I'm here to be a really short agenda review.

We can go ahead and get started. So, uh,

Well, the consensus on everything, basically, right? Yep, pretty much. So this is my time to add all kinds of stuff.

Oh, yeah. We can just fill the future agenda items up.

All right, guys, help me brainstorm. What do we need to do?

Item three a this Commission meeting is going to start at 530 as opposed to six and that's for you guys to conduct the. First reading of the amendment to the comprehensive plan and that's obviously the updates in the revisions that we spoke about previously. So. We're going to be meeting 30 minutes prior. Amanda, will the consultant be there as well?

The consultant will be there. Right now, the plan is for me to do the presentation though. We've also distributed the goals, objectives, and policies as well as an executive summary that summarizes the themes of the changes throughout the amendments.

Did you already send all the executive summary to all the elected officials?

Yes. Yes, sir.

All right. Thank you, ma'am. We have no announcements this time. Public audience is now five. So you're going to see this agenda is a little different based on the fact that we put the comprehensive plan as three. So we're doing this as.

We're starting the meeting at 530 and we're just rolling straight from the comprehensive plan into the regular agenda. Is that what we're doing?

Yeah, because we thought you got you guys were going to have some dialogue in reference to the comprehensive plan. That's why we allocated about 30 minutes.

Yeah, I know that's fine. I just want to make sure we don't have to like take a break and restart and do all that crazy stuff like we have to do when we do joint meetings. I just want to make sure it just rolls right in.

OK, perfect.

The one different tweak about that item, though, is you will be voting on it twice. You have to vote on it once as the local planning authority and then once as the city commission.

I think Commissioner Kelly, you got one advisory board appointments and we have two that have been tabled. You have a CRA advisory board appointment and it looks like Ronald Brito. Or Andrew Rachel.

OK, I'll look. I'll make sure I look at that.

So you have two two two applicants. I don't know if we have any alternates. Maybe one can be an alternate.

It doesn't look like there's any spots for an alternate or there. Yeah, it doesn't.

Yeah, I don't. I don't think there is either. I think it's just essentially I think is this. These two are both vying for a position for the bacon. Yep.

All right, Andrew, that's good. So, consent agenda, the 1st, 2 items is about 36,000 dollars in grants that the library received 1 technology grant, or both are technology grants. My apologies and another 1 is a, an agreement. between the city of Boynton Beach and Palm Beach County for swimming lessons through the Drowning Prevention Coalition. And that's gonna run for a three-year term and that's reimbursable to the city as well. I wanna say it's $60 per lesson.

Okay, and what are we doing to advertise that? I mean, as you know, we've had some incidents recently, they're avoidable with swim lessons. So what are we doing to really push that forward to the community?

What I can do is I can get with Marvelous, and she can work with Sheila to see if we can push it. And I know they also have Justin as well, to where we can kind of maybe run it not only maybe on our public safety, because it kind of is going to be a conduit through all aspects, public safety, parks and rec in the city to kind of promote it.

Yeah, OK, perfect. I just want to make sure the word gets out and and that it's being utilized, because this is a. A very important need for our community so. Thank you, I'm glad we're doing that.

So on a consent bids and purchases, the first two items are essentially amendments and their increases to the. to the amounts that we already had budgeted and approved. And this is because certain shortcomings were identified by our procurement director, Andrew Rzdowski. So specifically B, we're adding $27,000 worth of carpet cleaning over at the golf course. And there are some other add ons as well involved in that. So that was part of the increase. 8C, This is Gulfstream and this is the water main improvements as well as the paving. I can tell you Gulfstream is definitely one of our. Yeah, I was like anybody that drives over their own Gulfstream knows exactly what it's like. Not only do you get to cross the FEC and the railroad tracks, it's like a permanent railroad track crossing so.

So what's the so have we tried for any grants on this project or? Andrew, we tried for to get grants or any funding partnerships on this project.

We got a partnership with Delray. They're going to be partially funding this project.

That's correct. They're paying 50% of the cost for the beautification, the painting that the road is split down the middle half of Delray and half in Wayne.

Okay. We're not doing any like transportation things where we could get the MPO involved in this one, right?

Not this one. The time it's taking in the series, it just didn't work out because of the ILA with Del Rey. So the timing was a little tough to get into this rotation.

Yeah, no, I get it. I know we have to plan out for those MPO grants because the funding is usually in five-year plans. So just checking. All right. Thank you.

And Commissioner Kelly, Dan, the water main portion of it is being funded by Gulfstream because it's for their benefit.

Perfect. Okay. Good. All right.

