City Council - Regular Meeting

Greetings, friends. City Manager Wilson Hooper here with a preview of next Monday's Brevard City Council meeting. The meeting will begin with the presentation of a key to the city to Carolyn Lamond Winchester. Mrs. Winchester is about to celebrate her 100th birthday, and she's got a record of community contributions nearly that long. In addition to the key, her birthday of August 9th will be recognized as Carolyn Lamond Winchester Day in the city of Brevard. Next, the council will recognize Howie Granite for his six years of service on the Parks, Trails, and Recreation Committee, but also for the significant role he played in the expansion of Bracken Preserve. After that, the ceremonial oath of office will be administered to BPD's newest officer, Joshua Norton. Next on the agenda will be public comments, where members of the general public are offered three minutes to address the council on a topic of their choosing. After that, the council will be asked to take a series of ministerial actions. approving the July 2026 tax releases, and approving a series of committee minutes. Council will then take up the items from the three public hearings at the last meeting. First, changes to our Unified Development Ordinance governing site triangles. Second, updates to our Unified Development Ordinance and Code of Ordinances governing stormwater infrastructure and new developments. And third, amending the code of ordinances to make certain offenses such as public alcohol consumption, loitering, and trespassing on city properties misdemeanors rather than civil penalties. Next, council will be asked to take up three items of new business. The first will be to consider a staff proposal to establish a municipal service district task force. This ad hoc committee will be charged with fulfilling the obligations we have under state law to periodically review the services we provide to our downtown taxing district and If we choose to use a third-party vendor to provide those services, as we do now, prepare the criteria for the selection of that vendor. After that, council will be asked to discuss making a public request to Transylvania County to consider conveying the old courthouse to us for use as our city hall. As you probably know, Transylvania County is about to break ground on the construction of a new courthouse facility on Morris Road. While at the same time, we are starting to assess our space needs. as the current city hall is aging pretty quickly and has limited space the old courthouse is an intriguing option for us and we're hoping that our colleagues at the county will consider working with us to assess whether this idea is feasible finally council will be asked to accept the finance human resources and citizen appointment committee's recommendation to appoint shanna powell to a three-year term on the parks trails and recreation committee As always, all the same information that we send to council is available with the link below.
