good afternoon good afternoon what a beautiful day and i hope many of you were able to come out to the red river balloon rally last weekend we hosted it at louisiana downs friday and saturday nights and we were out at barksdale on thursday night for a special balloon glow awesome thank you Well, just to give you a little update, I've got our annual report on Visit Shreveport-Bossier and our divisions. So the Shreveport-Bossier Sports Commission and the Shreveport-Bossier Film Office are both divisions of Visit Shreveport-Bossier. If you flip over a couple of pages to the one that shows, let's see, the second page. Well, sorry, flip over a few pages to, well, This one I think is missing a page, actually. If you look at your book, I think mine is missing a page. Yeah, mine is missing a page. That page. I don't know how I've got one. So if you look at page, should be four and five. Somehow mine is missing that. Oh, no, it was just stuck together. You'll see up in the left-hand corner there our visitation. So when you combine both our domestic and international visitor spending, you'll see that we had nearly a billion dollars spent in our community by visitors last year. So that is a significant improvement. We're looking to drive that even higher this next year. In fact, last year we sold 75,000 more hotel room nights than we had the prior year. So far this year, we're up almost 90,000 room nights sold more than we sold last year. So up even more. We're the third largest employer in Caddo and Bossier Parishes, and we're looking to continue to grow that with the increase in our gaming. We're seeing our market on an upswing there, and we are excited to see that growth. We also have just received notification that we have been re-accredited for our Destinations International Destination Marketing Accreditation Program. So through that, it's a worldwide program. We have to qualify, meet or exceed over 97 standards. of operations the way we do business the way we work with others in our community and how we represent and that represents less than 200 destinations across the world that have met those standards we just finished up our second destination 318 tourism business challenge so with that business challenge we started last year it's a hundred thousand dollars in prize money We ask businesses that are either existing to expand their operations or new businesses to come online to meet some of the unmet needs in our destination master plan as far as visitation. So some of these may be overcoming challenges like blight or it's adding something to our market that's not existing or has limited opportunities for visitors in our community. So we finished up our second one and our first place prize winner this year is a company called EVANS. And so it's kind of like a really nice six-seater golf cart that's totally enclosed, only goes about 35 miles an hour. And its goal is to take visitors from downtown Shreveport on over into downtown Bossier and back again, kind of going back and forth across the bridge, keeping people in those key downtown areas, because as I said, it can only go 35 miles an hour. So we're not exceeding those speed limits. This is a great way to get visitors around in our communities because a lot of people like to park and then get out and about. So this will increase some of that visitation and movement. They are also looking to produce visitation tours. So they'll give nice narrated tours to visitors as well. So we're excited about this new opportunity coming to our community. Also, 11 years ago, we worked with our community to add a hotel occupancy tax of 1.5%. And that occupancy tax was voted on by the citizens of Caddo and Bossier parishes. In fact, we received a majority of the votes in every single precinct in Caddo and Bossier parishes. So it was a very strong mandate for these three organizations that split the occupancy tax. That's the Regional Air Service Alliance, the Independence Bowl, and the Shreveport-Bossier Sports Commission. The Independence Bowl has been successful in driving more visitation as well as increasing their television ratings and that visitation through people coming in the future. In fact, through an independent study a couple of years ago, the bowl week itself generated over $3.4 million in economic impact. they have additional events throughout the year as well the regional air service alliance their goal is to drive more air traffic into our community and that could be through building more people coming on the routes that are existing but also adding new routes i believe they've added six new routes since starting the regional air service alliance So if you're flying, for instance, to Charlotte or Denver, Nashville, Orlando, several of these have been started through the support of the Regional Air Service Alliance. And with that, they generate over $19 million in economic impact every year. through the Shreveport Bozer Sports Authority, they assist over 100 events per year to happen in our two parishes. With that, they've been able to drive anywhere from 80 to $110 million in economic impact each and every year. So we're excited to see that continuing to build. Their goal is to bring regional, national and international sporting events to our community and increase international, I'm sorry, amateur sporting events as well. In fact, that bill will be coming up for a vote for renewal on December the 13th. So we would encourage you to be a part of saying yes to that as well. And continuing to grow these opportunities in our community. We will also have a couple of announcements very shortly. I was hoping to be able to make one of those announcements today, but it's not till Thursday. This is a fantastic event that will be coming with television as well as visitation to the Berkshire Grocery Arena this fall. and then another one that will be a three-year contract for a major event that will take place the next three springs. So we're really excited about all of the opportunities for our community, and we appreciate all the work that you do to help grow tourism and businesses in Bossier Parish and Bossier City. Are there any questions?
Just one question. Do you know when they will start the direct flights to Chicago?
Those start up this fall in, I believe it's October. In addition to that, we already were in the works on a special event there, a culinary event. So we will actually be expanding that, taking one of our chefs here locally up to that area and doing special media visits and really work to bring the visitation not only from here to Chicago, but from Chicago into the local market as well.
Just one additional question. I know you work directly with Shreveport with their short-term rentals and collecting the tax for hotel, motel taxes. Can you tell us a little bit about how that works?
So there is a database called Rentalscape. Through that database, they ask that people who have short-term rentals, first of all, register them. They have a small registration fee, that they meet some basic safety criteria. And that they also obviously pay their taxes So this is a great way for us to kind of keep tabs on where those short-term rentals are That they are occurring where they need to be and that they are properly regulated you know a lot of these are happening in neighborhoods where we want to make sure that we retain the neighborhood feel and want to make sure that things that are occurring there are best for the community overall so it's a great way for us to get them registered know where they are make sure that they're paying their taxes appropriately and they're acting in a manner that is great for our community as well as for our visitors thank you thank you thank you thank you okay we'll move into uh public hearing katie would you read the first