Okay, so D is going to be a heart of Boynton project. This is just essentially awarding the RFP to a project management services, or I'm sorry, approving the final rankings. How many total made the RFP? Is Andrew on?

Yeah, so there's three. We're short-distancing three, and we're asking to negotiate with the top-ranked firms.

OK, alright, and that's about a $280,000 contract and it's all grant funded so. Perfect, OK. B it's going to be both our command counseling approval, which is 157,000 and also our computer equipment services, which are 750,000.

Oh, did he? So this got tabled at the last meeting. Dan, did you? I think you wanted to talk to both the departments before that push through to do. Is there anything as far as the counseling goes?

Yeah, I got with both Chief Bruder and also Chief DiGiulio, and they were able to come up with quite a bit of savings on the fleet side of things, which One of the commissioners had brought up they want to bring up a discussion at the next Commission meeting, so I'll let them do that. Essentially, it's going to revolve around the public safety pay raises and things of that nature. And just to make sure that we can incorporate those with making cuts because we didn't provide clarity at enough clarity at the budget workshop, so that'll probably be brought up. But yeah, in the event property tax legislation passes in November, we're going to definitely be looking at slimming down a lot of these costs and service redundancies that we have. So I'll be looking at some of those. But this year, both the chiefs were able to come up with savings that we were able to retain.

Cover that contract?

Is that being, are we maxing, and maybe Chief Bruder can talk about this, are we utilizing the full contract? Are we, basically, are we getting our money's worth out of that? Or are we seeing that because of the peer counseling aspect, we're, I just am wanting to know what we're, if we are using that service up.

Good evening, everyone. Hugh Bruder here. Yeah, in fact, both departments are utilizing, pardon me, command counseling on a regular basis. In fact, some of our folks have had to get some pretty significant stuff, but it's worked out very, very well. It's kept families together, kept firefighters at work. So I think in the long run, it's a great program.

Yeah, no, I agree. I just want to make sure that we're actually, you know, when we have a contract, I mean, it's not a lot of money, but when we're talking about, you know, the issues, this is certainly not the time to get rid of counseling services for our first responders is when we're in a financial, you know, crunch. But I just want to make sure that we're actually, you know, utilizing the services. So I'm not just paying for a contract. I'm not using it. So.

Yeah, absolutely. We wouldn't allow that to occur. And in terms of redundancy, you know, the types of services that are out there just don't compare, you know, in terms of a behavioral health manager component is extremely costly on top of the sessions and the mental health education as well. So you're really getting, you know, a lot for that. And we're getting folks on 24 hour. I mean, When we have an incident, we have therapists there super quick. We've got a big, healthy peer support team. We're going to be helping PD get theirs up to snuff. And they have one, but we're going to help the chief of police get his where it needs to be. But it's a great program. And we're appreciative of the city manager for allowing us to find those savings to keep it because it is crucial for our first responders.

Okay, good. Perfect. No, I agree. I think it's an important program. So thank you.

So, no city manager report essentially. The budget workshop was a city manager's report the regular agenda. We got a couple of items. A lot of these are all 2nd readings with no changes to them. I'm going to highlight the specific ones that are going to have some questions to it. So we do have a. confirmation of the appointment of Adam Temple as deputy. Man, this kind of coincides with him undertaking also the CRA side of the table. That put things in perspective. Boca has three deputy city managers. This is not by no means undermining what Andrew is doing or anything. It's just essentially adding Adam.

to that signature authority. Correct.

Adam deserved it.

Adam absolutely deserved it.

You guys both bust your butts. I talked to both of you guys on a regular basis before 8 a.m. You guys are great.

I couldn't have a better counterpart. I couldn't do this job without Adam.

No, you guys are both True assets to the city, so I'm needed that. Yep.

Thank you. Yeah, it definitely will deserve. So, and this is being as a charter officer position. I need confirmation from the commission.

Um. 10b this is going back to if you remember the last the last time as far as like moving some of these discussions and then getting direction from the commission on the discussion for the future agenda of how we can form these beautification boards and some of the different future agenda items um so 10c this is essentially approving a declaration of a restrictive covenant for boynton forest This is to put the to go beyond what the deed restrictions on the one parcel is to essentially create the restrictive covenant. So it would take a unanimous board vote to lift that restrictive covenant to develop those parcels in the future.

And one thing I'd like to mention on that restrictive covenant, I worked with the attorneys. We proposed in language in there that would allow the city to add a lift station somewhere within that corridor. Obviously, I think it's to the city's benefit if we can add a sewer lift station there too, because we're going to have to provide sewer to the proposed project that they're doing. But if we do do a lift station there, if we do it closer to the street, we could then add sewer for those septic users on that street east of Nichols. So it's just future planning. So I just want to make sure that the commission knew that that's in there, that they go and when they get the chance to read the restrictive covenants.

