It came from the courthouse. I believe it was court services that was added when I went through and looked at them. Um, one of the other claims had a service to where we paid we were in there paying sales tax. I had that removed. And then the second or the third claim had a situation to where we were short paying 50ome dollars for um services that were due. So it adjusted. What was the courthouse one? How much was it? It's about $3,340 or $550. I can't remember. What was it for? Huh? What was it for? I don't remember off the top of my head. I looked through every one of them, so I can't remember them. Next time I'll know. The one for 33 was just for the courthouse.

Yeah. And it was for services due to due to due to the uh court. Yeah. And what was the second? One of them was uh we were paying an invoice and it had sales tax included to the tune of like $7. No. And then the third claim was an understatement. It was,05. It should have been $1,963 because there was a line on there that needed to be included. That's all been fixed by the way and what we're going to what's been submitted.

Okay. All right. New business. Um 2026 budget update. I kind of brief what our status was at the last meeting. It's a work in process. So, um we're working on um next one. U center management board had the meeting update run.

Uh well, they gave me um I believe there was two proposals. I u they actually did offer a 50-50 split. Well, it was on the table at a 50-50 split. we were looking at um 200,000 earnings. So that would have been 100,000 for the county and 100,000 for Brown County Community Foundation. The other option was with the 200,000 earning a split of 7525 they had raised the pilot for in le of property tax from 55,000 to 65,000 and keeping it at the current of 2575 the Brown County Community Foundation received 150 would receive 150 possibly but there could be that could change by the end of the year the county would get 50 and the 65. So that come to 115. So just basic math at that point, you know, I was looking it probably be better to go with that option. I did make a proposal motion for a 50/50 split, reduce the 65 to 55, which would have give us 155,000, which would have been 40,000 more, and it wasn't very well received. So when it come time on the vote, I went ahead and went along with the 7525 and the 65 pilot. So the one problem with all that was originally I went in and I wanted 100% cuz majority of the board wanted 100% of the excess revenue. So quite a few months went by and it was

projected that there was going to be $400,000 excess revenue. Well, that's what started me to go again to try and get the county a little more money. And it looked to me like whether exactly it was or not, I believe it was Mr. Patrick told me the projected amount was 400,000 is what he was understanding. So that's why I went for the 50/50 thinking that the county would get 200,000 and the Brown County Music Center would get 250,000. Plus I thought we'd still get the 55. But evidently what it looked like, whether it is or not, it looked like they had pulled 200,000 of excess revenue and moved it toward the um remediation or for the wetlands, which that project was estimated to be 550,000. It was also said that uh it would create an income of 50,000 a year to the music center. Well, that's going to take 11 years at that to recoup your money. And the next flood that comes along, there's probably going to be some pretty high maintenance on getting it back to where it was at. So, it is what it is. As long as uh they're in control of the books and making the majority of the decisions, that's we're going to basically get what they give us.

Um we're going to make a decision on appointments on the February 4th meeting at 2:00. So again, get it by in by January 21st. show up at the meeting and we make the decision the following meeting February 4th. All right. Now, service contracts, Kevin.

So, the first one that we have this morning is or this afternoon evening, sorry, is Smithville. Smithville is a agreement that would for our um for our internet provider. So, Eric, can you just kind of give us a broad overview of their services and what they provide?

Yeah, sure. Uh for those who don't know me, my name is Eric Evans. I'm the new IT director here at Monroe or Brown County. I came from Monroe County. Uh where I worked with Smithville for most of my career. Started working with them in the early 2000s when they first started doing DSL networking in Bloomington. And even back then, they established themselves very quickly in the Bloomington area uh as being a standout provider of of high reliability infrastructure. Uh it's fair to say I was delighted to find out when I came here that they were our bandwidth partner here at Brown County. Uh you know, the continuity of our bandwidth is incredibly important. citizens of Brown County, the staff of Brown County rely on that to be a constantly working utility for us and Smithville in my opinion is the perfect partner for that. Uh they understand our environment. They make ongoing investments in their fiber backbone infrastructure. Uh, and I know as the IT director that at any given time, 2:00 in the morning on Christmas Eve, I can pick up the phone and get a hold of someone there at Smithville to help us out. So, uh, I'm kind of as excited as I can be about a contract of this nature. And so, I'm glad we're getting it signed.

So, just some basic highlights. The service that they end up providing us across all of our all of our buildings. The code is $2,47.95 a month. This particular contract is a master agreement. So, it is for a prolonged period of time. It is for a 10-year period. So, just some highlights as well as what changed in here. It was a very very termination clause was one of the biggest things that was an eye openener for me when when I looked at this contract initially because of the the way that it had been structured and they're actually working with them. They've been they have worked with us very closely and adapted and made it a win-win contract in my opinion. So I am

Can can you explain the part if we did do the cancellation? Wouldn't it cost us like 3/4 of the contract?

Correct. So, in essence, basically that 2,000 that monthly fee rolls up to be about $300,000 over a 10-year period. And in essence, what happens if we were to sign this contract original contract, we hadn't changed it. If we had signed the contract and canceled it two days later, we owe all dollars for the first year, 70% of the dollars for the second year, and 50% of the dollars in that contract for the remaining eight years. So it was not an extremely beneficial contract to the county. So right now that that ter that termination agreement is we only pay them for services rendered

and you got that put in there and they agreed to it. Yes sir. M folks, as may have mentioned, what's new to us this year is is we're required to basically uh all the commissioners, we sign all the contracts and so we're transitioning to a standard template and uh man, I I've lost count of the number of contracts we've been we've been Kevin's been digging into. So, we have a template. They're always reviewed by attorney and then we go back and negotiate for things that don't make sense and attorneys bring it out if they don't make sense. So about this pile. Yeah, that's pretty much it. Like this. Yeah. Speaking of attorney, is attorney up there in the sky? Yes, I am. I'm just checking.

