Uh for the record, uh the city's exhibits include a copy of the report to the mayor and council from the planning commission dated December 29th, 2025. A copy of the staff report to the planning commission dated December 3rd, 2025. A copy of the planning commission minutes from their December 8th, 2025 meeting. A copy of the site plan submitted for this application. and by reference ordinance number 70-25, the zoning ordinance with amendments through November 19th, 2025. Thank you. This is a special use permit application, application 25-p. It's located at 11350 Blake Drive in the B2 Community Business District. The applicant's request is to allow an indoor baseball and softball training facility at this location. This went to the planning commission uh at their December 8th, 2025 meeting at which a public hearing was held and the planning commission recommended approval by a vote of 12 to zero with conditions. The I've got some slides with some maps, an overview of of the report and uh some pictures as well. this uh the lot highlighted in yellow, that's the property that it's located on at the corner of uh Blake and Lindberg Boulevard. It's also has frontage on Fifi Road to the west. This is a two tenant building. Uh the property at 113000 Blake Drive. That's the location of Biolife Plasma Services. And the subject uh uh tenant space that the applicant uh would like approval for is 11350 Blake Drive highlighted in the red dash line. Uh this uh parcel or I'm sorry, this tenant space has been vacant for several years. The Biolife Plasmas facility was approved uh by city council in 2020. The subject property has approximately 150 parking spaces. There is an entrance uh from Fifi Road to the west, an entrance from Blake Drive on the north side, and an entrance onto Lindberg Boulevard. And of course, only a right turn since that's the southbound lane. It's surrounded by a mix of commercial land uses to the north, east, and south, uh with Arch Pickle Ball to the north, a mix of restaurant and service uses to the east, uh directly across from
Lindberg. that is uh was recently approved for NRG uh adventure park an indoor adventure park. So the south is a hotel and then to the west and southwest is single family residential dwellings. As I mentioned, the property is zoned B2. It's surrounded by B2 to the north, east, and south and R4 single family dwelling district to the west. The applicant's explanation was included in the packet. As I mentioned, this is a vacant tenant space. It's approximately 17,500 ft. The applicant is proposing uh renovations to this space with areas for uh batting cages, pitching areas, fielding practice, recovery area, and offices for their business. uh based on uh the conference of plan addresses uh commercial infill uh with recommendations to encourage commercial infill where where possible and the future land use map shows this area as commercial. As I had mentioned, the property has 150 parking spaces on it with uh multiple entrances um from public rideway. Uh staff's opinion that existing circulation and parking are sufficient to accommodate parking demand and the parking does meet the zoning requirements. There was a brief discussion at planning commission about how the hours for Biolife Plasma um their peak hours are different than this proposed tennis peak hours. So there should be no issue with any um shortage of parking demand uh to meet parking demand. Regarding neighborhood character, this is a mix this area has a mix of commercial land uses, restaurant service, hotel and also residential. Uh there is as I mentioned there is single family residences to the west but based on the proposed hours this would not be uh would not cause a detrimental impact to the residential neighborhood.
