either. So, and then I don't I don't see Vice Mayor on. Well, go ahead and send them resend them the link. All right. Resend the link and I'll uh I haven't heard any correspondence though from the um the vice mayor. So, we'll go and get started, guys. Um go ahead and go ahead and scroll down. Are we recording? Charles, are we recording? Yes, we're recording.
All right. All right. So, uh, we start with, uh, 3A, flag planning, Memorial Day ceremony. That's, uh, self-explanatory. It's going to happen at 8 a.m. Friday, May 22nd at the Boy Beach Memorial Park, 1611 South Serest Boulevard. Um, we have the annual Memorial Day veteran ceremony hosted by the Boon Beach Veterans Task Force in the city of Boon Beach. That's scheduled for 2 p.m. Sunday, May 24th at the Boon Memorial Park, which is 1611 South Serest and it's free and open to the public. Four public audience. Five is uh two advisory board appointments. Andrew, what two advisory? I know there's one board, but there's two appointments. And who? I know it's the mayor and Cruz that has them. Commissioner Cruz.
Building Board of Adjustments and Appeals.
The Building Board of Adjustments and Appeals. Okay. So, Mayor, you got one of those appointments and then Commissioner Cruz has another. Um, go to consent. Can you can you pull the applicants up real quick? You have Gary Swanson. And is he going to need a waiver? Cuz that that Okay. 2718 Southwest Fifth Street. That's in the uh city. That's Michael Kasowl. The other person didn't look like they're a resident of the city. go back to the other um Swanson
and go to his address. I think this board is it's okay for them not to be in the city as long as they have a business. I think Okay. Because it said he lives in Yeah, it says he lives have to have a specialty, but he has a master certification in one of his specialties. Okay. All right. Is what it looks like. Okay. So, Gary Swanson certification.
He's not a uh he's not a resident city, but he does have a master certification. So, what I'm gathering is this board, they can live outside the city. So, Gary Swanson is the first one, mayor. And then the second one, I want to say, is Michael Cassau. Got it. All right. We'll verify all that tomorrow and make sure if there's any adjustments, we'll look at it then.
Okay. Thank you. All right, let's go ahead and start on consent. So, 6A is going to be agreement with Palm Beach County for the EMS grant. This is an annualized grant. Um, and it's authorized under chapter 401 of Florida State statute to dispense EMS trust fund monies. I want to say it's 45% and it's a divvy up whenever the county gets it amongst municipalities. 6B is going to be a licensing agreement with the DOJ FBI for the use of city-owned property at 515 Northwest 14th Court. Rolling Green for installation and operation communications equipment on the city's new tower. They had their equipment on our old tower, but we subsequently replace that tower, so they're putting their equipment back on. And this is the uh approval of the licensing agreement for that installation. 6C is the approval of a landscape maintenance uh MM OA between city of Buen Beach, state of Florida or uh FOT for the landscape irrigation decorative hardscape but F dot and right away we don't uh developers can't enter into an direct agreement with FDOT. So they enter into an agreement with the city enters into an agreement with FOT. Um, and that's uh um standard practice across uh across any F dot roadway. There's one with a 500 ocean and there's also going to be one with the Pierce as well. 6D is going to be proposed resolution to ratify the city's application for fiscal year 2526 and this grant is our 287G initiatives. Um, and essentially what that is is any sort of uh uh translation that's needed with our
body cam footage. Um, that is required for us to actually do um transcribing of those um the the dialogue that's caught on our body cams. That grant's going to help with that. So there's a couple of different grants that are with our 287G program that's being afforded to us. So we're taking full advantage of that and this one's in the amount of 1.3 million. So it's a definitely definitely a good thing. Uh 6E is approve and authorize a police department to apply for fiscal year 2025 presidential resident protection assistance. Self-explanatory. Um sometimes we have uh officers who are tasked with protection uh presidential protection and that's going to be federal uh reimbursement dollars to the city. Um at 6F is commission meeting minutes. Go ahead and go to uh consent bids and purchases 7 A. All right. 7A is going to be approval of professional services contract for GIS consultant with Canopy Mapping for an amount not to exceed 150,000. This is a blanket PO up to 150,000. Currently, we have two GIS consultants. We need probably about two to three more positions and this is going to offset that shortage. Um 7B is going to be uh approving a single source professional service agreement with Hartman Consultants for util utility management consulting services to provide a valuation report for waste wastewater reclaimed water facilities in the amount not to exceed 75,000. Um what this is doing, mayor, is this is providing evaluation of our utility. Uh and that's going to be um on the city's manager report. I'll go a little bit further in depth on it. Uh 7C is a piggyback agreement between the
city and Home Depot for the purchase and maintenance, repair, and operating um supplies. Uh citywide with annual annual expenditure not to exceed 210,000. blanket PO if we need anything from Home Depot that's mission essential throughout the year. That's what we use. Uh 8A there are no changes and 8B there are no changes and both of those are second readings. So 8B is the uh cemetery. Um that's uh essentially the transfer reseller cemetery plots. prohibiting that via ordinance. So 9A um I would like to move from 9A up to 3B underneath the presentation. So I want to frontload the city manager report on the agenda. Mayor um just just to get that out so the public will be able to also comment on that because it's a fairly um comprehensive detailed presentation. It's going to go over eight different areas. Uh, let me see if I can find the actual areas that that way I can tell you exactly what they are. So, it's going to go over the fire rescue merger. It's going to go over the utility transfer. It's going to go over property tax bills. It's going to go over pension reform. It's going to go over CRA restructuring. It's going to go over our millage rate reduction, the creation of a municipal endowment fund, and also a land acquisition aspect with the city. Um, and then 10 is art and public places and nonprofit development. Uh, that is a commission. Commissioner Kelly requested that. Uh, what was that in relation to, Andrew?
That's a waiver for nonprofits for participation in a public arts and public places program. Okay. Can we put on the city manager report on the presentation of transformative city initiatives? This was com um Vice Mayor Turkin's request for macrolevel um tax uh changes or macrolevel I can't remember what he said. Macrolevel taxation initiatives. Yep. Can we just make that change on the actual titling? Remember what future I don't know what future agenda item that was. I got it from last time. I got it.
Okay. Okay. Thank you, sir. And that's pretty much it. Mayor, is there anything else? No.
Yeah. Yeah. No problem. No problem. Um, does any staff members have any questions for the mayor or any or me? We are going to add an announcement um for entire amnesty week and that'll get added tomorrow and we're going to republish. Okay. Sometime tomorrow. So, for the entire amnesty week. Yes. Okay. All right. Thank you guys. Appreciate you. Oh, Dan. Dan, real quick. Yeah. Um, I would like to add on here discussion of the legislative break for the summer. I'm going to add that, too. Okay. Yeah, you can add discussion legislative break. Um, where do you want to add that at? I'll put it on regular agenda.
Regular. Okay. Add it as 10b. Did you hear that, mayor? Yeah, we lost the last time we left. Correct. That's the consensus as I remember also. Yeah. Second meeting in Jan the July first meeting August is what we had talked about. Yep. Okay. Okay. Uh first meeting in August is going to be August 4th and July 21st
and July 21st. So we won't have another meeting. So you won't have a meeting from August 18th all the way to July August July 7th. July 7th to August 18th. So over a month. July 8th 9th we have budget workshops and then they'll have a CRA meeting on the 14th of July. Okay. All right. Perfect. Okay. All right guys. Bye.
