Yes. So, the minutes from last uh the last meeting, January 6, 2026, uh Commissioner Vanderwal was accidentally named as the chair and on all of the motions instead of Commissioner Hustler. So, we need to note that change um for the minutes. And so, the ones that were published don't have the right um the right chair, but we will make that change and make sure that the right set of minutes is posted. on the website and moving forward. And I think I'd asked uh states attorney Dan Nelson about republishing the minutes in their entirety and he doesn't think that that's necessary. We'll just note that in these minutes that the change is made and then make sure that the right minutes are published um on the website.

All right. Department head reports. We'll start off with community health. Jen.
Good morning. Morning.
Some new faces. I've been um it's been a while since we've been been here, but here we are. Um I'm Jen. I'm one of the nurses at the public health office and we're located down on South Main. Um Connected Public Health and Wick are separate, but we're connected in the same group of offices. Um we continue to collaborate with the Medicaid office um local clinics and the WIC program to um enroll pregnant women in our programs. Um once they're enrolled, we provide them with a prenatal education um emotional support um check their weight and blood pressures um as long as they're able to come into the office. We try to encourage them to come in, but if they're not, we do offer phone visits just so we can still reach um some of those women. We also do um depression screenings during those visits. Um and safe sleep education is a big part of it. Also, if they do not have a safe place for baby to sleep, we do have curbettes or like a pack and play, portable pack and play that we can issue to those um moms um for that education and for infant safety of course. [snorts] Um childhood immunizations, we continue to vaccinate kids um who don't have insurance or on Medicaid. We have a fair amount that do come through our office who fall into those categories. We also work closely with the Brookings schools um in within the county and do immunization audits in September and I want to say a big kudos to um Mickelson Middle School this year. There the nurse there and the staff really worked hard to um get those kids um up to date as much as we can. I think our numbers are the best they've been since I've been here and that's been a few years. So that was pretty exciting that they were working well with us on that. And then in October, we got our flu vaccine in as usual and we um work with SDSU to do a big um state employee independent flu shot clinic on campus. And we did 532 this year, which is down from of course like the last 10 years, but it was up
from last year. So that was encouraging. Also um school activities we also work with um two schools within the Brookings County and that's Su Valley and Dubrook. We go in and do school screenings. Um in September we did vision screenings, hearing um oral health and then fluoride treatment to those parents that consented ahead of time. We'll go back here in February and in March I have dates that we'll um meet with the fifth graders and discuss growth and development um education. We continue to go to pod um points of dispensing meetings here in Brookings as our schedule allows. And then our um clerical Melanie Kint um from you guys is a support person that continues to work 16 hours per week. So she typically works Tuesdays and Wednesdays um within the office. And then training for myself just kind of comes up um the state is kind of put together for public health staff um immunization conferences, maternal child health conferences, and then this year we're doing school health conference too. So there'll be three coming up between the summer um and [snorts] the early fall that we'll attend. And then with our stats, you got that. You can kind of see those numbers. Um, our pregnant women kind of vary from month to month. We kind of typically do see a drop over the winter months, but I've already seen like an increase of pregnant moms coming in the last couple of weeks. So, that's encouraging. Um, you can see for the cribs for kids program, which was portable pack and plays, we've issued 30 in the last year. Um, and again, there's no charge. That's free to those people that are eligible. Morning. [sighs] Oh, last week um January 14th, uh reviewed uh some US14 improvements that uh will be a future project for the DOT that will affect our county roads 5 and 7. Um it's pretty good review. Uh talked a lot about, you know, what the city would want and the county would want on our on our roads. So, that was good to know about before the construction happens. That'll be looked at uh 28 and and uh most likely construction in 20 2029. Um other than that, the crew's been working on uh cutting trees kind of in the northeast part of the county. Uh and then we've also been collecting some traffic counts. Uh, one in particular, I know I shared with uh, Stacy and a couple of the commissioners on the task force, Mr. Jensen, Mr. Vanderwal. Um, so that information's available, but I'll let Marty kind of touch more on that. Um, last week I recently completed with the help of Stacy and the HR department uh, our safety manual for the highway department. And then uh lastly here next week on Tuesday at 2:30 p.m. downstairs, we'll be opening our bids for our annual supplies and materials bids.

Brian, maybe you've done this and I just can't remember, but have you gotten a traffic count here this winter on the Caspian, you know, going south of the soybean plant? Uh, no. I I haven't. Just a quick overview of the detention center. We have presently this morning 39 inmates. 18 of them are Brookings inmates. Charges come out of Brookings. Um we have uh one out of Hamlin County and we're holding one for Department of Corrections. And we have 15 um US Marshall Service inmates. Um 24/7 we have 100 participants. 39 come in twice a day for PBTs. We have seven on scram, 28 on on um they come in for UAS. So that that area always uh continues to stay busy. Um, also, uh, what Brian had talked about on 214, he shared me the stats and that and then, uh, Sergeant Langstrat took the stats and then gave me a a summary of, uh, when the U high volume enforcement windows are and so forth. So, we've started to work that that area. Uh, just to remind you, I am three deputy I am three patrol deputies down. They're all at training. So, it's it's uh to try to try to watch [snorts] all the intersections and do it's it's it's uh but we get we get we get it done. Um uh once those three come back, I'll have three additional and it'll be a lot easier to u to look at some of this and be more proactive than reactive. But uh uh the guys have started to work that and uh I am kind of concerned uh when we got the summary of the speed on there. Uh the 85 percentile is uh normally when we do a speed analysis and you look at the 85% speed it's usually right on or under where this one is 10 miles over. So definitely they're speeding. So 85%
is is going 55 miles an hour and the highest uh uh the highest speed maximum recorded speed was 91. That's way too fast. Um the guys have started working that so far the highest speed and now we're not looking to get the highest speed. We're trying to reduce speed but we did 71. We did pick one up for 71. So definitely it's a it's and why it's 45. One thing is because it's a ner, you know, my guys are kind of scared pulling over a car because it's the ditch and so forth. So, definitely too fast on there. So, we're that's getting our attention and hopefully we can with our presence out there. You know, we're not after the right tickets. If we have to write tickets, we'll write tickets, but it's it's to bring that volunteer compliance uh down to 45. So, definitely we need to work that area. So, uh, other than that, uh, the accidents, uh, the one that keeps us the busiest are deer accidents. Deer accidents continue to keep the guys busy, especially early morning hours between that 6 and and 8 uh, on the interstate and so forth. And, uh, so we we the guys stay busy with with that. Uh this last weekend the variable speed came down a couple times. Uh but uh we didn't have a lot of uh events at all. Uh it's always nice if we're going to have bad weather to have it on the weekends because a little traffic's a little little better, slower and stuff. So other than that, unless you guys have some questions.