My branch, you know, we're fixing to expand, so we're adding a building to support the branch operations in this area. So... You know, the machine shop is next door. My operations is just physically just to support this area, so I'll have my assembly guys and my service department that pretty much services the architects, so that's what we're doing.
Just curious, how many employees do you have?
I got 27 employees in that new building. It'll be 14 people that'll be working there.

Good afternoon. My name is Tom Wilson. We own Bossier Crossroads. I was asked by Ms. Alexander to represent her today in her absence, and she is, and we are planning to She's been in business since 2007, and she's been at her current location since 2010. And the city has asked that she move from her present location, and she's going to move down to Boeser Crossroads. Her hours of operation will be from 11 a.m. to 2 a.m., Monday through Saturday, and there will be a little patio attached. It'll be a four and a half foot deductive fence on all sides. It's only accessible through the entering and exiting through the main entrance or the front door of the business. the patio has two emergency exits with alarms for entering and exiting without emergencies and we have been able to get a building permit from the city and Mr. Rodney Taylor has been awful helpful so we're in the process of tearing up the concrete and doing a lot of plumbing work we're trying to get her out of her present location as soon as possible. And I hope the city gives her a little time to, excuse me, I hope the city gives us a little time to do the remodeling that we have to do.
And I'm here to ask, besides being a landlord, I'm also a licensed contractor, so I hopefully can answer anything that you want to ask.

