Thank you. The meeting minutes for PFD and MOH for July 29, 2026 are hereby approved. For the Mayor's Office of Housing, we have Paula Azuna. I'm sorry, I'll start over again. For the Mayor's Office of Housing, we have Paula Pelletier-Azuna, Director of Operations. MOH has three votes on the agenda for today, but only two will be heard as they have asked for vote one regarding the ground lease. to the United States Postal Service for an unnumbered railroad street in West Roxbury to be tabled until further notice. Therefore, I will read the remaining two votes on the agenda, votes two and three, which will be followed by a presentation by the named individual and at the conclusion of which the Commission may make a motion to take a vote via roll call. If such motion is approved, Colleen will conduct a roll call for each Commissioner's vote for the record. So therefore we will start with vote number two. This is being presented by Minh Nguyen, project manager with real estate management and sales division of MOH. Vote two is request for conveyance to 87 to 89 Mountain Ave, LLC. This is for vacant land located 94 Willow Street in Dorchester. The purchase price is $55,100. Minh, if you please present vote number two.
Thank you, TT. Hello, my name is Amin Nguyen. I'm a project manager in the Real Estate and Sales Management and Sales Division of the Mayor's Office of Housing. I'm here requesting PFC approval for conveyance 28789 Mountain Ave LLC for the parts identified in the vote package in the Dorchester neighborhood of Boston. MOH conducted a public process that resulted in the developer designation and this conveyance full request. A community notification was mailed in December of 2025 to inform of MOH's intent to issue an RFP for the parcel. MOH also met with Woodrow Ave Neighborhood Association on November 20th, 2025 to discuss guidelines for an RFP. A request for proposal was issued on January 23rd, 2026, and advertised in the state central register on February 25th, 2026. The Boston Herald on February 13th, 2026, and March 2nd, 2026. And the city record on February 13th, 2026 and March 2nd, 2026. One proposal was received in response to the RFP by the March 30th, 2026 deadline that met the eligibility criteria. The offer price is for 55,100, which exceeds the appraised value of $47,000. PFC voted to approve the developer designation of 8789 Mountain Avenue LLC on May 20, 2026. The designation was advertised in the city record on July 20th and 27th of 2026. The vote package includes a comprehensive memo about the project and the PFC vote requests. Since tentative designation 8789 Mountain Ave LLC has executed a purchase and sales agreement with the city and submitted all required deposits. I've also handed out related to the vote requests, which are displayed on the screen and assessor's map. an aerial view, and a street view. 87-89, Mountain Ave LLC would utilize and approve the parcel as identified as additional yard space, care, and maintain landscaping on the lot, and the deed will be subject to an open space restriction. In summary, if PSU approves the full request, it will result in the following public benefits. Return a vacant property and MOH's inventory for 48 years back to productive use and back on the tax row. The sale will also generate $55,100 in initial revenues, as well as MOH will avoid future costs and liabilities associated with maintaining the parcel. I'm here to answer any questions you may have. This is a request for an amendment to the tentative developer designation vote of Wednesday, August 27, 2025 to extend the tentative designation intent to sell period from 72 to 78 months to the People's Academy Inc. This is vacant land located at 436 Warren Street, 7 to 9 Quincy Street, 20 to 22 Glenburn Street in Roxbury. Tierra, if you'd please present vote number three. Uh, thank you.
Uh, good morning commissioners. I'm here requesting approval for a 6 month extension of the tentative developer designation of the people's Academy for the 3 parcels located at 40, sorry, 436, Warren street, 7 to 9, Quincy street, and 20 to 22 Glenburn street in the neighborhood of Roxbury. And as outlined in the vote package as background, Emily has conducted a public process regarding the disposition of these parcels, including a community meeting. Um, which was held, um, in April 2019 to discuss the development of parcels or request for proposals was issued on February 10th, 2020 and advertised pursuant to chapter 30 B requirements. Uh, and the RFP was opened on May 22nd, 2020. There were 4 proposals and 1 written request submitted after an initial review to applicants. The people's Academy properties were invited to present their plans of development to neighborhood residents in a virtual community meeting, which was held on June 25, 2020, based on community feedback and review of all eligible applications against the evaluation criteria. And which recommended the developer destination of people's Academy at the September 16, 2020 meeting. PFC approved the tentative developer designation of the People's Academy on September 16, 2020 for a 24 month period, and approved an extension for 12 months on September 14, 2022. Another extension for 12 months on September 20, 2023, an additional 12 month extension on August 28, 2024, and another extension of 12 months on August 27, 2025. The vote package includes a comprehensive memo about the project and the PFC vote request. MOH is requesting a six-month extension of the tentative developer designation to allow the People's Academy to achieve the following task. Continue design development and work towards finalizing design plans that align with the People's Academy's visions and goals for the project. Advance design plans for Inspectional Services Department and other regulatory approvals. Identify and apply for funding from local, regional, and national sources to support the project. continue to implement a fundraising initiative to raise sufficient funds to support the development of the project, and finalize commitments, financing commitments. I have provided some slides related to this vote request, which are displayed on the screen. The first provides a locus map of the three parcels. The second slide displays existing conditions from the Warren Street side of the project. And the third slide displays existing conditions from Quincy Street. And the fourth slide is a rendering of the proposed development building types. And the final slide is an arrow view of the proposed building. In closing, if PFC approves the vote request, the project will create the following public benefits. It would develop a mixed-use building consisting of a little over 14,000 square feet of institutional space, which includes a workshop, a machine shop, classroom, break room, and office for the People's Academy Pre-Apprentice Construction Training Program, residential units for students of the program, and approximately 2,000 square feet of leaseable commercial space. Yeah, agreed just wanted to make sure that there's progress, excuse me between these extensions. So, again, want to see this. Project take shape to substantial parcel and the rocks very neighborhood and I understand that. You know, we just want to be mindful of the constituency in this case as well. So I'm not leaving a vacant parcel vacant any much longer. So I'd love to see the team make progress, hoping that they can do that with this extension. So I do agree as well, Commissioner.
