Good evening. My name is Melanie Schwarz. I live on 3626 Falcon Avenue here in Bridton. And I thank the mayor and the men and women of the council for their attention. What I would like to speak to you about tonight is that there has been a concerning amount of police presence and criminal activity in our street that has been ongoing but has been exaggerated over the last couple of months. This uh involves responses to domestic disputes. There has been just recently this week an arrest made um across the street from my house for a person who had stolen a gun. There have been suspected drug activities in the neighborhood. We have the police and response teams in our street probably every week, sometimes several times a week. As a mother of two young children, this is deeply, deeply concerning to me. This is not normal for our neighborhood. And all of this activity can be tied back to two properties that are owned by the same person. These are 3590 and 3584 Falcon Avenue. I will not name the name of that person. You can easily find that out in the public records. These homes are occupied by a varying number of people who come and go. Most recently, the person who has occupied one of these houses is

a person who the police have responded to for domestic disputes several times in recent weeks. We know that this person has assault and abuse charges against them. We also know that the person who owns the properties has a current assault charge for pulling a gun on a person in another municipality. What I'm trying to say is that I know that the council is not in the position to immediately solve these issues. I am thankful for the police department for their prompt responses to these issues as they arise. What I see as a resident and as a mother is a very concerning pattern of escalation of violence and lawless behavior in my neighborhood. and I would like to call your attention to this matter and ask that you investigate possible solutions. Thank you, Mayor and Council, um, for giving me an opportunity to introduce our newest patrol sergeant. He was promoted by the Board of Police Commissioners at the last meeting. This is David Wright. Uh, he's the newest sergeant. He was hired in July of 2004, so he has over 21 years of experience on the police department. Just a little background, uh he was in the patrol division for six years. He was in the detective bureau for a number of years, also serving on the major case squad of uh St. Louis. He was a crime scene detective with three years experience doing that. and he also backfills our uh crime scene detective unit in the summer when he's out of uh school. He's also our current school resource officer at Pattonville Home and Middle School. Uh he was there uh back in 2010 to 12 and then he went back in in 2019 and that's his current assignment until this promotion. Uh just a quick note, he was the two 2023 winner of the Pride of Patentville award. uh given to this by the school for his performance and interaction with the school and the children there. So uh we're extremely proud to promote Dave to our uh new sergeants position. Just a little history about Dave is he grew up in Bridgton uh 21 years living in the Carolton subdivision until it was bought out uh by the airport. Uh he worked at

the community center for four years. Uh he's a graduate of the Patentville High School and through that system and also has a criminal justice degree from St. Louis Community College at Marramac. Uh he also just on a side note on his own time volunteered and coached football for Hazlewood East and Hazlewood Central football team. Did that for a number of years. And uh his next assignment is going to be into the patrol division on Dplatoon. And he'll take command of supervising that shift. I don't want to miss out on his better half is here. His wife uh Shannon's here and their two children, Victoria and Charlie. Um and we also have a former employee, Mike Euban, that was a dispatcher with us that came to support him. The sign variance meets the criteria of the multiple streets for the four signs on the building and the other two panels are in existing pole signs for the shopping center. So there'll be a total of six signs. Uh I feel this is a a variance that we can um since the previous owner had the same so I think this would be appropriate to give this a variance. Thank you. Thank you, Mayor. Uh I attended on last Saturday the Polar Plunge at Creepcore Lake. Um and the event was for the Special Olympics. It was a beautiful day for the spectators, but uh I'm sure the participants I heard the water was 30°. Um I did hear it was great fun. I did see the mayor. He did with did go under the water, but I thought he had to have some help going under, but there was all good times and good sports. So, I'm glad uh glad there was uh some police officers, some of our parks people. Um it was a great time and a great um organization that this money goes to. Also, I attended the installation of our new officer, Tina Talbot, on Monday. uh what an honor uh wishing her a good luck in joining our Bridgton family and also attended today the Missouri stewardship summit. It's a regional call to action for ecological resil resilience and smart land use uh was very informative bringing multiple speakers to it actually was to change an attitude to advance practical climate sustainable initiatives. uh what they're trying to do is use of native plants and trees, but they also have a program that's very serious. The intrusive plants example, honeysuckle, the kutsu and the bamboo is taking over. So, uh it was great speakers. I wish we could have it again and have our people go um you know, our arborist um you know, to maybe make some choices, you know, in choosing some of our trees. And again, reminder, the Kowanas breakfast is March 29th, 7:30 a.m. to 1:00 p.m. at our Bridgton Recreation Center. Thank you very much,

