Thank you. Welcome to the Board of Adjustments meeting, which falls under the Metropolitan Planning Commission for Bossier City and Bossier Parish. This board is appointed by the Bossier City Council and the Bossier Parish Police Jury. It serves voluntarily and without compensation. Roll call, please.

All right. Good afternoon, members of the board. Thank you for taking the time to hear my request today. My name is Clint Hairston. I've been a resident of Bossier Parish for eight years now. I live with my wife, Laura, and my two boys, Henry and Brennan. I've worked for over a decade as a radiation therapist at Willis-Knighton Cancer Center, treating lots of different people in our community, and I've thoroughly enjoyed that. It's a great career, but in addition to my full-time job at the hospital, I'm also a certified strength and conditioning coach through the NSCA and also hold numerous certifications through the NASM. Those are all the two gold standards for any kind of training. So several years ago, I felt God leading me to make some significant changes in my life. That decision gave me a renewed sense of purpose and inspired me to invest in young people in a meaningful way. As a father and youth soccer coach, I recognize the need for safe, age-appropriate athletic performance training that helps kids become stronger, faster, more confident, and more resilient. So that led me to start WayFit. WayFit is not a large commercial gym. It's just more or less an idea. It's a small appointment-based training program that I operate outside of my regular working hours. My passion is helping young athletes of all ability levels develop a strong athletic foundation while also teaching discipline, work ethic, and confidence that carries over into school, sports, and just every part of their life. The special exception I'm requesting today would allow me to use an accessory building on the property at 1108 Buckholt Road to host those scheduled training sessions. The building will also serve as a space for my family's recreation, storage, and gatherings. I will continue working my full-time job at the hospital. That's my full commitment, the hospital first, but also I will be training in the after hours by appointment only with small groups with no intention of expanding into a large commercial operation. Throughout this process, I've worked closely with the MPC staff, listened to their guidance and made every effort to design this project in a way that is respectful of my neighbors and compatible with the surrounding area. I've also worked closely with the neighboring property owners throughout this process. They even signed a letter of intent allowing me to be added to the existing ingress-egress servitude, which will allow access to the accessory building. And they've even recommended contractors to help with the building. I believe those interactions reflect the positive relationships we have and my commitment to working collaboratively with my neighbors. My goal is to be a good steward of the property while creating a place that serves the local families and young athletes in a way that is responsible, respectful, and compatible with community standards. I truly believe this building will allow me to continue serving families while remaining a good, great neighbor. It represents an opportunity to invest in the health, confidence, and development of young athletes in our community without changing the residential character of the area. And I truly appreciate y'all taking the time today to hear me. And I'd be happy to answer any kind of questions y'all may have and I'm sure you do have.

Well, I do. We got an update that said instead of using the current driveway or access to the property, you are going to do the certitude and going across Mr. Thomas's back portion of his property, does that mean that your building then is going to actually, the front's gonna be facing towards the railroad tracks and not towards your house?
The back of the building will be facing the railroad tracks so to run lengthwise like 60 feet but 80 feet sort of a 10 feet overhang on each end just for sun keep rain out So the back part of the building will face The railroad tracks the front part of the building will face miles will face the back the back of the house the resident and parking where will they park yeah my intention is off the servitude like there's i'm leaving a 15-foot uh leeway off the servitude where somebody could pull in and park behind the building which will prevent any kind of view from any of the neighbor's house or anything like that so it'd be hidden behind the building water sewage yes that is my intention is to have water and sewage on the property bathroom yes there will be a bathroom okay

No, no pave or asphalt. Just SB2 gravel. I'm not a contractor.

Carlotta, in the, I guess the code, does it say when you do businesses on your property that you have to have a certain type of driveway and parking space?
for that area it doesn't specify the intent of a home-based business is to utilize the hard surface or parking that is existing so it doesn't specify as to additional parking the exhibit is on the screen if you guys need it as well and the reason you know we were talking about this with um
If you're running a business out of your home, it's usually within the home structure itself or directly connected to it. And you'll be how many feet from your home?
I don't know the approximate amount.

Yeah. And I designed it like that just to keep it away from the neighbor's house to prevent any kind of noise, which there shouldn't be any kind of noise or anything like that. Just any kind of, I want the neighbors not to even realize it's there. And speaking with Jason on one side and then Tony on the other side, we've, talked about all that and kind of what would work best for them more so than what worked best for me.
And you wouldn't, if you brought it up closer to the home itself, brought the whole structure up closer to the home and didn't, and accessed it just from the upfront, is that a major?
I thought about that, but then I was trying to not have any kind of traffic actually enter the neighborhood. Like I know the neighbors probably wouldn't appreciate that. So that's why I talked to Tony who, about his property and the existing servitude just to keep any kind of traffic as minimal as it will be. Just keep that from coming down the street to entering the neighborhood.
But when you have a separate access to your building like that, is that now considered part of the home based operation or is that now a commercial operation because you have your own access?

