Good. Okay. Going to call the GoP meeting of Tuesday, May 5th to order. Uh, Cyclone Nicolopoulos is not able to join us tonight. Uh, we'll begin with public comment. If there's anyone here would like to speak to something not on the agenda, now is the time. Seeing none, we will move on to public hearings. The first is under NHRSA79/D discretionary preservation easement uh on 68 Woodhill Road. Um there was a sidewalk earlier. The basics are there are two structures, a barn and an L. Um there's been significant improvements on the L. The barn pretty much is exactly the same as our race. Um and our assessor has suggested perhaps as we renew this preservation making some changes to what we do. Right now the whole property is at the max um of 70 of it's valued at 25% of its assessed value.
Mhm. Um the assessor who has a note in here um basically said we could maybe consider removing the L from the preservation easement or reducing the overall um percentage. So that's we have to have a public hearing on that. So I will open the public hearing. Uh seeing no speakers we will close the public hearing. So what we need here is a a decision and a decision around what to do there. Um do we know which parts um the assessor has identified the large barn separate from the workshop separate from a connecting building? The connecting building is Ian's informed me is called an L.
Okay. Um the barn is fascinating. Um and the workshop is sort of just a part of that. So those are basically untouched. Okay. Um, they did put up a a fence because they have young children and so the fence does impede the view of the barn from one direction. Um, my preference would be to just remove the L cuz it has new windows. It's not really been preserved in the same way the barn has been preserved. Remove that from the preservation easement and just keep the same percentage on the rest of it. But I'm open to and just for clarity um it's called out as a connecting building here. Yeah.
So just to clarify that so that the connecting building would then be assessed at the 100% value rather than the Yes. Is that what you're saying? Yeah. Okay. With the remaining buildings staying at the staying at the 25% Yes. of full assessment. That would be my preference. is just to make sure I'm understanding where you stand and where the assessing agent stands. Is is there consensus between what you're saying and what the assessing agent is saying? Yeah, the basically assessing agent says something should change. What you change is kind of up to you. Mhm.
Um but in bold it says for those reasons we recommend that the section of the building that connects the house to the larger bar not be included in the discretionary bas and that's what I'm agreeing with. Okay. I'm comfortable making a motion that um is if there's specific language I need to be using please let me know. You just have to appro uh approve approving of the large barn in the workshop at the 25% of the full assessed value and removing the connecting building um from the discretionary easement. So it'll be taxed at full value. I have a motion. Do I have a second?

Thanks for inviting me. I thought I had been able to get off the hook here. It's been a couple of years and you've never had me come in. I wondered if I had bad hygiene or something, but thanks for having me. Uh, I'm happy to report that we uh we are in good state. Uh, we're fully staffed and have been for well over a year. Um, which is outstanding considering the lows that our business has in hiring and keeping staff around and in all aspects around. So, we're super happy with that. We have a phenomenal group of guys that work with us uh and a couple of ladies, too. Um, and I I would hope that you hear around town and I think that it's evident that our product is uh um all because of these folks are are is outstanding. So, um I get letters and notes from all the time from folks around town that have been super happy with our service and uh and that's uh has nothing to do with me. I am the the guy that pushes the paper around and and make sure they show up which is you know so we have a group of folks that are all outstanding and I'm happy to have them. Um to date here January to today we have had 323 calls for service uh which is a little under what we've been averaging over the last year or two um to no uh cause. Um you know these things are are primarily medical about 60% of our business is medical driven um you know uh and has been up to 80 some odd percent depending on the month or depending on the the need. So uh all of our uh our EMS personnel are are getting lots and lots of work. Um 80 calls this past month. Again 60% of that was medical. Um no major incidents which is great. Uh there have been a couple of u more substantial acute uh EMS calls that I won't speak to individually. U but you know really great work was done by these
folks. Um lives were saved. Uh folks are able to maintain lifestyle after some of our uh some of those guys. Don't put me in on that. I don't I stay away from that stuff. Um some of their their actions have really proved to be life-changing for a lot of folks which is outstanding. And it's too bad that you can't share some of the details of the awesome things that they do. Um, but that's kind of against the law. So, we we won't do that. We won't do that.