It was a lot of fun seeing the mayor and a bunch of other people, some of which are sitting in the audience, uh, jumping into the water and freezing. There was even a dragon out there that we had to make sure was tamed. Um, he was a he had these crazy eyes. It was really, really scary seeing that dragon. Um, but no, that was a great cause and I was uh I think everybody had fun and since I was taking pictures, I didn't have to get wet, so it was even better. Um, but yeah, that's everything. Thank you, Mayor. Well, I've got I've got a list here, but I wanted to start with something that we talked about a few minutes ago, and that's perfection of a bill for our accounting services. And I do want to bring up something that has been brought up before, and that is some issues that have come up in our audit related to receiving timely financials, and that still is not happening. I think that it is incumbent upon staff and the mayor and it is incumbent upon us as council to know where we are financially and the only way to do that is to have information and I think the fact that that we're asking for it but that the auditor has asked for this I think since I've been on council we've been dinged for this it absolutely must be addressed. So uh with that I will leave it to staff and the mayor to follow up but we're coming up on a new audit year and I really don't I don't think any of us want to see those dings on the audit again. regarding a few other things. Thank you everyone for attending. Congratulations to teams Bazada and Hine who I think helped bring the Bridgton team well over their goal of 2000. So congratulations for that. It was fun to be there. And to our photographer Steven Wesy. He was very modest over there. Took some great pictures. If you haven't seen them, go online. They're really good. We have some grand openings coming up that I'm assuming the mayor may touch on. One on Saturday. I think Ross is planning to open on Saturday and then the following week Marshalls is opening. So, it's a fine sight to see Hilltop Plaza, not the old Kmart Plaza, Hilltop Plaza back in action. The I do would like to propose a discussion item for the next council meeting. And this is regarding a conversation and discussion that occurred yesterday at the economic development advisory commission and it has to do with signage. And I am proposing and would like to discuss with council following up on a recommendation for wayfinding signage particularly to BMAC and Berry Hill. They are jewels

that we have. We attract a lot of people here. And even if you're not from even if you're not going to them, you're going to be on the Rock Road or 270 or Lindberg. And I don't know what the the the the issues are with putting signs outside of our contiguous community, but there are a lot of people that might not even realize we have them. And I think they're feathers in our cap. And also it it it's hard to get to Berry Hill sometimes if you don't know the way. So wayfinding is is a type of sign. And then also signs that announce to anyone coming on our east entrance, our west entrance that you are in Bridton. And I think with all of the development on the rock road that we've seen and more coming, I hope and also the work we've put money in our budget. Speaking of budgets, to clean up the rock road and keep it nice, increasing our ordinance activity. I'm looking at an ordinance officer back there. Also with public works that let's shine a little bit and put some signage that I know there's some signage that Kuan has put in, but I'm talking about something I hate to compare, right? but something on the level of what we see in some of our our friendly suburbs, our our nearby neighbors and that we look at ways to do this also. And in addition, not a fountain in front of city hall, but perhaps some simple landscaping in front of city hall. And so, so looking at cost, all of these things cost money, but using resources that we have within parks or public works to take a look at this all the signage and perhaps looking at the front of city hall and looking at ways for lowcost but high maintenance or excuse me, low cost, but yeah, we don't want high maintenance, but high impact kinds of signage. I think we're there. We have a lot to show off and we want people to know they're in Bridgton when they're on the Rock Road traveling through. So with that, I think I would love to put that on the