The as mentioned the planning commission recommended approval of two conditions. Uh a summary of them here. Uh the special use permit uh to permit the indoor baseball and softball training facility uh shall be limited to the uh space as proposed by the applicant. Any future expansion, if possible, would require an amendment to this special use permit. And the parking lot shall be kept free from trash and litter with the pavement well-maintained with proper markings and landscaped areas well maintained. I have a couple pictures and I've got the site plan from submitted by the applicant. Here is the building we're talking about. The the portion of the building close or in the foreground of that picture, that's the space they're talking about. On the left hand side of that picture, you can see part of biolife plasma. Here we go. Sorry about that. That's the the proposed tennis space. This shows the parking. This is from approximately Fifi Road looking back towards the east. And that's from Lindberg Boulevard. And then the Biolife Plasma space. The area highlighted in gray, that's the proposed tennis space. They included their um preliminary layout at this time as well if this were to be approved. So on the as you move towards the right hand side of this image, rather than being on the side facing Blake next to Biolife's entrance, it will actually be facing the all the parking on on the west side. So the west side of the building is where the entrance to the building would be. And just one more thing. So is this somebody moving from a different area or this is something that they're opening

So, uh, my name is Keelen Pow. Um, I've been knowing this gentleman, Earl Green, since we were seven years old. His dad coached me in baseball. Uh he coaches my sons in baseball. I've coached his son in baseball at the Bridton uh at BMAC. Uh my kids grew up in BMAC. My kids went to Holy Spirit uh right around the corner. Um he and I had come up with this idea of uh well Earl himself, he actually is the owner of USA Prime, Missouri, a baseball club. Uh currently they were train we're training out in Chesterfield and we were looking to have our own facility. Um I partnered with him on this. Uh I personally own a construction company myself. Um that's my daytime job. We do a lot of governmental contracting. Earl owns the baseball club. Uh we came together. Uh I used to coach American Legion for like 12 years. Um, I stopped coaching after I had kids and then I turned my kids over to him and let them let him start coaching them. So, um, we think we looked at the area and we thought that this is a perfect location. Uh, and it's uh, badly needed for this the surrounding areas. There is no facility within a 12 mile radius. Uh, most now most of the baseball softball training is done in Chesterfield. uh Fanton South County or out in St. Charles County and uh we want to make a difference and give open these avenues back up for kids to train in these areas so that they don't have to go as far or the parents aren't ripping and running to get kids out um at 5:00 and a in the evening after work rush hour. So, this would be something that's much needed for the community.
I think you said it all. uh council uh has questions. I'm going to start with council member Satel over here. Yes. Thank you, mayor. Uh I'm really glad this is coming to Bridton in this area. Uh I was at your planning zone, your design review meeting, you know, when that was talked about as just a a citizen at that time because I actually live on Fifi Road. Okay. But a lot of my constituents as I was going around talking to certain people, they're excited about this coming too. Good. Couple qu I guess you're going to be putting brand new bathrooms in there because I don't think there's any bathrooms at that section right there. And like my co-consel brought up uh about your entrance coming that side. I don't see any pictures of the entrance or you you got does that has to come back to Bridton or whatever because you're probably going to have a sign or something like that. Yeah, we'll put
and I'm kind of curious. We I'm sure the citizens that live residential right across don't want nothing that's got bright lights going right towards the residential. Right now it kind of stays calm, you know, because all the other lights from the biotech, you know, is all around the side or on face of Lindberg. Be nice if we did see a picture of what your entrance is going to be like, but maybe that comes in a future application or something. Do we have I'm not sure. Well, your walk-in entrance I'm talking about
that's part of the negotiations with the uh landlord. They've agreed to put a store a glass storefront in for us. So, that is kind of on the landlord. Uh they're going to provide the double wide storefront and I believe the permits have already been approved for them to do that work. So, uh I'm not sure what it actually look I was shocked it wasn't in these pictures in here. It does show where the doors are going to be. Council member Satell, this is for a special use permit. Yes. Thank you. I was at the planning meeting too and I'd like to ask you a couple of questions that you expanded upon a little bit at that meeting. One is Earl, if I may ask, you have Can you describe your background in baseball, your professional background and what you do now?
Absolutely. Uh, so I was fortunate enough to finish out my baseball career uh in De Mo, Iowa with the Iubs, so nobody throw eggs or anything at me like that, but um I finished up there. I started off uh here in St. Louis, uh down the city at Matthews Dicki Boys and Girls Club. I graduated from Awood Central, played there. um played Legion ball and um played club baseball when it was when club baseball first started um in the mid to late 90s. Um played college ball. Um so have degree also. So
and then another question is that and this came up just kind of in terms of hours you're the target clientele that that you would serve that it would be high school students. if you could go through that because there was a concern. I won't say a concern but a question about when you would be busy. You talked about some college teams. If you could kind of describe who your clients you think would become absolutely it wouldn't just target high school kids. Um right now I run a club and that club starts from um 8U. It goes from 8U to 18U. So um clientele would be any anything in between there. So I would say all eight.