I'm not really sure. I guess I'm going to direct it. It depends on the intent.
mean it's isolated to be independent because i keep going back to that udc code 12 15 14 parking and loading area for those air for that particular business that it has to be cement or asphalt and the driveways is to use whatever is available at the residence
It would more or less just not necessarily be strictly for training. I mean, it would be for my family to use like other people in the neighborhood up sheds, you know, metal buildings.
Right, but you're still going to conduct a business out of it.

So it's not just for storage facilities or just like there's a lot of horses and stuff out there too, I think. So it wouldn't be like farming where you're storing hay and stuff like that in it. No.
The noise component you mentioned, is it noisy? Is it a lot of noise when you're doing your training, or is it?
No, it's just kids playing.
Usually one to six, you said, one to eight?
I said one to eight, eight being a high number. Yeah, I mean, sometimes it can be one on one. Okay. Yeah, I just like to open it up to kids. I mean, I train kids from ages 17 to 18.

So, I mean, they're not big, they're not loud, and it's not, heavy equipment moving around and there's more speed and agility, plot metrics, things like that. Okay.
Exterior lighting you said would be the same as what you would have in a residential area for your exterior lighting?
Just regular floodlights.
And that area, that easement, again, I'm sorry to keep asking about this, but that easement that you're going to be, that gentleman next to you is going to allow you to use to have the cars, is that safe for cars to go over all the time, or is it mainly meant for tractors and... future neighbor hopefully jason who lives on the other side yeah of the property we're discussing uh he used it to bring boats across he's hauled concrete trucks across it okay um so it's safe emergency service vehicles could get across with no problem that's what that's what he's been telling me but my intention would be to gravel it just to pretty it up because right now it's just you know dirt grass but he he traverses it with no issue

I thought you did, because I saw it on Facebook. Yeah. I asked you. What if you had an emergency, Mr. Hardison? What advice would you use for the EMT to respond? Because you're not using your present address. You've got another driveway. How would they respond to that?
That's a very good question. Yes.

I would tell them 1108 Buckhall Drive in the accessory building in the back of the property. This is not going to have an address. That's a great question. I'm also CPR certified and all the things. Yeah.
In my mind, a home-based business is in the home. That's the key word, home-based. You're doing something in the accessory building, which is not home-based, because you're having to build another structure, and I understand 40 by 60, 2,400 feet, which is a pretty good-sized structure. Normally, a home-based business, in my mind, what I read in the ordinance, it's someone, a legal office or a seamstress or a little bakery, maybe, or a Barbershop beauty shop. Those are home-based businesses. Yes, sir They don't have they may require sometime only one person coming to visit during that or pick up something from that home-based business Yours you're gonna have Customers parents dropping kids off picking up. It's a lot of difference. It's almost in my mind. It's a commercial business and That residential subdivision is zoned for residential or agriculture. I have a hard time fitting your physical activity into that definition of that subdivision.
Okay, yeah, that's fair. Yeah, and the way it's designed, like, the way I would do it is you have a couple kids come to training, I encourage the parents to stay. I'd like the parents to stay. They need to stay. It's their kid. You know, they need to stay and watch. Then after I would end a session, I would give a 30-minute window so people have plenty of time to leave. And they can leave and nothing's happened before. If even I would do another session, sometime after that I may just do like a one-on-one training with a teenager who's played a bit in high school football or airline or PCA or whatever.
Are you set up for restroom facilities in your building? That property only has city water. It has private sewage. It has no city sewage.
I currently do not own the property. Yeah, so I don't own the property right now.
I'm just telling you that it has no public sewage system in that property.
My intention would be a septic system.
Everybody has their own little separate sewage system in that property.
Yes, sir, which is currently the house we're under contract for. This house has a septic system.
Right. I understand. But it can't support that facility that you're planning on putting in that. Would it support it? Would it support your house, present house, and a 2,400 square foot?
I would add, I mean, it's not often. The kids are only there for like an hour. So normally it's not, bathroom's not an issue, but it could be. And it's not, I'm not operating it all the time, maybe four days a week for an hour and a half at a time. So, I mean, I guess I would put its own septic system for the building. That's what I would do. I'll just throw it out there.