Marty, on 214, everything's signed normally like we do on all of our county roads. That's not an issue, is it? It's just everybody probably thinks it's 55. Okay. Yep. Yep. So, [clears throat] my biggest complaint, you know, we haven't received a lot of complaints on 214 where my get my complaints when we did get them is coming in to Aurora on on Redmond coming coming off into city limits and we had the radar trailer out there for a period of time and tried to slow that down in that end too. So, you bet. Thanks, Sheriff. Sheriff, one last thing with 214. Do you think it's would merit maybe a social media post about that it's 45? [snorts] You think that would be helpful or maybe not?

First thing I I am not going on Capitol Brookings at the Capitol Day. The weather is uh forecast to be a little little iffy over here on this side. I think once you clear out of Kingsbury County, they'll be able to do good. So, if they can get out of here and get going, they'll be all right. But, I'm more worried about the citizens locally and the and the winds picking up. They had a real bad accident on the interstate between um the rest stop and Flandrew exit where you got the little dip in the road. They had a massive accident there over the weekend. So I think I'm better staying here just in case. We had our PPC meeting on January the 8th, Monday, January 26. I'm going over to Vulga. They asked me to come over and talk about hazardous materials reporting and when when should they call me and when shouldn't they call me on on things. Saturday, February 7th, there's a civil air patrol exercise. They contacted me to see if we had any missions that that we could propose and I I sent an email out to all the commissioners and the highway and the sheriff's office and we we got a few few replies and I I settled on the Maderi Township water area and then 214 we asked them to see if they could fly 214 for us a couple different paths so we could look at the drainage pattern there and then the S-curves south of town since that's a county old 77 road. So, we'll see. They they haven't guaranteed anything, but we'll we're working with them to see. Unfortunately, that's also the same weekend as the home show, so I'm waiting. I have not committed to the home show yet. We'll just have to wait and see. To me, the silver air patrol exercise would take presidents, and I got some at least one person out of my
office, so we'll see. the the home show. I haven't paid for that yet. So, we'll just have to wait and see if if I'm going to participate in that. We are going to have a drainage meeting on February 3rd. Do you have a time for that, ma'am, at this time? No, I don't I don't know that we ever set a time. It would just be at the end of the commission meeting.
Okay. I'll we'll start getting invitations out to people the end of the commission meeting. All right. We'll get that out to them. And American Red Cross, I got a call Saturday night. There was an apartment fire in the city of Brookings. They gave me a courtesy call. I came in the office. I contacted the incident commander at the at the fire. I didn't report to the fire. I don't I don't self-deploy to to things like fires. They did call me and let me know out of a courtesy. So, I called the incident commander and said, "If you want the Red Cross notified, I could do that." So, I notified the American Red Cross on Saturday night for him, gave them all the all the information, and I didn't go out there and get in the way. Uh, we had a 911 meeting last Thursday and Wednesday, I attended a Power R on Midwest meeting, and we do have a presentation on that. Do you have the PowerPoint? Yes.
There's one two things I want to point out on that for the for the community. the meeting that was held last Wednesday right here on the very is come down to the schedule right right there this is what they're proposing and it's a 745 kilovolt power line major grid what what we what we want to make sure that the citizens of Brookings County realize is this is not a CO2 pipeline this is not an experimental anything this is a valid power power distribution ution line system. So different roles and the public utilities commission will get involved. You looking at this schedule that they've got here right now. They're in the 2025 2026 stage. They're getting ready to file with the public utilities commission. They um they haven't come to like Brookings County for any conditional use permits for anything yet because our permits are only good for three years and they're not even looking at construction till 2030. So we won't see any any actual conditional use permits for substations and lay down yards and things like that until 2027 2028 more than likely. And there is a 17page document, but I would bring your attention to the one that says county permits. It It's online. They put it online. So, there is one that says county regulatory pro right there. A little bit more. Little bit right there. And here's what some of the stuff we're going to obviously when they do go to the public utilities commission I'll I'll request to states attorney Nelson's office and the county commission that the commission goes on as a party of interest so we know what's going on in
Brookings County. And we do this typically for anything that's that's dealt with through the public utilities commission. That way we're not blindsided by some some filing. But um under the county regulatory process, you're talking about conditional use permits, road use agreements between county and affected townships, rightway occupancy approvals. Sometimes that includes the county commission. Just depends on where the where the rightways end up. Hall road oversized load agreements through the highway department. Building permits for anything dealing with with buildings under under my office. And then flood plane development permits which have to be be done. Also we as far as a power line itself Brookings County we t we do not issue a a condition use permit for the power lines. What we do is our or zoning ordinance allows us to permit for the substation and they are looking for a humongous substation to to permit a 70 745 kilovolt substations. totally different than any other substation we've got in Brookings County. If you look on a map, we do have a 345 kilovolt Western Area Power Authority substation up by Basin Basin Electrics, Deer Creek Station. And this this substation is going to be twice that size. So, we're going to be involved at the county level. County Commission. From what I understand, the next step is they are going to coordinate with Miss Stephen's office and get a and come in and give a presentation to the county commission in the future. So, any questions?