Y pretty much. And then the last comment I'd like to make is that I think this is a terrific addition not to Bridgton but also to that area if you think about that the character of that neighborhood. We've got arch pickle ball for those vans in bad mitten. We've got the adventure park coming. These are all within walking distance if you want across Lindberg. And then we've got this sports facility and I think about a year ago with your help chief Msadi we sat down and wrote down all the different sports that we provide here and we were up to 18. So I think with the new ones we might be at about 20. I'm going to redo that tab. But I really think that establishes us both for uh sports a wide variety of sports and also something that attracts families and those that like to get out. So I just wanted Yeah. Thank you.
No, thank you. Council member Patel. Thank you, Mayor. I have a question and then a comment. Okay. Um what what will be the hours for this facility potentially? So, we're looking at the hours of roughly 10:00 a.m. to 1000 p.m. uh Monday through Friday and then on the weekends, maybe 10:00 a.m. to 8:00 p.m. on the weekends, Saturday, Sunday. And do you do you plan on having any partnerships with any of the local schools to try to get some of the practice time and the field time in?
Absolutely. Yes, we plan on reaching out to all of the high schools within a certain parameter uh and definitely see if we can get them in there uh to partner with them, training them. Uh we actually want kids to come in outside of their high school teams to come in and get the training that we need. We'll have some of the most skilled professionals that you can imagine uh helping to work with the kids as well. I know Rittner is like uh Rener and Pattonville is like right down the street. So, we've talked about this before even coming up with this program and this plan is possibly partnering with them to make sure like right after school it doesn't interfere with anything clubs going on because right after school if it's raining or so they can just come right in there and they can work out. Hopefully, we can come up with some type of system.
So, I just have one comment to make. So, I think this is a terrific idea. I've actually wondered for many years why we haven't had somebody come up with this idea because I'm a mom of two baseball players and we go to South County for uh facilities. Ofallon, we go there. Um, Chesterfield, those are the areas that have these locations. We have space and I think it's wonderful because we drive late at night on a lot of weekends and a lot of like winter months because winter is when they start preparing and practicing, right? Absolutely. But I think this is a great idea. So, thank you for for bringing it to Bridget. Thank you. Thank you, Council Member Norris.
Hello. Thank you. I'm glad. Great idea. We're a sports city. You know, baseball, best fans in baseball, aren't we? Um, but I I I'm just want to verify uh according to some of the notes in here, a commission member asked about the business hours during the day. It was explained that most of the training would start at 4:30 to 5 and go till 8 to 9. And now you're saying that you have day hours. Is that changed or is there two different programs you're going to have?
So for with us opening during the day would be more for like collegate and older kids to have that opportunity to come in. Like I'll give you the example. St. Charles Community College currently practices in like a shared space with soccer, uh, basketball, things of that nature. So, I think opening this facility, uh, would allow teams like St. Charles andors, other teams like that for us to partner with them and get them in there early on to help keep the space occupied and uh, utilize those hours as well. Well, you know, I am, you know, be sensitive with the the bolab,
correct? And you know, I said, I guess you're going to be doing some um soundproofing. I don't know if that, you know, or or hours and that coming in. Now, are you open Monday through are you seven days a week? Yeah, we'd be seven days a week. Yes. Okay. All right. Our parking would be on the back end. Right. Right. Yeah. Yeah. I know. You know, I said, yeah, they they usually park, but I have seen a busy day when they're doing their um procedures. Yeah.
Uh I know they're closed on Monday, so but uh anyway, I just want to be sensitive to that. I know they've they're open to running. And I thought I we were at design and review and I thought there was some doors that were going to be on the side that faced the Fifi side. There is. Yeah, that's what it's going to be. So yeah, they look pretty nice with that. Um, and then I I guess I don't know if I can stretch on to this, but you know, now are you going to like uh take a player and be, you know, seeing their batting or is this how how are you doing your fees and you get teams come in and they're just going to do batting practice or, you know, I mean, I just explain
it'll be a little bit of both, right? Teams can come in. I know we have ABC down the street also. uh BMAC right down the road for teams who come in as well as individuals. Now, will you have special training, you know, like for you know pitchers or you know that you're going to have pitchers come in, catchers? We have trainers already that's um working with with me that um coming to the facility as well. So, they specialize in just about anything you can think about.
