I'm an attorney and I'm here to speak to you or to let you know that I'm here in connection with bill number 6529, which is the first bill you have under agenda item L for perfection. Uh I represent Fox Point Digital and I'll be here to answer any questions that you might have. I'll remain uh until that item's on considered by you on the agenda. I appreciate your time and attention to the bill. Appreciate being able to work with the city attorney with respect to matters related to that.

Um, I have been a longtime resident and it really hurts me to drive St. Charles Rock Road, Lindberg, Natural Bridge parts, and um I am well traveled and know that when I pull into a place to eat or want something, I most certainly will turn right away from this place because of how the roads look and all the trash all the way around everything. All right. So, let's defer some money that is being spent to taking care of the main issue and which is so much garbage that I say dang um I don't you know I don't want to be mean or anything but this is the way it is. We're not giving a very good impression. We're saying stay away because would you want to eat or go somewhere which has so much debris and trash everywhere? I don't. And I've been asking for this problem to be taken care of. So, I'm going to finalize and saying, "Why are

you guys spending money on things like for instance the Bridgton logo in front of the signs?" When I travel, I'm sorry, man. I'm busy and I'm having fun and I'm looking for a street and it has a big OB and that's what we're offering. [clears throat and cough] All right. Um, I talked to the previous mayor and I asked him, "How come that concrete stone is still there?" And that was the greeting off the highway where a lot of people come from the from the airport are traveling our way and it was finally moved. So, can we as residents ask to have streets that we don't have to see so much debris? Looks like we have we we haven't ever even used one of those uh vehicles what go around and pick up the cigarette buds and everything else people smoke nowadays. All right. Um seeing a car for almost three weeks and bridge sections. So, Look, it's not my job to do this. It's my resident to say why? Because it's just getting worse. So, instead of coming up with these ideas of uh beautifying this and doing this and doing that, let's make ourselves presentable first. Um, thank you. I don't mean to be unkind. I know who is responsible for it. But if we have to take it over ourselves, it is worth the business. It is worth the time. It was it is worth our city to stay alive. If we don't, then you're going to go to other means to get money.

Thank you, mayor, and uh city council members. I just uh wanted to take an opportunity. Thank you for having me tonight. I know we got a big agenda to go through, but I wanted to take the opportunity to introduce our newest police officer, Bro Babaluc. Uh Bro um is a resident of St. Louis. Uh he just graduated from the uh academy in May, was it?