Um, as far as, you know, uh, updates on equipment and so forth and so on, nothing is broken, which is great, which is in our world is a constant, ever evolving thing, but thanks to the wonderful taxpayers of Bo, we always have great equipment. Uh, that is maintained flawlessly. We have a new fleet manager in town who we've already made contact here after the the the the when Rick has retired now and uh we've had really good interaction with him. Uh and I and I think we'll be able to improve on our system and make sure our our vehicles last a long time and uh are maintained properly. Um the engine that we had ordered is well on its way. Uh the truck committee was out in Wisconsin at a pre-build meeting to make sure that all the bugs, the ifs, the ands, the butts, all the shelves, all the things are in the right spot and that that build can go on appropriately. Uh that will be slated and we will see it somewhere in the neighborhood of September of 27.
Yeah. Um which is about 600 days from order. Um we're counting. Uh it was a competitive price. The only other vendor on that frey was 50 months of wait time. Welcome to the firet truck business. It's I think the Senate's involved in that business right now due to their dealings. So yeah. Um also we we had a we we are also teamed in building an ambulance here as that was awarded us. We had a vendor vanish on us. Poof. We had to start over. Yeah.
Um late in the game. So, we'll be able to We had a meeting this morning with a new vendor, uh, local, uh, salesperson that we know well, uh, Sound Equipment, and hopefully we'll be able to get that under contract and moving, and that's another, that'll be a two and a half year build. Um, it's amazing. The last ambulance we bought took eight months. Yeah. Yeah. So, isn't it down It's down to two companies now, right? As far as firet truck. Well, the so well there are many companies owned by a couple of big big big companies, right? So, uh I can't remember the conglomerate that owns the majority one. The ones that are in trouble with the the government there. They they had a a Senate hearing on Right.
Yeah. And I don't remember the name of it on off the top of my head. Slander us to speak their name in vain, I suppose. But um yeah, so we we do our best to stay away from that stuff if we can. It's it's it's criminal what they're doing to this industry. Um, our big forestry project is almost done. You're going to see it here over the next week or so. Um, it goes for vinyl and lettering at Bubies in town here on Monday. So, to get its facelift and make sure everybody knows where it came from. Um, we hope to have that for you all on after the department head meeting uh next week to give a little show and tell if anybody happens to be available to come and take a ride. Uh it's uh it's an awesome vehicle and it's been a long time coming, but it's the light at the end of the tunnel is eminent and I I don't think it's a train this time, which is great and uh so happy to see that as brush season is upon us and uh the guys are in Deerfield right now with the tanker or headed to Deerfield to uh that's a large section of brush going out there. But you know, we do about 2.6 six calls a day as far as emergencies go. The administrative battles of all of our officers and myself occupy a great deal of that. We've written over 300 fire permits at this point uh to the town's folks. So, please if you have one be careful this time of year um you know it's a busy busy place. So,
and those those permits are available through they are and you know of the of the 300 we've written probably 60 of them came without our control. So most of everybody wants to come see us, right? Which is I don't see why they wouldn't, you know. Um,
so it's been it's been great. We've had student riders from the CRTC program, from the high school in with us with young people from town come and learn this craft and they're in public safety at CRTC. We also have a great deal of uh EMS students that come and ride with us to fulfill their education process. So, anytime we can get somebody to come in and and maybe be a future member or an addition to our cast in the future, that's uh what we try to do. Um, you know, and and these guys are are happy to pass on the wisdom and um you know, we have eight full-time folks, including myself, and a small cast of very dedicated call folks um that do a lot of work for a pair. Um
so, we're fortunate in a little town like this to have such a good crew. It's uh it's uh we're happy to happy to help. So, any questions for you folks or No, I think you should maybe take more credit for a very stable and has nothing to do with me. If you wanted to come hang around for the day, you
you'd see why the uh No, it it's I I'm new at this and we all know I'm I'm the new guy in town. Uh, and uh, I I'm learning every day and I listen to Simon Sak on the way in and out every day to try to pick up something about how these folks manage these folks and and become positive and create an environment and um, I don't believe in the military smash and crash, holler and scream drill sergeant thing. I don't believe in it. People respond better when they're smiling. They respond better when they're emotionally safe and stable. And uh, you know, for good or bad, that's that's how I roll. So, well, you've clearly created a positive, happy culture. I want them to be there. Yeah. And if they don't want to be there, we will gladly help them find a new one,
you know, and that's fine. You know, there's plenty of opportunity for everybody. And um but I won't Yeah. With no no sals. An update on the French speaking dog. He's so naughty. That's what I've heard. I have heard back soon. He's a infrequent visitor now. or well he's a teenager so yes so yeah as soon as uh the the the truck project has been an overwhelming yes so um we you know he we'll have more time for for that stuff as it comes but with only a couple of folks around it's it's not appropriate for to you know so yeah no when that comes it'll be back in earnest right

We're now going to have our clearly financial report from Cheryl, finance director. You have uh it was off the side of your book, the update there.