Yeah. Well, I wish it was an ice rink. My grandson's heavy duty into hockey. So anyway, but thank you very much. We are appreciative uh we would be able to feed off of our facility that we're very proud of. BMAC is our jewel of our community. So thank you very much. I'm anxious to see this. And is that a is that a I I I'm just being curious because you know you don't see something on these diagrams. Is that a track going around the facility? So, oh, go ahead.
So, I personally uh worked and uh designed this whole thing myself uh and then gave turned it over to my architect. Uh I decided to put a track around the field and where the batten cages and the um and the o little open field area would be so that parents that drop their kids off, not every parent wants to leave and go shopping or uh go to get food or something like that. So, we leave that option open and they could come in and walk around the track and get their exercise in while their kids are they're training at that time.
No, we really don't want them to do that. We want them to spend their money away from here. I'm sorry. So, thank you very much. Appreciate it. Appreciate it. Thank you. Yeah. Uh the request is to reszone a portion the rear northern portion uh 17.85 acres of property addressed as 13140 Missouri bottom road. The current zoning of the property is R1 single family dwelling district. The proposed zoning is M1 manufacturing district Limited. This application went to the planning commission at their December 8th, 2025 meeting and the planning commission recommended approval by a vote of 12 to zero. The this is highlighted in yellow. This is the entire parcel of land 13140 Missouri Bottom Road. I did want to mention even though St. Louis County has this addressed as 13140 Missouri bottom road. It the frontage and entrance is on Puit Farm Road to the southsoutheast, but it is a Missouri bottom road address. It is surrounded by uh so currently the property is used uh the entire property is approximately 25 acres but the portion that we're talking about for the reasonzoning request that shows the what's zoned R1 the front just over 7 acres is zoned uh already zoned M1 and the property owners requesting to reszone it to M1 manufacturing district
limited. Uh this portion of the property is currently used for agricultural purposes. Uh it's surrounded by a mix of land uses that includes mostly agricultural to the east and west and also some to the south. The uh Ritter uh greenhouse located to the southsoutheast, I'm sorry, souths southwest uh with Missouri route 370 rightway to the north. This next slide, this is just a little bit more zoomed out. It shows the sort of the context of kind of the surrounding zoning and this portion of Bridgton. You see to the south a lot of property that's zoned M1 which is what the applicant is requesting M3R a planned manufacturing district to the west um to the north of 370 is a mix of a uh a rural district with some M1 as well as you get further towards uh Missouri bottom road and towards the northern city limit. As I mentioned it's currently used for agricultural purposes. Uh the southern portion of the lot that's already zoned M1 is used for storage for the uh property owner's landscaping business. The applicant has stated um in their application material their intent would be to um pursue approval of a clean earth landfill at this location uh which is not allowed in the R1 zoning but it requires a special use permit in the M1 manufacturing district limited. Um and then eventually for potential redevelopment for M1 uses. Uh regarding the comprehensive plan, the comprehensive plan states that the city should create new opportunities for industrial development and the future land use map shows this area as light industrial logistics and utility uses in the future. Uh so it's consistent with the goals and objectives of the plan in the future land use map. Uh when reviewing uh requests for reszoning, we take a look at the
potential uses and the potential impact. Um on review, the so the land use the M1 allows for a mix of industrial and manufacturing land uses. Um regarding neighborhood character, as mentioned, the proposed district is consistent and compatible with the surrounding zoning and land uses. Back to that more zoomed out map, there's a lot of M1 and M3 type of zoning in this area. The applicant's intended use as I mentioned uh clean earth landfill does require a special use permit. That would be at a later date. Of course, this is strictly their request is to reszone this from R1 to M1. Any future industrial or manufacturing development or other uses in the M1 district, it would require the applicable review procedures, review of traffic, storm water, and other development activity at that time. The again here's the area shown in the with the black outline and hashed 17.85 acres that the property owners requesting to reszone. Um it's a large site so it's not necessarily easy to get uh pictures of this location. I do have a couple. This is looking north from Puit Farm Road. You can see on the lefth hand side that's some uh it catches part of the um land uh green houses. Uh and then this is the currently the entrance from Puit Farm Road and I do have the site plan that was submitted and prepared by the applicants uh engineer. That concludes my slides. Uh, my name is Greg Fluroy. I bought that place uh three years ago. Before that, we became we bought a property down the road uh on Missouri Bottom Road in 2006. So, we've been Bridgen res Bridgen residents since 2006. Always been a North County guy. Um I believe in this area. I think this is destined to be all commercial. I think everybody wants it to be commercial. So, we just want to help as much as possible.