I'm here today to respectfully request approval for a conditional use permit to construct a residential addition and interior remodel to our home. To give some brief context on our family, I'm a retired US Air Force Senior Master Sergeant. After completing my military service, my family chose to permanently settle right here in Bossier City, where I now serve our community as an executive for the Louisiana Association for the Blind. At the heart of our family is my wife, Courtney, who works tirelessly as a professional homemaker, raising and educating our large family. We are seeking this conditional use permit to support a true multi-generational household and my aging parents. The project will allow us to fulfill a vital family duty. My father is a retired US Navy veteran who has served honorably for 20 years. Following a recent diagnosis of Alzheimer's disease, my parents relocated to Louisiana after living in Florida so that our family could personally manage his complex medical and daily needs alongside my mother's. To successfully manage their care while sustaining our large household, this addition expands our primary residence to support necessary daily homemaking functions. We have intentionally designed and include features within this layout to maximize their independence while simultaneously enhancing our ability to fully care for both my father and mother together as a family union. This provides the dedicated safe and accessible space required to keep them at home rather than placing a decorated veteran into a full time institutional care facility. I want to explicitly state for the record that this addition will remain fully integrated with our existing residents under a single ownership. It will share all utilities with the primary home and is strictly for private family use. It is not designated nor will it ever be used for short-term or long-term rental income. We want to be excellent neighbors and maintain the harmony of our community. To that end, the addition is designed to completely match the architectural style, materials and character of our existing family home and the surrounding neighborhood. We have already proactively shared our plans with our immediate neighbors and secured formal architectural approval from the Crossing Homeowners Association. This project simply allows us to provide essential domestic footprint required for our children while safely stepping up as caregivers for my aging parents. It would provide an extra help for my parents and allow them to be independent and be able to wash their own laundry, and especially as my dad progresses through his disease, to be able to have a separate place for that.
And I think we're in full agreement with what you're trying to do. We're just trying to make sure that we keep a single family neighborhood. Yes, sir. I understand. And, you know, so in 20 years, you know, maybe different tenants. Right. Right. So that was that's a big concern. And then the fire, they had a comment about, you know, if they roll up on a place that's got more than one front door, they're not really sure where to go.

Okay, my name is Dr. LaTanya Mister. And I am here to ask for rezoning of land that's in South Bossier City, so I know No one here, no one looks familiar to me either. So I'm from Mississippi, and we are here because my husband recently retired, as in last year, from the US Air Force at Barksdale. And since being here, I opened up my first location of sewer and physical therapy. We're located at 1743 Swan Lake Road in Bossier. We've been here for almost six years this fall. So we specialize in women's health, pelvic floor, That's the kind of therapy. So we have a niche practice that we do here. Just a little bit else about the business. So we, again, have that one location. I am very involved in the community on both sides, but heavily with the Shreveport Bossier. I do plan on joining the Bozer Chamber soon. I mean, the Shreveport Chamber of Commerce. I'm so sorry. And I plan on joining the Bozer City soon. I am on the board of the Independence Bowl Foundation. I am first vice president of the business development connection with the Shreveport Bozer, where I'm alongside Ellie Ward. And I've had national recognition through Goldman Sachs, the United States Chamber of Commerce. We've won awards through them. Shreveport Chamber of Commerce has recognized us. We've had a lot of business training through military training through Syracuse University. And we've won national grants. So all of that has happened within the six years of us opening our doors. And also on the other end of that land, we will open up our second location of solar and physical therapy because we are at our max at Swan Lake Road. We don't have any more space. Yes, and I did inform him that y'all were getting ready to give me that authority. And this isn't any kind of threat. It's just Mr. Bass believes there's been some miscommunication. We got Mr. Davis, their attorney, on the phone. And he's fine with me meeting directly with Mr. Bass. So where we are, and I would have come out anyway to be able to see all of you. The compliance with the electronic upgrades has been, I think, misunderstood. and Mr. Bass has his electronic faces both up, he believed, and correct me if I'm wrong, that getting the electric permit for that was sufficient, but instead he needed to get a sign permit, and he acknowledges that he wants to make that right. how the three signs to be removed are still in place. He will speak here in a moment in terms of what he would like to propose in terms of his deadline for doing that. I said I thought the understanding would be that by the time we got to this meeting and could approve the restrictive covenant, that the signs would be down, but that's simply my understanding. We do know, however, that the total display area of the two faces is 600 square feet. From the minutes, Mr. Schultz said, let's say we start with an equal allocation on both faces under that total ability to have 600 square feet. The MPC needs to be notified if there's any change in that allocation, and that was not provided in the restrictive covenant, and that was a big point. And that is fine with Mr. Bass to be able to provide that notification and I suggested at least seven days in advance of any change in the allocation. That sound reasonable?