My reports with with this uh with this line and and the substation, where is the closest one that is relevant to this side to us? Is there anything close to us that is this size or these lines? Do you know? I do not know. I I could do some research for you and and let you know, but uh you know in in South Dakota, all the big power coming from the dams, those are all 345 kilovolt towers. These these are larger larger larger four-legged four-legged towers. Okay. And if you look at the documentation that's online with with the report, they give you an example of what the towers look like,
but they are bigger than the ones that are coming from the Wahi Dam and and across. As far as I know, and I'll do some research and see if I can't find you an example. Okay.
Bob, is uh the substation and the transmission line separate projects or is it all one project? Well, it come from the public utilities commission probably as one project, but when it comes to our level, that's when we we permit the substation and and the lay down yards. When they do construction, they're going to have to have lay down yards. And that's where we have the the I hate to use the word I guess authority to set which roads they go on and make sure that the the M township roads are maintained to a proper standard. and of course our county roads also. Good morning. Morning. Morning. Mine is uh really quick. By February 1st of each year, I need to report to you the number of on sale and off-sale liquor licenses available in the county. We did increase by one um offsale liquor license since last uh July and um so we have seven on sale liquor licenses. All of those are being used and we have seven off sale liquor license. Two are in use. So, we have five available and that's all I've got.

Uh, auditors account with the treasur, payroll, additive totals, highway expenditures, register deed statements if fees collected. Um, do I have a I guess we don't need to vote that just be it noted items. Uh moving on to number D. Um annual be at NOTM items as well. Uh 2026 wage listing, volunteer listed for work comp purposes. Uh range safety officers for the BCOAC and severe weather storm spotters. Uh it's a little before 9:00 a.m. So we will move on to regular business. Uh as you can see here, excuse me. [clears throat] As you can see here, these are our uh annual load limits and the list uh that we need to request from the carrier enforcement to assist us in uh aiding uh enforcement of this. Um again the we are required by uh law now to send that letter in. So that the draft of that letter is at the bottom of this page. Um, so that will be sent out once approved and then uh the enforcements will not be in place unless the signs are up and obviously right now it's too soon to tell when that's going to happen but it is very weather dependent.
All right, any other comments? Um Brian, I was just going to ask you on 214. Um Stace could back to the list there. Um, was that also going to be 7 ton per axle? Um, that's what we're intending right now. Um, is to put that just with our other roads at 7 tons per axle, but that may be posted sooner than the other roadways. Um, when that does happen, as we know, that's just a bladder surface right now. Um, so that road may be posted sooner than the others, which we are allowed to do.
Yeah, that was my next question. With that warmup we had here a week or two ago, uh, it got a little tender that just from the right that warm up. So anticipate probably earlier, right? Um, a lot of the other counties around us, their roads are kind of uh, in that same type of condition and and they do post their bladder roads sooner than the other ones. All right. So, this agreement is one that we approve every three years when we get a renewal of the small enterprise agreement with EZRI. Um, what it is is it's a three-way split between the city of Brookings, uh, Brookings Municipal Utilities, and then Brookings County to share the cost of this agreement. Um it handles all of the licensing for all three of those entities for their EZRI software. Um it is something that our entire well Brandon with our GIS um handle uses quite a bit as well as the other two organizations. Um this will be the third time we're renewing this agreement.
Has there been any changes to it or anything like that since the past? They completely redid all of their licensing this this renewal. Uh so um all of the licensing terms have changed, but the overall gist of the agreement hasn't changed where everybody gets a third of the um licensing. Uh item A, second reading and public hearing on ordinance 20 2026-01, an ordinance providing for the adoption of the 2021 International Building Code and 2021 International Residence Code. Good morning. Yes, this was proposed by my department and approved by the zoning commission to u update our building codes. the international building code group. They look at building codes on a on a cycle and our existing building code was 2015 and we would like to move it up to 2021. All this is doing is is basically following what the surrounding communities do. So, our building inspector is looking at the same type of building whether he's working in the city of Brookings, Brookings County, or or surrounding county. They're all in the same code. State law, South Dakota codified law, allows us to use use this particular one. So, we looked at it and um Richard Hogan, my my planner, is the one that went through all the leg work and made sure everything matches what's what we proposed. There's some things that we do delete from this per state law such as we do not require sprinklers whereas the actual inter international residential code does require sprinklers. We do not and that's stipulated in the in the ordinance. It has been reviewed by the state's attorney's office and we'll be open for any questions if you have any.

Yeah, Bob, I was just curious, is there any major changes in here that contractors [snorts] are going to be need to be aware of?
Just the the biggest one that I noticed is the wind. I think the wind moved up by approximately 15 miles per hour. Richard, would you like to come up? [snorts] Yes. The wind is increased from 90 to 115. The building companies and the rafter companies have been using that that rating for the last 6 to 8 years anyway. So, they're already doing it at that. Just bringing it up to current um regulation for state law and matching the city of Brookings, Minhaha County, and the surrounding counties. So,
and a lot of that has to do with the FEMA overall nationwide construction. And our our previous agreement didn't limit them only to build at this if they wanted to build at the current codes like in the Brookings in Aurora or the county. More than likely they were already building to that to those. They were exceeding our minimum requirement of 90 win. So, yeah. Okay. All right. Any other any other comments? Thank you. All right. Motion carries. Letter B. Elton. Water sewer improvements. Jeff McCormack with the SPN. Helms Engineers and Surveyors.