Well, thank you for having me back for this next quarterly report. Uh just a few things I wanted to point out. Items are getting more expensive. Uh revenue is also coming in a little bit above what we expected. So our motor vehicles um are are we're collecting more again than what we had estimated at some point. That may slow down. It's not just more than last year. It's more than estimated.
Yes. Yes. So we we anticipate that her her fully year revenue for motor vehicles will be over what we estimated for interest on deposits. We did just go over 100%. So we're at 102% for interest on deposits. Uh so things are getting more expensive. Revenue is continuing to come in where we are seeing increases. uh department heads are doing a really good job of monitoring it and checking their weekly reports to see, you know, where they can kind of shift some things. It's just the nature of of where we are. Um I did include recycling costs on this report uh because I that is a point of interest. So um the quarterly recycling average is uh $13029 per ton. that does fluctuate a little bit each month depending on um the rate that we're given through uh Cassella. And also um the gas prices that we are paying as a municipality uh for gasoline it's 3.6568 per gallon and for diesel is $4.7 per gallon.
It's current rate. Yes. Keep watching the That's pretty climbing. I I got that off the most gas station went up 10 cents in less than 24 hours and I'm like, what's going on? I know. Went up a dollar in the last couple weeks. I'm just interested that you have a favorite gas station. I do. I do have a favorite.
This is This is from the most recent bill that we were given today. So, it was from the most recent fill-ups. So, that could change a little bit with the next bill. It has fluctuated over the last few months. property tax collection continues to go well. Um we are preparing our next set of tax bills to be sent out in the next few weeks. So that's uh Mdoula and I are working together to get that that all set and ready to go to the printers. But our current year collection rates are 96%. There were some leans that were just done. Uh and those leans are listed under the property tax section. Priyear collection is over 98% and back two years and further is over 99%. Cash flow continues to be strong. So there's no concerns there. And the recreation revolving fund uh they recently finished up their camp of registrations. They were sold out so which was great. Filled up right away. Um they're offering a bunch of new programs and um Darcy schedule is going well. Everything's pretty full there. So, uh, we are currently at a balance, and again, this is a point in time of $789,873. None of her camp expenses obviously have come out yet. She hasn't run the camp, so she looks cash heavy as she usually does at this time of year.
Do you have any questions? So, sort of executive summary is that things are going pretty much as planned with some fluctuations against us and some fluctuations for us. Yes. Yes, we're in a good financial position for the town. So, I think it's amazing the motor motor vehicle revenues continue to I'm just at least what does that mean for next fiscal year? Good. I guess it's Yes. and and also with the change at the state where some of the fleets that we have seen hasreased
increased yes and we there was a I guess a a ruling on fleets where they have to spend so much of their time in a in a certain state. So we did have a couple fleets that were not able to register anymore unless those those rules change. Um, so and again with Mardulla sometimes it's the time of the month, the time of the year where people will register their their vehicles. So, so right now this is where we're at. Um, but she continues to have strong revenues for motor vehicle. So, yes. Would we be able to for our next meeting? Actually, I don't even know when that is now that we've changed our meeting.
