Uh did a town hall with the mayor and we went over a lot of those. I think we've also put out signs um in the city as well as utilizing our social media to make sure that uh the residents know there are referendum items. Even though both district 2 and district 4's uh commission uh races, they were unopposed. So, both uh Commissioner Kelly and also um Commissioner Elect Mccrae, they'll be taking office March 23rd. Uh and there'll be a um there'll be a slight reception about an hour before the uh commission um the commission meeting starts on uh March 23rd. All right. So, scroll down, Andrew. All right. Good evening, Commissioner Turken and uh city manager Dan Duggar and uh everyone else. Uh basically what we are doing here was we have to update our hydraulic models for water and waste water. They haven't been updated for almost 10 years. And uh these hydraulic models are what are used to see whether we have enough capacity if we need to upsize uh any pipes and do our lift stations what kind of uh capacity do they have flow capa flow for each of these kind of uh um systems. So we had gone out and uh started this project. We always wanted to make sure that we when we did this project that we had we did a comprehensive uh job with it but there were some things that uh we knew there were gaps in the data and GIS. So we've been working last year year and a half in really fixing those gaps and I'll give kudos to um our staff especially Colin um who's been working really hard in getting these gaps uh kind of fixed and then all the field people who've been bringing all the information in. And we knew once we fix those gaps, we may be able to up up upgrade some of the information in the update some of the information in the hydraulic model and run some scenarios. So this 100,000 that

we are requesting is to be able to do some of those things that initially we weren't sure we could do it. We also wanted to make sure that we would not go beyond 500,000 on this project because it's a GES consultant that we using and so we wanted to finish the things and know where we landed with money and figure out if we could do some more things to really get a very good handle of our um how the hydraulics of uh water and waste water is. I can answer I can give more details but I didn't want to take up too much time. Thanks Dr. Calcott. Sure. So uh C is uh basically requesting an increase uh of annual expenditure for our meter services. So in uh May of 2025, we had come to the commission to ask for an increase uh of annual expenditure up to 1.5 million. I think the mistake we made was it was supposed to cover until end of September for that fiscal year, but not what the annual expense was going to be. So when we came back and sat down and looked at what the needs are, we have around 2.4 4 million that we have uh uh in our CIP budget for changing these meters out and we are trying to accelerate that. We also have uh our operational budget needs that are over um close to 300,000 uh and we we also had to go back with procurement and look at what kind of things needed to be changed in this contract so we could really work through uh how the change out needs to happen. Additionally, we are uh trying to change out uh and actually implement some of the dual check valves throughout our system. All of those costs uh will add up to be in that range. It's um we it should be less than this and it's 4 million, but we didn't uh want to have to come back to commission. So we thought through everything went uh on uh kind of like sat down with procurement and looked at how our contract needed to be amended and so we're coming back with this request. If there are specific questions again I can answer more in detail. If you want a presentation I can do a presentation on Tuesday.

All righty. Thank you Dr. Kcott. So B is essentially we're switching over from just doing um multiple different purchasing orders of rental equipment to a blanket PO and we're budgeting $150,000 a year for it and that's events related. Uh Drew, you said you want to table this item. Yes, sir.

Okay. So there's a request to table D. However, we don't have quorum. Well, so actually what we're going to do is not table it. We're going to remove it that staff is going to remove it from the agenda. We'll bring it back on the 23rd. Um when we originally did this item, we um this is related to the ERP and the extraction of the data from our our legacy system, the AS400. Uh initially we had budgeted 300 or they had estimate for 300 hours of time. Um that was the initial estimate. We knew that we would go over that. Um we did one change order for 80 hours. Um brought us up to 380. They're now getting further and deeper into it and they're bringing back some additional hours. Um and uh when we looked at those hours when staff were looking at hours today, they realized that they're a little bit understated. So we want to go ahead and pull this back and get the real number so we know exactly what that to finish the project would be, at least their best estimate. And then we're going to bring bring this on the 23rd. So, this will go up, but we're hoping that we'll, you know, it should be the last time. It shouldn't have to be be going back and forth.

Yes. Good evening, everyone. Um, we have 10 public hearing items. It seems overwhelming, but it's actually only one item and then there's two projects that we'll review. So, item A is the second reading of the um the community design appeal revision to the code amendment. Uh, if you remember the backstory to this is about um refining and streamlining our development process. This was put on the back burner for quite some time. time it actually originated um when we had um a business coming in. I think the name of it was American Plastics that was brought in um and when they came in they had a very minor project but they had a community design appeal to put a metal building up and because of that we had to take them through the full development process. So this would streamline allow community design appeals um with administrative reviews be done administratively and ones with city commission review go hand in hand with the city commission review. The next four items so item B C D and E are related to the Sarah Sims expansion. Um this is a city project. The first item is the future land use amendment. Um it is currently the expansion area is currently zoned residential and we are changing it to PPGI which is public and private government or institutional. Um the parcel is just under an acre at 94. The second one is the accompanying reszoning. It's currently zoned R2 single family. We are changing the zoning to public use. And then the second two are for the site plan. So D is a variance for a landscape buffer. If you look at the site plan um along the northern edge of the park expansion, there is one hold out, a

single family home that we were not able um to purchase. And by code, you would have to technically build a wall around that entire single family house. Um I think the future goal is that the cemetery one day expand over that house. So we are um recommending approval for the variance for just the wall uh part of the buffer um instead that we will be inputting um a thicker landscaping material around that boundary. The site plan is item E. Um this expansion it almost doubles the size of it. It's actually adding 832 additional plots. Um so that is a big deal. I believe somewhere we are somewhere around 700 plots there on the existing area. So we're we're close to doubling it. Um along with the expansion, there are also associated site improvements including landscape upgrades, fencing upgrades, and they are relocating the current memorial to the upper right corner, the norththeast corner of the site. That's really it for Sarah Sims, unless someone has any questions. Man, I would just mention that we are adding this road through here and then we're also encompassing the road on 9inth Court to be a part of the cemetery. So, that will help uh with some of the b the the funeral processions and stuff uh leaving and entering this area.

