I like to call this April 6 council work session and regular meeting to order. Everybody, please rise for a moment of silence and let's remember all those who passed away during the month. here. Okay. So, we're going to open up for public participation. Anybody in the public? There's nobody really here. So, there won't be any public participation. Okay, before we get started, I don't want to hold up the police. Uh, as we voted on last month, we came to an agreement with the contracts after uh a few months of negotiation. And I want to thank off to Sergeant Palmer and Davis and Mike Leavinsky for uh all their hard work and effort to get this done. and we did it pretty quickly and I think Chucky that shows your leadership that because of you that's how this got done. I mean everybody vote for but you just were very to the point and we got it done. So I appreciate that. So what I want to do tonight is if you guys want to come up we can officially sign this contract and it's it'll be binding and uh we can move forward. There's three. There's three here.

Oh, can I real quick address up there? Um, just uh last year I didn't get a chance. I had a lot going on to do it in the fall, so I'm going to do it in the spring. I was thinking June 6th. If you guys want to check into that, see if that date is good for you uh for the canal for a fish to cop. It's good with you. It's good with us. Okay. And I would The only thing we would ask is that you guys again will cover us with the insurance. That way we don't have to worry about taking on that debt. Absolutely.
Rest will cover. We have all the equipment. Um, if anybody's looking to do any donations, uh, I would say gift cards for Walmart or Bart's Tackle Shop down in Ty Town. You can go down there and get gift cards for them and those two places. Other than that, we really don't need much. So, well, we'll get together prior. The date's fine. I mean, unless Jim checks tomorrow with lease and there's some, you know, major wedding there or something like that. you just let me know and I'll be in touch with you and we'll go over everything. Yeah. And whatever you need, you know, we'll work with you. Yeah. And that's Saturday. So then that Sunday would be the rain day.
Yeah. The only thing would be if there's somebody's already put in an application to get married there. Yeah. Which which is fine. We could we could switch it to another day. I mean, uh, everybody knows DJ Chepo. He donates his time to do the DJ part of it. He agreed to the six. So if there is a wedding you find out, you should let me know as soon as possible so I can let him know to make sure I can still get him. Usually what he does if he can't make it, he'll refer a friend or somebody that he works with to him. So he does a good job with that. Okay. So thank you guys for all your cooperation with that. So, just so everybody knows, it's a five-year contract. Uh, and again, I give Chucky and his negotiating team a lot of credit for getting this done because for a year we couldn't even get it on a table to discuss it. Okay. Uh Marine, you have anything? Yeah. Um just briefly um I had the pleasure and along with council members to attend um the fire um banquet um a few weekends ago. It was last Saturday, but um just uh happy to be in um just in the presence of uh the firefighters and watching them receive their awards and it was a it was a wonderful night, a great night and um I know myself and other council members, president, vice president. Um just happy to be there to enjoy good company. Um also um there's a further recognition that we would like to do in terms of council um not to be named yet or said yet, but that's coming in in the very near future. But thank you for a very wonderful evening. Nice time out and congratulations to the fire department winners.

