a different district, so he's no longer gonna serve as an alternate, but he's been with the city since 2019, served on the commission since 2019. So we greatly appreciate all his effort, and he's always had great insight, and we wish him well. And I just wanna say thank you on the record for serving and volunteering on the commission for mister McDonald.