Yeah. So, the road to the east is included in the site plan. There's an area you can see that's hatched out um at the very southern end. Um that's actually a phase two expansion that will hold about another 150 160 lots. Um the city has to do a couple of abandonments. I think we have to still figure out ownership of that little triangle in the middle. Um but that would actually kind of complete uh the area once we figure out some ownership issues that we're having in that area. Okay.

All right. So the next items, the next one, two, three, four, five items are connected to a development project located on federal. This project is actually proposed just south of the Jos's projects that we saw come through um in some recent meetings. Um this project is called the hammocks. It is a townhouse project. Um the parcel is currently outside of the city. So the first item, item F is the annexation. Um we are bringing in 0.9 acres of unincorporated territory into the city limits. And then item G and H would be the accompanying future land use amendment and H is the reasoning. So the future land use is going to special high density. Um and then the zoning will be IPUD.

So special high density is the highest density in purely residential zoning districts. It only has a density of 20 units an acre. 20 units an acre. And where is this property? This is 30. This is on federal just south of Jos's. The development is not very dense. They are only providing 10 units.

Hey man, it has a north it it has a north federal address, but it's weird. One of those weird pockets down south. It's actually South Federal going towards Gulfream down where Walmart is. Hold on. There's currently a lot of like small short-term rentals on it. There's a survey in there. There's lots of small little buildings on it right now. And they're looking for an increase in the density.

Well, they are in the county right now. So, they are requesting an annexation into the city to build 10 units. The zoning district is IPUD because of the size of the lot and the accompanying land use is called special high density. Got it. Okay. So, they're just looking to do town homes. It's only 10 units. Yeah. Just the zoning district and the land use. The maximums could allow up to 20, but they are proposing 10 units. 10 town homes. Four fronting federal and then six along the inside building.

That's a great question. So I think we have come to the conclusion that no it's not. But it caused havoc of confusion while Jos's was coming through because while it's not the same owner, I think at one point there was some sort of partnership that they were going to come through together, but this parcel right now is completely separate. There's actually one parcel in between this development and where Jos's the restaurant is going. So there's one lot in between that is less than an acre that is also IPUD that would allow some town home development on it as well. So, it is not the same owner. There is a vacant parcel in between this and Jos's. That parcel is owned by Jos's,

Cuz cuz I remember when we were discussing the the item regarded to the zoning change for the proposed New Jersey site, I think like the concern was live local by changing that zoning. um from whatever it was. Yeah. I'm just I'm just curious to see if like this is a multiaceted play and then these these land owners are going to come in and maybe assemble together and then do a live local. So this one cannot because this is being zoned to residential. Okay.

This is just residential. So this one would not be eligible for live local. Neither is the parcel to the north. So remember we just made that change that removed the marinas allowed districts from IPUD. It was a little bit of a goof in the code. Um that was to ensure that live local could not go in these IPUDs that promote town home development and fe simple ownership along federal. So they won't be able live local.

So, you know, this was added back originally by the mayor uh Mayor Pinsurga and then Commissioner Haye adopted it onto the future agenda. um when we had met with the mayor, he wanted us to go look at throughout the city and see how we could um uh encourage senior affordable housing. So, we did look at that. One of the projects that we are looking at um and there's interest in the development community and that will be the update that I provide is our current existing senior center with the adjacent land that we own plus the land that the CRA owns and the women's club on the on the east side of the federal highway all uh are being looked at potentially as a redevelopment opportunity. um not removing the women's club, but an adaptive reuse of it or lease option to to utilize it. Um and then also rebuilding the current existing senior center there, but integrated into a building that includes senior housing and parking that would be compliant with code. So I do have a presentation. I didn't publish it with it. Um but I do have a presentation that I will provide during the meeting on Tuesday. Tuesday. Awesome. Look forward to it.

There's probably going to be additional organizational restructuring coming coming forward. I think as far as personnel changes, those are complete, but we had a high level executive meeting just like we do every year. And I want to present you guys with a balanced budget, but sometimes we have to restructure the the city as a whole. By no means was it performance related with any of those personnel. And I just want to let you guys know that I did provide a statement to the post. The article will be coming out this weekend. So, we're facing a $4.9 uh million budget deficit right now. And obviously me as a city manager, it's my duty to make sure that you guys are presented with a balanced budget that we can pass. And sometimes those budgets there are they're going to contain personnel uh reductions and sometimes they're going to be shifts in differing departments and things of that nature. So I don't want you guys to be taken off guard about the 4.9 million deficit, but the Chris Prasad, who's the uh the author of this um article coming out, it'll most likely be presented.