Thank you. This uh we are talking about a portion of the same parcel of land application 25-p1. This is a request for a special use permit to allow a clean earth landfill on the front portion approximately seven acres at 13140 Missouri Bottom Road. The property is zoned, this portion of the property is already zoned M1 Manufacturing District Limited. The planning commission uh held a public hearing on this application at their December 8th, 2025 meeting. The planning commission recommended approval with conditions by a vote of 9 to3. The again, so this map just focuses on the front seven acres of the parcel uh previously discussed with the storage area in the south southwestern corner and the rest of it used for agricultural purposes. the applicant. And this of course shows the zoning as well up to where the R1 begins. The applicant um has stated there he's requesting to um uh use this portion for a clean earth landfill with the eventual goal as um development uh in the M1 district. Um, this special use permit would only apply to this front portion. Any expansion of course would require an amendment uh to the special use permit. Regarding the conference of plan, as uh it stated previously, it states the city should create new opportunities for industrial development in the future land use map shows this area as light industrial logistics and utility uses. Regarding traffic and parking, um, no initial change to traffic generation or parking based on what was proposed by the applicant, but that would likely
increase over time. Some of the park um, I apologize, some of the traffic issues are addressed in some later slides through some of the recommended conditions regarding neighborhood character. Again, this area is mostly used for agricultural purposes and industrial some industrial uses as well. um Copart to the south um is an industrial use and and the commercial use of the Ritter uh green houses. I have a summary of the conditions that were approved by the planning commission here. I'll go through those here. There were nine conditions in all. The first one, the special use permit for clean earth land shall be for a clean earth landfill and accessory uses on the front seven acres of this uh property. Any future expansion would require an amendment to the special use permit. Number two, a flood plane development permit shall be required prior to any activity. Annual site disturbance permit renewal shall be required. This would apply to any uh phasing as well. Documentation of MSD, Missouri Department of Natural Resources, Missouri Bottom Levy District and any other applicable agencies uh shall be submitted to public works documentation of their review and approval. Any future buildings or structures would require a building permit application. The uh any grading and filling activities shall occur in phases and any previous phases shall be completed prior to any permits for any new phases. All fill activities shall occur in accordance with chapter 550 of the municipal code. Prior to work commencing, installation, installation of an automated truck wash rack shall be uh shall be completed in order to prevent sediment trackout onto the streets and prior to sight disturbance permit renewal, Puitwood Farm Road shall be inspected with any damage re any damage reasonably assumed to be from truck traffic to to and from the site shall be repaired. These are included in
more detail in the material and in the draft ordinance as well. the I've got the site plan that was submitted. Again, this is the this is the portion of the property we're talking about. I included these pictures in the previous slide uh previous application. This is the area we're talking about in which there would be um filling and then the storm water is addressed through um sloping perimeter sloping and drainage swailes all of which would require approval from the levy district and MSD as well. I'll try to summarize it, but the applicant might be able to explain it more detail. They have shown proposed phasing. So the eastern side as shown on this plan would be phase is the proposed phase one and then although it's not in this property the the area we just talked about in the resoning if that is re if that is reszone to M1 their intent would be to pursue an amendment to the special use permit. I don't want to get into too many details but then eventually where the buildings are and some of the storage that would be the final phase. Um and and again I think the applicant would maybe be able to provide more details on that but that's generally the concept. Okay.