I don't know why, jumping in a cold lake. Um, I also attended the Missouri Stewardship Summit this morning along with uh, Council Member Norris and it was sponsored by Cool Cities Missouri and Missouri Native Stewardship Services. Uh, they talked about a couple interesting things to me. I attended because I was interested in the storm water portion of it and they talked about funding options. We know about the parks grants program and Pat Kelly was there and he gave an update that to date that grant has been awarded over $130 million has been given out and we know that Bridgton has been the recipient of over 4 million of that. Um, what I did not know that Pat shared today was that in addition to the infrastructure and capital improvements for parks, it can also be used for cons conservation. Um, it's funded from the Great Rivers Greenway tax to St. Louis County and then uh spread through the league to the municipalities. So, I think we should consider if we can apply for some of that money um as as for conservation and there were some other funding options that they talked about as well. And then they gave us some different ways to think about storm water management. uh one of which affects us all and that includes ordinances that would support planting natural and native plants and having ordinances that also help to start removing invasive species. Um it would include ordinances could include incentives incentives for residents and businesses and then ways to include students in the summer camp program. Perhaps the kids could have a

garden that they tend all summer long at different stages in their in their camp program. There's also professional development credits for staff where staff could go and learn more about uh conservation and land management and rain rain management, rainwater management. Um it was just it was a really good program. So, I I hope to be able to share more information coming up uh with the different departments soon. Um along those lines, April 11th is the trash bash. Last year we did the area between Fizzole and Machinist Hall and we're going to do that again this year. I believe you can sign up for it,

Uh, sure. Mother Nature is not really cooperating right now this week. They've done a little bit of saw cutting in between the uh raindrops. So, it's waiting for obviously we're getting some nice weather um toward the end of the week in a sense where temperatures are great. However, that rain's going to be sticking around. So, probably Saturday. So, hopefully next week will be a little better, but the contractor is um chomping at the bit to get going. Um we were able fortunate enough to get our slab contract out early this year. So, we probably the first city coming out of the gates to get going on it. So, basically the contractor is pulling everybody who's been on um furlow or sitting at home the last couple months and getting ready to get going. And I just want to say it came in almost 150,000 under budget. Council member Luke.

Um, just real quick, Mr. Gun, I'm I've seen where they're staging some of the supplies and also where they've marked the roads and I'm right in between that area and I've not yet received a letter or anything from the city letting know that work's going to happen. Okay. The letters went out last week. So I think sometimes uh post office kind of slow but at the same time we we sent a bunch of letters out to everybody that those went out. So basically the city sends one batch of letters out in one shot for the whole project and then the contractor's responsible for knocking on the doors if your if your street or your driveway is going to be impacted. The uh Berry Hill golf course reopened uh this past weekend on Sunday and uh they had a a pretty good showing for the first day. The weather cooperated to a certain extent. Uh and this upcoming weekend looks promising as well. So dust off your golf clubs and uh book a tea time. Day camp registration started yesterday at the rec center for uh residents and members. And we had a very busy day at the rec center. Uh we have a big influx of people that usually come in the Monday before and get their ID cards and update their resident cards and uh new memberships as well. Yeah, so the the fireworks bid is up for approval. Um um as far as the uh this is the 250th anniversary of uh uh for Independence Day and we are planning a few different things. We're planning a um a time capsule um and we're going to be sending out um information on our Facebook page as far as getting different um ideas from residents and what we think would go in the time capsule. And uh don't know if we want to tell people where we're burying it yet because we might have some some people out there with with shovels trying to find it. Um so there's some uh things in the works as far as planning goes and we'll continue to update you as we go. And the giveaways under

uh the giveaways are still have not been ordered yet, but we're looking at some uh foam koozies. Um and then a um like the old school ones like the you can give you something to throw in the parade cuz the sleeve ones are too light. You wouldn't be able to throw them. So the old school foam ones uh with the logos of the sponsors and things that we're working on. Um as well as uh like a stress ball. It's on a a shape of American flag and it has 250th anniversary and will also have the logos of the city and uh uh and the sponsors as well. Okay. Any questions, comments? I see none. Police Chief Mark Msati. Thank you, mayor. Um, it was mentioned the polar plunge was a great success last week. So, um, it's exciting. We, it looks like we landed as a team in fourth place, the Bridgen Police team with $4,710 raised. The overall event raised over $100,000. I think it was $109,000 that they raised in the event. Their goal was, I believe, 90,000. So, they exceeded that.