Yes. Hello. Thank you. Um Brian asked me to uh come by and just kind of update you on what's uh all the infrastructure projects we've got going on in Elton. Uh we're in a multi-year phase of of replacing their sewer and water system. Uh currently we're in phase three of the project. Um we have a contract with Halmy. Um they incorporated they have started on some of the sanitary sewer. Um, this project does include Elk Street, which is their main street, and it runs from the the intersection with the county road, uh, to the railroad tracks, uh, that we'll be completing this summer. The substantial completion for the project is November 1st of this year, although I fully anticipate Halmy will be ahead of that schedule, uh, weather permitting, of course. um sanitary sewer. You know, up on the screen right now, you can see we're replacing the sanitary sewer uh to the middle of North Drive, which is also the um um county road uh on the north side of town. Uh there's an existing clay sanitary sewer line there. So, we're replacing that with PVC. And then we're also replacing the water line, uh which I believe is all cast iron uh water pipe. Uh so, that'll be replaced as well as shown on the the right side of the screen. Um, so that's the utilities that go with it. Uh, then if you look at the next page of it, we will be resurfacing that project or that portion of the project with concrete surfacing. Uh, a South Dakota DOT community access grant was secured for this project uh because of its relationship to the uh um industry that's there and elevator. Uh so we'll be doing concrete uh which including to help the turning radiuses on the county road uh concrete through that through that intersection. Uh we'll also be increasing those radiuses as about as much as we possibly can through there. Uh but as Brian pointed out, we were talking the other day if if we give
them 50 feet, they'll take 55. So but we are going to try to increase that um coming around those corners. Um, next page kind of just shows, you know, we've got very little work that we're going to be doing. I mean, we got to replace the sewer in the water in that intersection, but our our window on the county road is is pretty small just to that intersection. Uh, so our intention right now is to just detour around on their kind of their warehouse street um through the elevator area and around by um the manufacturing. Uh so when I have a better schedule, I'll let you know when that contractor intends to start, but it'll be this this coming summer. Um with that, moving on, the the final phase that the city of Elton has currently applied for funds, uh we had hoped to do it all is just the third phase, but uh they didn't secure enough funds to do all of the work. Uh so phase four is currently going to be reviewed by um DNR and we'll know at the end of March if they've secured funding for replacing the remaining clay sewer line and water which would all be on that north north drive. Um we do have some others on the southern part of town that'll be included with this too, but as far as you're concerned um we would be replacing the remaining part of the old water line and sewer line on this this portion of the street. Um we don't know exactly when we would I mean plans are completed on it but uh we're not ready to go to bid until we know they've secured funding for it. Ryan did ask with that um you know we had a phase one that we did on Cornell go five years ago now probably uh or pretty close to it. We ended at about first street uh that we replaced the the county road running north south there. Uh and now obviously with the DOT finishing their project. Uh Brian asked
me to look at if we can bid a project in conjunction with the city to pick off where the city's project left off on first and finish that north run up to where the DOT ended and then finish the rest of North Drive um you know to the city limits on um in conjunction with the city is is working on and then really take a hard look at that T intersection that's been developed with the recent state project. again, see if we can help increase that turning radius a little bit through there because there's a lot more turning movement, making that right-hand turn than than probably previously with the way the that uh intersection had laid out. Um, so I do have, you know, I did put together a a contract for helping with that part of it. Um, and a project estimate. Um, very rough based on kind of the numbers that we've seen on the last Elton project. Um, so I guess I'll open up to any questions you might have or I don't know, Brian, if you got one to add.
Um, Stacy, if you could uh maybe go to page 40 or uh I also got it on the desk here, the breakdown of costs. Sure. Um, that we'd be incurring uh with SPN. Uh, I got it on here if if you just want to zoom into this. [cough and clears throat]

So, that's kind of the breakdown of costs uh overall that we'd be looking at uh working with SPN on as you can see in the [snorts] preliminary design phase uh all the way to a construction phase as a lump sum which I think a lot of these costs probably save us quite a bit of money already because the data has been collected out there um by their firm uh because of the previous projects that went on. Um, I guess I know I worked with the commission or Larry and uh the sheriff uh notifying them that, you know, that used to be a a four-way intersection uh four-way stop intersection there in town. Now we've got it so you're going through town uh uh or going south out of town on Cornell. Um, so like Jeff had mentioned, we'd be looking at improving that to uh make that that make that a little smoother. And then with the railroad tracks there, uh, with the rear with the derailment here a few years ago, uh, we we do have some some things to look at there, which this project would encompass. uh in order to kind of tie everything together. Um you know, once Elton would kind of finish their last phase and then basically in the town of the city limits of Elkton itself, we'd be kind of all rebuilt in the end.
Uh one thing I want to point out real quick, I mean the the fees that you got up there, um they would be exact. They'd be lump sum. uh they'd handle our design phase through the bidding uh and then construction administration which we would include construction staking with that as is that would be included in that part of it of anything that we could provide for that. Um in addition to um oh shoot maybe you don't have that on there. I don't have that.
There's um just a couple page later into that uh we would provide you know and I guess some of this comes if how you guys want to handle stuff typically for like the city of Elkton we're providing a um on-site representative uh that'll be on site during all the construction. Um they'll handle any of the compaction testing any concrete testing uh that we needed. Uh we've got that estimate that would be hourly. Um that'd be 57,000 for that. Uh and that's based on a 143day schedule with the phase 4 of Elton. But we're thinking that the county portion of it would be roughly about 38 days of of construction uh that we'd be um involved there.
And these are all these are all engineer costs, correct?