as far as what we want to do is we want to help develop the area obviously, but part of the first step of developing it is getting out of the flood plane. Either a by a levy or b by raising it out of the ground. Uh levy is not happening anytime soon. So, this is the most expedient method. Um, and we're going to do it in phases. This the front portion minus the landscape company. There's a landscape company that operates there now and they park their stuff there and then that'll stay there until the whole thing is raised out of the flood plane given future special use permits and then we'll fill that up. Um, I'm currently want to purchase other property in the area to expand that. So, it's an ongoing thing. As far as traffic goes, the other fill sites in the area have a lot of traffic already. I'm not going to add to that traffic. The intention on this front four or five acres or whatever it is um is just to use fill that I generate from my construction company now and we already dump on the Missouri bottom levy or the Missouri bottom dump site. So there's not going to be any more traffic in the general area. There'll be some more traffic on proof of farm road, but it just be my trucks initially and then later on as the other dumps open or close or whatever, we'll fill everything else up. So that's the general plan. No increased traffic for the most part. Proof far proof farm roads pretty rough already. It's going to need to be fixed anyway. So it is what it is at this point. Um, I just uh I attended or I'm ex official on DNR last night and they voted for sign changes for our new Dodge franchise Allstar to St. Louis. Uh, the sign on the front of the building and a new signpole. Why I'm making this comment? Uh, I was very pleased that in the presentation the owner is going to clean the area around where they're going to put up the new pole. But I noticed in the pictures that they provided and this is what I would like us to get involved is that the fence behind that is MODOT but it's in it is falling down and you know we I would love if we could contact MDOT and put us on a fence you know collapsing. So you know the business is trying to do its job and so of course MODOT uh that would make that area cleaned up. So, we want to have the area uh that is our goal to do some uh cleanup and to give the first impression of our city. So, um if if one of the city people can um contact MODOT and take a look at that fence and see if they can put it on their repair of fence list, which I'm sure, but I thought that might help our own business there who is willing to do some responsibility of cleaning up the trash and cleaning up that area. So, I think that would be great. Uh and also, I'd like to, you know, I'm just curious, you know, this has been a while. I don't know if any activity is going on. Uh you know that breakfast cafe that was going to go up up near Hobby Lobby and that uh Bodega that quick trip type operation that was going to be be down there at the um by uh the new circuit uh the new uh
Chick-fil-A. I was wondering if there's any activity and uh if you could make any kind of report or give it to us later. You don't have to do it now. Um, and I just want to wishing all staff and residents a happy new year. Making Bridton the great place to work, play, and live. And that's what I'm hoping we are going up. We're have a lot of positive things that are going to happen in 26. Uh, especially that Marshall's opening up. I'm very excited about that. Thank you, Mayor. So, happy new year or 2026 is our 250th anniversary, also known as a semiquincentennial, which marks our commemorates our Declaration of Independence. So, it's a big year. I know our parade is commemorating that. Lots of celebrations throughout the country. So, a big year ahead. I have a few things I want to mention, and these are tidbits from committees and individuals that I've talked to in residents. Is it possible to post additional welcome to Bridgton signs, particularly in high visibility areas? I know we see them near the airport and some other areas, but they look nice and our neighbors have signs up. So, I would just recommend that we think about posting some additional signs in the area. The I wanted to mention the license process for those of you that haven't used that llama. I came in to register my pet and was given very explicit instructions that I followed to the letter and had no problem at all licensing my dog from home. So, it it's a little bit of a lengthy process. You do have to put a couple of passwords in, but I got very good instruction. So, I wanted to thank the the the welcome desk staff for that because that worked out very well. The another is that I know that we talked about adding ward meetings to the website calendar and I know that the website is undergoing some changes. So I just wanted to bring that up because if you look at the calendar you won't see our W three meeting in January but we will have one and I'm sure those will be added. So I do also want to mention we talked about the audit and and authorized funds to pay for this year's audit. I do want to bring up comments that I made a few months ago about following up on monthly financials and also some of the recommendations that we have received not just this past year but in years
past. So I'm asking staff to look into that and to give us an update on remedies and addressing some of those concerns or recommendations. Congrats to Bridget. I think this is your fourth is this your fourth month maybe? Yes.