Okay, perfect. And then, so we'll be providing, so are they, is the new developer also, would they contribute to the construction of the lift station or is that solely on our?

That's my whole thing I was about to ask, Andrew, being that that developer is doing a development, is he paying for this lift station? At least he would. Yes, sir. Correct.

Yeah, that's correct. So we would so they would even have to pay us for an easement or some kind of thing if we're going to put it on our property. So but if they do do it, what we would do is participate with the construction to make it a little bit deeper, depending how deep they need it so that we could then extend sewer up and down the streets east of Nichols in the future. If if Nichols ever if we can ever get them because there are a lot of them on set, they're all in septic tanks.

Right. Well, you know, and I mentioned this to Poonam, and I still owe her the information. I'll copy you on the information, Andrew, too, but I was at my League of Cities meeting, and there was a presentation from the Lake Worth Lagoon, and they have a grant program that does that, you know, the septic to sewer conversion grant program, and so this might be a great opportunity where, you know, where those residents are not going to have to necessarily fully come out of pocket for that, you know, for those conversions. So I think we should look at that for sure. And I think that application process closes in the next month, you know, a couple months.

Okay. Full disclosure, those are county residents. They're just our water customers.

Right. That's why, I mean, if we can get a grant that we'll pay for it and we're not, you know, I mean, I, I under, you know, I know that they're County residents, but you know, if, if, uh, no, it makes sense.

It's a great program. So we'll definitely look at it, please send it. And, um, that'd be a great asset, uh, to get that converted. You know, there's a lot of, a lot of look, we looked at it before and it was just, there was nothing there at the time. So.

Yeah, no. And I think it's a benefit for them. It's a benefit for us to, you know, not have those old septic tanks sitting there too. So, yep. Okay. I'll send that information on.

perfect and then just reach out to them she was um super helpful during the meeting and said you know just call us if you have any sort of water projects we'll see what we can because i know boynton hasn't gotten any of this any of this grant funds for you know they're not on the five-year plan so i want to make sure that any opportunity we have to um especially for water quality and and our water you know to utilize those funds so She said to call, too, if it didn't seem like it fit the box perfectly, and they'll see if it works.

So moving on. So all of these are second readings and nothing changed. But what I will bring your attention to is H, which is the major site plan modification for Pence Park. Can you bring up the plan, Andrew?

You just highlight the. OK.

The roadway, highlight the roadway abandonment of Southeast 3rd Street and also highlight the basketball court and the misters.

Okay, right here's where the mouse is going here. That's where the road's being abandoned. So now that's where we're getting close to the tracks where we actually have the fence in here like we had talked about before.

Yeah.

Where we have this fence, this is all fenced in. And then right here's where the misters are here where you can see the playground under here. You have the misters here. And then this is where we converted the one pickleball court or the second pickleball court to a basketball half court.

Okay. Perfect. And is that the, the basketball half court, is that like a kind of a multi-use court? So, I mean, I know it'll get used for basketball, but I'm just, if there's, I mean, anyone can just use the court, sure, right?

Yeah, so we could even look at, you know, we could even put temporary pickleball nets out there if it's not being for basketball, which is one of the cool things about converting it over to basketball. So we have options there.

Right, like during the day, you know, early in the morning when you have, you know, people who want to play pickleball that aren't, you know, kids that want to play basketball, then we have that opportunity to utilize, you know, all the courts.

Okay, perfect. Yep, for sure.

Great. No, I think it looks great. I'm excited about it. It's so much needed, that park. It's our oldest park in the city. I don't know how anyone can say that's not an improvement to what's there because they have not been to that park recently if they think that that's a bad thing at all.

Yeah. We're excited to see it happen, for sure. We've been planning it for, it's been, this is probably going on four years. or more. Yeah.

Yeah. I is just the second reading. Nothing's changed. That's just essentially some of those contracts and agreements, like perfect example would be foresee on consent with the contract agreement between the county and the city, you would you guys wouldn't see stuff I had on the agenda anymore.

Right? Yep. No, I'm good with that.

Any questions regarding the future agenda items?

We did just note that we did put a date to the item about the task force updates. I talked to Adam. He said that he'd like to see that brought forward for discussion in second meeting in August.

Okay, perfect. And then are we having, is the one about the beautification team, is that just for discussion or are there options that are being provided by the city?

At this point, this is going to be discussion amongst the board and the commission. And then once we get some kind of direction of what you guys would like to see, then we can bring back what those options look like. I think staff may have some They had knowledge on it that can help participate within the discussion for sure, though.