Correct. Yes. Yep. Yeah. So, I will say that, you know, and I know maybe we're a little different than a lot of firms. Um, to me, it it it makes sense if we've got a person there that's keeping track of quantities and making sure they're following the plans and specification. If I can have them doing some of the compaction testing and concrete testing rather than the contractor hiring someone and then the contractor mark it up and then that testing firm's working for the contractor instead of working for you. Um that's our our technicians are certified to do the concrete testing and and compaction testing, nuclear gauges, all of that. So that's we've got that included in that in that cost. And we wouldn't be looking at doing any of this until the final phase. Uh you know, we'd correlate the the bidding time with the city of Elton's uh bidding. So that, you know, the construction could happen at the same time.
Then we're looking at that for this year or so we won't know and if the city's got the funding for their portion of this project until the end of March.
Um whether or not we can, you know, and our plans for the city are are completed. So, we're essentially once they've got awarded funding and they close on their funding loans that they would be ready to go to bid. Um, obviously I'd have some work here to do to get this portion of the project up and ready to go. Uh, I'd want to be looking at some of that earlier anyways because that concrete intersection at their main street at Elk Street that will get constructed this year. That's already under contract. Uh so if we were going to make any adjustments to the profile or to the width or anything, we would want to do that with that contract coming this season. Uh the remainder of it and tying that in will depend on where that other funding is is coming from and whether we would be ready to bid March, April, April, May. um or if we would want to we would need to wait later or even if they you know if they don't receive a favorable package it they might go back for refunding you know at a later time. So
where do we sit with our budget for these fees?
I do not have this budgeted but I wanted to bring it in front of the commission uh for consideration because this is probably going to be a future project that we're going to want to consider down the road anyways. uh knowing that the construction wouldn't happen this year, but uh getting the design phase going would be probably behoove us in the future cuz what part would the construction we be responsible for? North drive and then the intersection going south. So, um, right now, if you want to go back to one of those last figures we had, um, [snorts] the the one that we showed, the the detail of the intersection, um, that's all currently funded, uh, through the city's project. Um, we had one that I had an overall that just kind of showed that red hatch. Um, you know, that one that looked like this one. Um, so the portions that would be outside of that through the intersection to where the DOT left off and where we stopped at about First Street,
obviously that would be the county's expense.
And then the city of Elton's project is is really to replace what's there. Uh, so we know we don't and that's it's funded through sewer and water replacement. So we can't we can replace the street to what the street was. were able to upgrade this to count to concrete because of the DOT grant that they received. But the rest of North Drive, I I really can't do anything more than just replace asphalt with what's there. So, if we want to try to widen it, we want to try to make a little bit better shoulders, um that extra cost would be to the county. Um it it's going to be difficult. The ditches along there are steep and there is no shoulder. Um, you know, I don't there's no to me intention or thought of trying to get extra rightway. Um, so to me, the the only way I can try to make those ditches more favorable is probably bring the center line profile down a foot or something so that we're able to gather some some width and try to make some more manageable slopes along the side of that of that road because [snorts] we're not going to dig and the ditch isn't going to go down any further because it's as flat as this table. We got to try to reason water runs out of there as it gets high enough to push itself. But [snorts]
so Dave, we just have to decide on the professional services part of this, right? Yes. I mean I I mean ultimately yes. I would I certainly if we want to look at changing anything especially with the intersection of Alex Street [snorts] um
I would need to know that now so that I could get started on that so that that's ready to go construction and I can make those adjustments. Um obviously from there depending on how the city completes their financing in in March uh we could decide whether or not uh you're you're going to proceed with with the rest of it. Um, I guess with that, I I potentially would offer if if you wanted me to stop at preliminary design phase um to get through that section of it and then stop until we know where the city is at with their funding. I I certainly would offer that. I mean, I think we'll we'll have a good handle on where we would want to be elevation wise to know if it's going to affect my current contract uh that that Halmy has. Um, but then we could pause at that point until we we know the timeline for the for the rest of it if if you'd prefer.
When would you have a idea on the engineer's estimate of cost for our uh portion for your for your construction of it? That should have been included in there. That was the 850,000 was the the total project, the whole thing. Yep. Yep. And that would be shared obviously from a very high level at this point. But that's total our cost or that sh that share No, that's that's totally your cost. The city's portion of of its I mean with their funding of course there's other areas is is a little over 2 million
with something like that. This is there any grant funding available through the state to offset some of these costs? I think it's pretty limited. It is. Um I mean the the city just got that community access permit. I don't [snorts] um a pre community access grant. Um that's the only one really I know or aware of and that's for municipalities of 5,000 and less. Um I I'm not aware of any through the county side of it. But in front of us right now is the 71,000 for engineering costs.
Yeah. And I if you let that I mean I would even offer the the 21,000 now to at least get me through a preliminary design phase until we we know where the city sits with their funding. But yes. Okay. My name is Cassie Chase. I'm with Department of Legislative Audit. I'm here to do the closing conference for the 2024 financial and compliance audit. Um I have a few documents that I gave Stacy the other day. Uh the first one is the board of governance letter. Uh so this one basically just states that we had no issues working with the personnel at all. Uh, the finance office was great to work with. They were quick, got me everything I needed, answered any questions, no complaints. So, everything went pretty smoothly, pretty quickly. So, that's always great. Um, the management letter is the second one. So, this one is kind of where we state any findings that we have. So, we had a couple on there. Um it can be a few different levels for any intern deficiencies and internal controls. Uh we have material weaknesses which is the most severe significant deficiencies which isn't as severe. Um those two would be quote unquote written comments. Uh and then we have other types of comments that don't fall under those two categories but we thought it was important enough to bring to you guys. Um so the first one we have is just a significant deficiency so not as severe. Uh it is deficiencies noted in internal control um in financial reporting. So basically we just had quite a few um adjustments that needed to be made to the financial statements uh for some material errors um or just so that the presentation uh balanced throughout the statements and that kind of stuff. Nothing too crazy. Um, then the other thing was not a material weakness or a significant deficiency, but fell under that other category. Um, I think we've
discussed this one with you guys before maybe last year. Um, we have a custodial fund, uh, the Brookings Fire Association fund, and we have determined that all of the money within this fund is actually county money. Uh so it should be um operated [clears throat] within the general fund. Basically it's all general fund cash. Uh so we just recommend that that money be moved over to the general fund and then to do an assigned fund balance within the general fund for that money basically. So but that was basically all that we had for those. Um, I also have the schedule of comments for a little bit more detail on that one written comment, but like I said, that's a pretty common one across the board, I would say. So, nothing crazy. Um, and then we just have the letter of representation, and that one just requires a signature basically stating that you acknowledge all of your responsibilities um, as a board and management. And [snorts] yeah, any questions for me?