Okay. Then I think we can start going through here and I can say what I had said needed to be based upon the minutes that I received. what was required to get the restrictive covenant straight. The notice provision we just talked about, it was stated in the meeting minutes more than once that using the terminology of the draft restrictive covenants, the portions of the sign faces other than the advertising display area, that is the border area, would be blacked out. Mr. Bass has a comment on that.
So we spoke about that during the meeting and the border was was, from my understanding, said that the border could be of any color as long as there was a border. So in my interpretation, what we put in the covenant was that as long as the border is there and let's just hypothetically say there's an arm that goes all the way to the to the edge of the screen that arm would need to be reduced down inside of the border however if that however if the border is blue then the border would be blue going up but that that arm would not make it all the way up past the border. So instead of the border actually being black all the way around, because there's already a black border around the screen. Not only is there a black border, but I gave up an additional six inches on my sign. My sign was originally 10 foot 6 by 36. It is now 10 foot by 36. So my sign actually reduced in size versus what it originally was. So by square footage total, I am no longer 720 square feet per sign. Okay, so I'm 10 by 36. Well, yeah, I'm 720 but I was actually more than that to begin with on the static sign. All right, so but anyway from the conversation from the meeting that we had last time as long as the border could be any color as long as the display area that was actually there was within it was in the 600 square foot total between the two. That was my understanding.

So that becomes the issue too. So like most of the backgrounds are white or black or a solid color background. So if I make it all black, then if I make my sign black, then you can't tell where the border's at. And the same thing with the white. If I do it white and then the border's white. So it basically comes down to the same thing. The way that it would look professional up there would be as long as we don't take whatever advertising image is there and scale that image from border to border being from to end that's really the only way that you can do this I work on graphics myself and I've been doing graphics and CAD programming and designing for 30 years and so I understand you know how these graphics actually work when they go on the board and what colors work and what color the the advertisers that are paying for for the ads that go up there what they actually do and And I'm not trying to circumvent anything that's going on with what y'all are saying by no means. I'm just trying to be practical and trying to be understanding and understanding to my clients when my clients ask for something as well. So even if I did a small contrast, let's just say the board's blue, and the board's a dark blue and I did a still did a blue background but maybe I did a lighter shade maybe I can kind of pull off those colors by doing a lighter shade versus doing a white with black or black with blue or so on and so forth other than that I don't know how to really make it look professional and look good for the city I mean ultimately everybody in the city sees this billboard The sign across the street from me doesn't have a border. They don't have anything restrictive, a restrictive covenant or anything either on theirs. So with that being said, it becomes a little bit more of a challenge. I'm not saying that I can't do it. I'm just trying to find something that y'all can monitor as well as something that looks professionally correct. That's why I was saying if we could use whatever color border that we needed to use versus a solid black or a solid white that we could actually make it work.
Well, I think if, Carlotta, I think you hit on it, as long as it's a contrasting color, and we'll leave that color scheme up to you. Okay. Perfect.

So any sign company that wants to go with digital for off-premise has to take down to get the credit to install. So those have to come down. The deed restrictions and covenants have to be recorded in order for us to even issue the permit.
So we've ironed out the deed covenant and everything already. So we've went over this and pretty much ironed all this out. So we could potentially have that done in the next day or so. Perfect. And then I can get the company that installed the sign to tomorrow fill out the paperwork so I could get this stuff done. done relatively fast, but getting the company to remove the billboards, that might take a few days for them to get that done. Is there anything that we can do to maybe get a letter from them on the amount of time that it's going to take them to remove them and if they don't have them down that by that time that we could say hey look at that you don't have them down by this time then we will suspend all all advertisement on our board and shut the and shut the power off on the board if they don't have those billboards down that would be your decision that has not been something that we have done you have to have the boards down in order to get the credit to install