April of this year of last year. So he worked for the uh St. Louis City Sheriff's Department. Um he was assigned to a a judge down there for a long period of time and did prisoner transport, but he comes to us now uh graduating from the academy and he's also bilingual, so he speaks a couple different languages. So we're happy to have him. I wanted to introduce him to the board and appreciate him and he's been doing a real uh really good job for us. But I also wanted to just acknowledge his field training officers in the back of the room here. He took time out from his family to come tonight to support him as well. So, we've been working on this uh since that time, but it's a digital billboard that'll be on 270, and the city will receive um an opportunity to post on that and receive revenue from from that billboard. And what's happened is juveniles are getting their hands on it. They're able to just walk in, take it off the display, and purchase these. And they do have an intoxicating effect uh with children being u hospitalized as a result of it. So, this puts it behind the counter and puts an age restriction on it. Thank you, Chief Msetti. This shall also include the sidewalk in front of the business which the business owner/operator will monitor. All paved surfaces shall be maintained in good condition and have well-maintained pavement markings designating the location of individual parking spaces as well as the direction of travel on aisles and entrances/exits. So uh all I'm going to do is do another spiel for my Kuanas pancake breakfast which will be March 29th 7:30 to 1:00 p.m. at the Bridton Recreation Center. I do have tickets. Thank you, Mayor. Um, a few of us went to Jeff City this week. Uh, the mayor, uh, Kevin Bookout and myself, and it was very informational. Most of it was about taxes and the things that we don't want to see happen. Some of the sales tax, they want to make sales tax exempt. So, uh, I think they're working in some of our best interests as the city. U, I did like the idea. One of our citizens talked about trash along our roadway and I was going to bring about the same thing. I think a part of that you see is really close to the edge of the curbs. I think it's because a lot of that was in the snow when they snow plowed it all goes to the side. the streets are clear, but there's a lot of trash along a lot of the roadways and a lot of those roadways are mod dots. But as they dried out, like they blew up into the edge of the grass, especially like along Home Depot and other places like that, I considerly kind of looking at the ward one areas more than the rest of the city, but there's some other areas in the city you need to be concerned about as well. Um I brought up about a month ago about us having maybe it needs to be a resolution about our retention pond. Our our spe our u storm committee storm water committee you know voted for four of us to pass this on to council and let the rest of the council other four take a look at this. Now I don't know whether we need a resolution. Do we need an ordinance? Um you mentioned before that our attorney doesn't have to look over or do we just vote on it and say we process it and it's ready to go. But I think we need to at least address it, know that this is what's moving forward so that the the owners of these retention bonds know what they actually have to do to maintain them correctly and maybe you can address that or public works or something like that. As I looked yesterday, close to 5:00 in the evening, the team had reached their $2,000 goal, and I know they're going to surpass it if they haven't already. Um, so just I hope it's not too cold that day. I think the two of you are in a competition to see who raises more money, so we'll definitely go well over [laughter] 2,000. Um, Chief, we wish you all the best. As I said to you last night, I can't justify being sad knowing how much the kids are gaining um by having you on their direct team. So, really appreciate all the years of service to the city. And good luck. And we know we'll the community will benefit as well, just having you still here in Patentville area. Uh, thank you, Miss Fischer, for keeping the topic of cleanup on the forefront of our attention. Uh it's something that we all pay attention to and uh we appreciate you bringing it up again. And then oh mayor um a couple members of a border commission have mentioned that they are past due being reappointed. So I'm sure it's on your agenda and your to-do list. I was just wondering if there's a timeline on the southbound Mckelby Road project on the construction that runs all the way from like Shortstop down to Natural Bridge. And then I've been noticing um quite a bit of freight truck traffic on Old St. Charles Road. I've actually been writing it down. Um it's becoming quite frequent. I think it's being used as a cut through instead of using Dorset or 270 and 70. So, I'd just like some clarification on the permissibility of that. And that's all. Thank you.

Thank you, Mayor. So, I want to first thank everybody who's here tonight and who's joining us online. Thank you for taking the time to be to be part of our meeting. Glad to hear about road repairs in W 3. So, and you know what's going to happen when we start them? We'll get complaints about them. But overall, it's great. I [laughter] know you're you're nodding your head. It'll be great to have those those taken care of and looking forward to hosting the parade in W 3 or a lot of it in W 3. And I wanted to mention that council member Norris and I did visit the new the Barkford the dog groom the dog daycare facility to get a sense of what an indoor dog facility is like. And I want to say I think we both agreed that this will be a terrific addition to Briden and certainly in that area. So looking forward to seeing them open and did have a question. I think I can direct this toward public works. There's a poll sign in that that area that strip mall and every time I've driven by it's not lit. So I I think just something to note. I think it would benefit anyone in that strip mall to have that lit in the evening. It's right by Chick-fil-A. So just wanted to mention that. So uh also congratulations to the police department uh individually and and as a group. So lots to say about Chief Msadi maybe for another time but uh best wishes to you always and thanks for everything you do for us. The looking forward I know many of you might be looking forward to the March opening of at least some of the stores in the old Kmart. So I'm I'm going to be there for that ribbon cutting. I can tell you that. It's been a long time coming. And as for the Polar Plungers, I thought if I had to do one more sponsorship, I was going to have to get a part another part-time job or a part-time job. So, congratulations to Oh, I don't know who I'll be rooting for. I I guess I guess the one with the best costume. How about that? The one with the best costume. That's all.

So, we hit our goal. So, uh we're really excited about that, but looking forward to it. And if you want to come out and support the team, we'd love to see you. Uh also, a reminder, the craze training, the uh civilian response to actors shooter events is Thursday, March the 12th at 6:00 p.m. to 700 p.m. here at the government center. And then um they also published the dates for the DEA prescription drug takeback day which is going to be Saturday, April the 25th. That's from 10 to 2:00 p.m. and that'll be on the uh government center parking lot. Um also I just wanted to quickly address I know council member had brought up about the freight traffic. I hadn't heard about that, but I will surely make sure that the officers are monitoring monitoring that roadway because it's only supposed to be for local truck traffic only. So, um I'll have them kind of start keeping an eye out for that uh to see if they are using that as a cut through to to Lindberg, but it should be local truck traffic only.