Is there any opposition to moving it closer so that it becomes a part of a home business as intended? I mean, because the code states what the code states, and you can't change that. Is there any opposition to moving it closer?
Closer to the actual house?
To the residence there.
I haven't pursued that, mainly because of the access point is the main thing, because people can just access it without having to go into the neighborhood. I just did not want anybody having to come into the neighborhood to disturb the neighborhood. That was my whole reason for putting it towards the back of the property and talking with the neighbors about that. Since there's an existing servitude between the two opposite neighbors, that just seemed like the right thing to do.
But I think in that corner, isn't Donnie Leflett in that corner with all of his ranching and all that other kind of stuff that he has on the outside curve right there?
From my understanding, looking on that at the very top left would be his place.
So they're coming into the neighborhood to be able to do what they need to do there.
Well, so on the map in the very bottom part is that's Benton Road and the railroad tracks. So they would just come in on the left in that bottom arrow.
Right, but you said you didn't want, you were concerned about them coming in. If you're going to have that few number coming in, it's not going to be much different than what Donnie has coming into his place that's just right there in the corner.

Can you briefly?
Yes, so Sterling Properties owns the shopping center there, Sterling Bossier, and we have a large tenant there, Belk, and we are looking to subdivide that particular building into three separate entities that would require a loading dock for each so in the plans that were submitted it shows how we would subdivide the property as well as adding the loading dock for access to move forward and in doing so it would impede on the required 25 foot setback

So we designed it so that that traffic would stay the same. Notable reference there is the garbage disposal at the third retail site that would actually come in through Bean.

Because making that left turn right there, coming the opposite way from Meshota, it's already difficult as it is because there's so much coming off of the airline. And then trying to make that cut right there, just seems like it's just a difficult turn it shouldn't be but it is it's just a difficult turn to make it's a sharp turn to make it's not an easy turn like the curb indicates so okay so the the red things right there are you proposing that those are going to be shrubs in addition to what are them little bitty things so yes there would be updated uh updated landscaping with the plan as well okay and what's the little bitty things underneath it that's Underneath the big circle things, what's the little bitty things?
I would anticipate those are shrubs and the larger circles are the trees. Yes, ground covers.

The only comment that we received was like the schedule, what time they're going to be the pickups for that.

just for the board's sake were there any other alternatives investigated or was this the the best plan uh we have looked at um a lot of the information and this was the only way to actually come up with a loading dock for the demise of the main building into the three and we have potential
Nationwide retailers that are looking at that and serious conversations of coming and coming into that shopping center Well, then I got another question So in that first one where you've already got a loading dock and he's got some it looks like there's Trailers that's already backed up in that on I guess I'm looking at the same when y'all are looking at.

I mean, would that not suffice for your compacting if you had to get in there to do that kind of thing?
I mean, instead of having to build a whole nother docking station with three separate tenants, they would be required to have their own. They wouldn't have access through each other's building.
Oh, so then the one that's down there is going to provide for the middle and the end buildings.
The existing one would be for, if you look at how it's split into three, A, B, and C, the existing would be for A, and then the two new would be for B and C. OK. Split.

So the existing one now, that would serve the belt part of it, then the new loading dock would serve the other two. Yes, sir. Combination. Each one would have a separate loading dock.
Yes, sir. And we took in, this was the best plan to take in mind of limiting traffic of semis coming from Bean and keeping that to Machado Lane where it's existing for them coming into Belk. There was just no way to get a second garbage disposal with access to that tenancy without using the Bean side.

would you have the authority to increase the height on the chain-link fence for the compactor I believe it's only at four feet I do believe that we would be how high are you proposing for that to go how tall is the compactor typically whenever we have disposal areas it has to be fully enclosed like we shouldn't be able to see it at all but I mean six to eight feet at the minimum, but it, of course, is at this board's discretion, just to try to minimize the visibility of the compactor area.
I guess not knowing what is the exterior shell of the compactor station. I mean, is it metal or?
They're normally metal. It would be just like the one that's existing at Belk, but I'm confirming that we can increase that. That shouldn't be an issue.
And there is a berm or a raised component that that fence goes on, is that right? Or is it level ground? That's flat ground. It's flat ground? Yeah, if you go to page 28, it's all...
It's flat, but it sits up high enough that you could access it to put your cardboard and things like that in from the loading dock. And yes, we can increase the height for what's required.
Yeah, you can see it's pretty flat. Just worried about the visibility from... There's nothing on that backside, and so the goal is to protect, you know, the visual aesthetic of that area as well as it was intended. we would recommend that it increase from four feet to six or eight.
But of course, again, that's at the... To totally block.
Without knowing the exact height of the compactor, I couldn't say, but at least six or eight. It looks like at four feet, maybe half. I'm trying to go back to that elevation.
So can you go to page 20, please? There is a floor plan there. And the compactor that is going to Beane Boulevard, that one, it says new masonry and enclosure. Yes. And the other one, it is, that's the one that require the chain link fence. The one that is highlighted in yellow.
OK. Is it on page 20? Yeah. And it should, the plan should have the height of the compactor.
Yeah, the elevation is showing the height. So the new masonry have a foot height. I think this compactor, because it's in the back, basically, that's what I suggested to leave it up for.

So in this part, you can see that each loading dock is separated. They have a wall that's divided, so nobody has access to the other one.