That is correct. Um again, so this total contract here been a little bit of experience for both of the companies. Um we went back and spent a little time on this. The actual total service contract amount for this is $5,96 that comes out of the recorder budget. This software is used to record any of the um record any of the information that gets presented in the recorder's office. So, it's in good shape. Again, they worked in concert with us. This is their actual contract, not our template. And it has been reviewed and blessed by our attorneys along with the information that I changed in there. And Mary Mary no Mary Smith. I always get those two. So she'll be happy to see that. So I recommend that we proceed and approve this contract as presented.

This has been one more challenging one, Kevin, a little bit. So, as it always town, people that live in town are the constituents just like anybody else. So, there is an enhancement that the town of Nashville is doing with regards to their sewer systems. If I'm not mistaken, Sandy, it is being pressurized at this point. Correct. Correct.

Okay. So, that's the biggest update. So, there is an existing there is an existing site at the highway garage, but when it was done the first time around, there was no actual easement recorded if I understand correctly. So this is the process of allowing you to update and add the additional uh means to provide sewer sewer service like you did on the new system and there has been some back and forth although we did get to it. I believe again in my opinion this easement is a reasonable compromise. It is asking for a 25- foot easement behind the highway garage over near the edge of the creek to the original to the original um site with a 50/50 square and there's some access in here temporarily for the purposes of construction. So in that and saying that I think it's in the county's best interest to help the town of Nashville provide this service.

Like I said, this was the hardest one for me out of all of it. It was I didn't think it was no big deal when Yonzel asked for, you know, the sewer plant thing. We had he come into the admin meeting and, you know, first thing I tell him is we don't make no decisions in here. uh you know it didn't sound bad and that was pretty much it and they was going to do the trench down through there and dig down like 15 feet and put it in. The only comment that I had that day was, you know, there's a lot of heavy trucks that come in and out of there and they're going to have to put steel plate down anywhere where the trucks come in and out cuz it's soft. Those trucks that sink down and possibly damage the line and get the truck stuck or whatever. It all seemed like a no-brainer, but then the fiber optic got added and I understand when you're digging that that's when you want to do it. Um, but what got added was including the fiber optic, broadband, telecom, electrical service supporting utilities facilities. Um, and I get that you want to put that in the ground when you got it dug and then it's explained to me that all of them utilities are just for the sewer plant that you're putting in. There's nothing going to be pulled off of that in the future.

Can I make a correction? Make the correction. The correction is this is for future expansion in the event that there's technology that needs to be added to the sewer line. It is not being done today. This is just to allow them to come back at a later date if they need to add fiber telecom or any of the information. But they're putting the conduit in now for that. No, they're not. They are not. Why not? I don't know. That would be a smart decision, but I'm not the engineer on the project. So, okay. Cuz now would be you were going to do it.

You The reason that you wouldn't put it in now is because you don't know which of those options that you would want to basically put in there. So let's say for example you put in the conduit for a telecom and then you find out that the sol better solution that may be needed for their systems is upgraded the fiber optic you need a fiber optic so I would say it's much wiser to wait until you actually see what enhancements need to be made to the sewer system and you might have not have to go that deep 15 ft is pretty deep correct

Uh I'll make some recommendations and everyone has the service agreement that is attached to it. So, we got that updated. Okay. Um for our tire services, I recommend that we uh we sign with best one tire. Um for hauling services, which is our our stone and sand products that get hauled to us. uh Waggler excavating. Our asphalt materials that we purchase uh come from Flynn Brothers. So I recommend Flynn Brothers. Our gas and diesel delivery um we are switching this year. We're we actually accepted Keystone Cooperative. So I'd recommend Keystone Cooperative. Um our stone products same US a um and our culberts and bridge packages that we can buy will be E3 bridge and the the rep from E3 bridge is also a sales a salesman with M&H or yeah M&H Bridge u so we can buy their stuff as well with that contract. So those are my recommendations.

So there there is some things that are like tire certain tires that are state bid. So yeah, we've we've had to do that in the past. So part of this activity is not simply just continuing down that. It's also a discussion with regards to volume, but because I don't think there's any volume buying in this. It's a niche. Yeah.

All the attachments that have been included only include information related to technical specifications and they only include pricing and those kinds of things. There's no mention or any other terms or conditions that are stated here listed in their agreement.

So I don't know that the esavator is as critical as the road grader is. Yeah, I agree. I agree. I uh I'll be glad when to get it. Yep. Me, too. Great. Thanks, sir. On ongoing business, a couple items. Pumpkin Ridge Road. Um uh the access to Mount T State Forest. The notice of surveys will be mailed out this week. Um I sent this information out to the uh mailing list I have for the property owners. Uh staking planned to occur the week of January 5th based on on on weather. They think about 3 days. Um surveyors will not need to resate reervey session corners. So you won't see people, you know, all over your land. And that's going to be followed by on-site meetings. That leads to refining the plan that is then presented at at our meetings and for consideration. So that's kind of where we're at. Um the owner occupied rehab grant. Um we're meeting with Okra uh tomorrow morning. Um they're supposed to announce on December 18th and I guess that's tomorrow. I'm assuming we we got that this time around. This is the second time we applied.