Yes, I have two things. Um, one is the uh reminder of the uh townwide cleanup. It's going to be May 2nd. Um it's a Saturday. Uh Sunday, May 3rd would be the rain date. Um it is from 10 to 2. Um we will meet at the Snyder Gerate School at 9:45 to sign up. Um you can uh sign up for whatever area you would like to uh help clean. We will provide bags and uh gloves. Also I will have um coffee, water, donuts and petals as um just like last year. Um, you know, I I it's a nice event. We really truly everyone works together to uh really clean the town up. Um, and it's nice to see everyone working together. Um, so that's that. That's the first thing. The second is uh a reminder of the blood drive in honor of uh Gabby Divine. So that's also going to be on May 2nd. Um and I believe it's also at the Warren Snider um elementary and it is from uh 9 to 2 as well. So um and it's actually posted all
the both informations are being posted on our website. So um hope to see everyone there. Thank you. I just wanted to thank Gilmore Associates and all the councilmen that work so hard on this rec program. And it was a great great presentation and I'm looking forward to seeing this get done soon. AJ, we're moving along here. Couple things I have. One, I don't know if you noticed, but the track, man, you want to go to the Cody? The track is now getting into the finish stage of where we are. Correct. Yep. Yeah. They uh started back out there today. Uh and so they will be applying the finished surface of the track uh in the next I'll say one to two weeks hopefully. Um and then they'll be putting the striping down to to finish off the actual track surface. So we still need 50° to stay 50 for a few days.
Yeah. and it can go down below that at night certainly, but during their work the ambient temperature should be at 50°. So with the track, there's two things on the agenda tonight. We had a meeting last week. Uh myself and Amanda and uh went over this whole design and there's a couple areas that needed more attention. So I have on the agenda tonight to we're going to pour a sidewalk. if you're looking at the back part of the track uh to go instead of walking on the track and on the grass, we want to keep people off the track.
Right. Yeah. Right now, the entrance to the track is via turn style that basically dumps you out right onto the actual track itself. So, in order to avoid that from occurring, um we're now putting a sidewalk path from kind of near the pole barn, if you guys can picture that. and it'll extend back um to the back side of the track and then make a turn left if you're looking at it in order to go to the back side of the bleachers so that you don't have to you can get to the bleachers without walking onto the actual track itself.
So that's what uh is on your agenda tonight to consider. And then there's two areas at the round part of the track. It's like a pieshaped triangle that's gonna be very difficult to cut the grass. And we don't again, we want to keep the track from getting beat up. We're going to pour cement in them two areas that you recommended.
Right. Yeah, it's right in between the track surface and the high jump which is there now. It's kind of you're walking the track says to the left near where the pole barn is. Um, again, it's a difficult area to mow. It does kind of come to a pinch point. So, um, we're recommending to pour concrete in that space just for ease of maintenance in the future.
So, there are the two things to consider on tonight's agenda. It's Gilmore's recommendation. We met out there. We went over everything and I think it's the right thing to do. We never did anything that wasn't done right. So, I think we should consider voting for this tonight. And now is um the time because the track contractor is back out there and started back out on site. Um so, we did talk with RNS and they're willing to work with the track contractor just to make sure one, they're not on top of each other and two that that concrete work is actually going to get completed inside the track before the track surface is poured so that they're not taking equipment over the new track.
Right? So he knows there's a time constraint and he's willing to postpone a couple other jobs to do this ASAP. We're hoping to mobilize in the next day or two. Yeah. And he I think he did say he was able to do that. And then similarly, we spoke with the track contractor and they're actually working in the opposite direction around the track. So that this would be the last point they get to. Good. Okay. Any questions about these two? uh agenda items. All right. Thanks, Amanda. All right. So, with that, uh Jim, you have anything?

Mr. President, I'd like to make an a motion to authorize re the redevelopment authority to enter into an agreement with Tyler Efrig to rehabilitate 1230 Pine Grove Street, parcel number 04, I mean 0422052. Mr. Efing was the highest bidder at $115,000. second by Maria. Questions or comments? What I like to say about this property was basically condemned. We took it through uh eminent domain and uh the the property's destroyed. So, we have somebody wants to come in, fix it, and either flip it or or move there. So, I think it's a good for the neighborhood. You're going to see a big improvement with this house.
All right. It's through the RDA. So, all in favor? Number three. Mr. President, I'd like to make a motion to accept the WC desk software proposal dated March 13, 26, quote of $4,400 annual subscription per recreation director Brian Morris. Recommendation. Second by Mr. Johnson. Questions or comments? All those in favor? I oppose. Number four.
Mr. President, like to make a motion to approve RNS General Contractors Incorporated, Co-Star's authorized supplier, March 30th, 2026, proposed in the amount of $47,622 to install walkway and fence at New Track off of Trenton Road. Second by Mrs. Colum. Questions or comments? All those in favor? I opposed.
Mr. Mr. Mr. President, I'd like to make a motion to approve RNS General Contractors Incorporated, Co-Star's authorized supplier, March 30th, 20026 proposal in the amount of $29,46 to remove dirt and install concrete pad at new track off of Trenton Road. Second by Marie. Any questions or comments? I said one just let's make a correction on that. It's Trenton Avenue. Yeah, both of them. I knew that. But I Any other questions or comments? I just want to say one. I don't know if it's proper to say, but I want to say one more thing. I think that no matter what church you went through this weekend for Easter, no matter what religion, churches were packed at capacity. I never seen masses so full. So I think it's a testament that people are coming back to to the church and I think and a lot of young people were in church which I thought was great. So hopefully it'll continue instead of coming just for Easter. It'll start coming every week for for all the different churches. It was packed.