Before they can reassphalt that area, they have to put all new sidewalks in. And you've seen them move those poles. Originally, those power poles were right smack dab in the middle of the sidewalk. They've since spent the last two months moving all those power poles. They're putting sidewalks in right now. Once the concrete goes in, I would imagine late spring, you'll see asphalt going down and that will signal the final into that project. This started several years ago when they did a lot of the water line replacement on McKelby. So, this is a long time coming.

Um, we'll work with administration to see what the best way to uh push out uh for the council that they can see at first the storm water maintenance manual for detention basins. As far as trash goes, um several years ago, we started having equipment available to any groups that want to pick up trash inside the city. We provide vest. We provide gloves. We provide uh those little picking up um tools that kind of help you from ruining your back picking up trash all the time. It's got those little grabbers kind of thing. We also have not for the kids or teenagers. They got kind of a a spear or a stick on the end and you kind of spear the the oldfashioned ways of doing it. I'd rather not see the teenagers have that cuz I can only imagine disaster happens. Um next week we're going to have a bid opening for two projects. Um, we're going to be mowing and picking up trash in those same four areas that we did last year. So, we added um a couple extra mowings. That also means a couple extra trash pickups. Um, we had a few hiccups last year where the people had to come back out to pick up trash because you really got to pick it up before you mow and you better pick it up after you mow. Otherwise, you're just chopping things up in little pieces and blowing them around. So, uh, both contractors did have crews come out a second time to pick up trash last year, uh, early on in the year. Um, I think due to the fact that we did a lot of mowing last year and picking up trash, this year, it shouldn't be as bad because we kind of started that process up, we're not going to have the big surprises of stuff buried um, of years kind of in gullies or any places like that. So, they took out large amounts of trash last couple years. If you notice in front of the Olive Garden, we took care of that big green spot that was just kind of a trash grabber almost. Um, it was just overgrown and over years and years trash had gotten in there and has kind of stayed there. So, we cleaned that out. We've been spraying it uh with chemicals. So, I think we should have a

Okay. Um I wanted to address the trash issues myself a little bit. Uh St. Charles Rock Road of course is MDOT. Um, Republic Services provides uh the trash cans out there. We will make calls to them and make sure that they keep those cans emptied. Uh, we will make calls to MDOT and we also uh hold accountable the businesses at front on St. Charles Rock Road to have their own employees go out and keep trash picked up. So, we will get back on that. Please be patient. Uh, the snowfall covered up a lot of the trash. It brought out more trash. I don't know how the weather was here last night, but at Jeff City, uh, we had 40 mph winds. So, when there's winds, you'll see more trash blowing around, but we will try and stay on top of it.

Also, uh, Natural Bridge, uh, this the city city of Bridton own from St. Charles, I mean, uh, Cypress Road to St. Charles Rock Road. Uh I know we send out our own street crews when there's trash uh in the gullies there and we do uh pick up trash. So uh we will be addressing that and trying and clean up the city as much as we can. Uh we do have a couple of volunteers in the city that seem to uh make it a a weekly or maybe several times a week obligation theirs to uh volunteer and go out and pick up trash. Um one lady, Mrs. sicking. She seems to uh pick up trash of MDOT rideaways. In the past couple months months, she's reached out to me a couple times about bags of trash that she filled up and wanted to know if we could pick them up. Uh we couldn't first identify where they were. She she sent us a picture and told us where they were. So, they weren't located in Bridton. They are on a MDOT rideway, but it's a very hazardous rideway. um kind of a interchange from Highway 70 going south on 270. And there's no way I'm going to send out our street department to pick those bags up. Um there's too much liability there. So, but we'll we'll stay on top of it as much as we can. I think all of us here are very concerned about the trash in the city and uh we we'll take that upon ourselves to make sure that it continues to be picked up. Um St. Louis County. Uh, Robert, let's reach out to them tomorrow. See if they can kind of give us a timeline on when Mckelway is going to um be finished or when they're going to start overlaying with the asphalt. Okay. Let's see if we can get a timeline from them. I know that the u uh contractor went and put the new water lines up through the street. That's been over two years ago. Probably more like four years ago.