I I think it's after Memorial Day. Yeah. Um would we be able to and do we have enough time to go over um incumbrances and uh projections for unexpended funds? That's a little early um with because we have a June 30th, right? Yeah, that that might be a little early. I will have some indication of kind of where we're going, but to I won't have everything. I'm just concerned as we talk about um increasing gas prices, we I'm sure that our paving estimate u might change. Um yeah,
I wouldn't surprise me if they had a built-in, you know, um I mean um so just concerned about certain things and see if we can or if we're able to move some of that money or expend some funds. Yeah, maybe we could do the weekly uh report that goes out. Yeah, we absolutely can do that. We could just stick you on the the mail the list if you want cuz we do they do produce a a weekly Okay, state of the state department by department and it may just be helpful for you to see where it's going. Helps department heads turn. Yeah. Yeah. Can we add that? Yeah. All five of us to that list. Yep. Especially at this point in a year, right?
Yeah. It would be nice to know, you know, if there's 200 $250,000 that we can put to work while the prices are lower on something. Yeah. No, absolutely. Um, that at that point will still be actually like six weeks back because things that have been purchased haven't come in at that point. So, usually like first week of June is a good good projection. So, um, but we can definitely pull whatever numbers and add you to the weekly distribution. And what did we do last year? Um, David, we had kind of a list of things, right? Yeah, I remember. And we purchased a did some purchases ahead of time. Yeah. Yeah, that would be great. Okay, no problem.

Uh, so far so good. So far so good. Um, and Jeff thought it would it was a remarkably rapid build. Yeah. And and like July was a time frame to finish. Yeah. Um, and so that's good.
Yeah. They're rolling. And Chris talked to me today after spending the day with them and he he said it's one, it's very interesting to watch and two that uh Jeff Knight has some good subs there, you know, really good. Um and you know they're still actively knocking around some ideas on maybe they can save on concrete. So m you know with so we'll stay within the cap but there's some things that can be worked in or adjusted or um some things maybe that you know hadn't necessarily been thought of or so that's going well. New phone system project still rolling along. We have a phone inventory that was updated database. We have uh everybody's preferences and desires department by department on how they what they want to ring and not ring. Um so we're that'll hopefully early June we'll be starting that community building heat. Uh Chris has been working with a member of the facilities advisory committee who's a mechanical engineer. Um, so they're working to develop an RFP to conduct the bid process. Um, while I'm on buildings, we also unfortunately had a failure of the water hot water tank at the safety center, which is a big tank. You know, it it was a 12 grand give or take replacement cost. Um, and it's just, you know, you got to figure it's 10 10 years old. And I guess that seems to be an average. I don't know. I don't know what brand or quality was used, uh, but we did have to replace that. And that's the water for the whole facility, the showers, the bathrooms, um, DPW ventilation system. They're almost
done, but at this point, at least when the toxic fumes and gases uh, are elevated, it'll turn the fans on. they'll actually, you know, turn them on and it'll work. They don't have to try to run over and get a button or put a hose out the out the door. Uh BM Mills study, we Carrie and uh the regional planning commission finalized an RFP right before she she went off for her family uh fund and her having her baby. Uh so they put that together and the next step is uh central New Hampshire also provided a list of contractors or so we'll be putting those out soon. uh Dow Road intersection project. Uh we had talked back and forth and I know there was some concerns expressed by members of the board on how it would actually work and Carrie and I in discussions with um both Eric and Eric has backto-back trials this month. So he has one of his people helping us. But in discussions with them, it seemed best to treat it like a a subdivision road project. So, we'll have an agreement as we would on a subdivision road. It spells out, you know, who's responsible, how much that they'll have to pay for engineering services. So basically what the developer will do is he'll go hire a contractor and we'll oversee the project and the thought is when the project's done complete accepted by the town uh is when we can give him the funds from the uh tiff project
and just we had a planning board meeting and we conditioned the occupancy of the other buildings on a contract being signed on that because I explained what we had sort of expressed here and so the board agreed with that process so that there was no risk of occupancy without Mhm.