So the county share would be just under 550,000. And there is money budgeted here in 2026 for this project. And with these with these improvements and uh and replacement and stuff, the HVAC systems and heating, cooling, and all that should be up to par and up to spec the way it should have been when the building was built. Hopefully.

In front of you is the veteran service officer report for December. um one DAV ride and five other types of rides, two outreach events. Um both Matt and Rusty had attended the mini conferences via Teams, the uh South Dakota DVA mini conference. So that was the training last month. And then just kind of a recap, um 2025 benefit payment information. Um over $1.2 2 million came back to our to our veterans in um retroactive payments. So, we are we are doing a good job here in Brookings County. Um that's money in the pocket of our pockets of our veterans and and being spent here in the area. So, that is good. Um December month end general fund surplus, that information was included with my report. We ended the year at 28%. Um, we want to be right about that. So, I think we did a really good job. It's slightly above the 26.6% tenyear average. Um, we did receive some information from Matt Bray. He's the N area engineer with uh SD DOT regarding some safety mitigation measures that were discussed last year. Um, that email is included with my report. There was also some reference uh references some concerns about some potential increase in traffic at the soybean plant over at Vulga um about some Minnesota trucks maybe coming over and and and whatnot. Um it it it states Highway 14 but an alternate route they said was state highway 30. Um, on that map though, it shows, as we all know, State Highway 30 ends at uh 471st Avenue or Old County or Old Highway 77
north of Brookings and then turns into a county road over to Bruce and then south into Vulga. So, um I think they were thinking that they were trying to keep most of [snorts] that traffic on state highways, but that is the alternate route that is shown definitely includes some county road traffic. It's I think it's just something that we just need to be aware of at this time. Um unless Brian and or if you guys had any other comments on that.
I did forward that also to Matt Bray and Matt Bray sent that off to uh carrier enforcement because I think it becomes a reprocity issue with the state on how they collect their IFA money. And that that was a question I I didn't understand why if they're coming Minnesota they didn't take 29 down to the bypass and go to Von state roads instead of utilizing the county roads. Is it just an oversight or
because I believe they would have to collect the uh fuel tax money due to the use of the state roads uh and it [clears throat] being outside of the reprocity uh that's currently written. Larry. Okay.
One question I had with that 20 mile reciprocity. Can that at some point in time be changed to 25? I look at the highway interstate system and at one time that was 70 miles an hour, then it moves to 75 and now 80. Is that a moving? Is that something that can we can work with the state and change that reciprocity from 20 to 25 and then we can get away from this alternative route cuz they could I'm not sure that's above my uh pro or you know ability to work with them on I think that might have to be come from you guys as commission
because is that is that set in state law or codified law or is it just uh um policy I believe so in codified law I I think we should look into getting that reciprocity changed and then we can get away from this and I maybe there's reasons that I'm not understanding today but big picture that that makes the most sense and I' I'd like to hear anybody else's comments in regards to that yeah if we can open up that conversation,
but that's my concern. We had our county roads that uh aren't built up to the same standards as interstate. Uh you'd think the state would encourage the use of the interstate and highway 14 instead of their county roads if we can get that changed. Well, because you got to look at another one that you just approved was our weight limit. [cough] our weight [clears throat] limit enforcement and uh County Road 6 over to Bruce is uh obviously open to to get those businesses and everything uh 247 365 that road's not posted
where County Road 7 uh is posted or 466th Avenue between County Road uh 6 and and US14 that is posted. in the spring. Okay, Stacy, anything further?
Yes. Um, so after our exec session, we're going to be looking at the strategic plan. So that will be coming up after we come out of exec session. So don't uh run off. And then after that, then too, we're going to be coming over to the jail and having a jail tour with Sheriff Stanwick. Um, after that is done. Um, one thing that came in kind of Friday afternoon was a request for funding for the Elkton ambulance. Um they were wondering if the county had any kind of one-time funds to assist with building an ambulance garage for the city of Elkton. Um I know there was some question too about you know how some of these other entities get funded and that that's all part of our budgeting process through that non-mandated process. Of course, that's going to start happening here in April and May when we start sending those out for funding in 2027. Um, I said that I would bring this forward today to see kind of what thoughts were that I could pass along back to them on on their request. I think more than likely they'll need to come and actually give a presentation on what they want and how they want and their their um funding proposal or what they want to do. So I think that's one of the biggest things that they need to come and formally say, "Hey, this is what we're doing." [snorts]

I agree. I have them come Yeah, that I can work work with uh my contact and and see what works for them to get here. Um, other than that, just a couple of the upcoming dates. Tomorrow is Brookings Day at the Capitol out in Pier. Um, I know I think Doug and Larry and Sean, you all do plan to attend that Durango is reserved if you want to if you want to take that out. Um, as Brian had mentioned earlier, the bid opening for the annual highway bids is next Tuesday. It's at 2:30. It's up in the commission office. Um, we did receive a couple uh or uh something from the United Way mental health first aid training February 5th. That's a Thursday from 8:00 to 5:00 out at the Dakota Nature Park. You register through United Way. Um I think I had a Yeah. Um what's there? Okay. So yeah, there's a couple of them here. There's the mental health aid first training. Then there is another one too on February 18th. They're stronger together. That information is included with my report in your packet. Um, February 16th offices will be closed for President's Day. Moving to number 11, commissioner reports. We'll start with Commissioner Vanderwal. Thank you. On uh Monday, January 12, I attended the Vogga Fireman U annual county feed. Great crowd. It's great to see all the other county uh fire department uh represented there. And on January 14, uh along with Commissioner Jensen and Highway Superintendent Gusted, I attended the Highway 14 um improvement drive-thru. uh very informative and Brian pointed out earlier construction tenatively for 2029. Uh later that afternoon as uh Bob Hill mentioned the big stone to Brookings power line presentation I was there as well. There was a good crowd. Great to see so many uh citizens asking good questions. I think that uh yeah uh and then finally on January 15 I attended the 911 quarterly meeting here in this building and that's my report. Yeah. On January 17th uh the morning out there at Brookings Outdoor Adventure Center. I attended the Republican meeting out there and that's all I have for this week.