Um, we had a a a great time. And we ended up with 11 plungers. And we did have a special guest plunger which was the Florescent police dog Eddie. He's got his own Facebook page and he's a social media sensation and his handler uh Officer Li Man was there on our team. So we had a great time doing that. Uh moving on. Uh I just wanted to give a quick staffing update. I know it was mentioned that we swore in a new officer on Monday. So she was experienced. She's on the street now in the field training program, but just wanted to let uh the council and mayor know. We actually have committed at this point uh 52 of the 54 police officer positions right now. So, we have two officers uh in the academy or cadets in the academy in Eastern Missouri. They'll graduate in April. So, they'll be coming aboard and hitting the street in April. Uh we have one officer that's slated to graduate the county and municipal police academy in June. So he'll be hitting the street in June. And then right now we have one um that's signed a contract to start the academy in June as well. So that'll be the class that begins in June and graduates in December. and we have two right now that are brand new that are far in the process that look promising to also be a part of that class. So, uh we're moving forward. We have a good flurry of new people coming on board uh to fill these positions. So, I just wanted to give the council that update. Um, also just a quick reminder, our craze training Thursday, March 12th, 6:00 to 7:00 p.m. here at the government center. And a reminder that the DEA prescription drug takeback day is on Saturday, April 25th, 10 to 2:00 p.m. at the parking lot of the government center as well. Thank

thank you all right next item on the agenda the mayor's report um Ross yes they'll be having their grand opening March 7th um at 9:00 a.m. and marshals will follow on the 12th uh with their ribbon cutting at 7:30 a.m. Um I believe I might have mentioned this before, but planning zoning uh has an application uh coming up for Children's Museum at the Farmer Superior Heating and Cooling Building, which was also India Bazaar. Um the city administrator and I continue to have talks with brokers regarding the bottoms talking about 141 and 370. Um there's been some renewed interest in a um commercial building on 141. I'm not going to mention any names right now. Um March 24th, I have a meeting with EPA representatives here at city hall. March 27th, I'm participating in a career blitz at CBC High School. Um, I've been invited as an alum to address uh the sophomore class and along with um other I guess vendors or other companies. Um, I'll bring a team with me of uh three employees hopefully from Bridton that can help with that. Um, don't forget April 25th in addition to the drug DEA takeback day, beautifification commission has their plant giveaway. Uh, starts at 9:00 a.m. and lasts while supplies last. They have 140 miles of uh trails um throughout the

Um, I want to let you know that uh, Council Member Norris contacted me today letting me know that Mr. Abernathy has been chosen from for one of the honor flights to Washington DC and um she would like us to um present him with a letter signature by myself and council members. So I will work on that. Let me get some information from you in the next couple days and I'll put that together. Um Barry Hill open Sunday. So, I know the weather hasn't cooperated very well the first few days here, but hopefully they'll have another fantastic season as they did last year. Um, the chief uh sent all of us a um memo today uh saying that the video machines, there's joint uh efforts between the um state attorney general and our St. County Prosecuting Attorney to um give any of the businesses in the in the state that have these machines until June 1st to get rid of them. Um they are illegal and if they don't get rid of them by that date, they can face or probably will face prosecution. So, um, another good note, everybody's going to be happy that, um, I met with my carpenter on Monday, and he plans to, um, um, start working on my house next Monday, weather permitting. So, hopefully he'll get started before the March 14th one-year anniversary. So, it's been a long time coming, and um, I'll be much happier after the work is completed.