Also, I do have a question that not for discussion now, but I would like perhaps if the idea of interior inspections has come up for homes, uh particularly at at the point of sale a few times and we've talked about exterior inspections that we've that we've created a an or a bill an ordinance for. And I wanted to ask if we could understand what the interior inspection process is for rental properties when a tenant changes just so we have that information. I think that would be helpful. We don't have to discuss it tonight, but if we could understand that, I think that would be helpful because the idea of interior inspections has come up at the Cove meetings and also at the economic development advisory commission. The I don't know who to address this to necessarily or who can comment on this, but um, the Mallister sign on St. Charles Rock Road, that sign has been out for a really, really long time. So, I'm curious as to uh if someone is going to talk to management or how that would go about for them to fix it. Um and then also for code enforcement, is there an order of priority? I have um residents that repeatedly ask about properties uh of concern that are not being taken care of. So, is there an order of priority that we do look at these things? I know we don't have an immense amount of staffing that would address these code enforcement um laws but or ordinances but h how do we go about getting those things fixed because it's not fair to the property owners that do take care of their properties to have to look at some of these areas their neighbors areas that are just dilapitated or just not being taken care of. So I'd like somebody to answer that question for me please. And um also, Chief, I would like a staffing update when it comes uh time for you to speak. Thank you.

Just uh, one quick announcement. Um, on Monday the 12th, next Monday, we'll be honoring uh, Officer Scott Armstrong who was killed in the line of duty on uh, January 12th of 2005. It'll be the 21st anniversary. Um, everybody's invited. I think I sent the emails out to all of the council and commission. So, uh, we'd love to see it here to, um, honor Scott. Um, just real quick on the staffing update. So, we currently have 46 officers on the street. We have, uh, one cadet in the academy and then one cadet that's uh, slated to start on the 20th and we have interviews ongoing uh, with applicants. So, we're moving forward and have seen an increase in applications coming in. Um, a lot of them are brand new, so they have to be sent to the academy. Uh, but we do have the one in the St. Louis, uh, county municipal police academy. He's slated to graduate in June, uh, from the class then. So, that's the update. Thank you.

Okay. Okay. The senior office is again partnering with AARP this year uh to provide tax assistance to seniors. Uh they'll start scheduling appointments through the senior office on January 14th and the first appointment will be February 4th and that program runs through April 8th. That'll be the last day of appointments. Um and that's 8:30 a.m. to 2:00 p.m. at the rec center on Wednesdays. Um believe council member Saitel assist with that program as well. So, um, also the BMAC concession stand renovation is progressing, uh, quickly. The new exterior wall with the new windows is up and complete. Looks really nice. Uh, the drywall and interior painting is done. Uh, the new exterior entries look really nice. Those are done. And the floor work is, uh, slated to begin later this week.

And the previous record was around 28 28,200. So almost 3,000 more. So record breaker. Congratulations. Thanks. And that was back in 2013, I believe. All right. uh the mayor's report. I guess I'll kind of address uh some of the comments that people have been uh wishing me uh happy retirement. So, yes, I did close December 31st on my uh my business. Um a gentleman here in Bridton by the name of Lee Hamilton. He's a CPA. He lives on Mella Ward 3. Um 45 years old. uh he purchased my client uh list and also he purchased my office condo on McKelby Road. Uh I'm third generation owner of the business. I basically became the third generation owner in 2013 after my father had passed away. My paternal grandmother started the business in 1946. Originally she would rent uh space just during tax season um on the rock road somewhere. At one time in the early years, she had an office uh space at um Woodson on the Rock Road. Uh there's a little used car dealership there, but she rented space there. And then about a block further west from there, um there was a welding shop. She rented space in there uh a few years. And then finally out to Bridton, uh the building is still there. Barrel Blends occupies the building. Um, at that time when she was there, the original Pattonville Fire Protection District, which started out as a VA volunteer fire protection district, had engine house number one there. And uh, they had an old fire engine sitting in back. I would go out and play on the fire engine as a kid. And I guess I basically started working uh as a a child labor at 5 years old. Uh, back in in the 60s. Uh people used to smoke quite a bit and was allowed indoors. Uh we had uh the big metal uh ashtrays that had sand in the top of
them. I was given the task of taking a strainer and uh uh straining out the cigarette butts out of the trash can at 5 years old. But uh don't tell anybody. But anyway, uh the business continued to uh uh be located during tax season and a few other places going east from there.