Commissioner Jensen. Yeah, I talked with Matt Brag again last week on uh on the rumble strips on the intersection as Stacy had in report. Uh one of the reasons um the state the contractor after they do these rumble strips they they do a application of oil over those uh rumble strips to seal them and it needs to be at least 40° to do that. That's kind of the the hold up there. Um he also mentioned that the stops the flashing stop sign was ordered in November and he has no idea why it's taken so long to get that but as soon as they get that flashing uh stop sign it will be installed. Uh with that uh January 12th uh also attended the Vulga fireman's uh appreciation feed over there. well attended. Like Commissioner Vanal said, on the 14th I did the Highway 14 review in Vulga. Um looking forward to moving forward with that process. Uh we I I I attended and thinking it wouldn't take us long, but they did a thorough job over there and uh we got our concerns addressed. So thank Mr. Gustad for doing that. also uh and at noon that day I went to conservation district meeting. Um as as of now tree plantings and the uh grass seeding acres are down uh looking for people to sign up encouraging [clears throat] people to do so. That evening I stopped out at the transmission line uh presentation open house. Uh like Commissioner Vanderwal said, there's a lot of questions being asked and uh concerns uh a lot of concerns voiced out there. That concludes my report.
All right. Thank you. Uh that brings me uh on the 8th uh I attended the PPCC pod meeting uh that uh Mr. Hill referenced u over at the hospital. Uh then later that afternoon uh had a Brookings Regional Growth Alliance board meeting. Uh and then on the 12th, we met with the Brookings Regional Growth Alliance uh subcommittee for the CEO search uh and reviewed six of our CEO candidate applications and uh and then on the 15th attended the E911 meeting here in in the government center over in 300. And later that afternoon, uh, we started our virtual interviews for the Brookings Regional Growth Alliance CEO. Uh, we had three interviews on the 15th and then on the 16th we had three more virtual interviews. Uh, we have narrowed that down uh to three uh that uh for a second interview. Uh, very very promising and uh knowledgeable uh candidates that we interviewed. all six of them. Uh the three uh are local uh two from West River uh out in the the Rapid City area and one from uh down in Iowa. So um more to come with that, but we do have uh have interviews scheduled uh later in the month for them uh and and hopefully we can get a CEO seated for the growth alliance on the 17th. Uh I also attended the Brookings uh County Republican meeting at the uh Outdoor Adventure Center and then last night I attended and visited with the uh Sue River Republican women over in the 21 building. And that is my report.
Moving on to number 12, executive session. Uh executive session is is uh in accordance with South Dakota codified law 1252. We'll be discussing uh subsection one personnel and subsection three uh consulting with legal counsel. Do I have a motion to enter into executive session? Second. Motion a second. How do we want to go about it? Do I want to go just read through it? You want me to read it into the minutes?
No. So, so I I went through this prior to the meeting and um looked at some things that made some suggestions and take them or leave them I guess. Um so the vision statement uh meeting today's needs and preparing for tomorrow's challenges I don't know that we need in the in Brookings County. This is the Brookings County strategic plan. So I don't I think it's maybe a little redundant. Um the mission statement I didn't really have any suggestions. um principles I think were fine under under teamwork. I think I had crossed out it said work together to hold to build a to build uh strong communities and maximize resources. I think maybe to build a strong county and maximize resources rather than communities was just a suggestion that I had. Um the goals and objectives you know develop and implement um one to fiveyear capital improvement uh purchase plans. This is for all departments I think. And then the objective two is the five to 10 capital improvement and purchase plan. I think um there are some departments, you know, I think maybe highway um maybe has that. We look at that five-year plan of theirs, but other departments I think we don't have as strong of uh short range and long range plans. I know that
they're asked for at budget time, but um I think those can maybe be a little bit um stronger unless it's not something that the commission is is interested in. But um those were just some suggestions as I had it that I felt where maybe we were falling a little short of the plan. Um uh if it comes into focus um then down to the subjective two under goal two the salary study um first district association does do these occasional occasionally the South Dakota Association of County Commissioners um they do them they have been doing these about every two years so I added them just kind of added them in that we will look at those um re and and review those salary studies as they become available. Um if anything needs to be researched on an individual case by case basis, we will continue to do that by reaching out to kind of our comparable counties. But basically the addition there is just the SDACCC. Um goal three, Bob had uh looked this over already and updated all of his his plans. Um I think we got rid of that emergency management state and state and local the local changed that to local emergency management performance grant. Um and then the PDM or the predesaster mitigation plan that got updated and is
now valid until 2030. So I Bob reviewed those and looked at those. [snorts] Um goal for objective two um schedule and host a minimum of one annual meeting between county agencies and resources to include municipality school districts county. We don't do that. We have we have we maybe did years ago um one annual meeting. Um I think this could maybe be changed. I know the BEEDC is hosting those more regional type meetings now that include um municipalities and I think school districts and and whatnot. So maybe that could be changed to, you know, making sure that we're attending those regional stakeholder meetings with uh BEEDC,
Brookings Regional Growth Alliance, Brookings Regional Growth Alliance. Um and then the annual Chamber of Commerce intergovernmental meeting, that doesn't happen anymore either, but the quarterly meetings do happen with the mayor that I know we have Larry and Kelly that go to. So, um, yeah, changing that blue to the Brookings Regional Growth Alliance, regional stakeholder meetings. We also one time had a a meeting with townships and small towns.