intersectional aggressor. Sorry. So, um so we're we uh they're developing a draft. Actually, we we did get a draft. It's being reviewed by our attorney. Uh and then a tax leans, but I think see this was a lot. I don't Oh, she's gone. I was going to say I'm not sure what number she had, but I don't know. These are what I got from Mulla. And then last but not least, uh the Hookset Water Extension Interconnect. Um we had sent the plans. Remember we met with the drinking water community said, "Can we send the plans?" So we sent the plans about a month ago. Um got them back the end of April. Uh their engineer, the precinct engineer had reviewed the plans, had some comments, suggestions, uh just kind of technical stuff. and um they expressed uh concerns with the funding their their commission because they know that as they said the funding cliff with dees you know they they just feel at some point
it's going to dry up will be out and it's going to drag out but I know our discussions had been funding a portion of it or so or or all of it with using tiff funds uh but we really need at this point, you know, the technical end of things we can continue to have the engineers work on. Uh, but we have to kind of come up with a plan now that we know uh that the water bottling plant is out, right? And I think the board gave a 60-day or 90day
uh limit on what you guys would agree to or and then if it we pass that, we kind of start over again. So, you know, if we keep moving along, there's some things we need to to think about, especially now that they don't have and they don't have as urgent a need by not having that bottling plant. They still need capacity, but it seems to be for a lot of residential uh subdivisions that have been approved. Uh but that's just something, you know, as we head on out of here and I'll sit Ela and Angel and I are going to sit and just kind of knock ideas around. Um, that's it. Any questions for David? This is for May 23rd, 2 through 6 for a party on Ridgewood Drive. They've done this in the past. Um, the the fire chief and others have said as long as there is ability to access, uh, they see no problem with it. And so we are being asked to approve or deny the street closure on May 23rd with the condition that we get invited.
Uh given that this is something that has been previously approved, it's gone through each of the appropriate department heads. I'm happy to make a motion to approve the street closure. Second. Um, all right. Going on to the group net meeting metering agreement, I believe, with Kier Sarge Bo. Oh, um this uh I'll just say this has been extensively negotiated by our town council. um and he seems to like it and seems to meet all of the criteria and seems reasonable and therefore I am happy to make a motion to approve the group net metering agreement with gear senot. There has been um a few comments from the public that there wasn't, I would say, perfect uh rule following. Um, but according to the police chief, there has not really been any calls related to that. Um, there was a concern about litter, but we had Lieutenant Pratt drive by and did not notice any. And I've gone by a few times just to check. Um, and so I put this on the agenda. I think I can safely say we agreed to we don't want to keep temporary signs forever. And so we kind of have to decide whether we want to make them permanent or remove them. Um if we were to make them permanent, my suggestion would be to have four signs, two on basically no parking here to the corner on both sides of the road on both sides of the corner.
Mhm. Um so that's what I wanted to discuss tonight. My preference would be to make them permanent because if for some reason it just something wasn't working, they're not actually permanent. You just take them out of the house. But they certainly are. It would be aesthetically more pleasing and professional to make them sort of more town standard. I agree that no parking here to corner seems like a reasonable since that's what we are really ultimately concerned about is the sightelines around that corner. Yeah. though that it seems to be a bit of a safety concern and I think it's reasonable to put up something more aesthetically pleasing. It's not it's not working perfectly. Never is, but it seems to be working. Okay.
Right. Right. So, um do you need a motion for that or I think we just direct. Yes. And uh if I could have one of you and maybe you Mr. Chair uh just work with me and Tim so we can make sure that it's the concept. We can do a measurement because we'll have to put it in an ordinance. And according to Caitlyn and others, they've very well um what's the word I'm looking for? really deserving of the spot. Um, but they would need us to make a motion to approve those. I. I have before nothing. And I correct myself if there was Caitlyn Camage writing on behalf of Bob Arnold. Not Bob Arnold. But it seems to be uh everyone is on board with this these appointments and that's great. Yay. So those street lights last time we approved I believe $1,500 for potential street lights on either end of Sawmill Road. I went and spoke to most but not all of the abutters. Uh I tried a couple times but couldn't reach them. The general consensus was um as long as it is a light that is directional
directional um that the they don't love the idea but um it they understand the need for it from a safety perspective. Uh the one person who I know all said he doesn't love it but he's not going to come screaming at me if we put it up there. That was the that was fair enough.