Uh if you remember Grandpa Pigeons across the street from there, there was a little office complex and uh it was located in there for a few years until 1972 when my father took over the business uh permanently and rented space on Cypress Road. Um, the building's still there, the lettering's still on there, and we rented there for 43 years. At which time after my father passed away, I decided I didn't want to pay rent anymore. So, I purchased an office condo um in the uh one-story office building up here at Northwest Professional Condo Building, kind of diagonal from the county library. Um, but u it's been a good run for me. I decided I wanted to enjoy a little bit uh more of life and also spend more time here at city hall um helping Kevin uh so he's been made aware of that. But anyway, we work well together. We got some good projects coming up this year u for the for the city
and uh if they come about, it's going to be great great for us and and great for the residents. Uh, continuing on with my report, happy new year to all. I received a thank you card uh from the uh family of Don Demsky who was um Bill Demsky's father passed away uh late last fall thanking the city for the peace lily sent in sympathy of his passing. If if you uh missed missed it in one of the Patentville School District highlight uh newsletters last year, one of our very own residents, Mike Sanderman, was recognized during an award ceremony for 10 years of service as a Oasis tutor, which is a group of senior volunteers that work one-on-one with elementary age children on reading, writing, and communication skills. Congratulations to Mr. Sanderman, Mr. Peterson, inspectors Clint Morrison and Bill Oliver, and myself met with the new owner management company of Cypress Village Apartments yesterday. Mr. Pearl Muter, owner of Aurorex Equities, Inc. has indicated that any and all violations, including health and safety issues, will all be mitigated by April the 6th. He was told that if they weren't, the summones will begin shortly thereafter. Just want to let council know what's going on there. My mayor Monday video took place uh at uh the new Circle K on Monday. If you haven't viewed it yet, please take a look. Um I will also inform u council members of
any planned open house that will be pl uh taking place there. I want to thank Tim Branicki II who is the auxiliary member of economic development advisory commission for his presentation last night regarding the 2025 Bridton home sales versus 2024. I believe he also provided councel earlier today uh this report along with his sales report for Bridton December home sales. Average home sale prices in 2025 were $270,000, 9,000 less than 2024. The median listing price of Bridton listings was $2699, which is $2,600 less than 2024. And the average days on the market for 2025 Bridton home sales was 14. And that's 9 days less than 2024. The average I'm sorry that's nine days more than the average uh for 2024. The average square feet of the home sold in 2025 was 1832, about 59 square ft less than 2024. All good information. Tim is confident and hopeful that the 2026 average home sale prices will be near $300,000. Tim also reported a commercial building sale on Bridgeland Drive that sold for $1,350,000. Just a comment, keep Richton property values high, will help ensure a viable community. I placed the uh EDAX list of goals, which they developed last summer on the uh DAS for you. Almost all their short-term goals were accomplished last year. During their first meeting last night, they decided to start working on soliciting additional information regarding social media contractors. Findings will be discussed at the next meeting. They have asked me to talk with
the business and community partnership council subcommittee um council member Wesley to see if some of the members might be able to attend the next economic development commission meeting which is February 3rd at 6 p.m. in order to work on existing business uh questionnaire. Make sure that you receive the correct calendar for the street and uh the residents that live north of Highway 70 should have a calendar that reflects Mondays for their trash pickup day. And the residents that lives south of Highway 70 should have a magnet that reflects Tuesdays as their pickup day. The winter banner was printed and mailed um it's mailed quarterly. And as far as doing interior inspections, I'm in favor in favor of that. Mr. Brandicki said it would only be about eight a month. So we need to determine if we have the current staff that's available to do that about two a week. If not, there's an option to uh contract with St. Louis County to do the interior home inspections. There is a cost involved with that. I'm not sure if that would be something that the homeowner selling the property or the buyer would pay for or if the city would have to get involved in in help covering that cost. But that's something we can discuss. Um, and of course it's a council decision whether you would want to move forward with um actually uh coming up with an ordinance for interior home inspections on the sale of residential homes.
