This is the joint meeting of the community facilities districts uh Buckeye, Arizona. And we will start with Oh, sorry. This is for uh May 5th, 2026. We'll start with the roll call, please. present. Thank you very much. Item number two is public hearings, non-consent and new business 2A, board of directors of the Festival Ranch Community Facilities District, CFD, to hold a public hearing on the feasibility report relating to the acquisition and financing of certain improvements benefiting the district and the issuance of the district's assessment uh district number 15, special assessment revenue bond series 2026, an amount not to exceed $2,730,000. dollars. Mr. Larry Price.
Thank you, Mr. Chairman, members of the board. This public hearing is to introduce a request by the city of Buckeye Festival rights community facilities district development group to form special assessment district number 15. The purpose is to sell special assessment revenue bonds to repay a portion of public infrastructure the Beersley Parkway approximately 8,000 linear feet of paving and concrete improvements. the as you spoke it was 2.7 million is is the amount 20-year term 5% estimate and it directly benefits 546 lots. The per lot assessment will be $5,000 and the annual assessment $427. That'll show up on the property tax bill collected by the county. The assessment per month is $36. The county will be collecting the assessment payments as part of the property tax bill. $5,000 assessment can be paid off at any time or the balance that's remaining at any time or left on till it matures out 20 years. The disclosure required is will be signed by the potent the homeowners or property owners as they're going through the closing ceremony or purchasing lots. In addition to that, the developer will get the individual property owners to sign an an additional document saying
that they're in the CFD and special assessment district number 15 and that there are additional taxes required for the CFD and the assessment payment for the special assessment district 15. This is just a picture of the Berkeley Parkway that's going to be benefiting the special assessment district uh number 15 on the end. And as the name is 15, this is a standard practice of the PI Festival Ranch. They form these special assessment districts before any of the lots are offered for sale. They put the assessment on them and then the then they go out and market the property and build the houses. That's all I have, Mr. Chair.

So the the extension is from like from the fire station west or is everything in purple going to be expanded? Everything that's in purple is the reimbured portion of that roadway? That's what the bonds are covering for for the 546 lots. Yes.
Okay. So every So okay. So where's the dis the 15 The four parcels that you see to the western edge of that that are somewhat platted, we'll talk about in just a moment. Those are benefited by this. That's what 15 is. The portion of Beardsley Road that's not shown there. That's the the purple that's missing from the bottom. Yeah.
Is already assessed to the benefit of other assessment districts that are out there already. And so this is the way the assessment district engineer parcels out those things that benefit specific portions. And so the main bulk of it is the piece that runs from the wash over that benefits specifically these four parcels, but they also get a piece of the rest of it so that it's fair that everybody who shares in that Beersley Road piece to the east of the wash also they get a portion of that. Okay. So, the assessment will only go on the 546 lots in the um section the four parcels to the west of the wash.

Uh, correct. Okay, good. Uh, item number three, consent agenda items new business approval of items on the consent agenda. All items on the consent agenda are considered to be routine matters will be enacted by one motion and vote of the board of directors. There'll be no separate discussion of these items unless they board member requests. This section may include the approval of minutes from previous meetings. And there's uh a little bit of change on the consent agenda items. um due to some special circumstances. So, we're going to pull agenda item 3A off. Handle that first and Mr. McGuire uh name plate list. Mr. McGuire, you are going to uh work us through item 3A.
Uh happy to. Uh chair, members of the board, this project because of the timing when the assessments will have to be in place to be collected. Um the meeting schedule was very tight for us because we need to get it on the rolls so that uh it's not it doesn't result in capitalized interest for the developer to have to pay. Um it's a pretty big number and so we've been trying to be as flexible as possible with the the plats that go along with this. Uh along the way, unfortunately, the person who signed the plat passed away and so they had to get them reertified and it caused a big gap in time. Because of that, the plat have been getting recorded as quickly as they can. But one of the plats that was going to form part of the legal description we were going to substitute for you tonight uh was meant to be recorded today and you had internet problems and so it didn't get recorded in time for us to do that. So what we're asking the board to do is to as part of the motion to approve the first resolution to include the authority for the staff to swap out the final plat legal descriptions with the meets and for the meets and bounds ones that are currently in there. And it's important because when we record with the superintendent of streets office having the individual lots then will allow them to assess each individual lot. when we do it with a a meets and bounds description over a bulk area, you've seen a bunch of those where we come back and modify it. We don't want to have to do that for two days worth of time. So, we thought it would be better to ask you for that authority to swap them out so when we record it has the the final plat with all of the lots included.
Okay. Uh Okay. And then so in the motion for agenda item three, we'll have to include that authority view to to swap out uh the recorded plat for the pizza. Yes. Okay, that'd be perfect. All right. Uh so board agenda item 3A. Uh can we get a motion? We just move to what Andrew said. We can move to what Andrew said. So I have a motion for that.