Well, the township meeting, I mean, the township meeting, we have the annual towns and townships meet that was that listed noted on there. Yeah, it's still Yeah, the annual towns and townships meeting, but that I I guess I've I've have reached out and asked about that because when we go to the annual towns and townships meeting, it's just townships. There are no towns there. So, I don't know. Um, I know we held that one one time and I don't know if there was any of the small towns attended either. It was just mostly township people. Are we getting those uh are we getting those invitations sent to the towns and they're just not RSVPing in coming or um
I know I know and it's been a number of years um that I reached out to all of the small towns just asking too if if they would like a commissioner or myself or someone to come to their meetings to visit to discuss you know potential needs potential partnerships and I got no response back from from anyone. It's been a few years now, so it's maybe something where we could reach out again. Um, but I mean, and I'm not opposed to us trying to host something our ourselves either, but I think we'd have to come up with [cough] of an agenda to show um that there's to make it worth people's while. Well, I think at least this year if we make sure we we make sure that the towns and township meeting is sent to the the our local communities uh for their and ask them to attend at least we can do that and
and I don't I don't know are the if the if the town the small town communities are part of this association or not. Okay. I don't know. I don't think [clears throat] so but I don't think so. I think most of the communities are members of the municipal league. Sure. And you know, I like the idea, but yet I don't know what value the you know, my background being on the city council, I don't know what value that would have directly open lines of communication. Yes, I think that's very, very good. But to attend the annual township meeting, I as a city former city council member, I don't know what value I would get out of that. Very good.
Right. If it was specific to the small towns, I think you could have friendly from first district there. Uh Brian, I mean, could be there for, you know, working with them and on the roads that go through the towns and the benefits that that uh first district brings and all the just getting the word out that what things are available to them. But also as Bob's department, you know, if they're annexing in ground and everything, how proper and it just be anformational meeting basically if they could all be there. But
yeah, I mean, yeah, something specific to the towns separate from everything else maybe. I don't know. if you could get attendance. That's
I think that's the hard part is attendance. And I think that's why asking if there's any desire to have, you know, us either commissioners or whoever go to like one of their meetings, meet them kind of where they're at instead. But then of course it's hard because not everybody then is hearing all of the same information and and whatnot. Do other counties any in I think this could be a good subject to bring up a 10 county meeting. Yeah. You know, is it working for other counties doing it or maybe none of them are doing it? um or if you if you we've got I just we've got other departments that are giving annual reports um at the end of the year. Um we used to do a annual highway report. Uh is that something we'd be interested in? What would you want in that in that report?
That would be completed projects, dollars spent on overlays, seal codes, snow removal. I mean, basically an overview of this year what you were doing. Same about the same thing as uh Dan gives a report, the sheriff gives a report. Um, used to be required. I don't know if I think that has some value. Yeah. Just your summary on one sheet. I think come in front of the commission and give it give a report and for answer questions. I think I think that would be a good idea for us to it held it would hold accountability to the different departments figure out from the citizens on what you know what they're doing and what our county's doing and how they're using their staffing and funding. I know we have some like specific ones. States Attorney, Sheriff, detention center are all spelled out in this objective goal three, objective two. Yeah. Does it fit in that objective or is it
I think it it it wouldn't fit in objective two. We'd probably have to throw like an objective objective three in there for county departments listing out. Well, and I don't know that it's under a goal three for public safety. I mean, goal three is very specific to public safety. So, I think we would um have to add a new goal or something or put
it. I mean, I maybe maybe under goal four would be, you know, helping to create long-term plans and whatnot that um because yeah, I know I know like um Bev with register of deeds comes in and gives a year-end report annually. Trying to think. I mean, I think you kind of get that from from equalization during equalization boards. You get that at that meeting. I think Jacob goes through all of um kind of what they've done in the past year. Um but
it might fit under two staff county government with competent, well-trained, efficient workforce. Yeah. Yeah. And I know like the annual report that I provide at the year at the end of the year has a lot of the financial stuff um that the finance office would probably report but maybe something I don't know if there's more on that motor I'm more on the treasure side the motor v side that I'm just trying to think department by department what that would probably what what that would look like. Well, and we'd also, you know, building on that with the with our outstanding leans and on all that outstanding stuff, having a report on that, which I believe we get that.

And I think you can maybe put that um where you said and ask for either either a monthly report because I think you're getting a lot of it already for in the finance officers report. I don't know that they you wouldn't need a a year-end report when you're seeing those month numbers monthly, but some of the departments I mean OAC is very good. I don't think it specifically says any about the OAC providing that, but I think you could put it in there
so that it's recognized. So like um highway BCOAC maybe weed um equalization you kind of get Bob I don't know yeah and Bob always does he always does one yeah Bob always does one yeah we in I think in in my tenure we've we have always received something from weed at the end of the year or the beginning of the year for the previous and that.
