Everyone please stand for the Pledge of Allegiance. I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Now I'll take a roll call. Ms. Davis? Here. Mr. White? I'm here. Mr. Webb? Here. Dr. Chenault? Here. Vice Mayor Coyle? Here. Mr. Stork? Here. Mr. Hageman? Here. We have a full council tonight and we have a quorum. We will now move on. I need to request an agenda amendment. to be added to this agenda?

1:49Speaker 8

I move to amend the agenda to add three items in the new business for the Ennis Street Emergency and Care and to renumber the subsequent items for the .

2:01 – 2:21Speaker 4

Second. I have a motion from Vice Mayor Corral, a second from Councilman Voigt. Is there any discussion? All in favor, raise your hand. Motion passes unanimously. You said under new business, correct?

2:26Speaker 6

Yeah. Okay.

2:38 – 4:34Speaker 4

At this time, we will open the public hearing for the proposed fiscal year 2027 budget and tax rate. At this time, we will open the floor up to public comment. You have three minutes to speak after you identify yourself, give your name and address, and please know that we cannot respond to you. Is there anyone wishing to speak for public comment? Going once, twice. Closing public comment. On the proposed FY27 budget and tax rate, I officially close the public hearing. Now we will move on to item number two, which is the budget amendment public hearing. At this time, I will ask if anybody wishes to speak. There's no one here. I will close public comment. and go ahead and close them. And I will go ahead and close the budget amendment public hearing. We will move on to item number three. Ms. India, would you like to speak to this? This is the NS Street Emergency Repair.

4:36 – 5:29Speaker 2

Sure, thank you Madam Mayor. Before you, you have a memo with the background. As you know, we've been completing various preventative cameraing of our lines throughout town. We've been doing that since last year. The result of one of that investigation and preventative maintenance work discovered a section of sewer line that is in need of immediate repair. On industry, and so we are recommending approval for that emergency repair, hopefully spot repair point repair of that area. And then lining up that area, if possible. Immediately for work that could convince as early as Monday weather permitting and the draft motion included in your packet for consideration and Mr fortune to see if you have any more specific questions pertaining to that item.

5:33Speaker 4

Are there any questions from council at this time to Mr. Fortune? Go ahead, Mr. Hageman. After looking at through the CCTV?

5:48 – 7:09Speaker 7

The governor said some of the lines could be, you have to get this clean up from the Park and Courthouse down to Buckingham Street, go down to Courthouse Lane and see the next three streets. But everything else he said, County Street, he said Chase Street, he said that could be lined up in the community. As far as part of industry so far, could be lined up. But, uh, no, we didn't have a quarter before we got a little bit more. So, we went to the point and try to handle that spot. And we did a spot repair there. I think we're back in 2018. piece of pipe over there and that's, you know, we've got the place to open.

7:12Speaker 1

So, so this issue on this, we found it because we were Cameron, not because we had a complaint on something.

7:20 – 8:06Speaker 7

We had a complaint back, you know. Like, a week before that, you know, we came out and get the line and got it to open up and. In the next stage, and it's backed up again. So, uh. We jetted it again to open it up a little more, and I was like, do it on low pressure. If you do it on high pressure, it's probably going to blow it apart. So it was backed up all the way from there, all the way around to Kennedy Street. It's flowing through very slow right now. But after like 10 o'clock at nighttime, because I've been back at the Lake Fuller, it drains down about 2, 3 o'clock in the morning, and you get here about 8 o'clock in the morning in China. But as soon as everybody starts coming in and using it, it starts backing up again.

8:09Speaker 4

Any other questions from council? Mr. Roy?

8:14 – 8:26Speaker 3

How far is this from the courthouse one that we did not too long ago? And also with the way, I can never remember exactly how it all circles around each other to get down. Is this downstream or upstream from that one?

8:26 – 8:57Speaker 7

It's, uh, actually, we did what I was like, that man who started it for those lane is connected into that man over there comes down in the street and actually enter that man over there. Don't quote. I was like. Oh, yeah, and to tell you the route, everything started in, uh, on chase street right there. If we, uh. That Masonic Hall and call it this way, county street, everything servers around the company industry. All the street stops right there. Justin's all this way.

8:58Speaker 3

How deep is this? 1?

8:59Speaker 7

This 1 is. 8 and a half, 7 and a half and 8 and a half and demand hold in front of the courthouse and then 7 and a half.

9:14 – 9:36Speaker 4

Any other questions from council. Thank you, Mr. Fortune. Do you want us to move to take action on this now or do you want us to take action on all of this at the end?

9:38 – 9:49Speaker 2

No, this item for the emergency sewer line repairs would be appropriate for you to make action or take action on that. Okay. Based on the draft motion on your sheet.

9:53Speaker 4

Then I would like to respectfully ask council to make a motion.

9:59 – 10:48Speaker 1
