The Tax Increment Reinvestment Zone #1 board approved several Downtown Momentum Grant Program applications for building improvements, including roof replacements and HVAC upgrades, for local businesses. Two applications were deferred for additional information regarding activation plans and cost breakdowns.

It is a local business that has been here for quite a bit of time. They are asking for some historic preservation work, which would include their back wall of the building. So it would be to fix that. However, with code, you know, we all love that code. They do have to get asbestos testing done before that work can take place. So the asbestos testing is in there. And then she has some code compliance requests for updating her plumbing up to code and some HVAC fixing as well. Pull up a chair, bring your questions. The total amount of requests is the $42,897, with her contribution being $3,563. I can give you any more information if you have any questions.

I know he brought Ali here today and he was here and wanted to kind of speak on that. So I'll go ahead and I'm like, well, I'll let them do the talking.

I just wanted to speak on the roof. So originally Josh had requested a repair and essentially it was going to be an entire roof coating, but we considered it a maintenance repair because a roof coating is not a complete roof system. And so we did quote him that that was prior to us knowing that this was essentially going to be for a grant. And so as, Something I've been talking to Nicole about of being good stewards with the city's money, with this grant money. I talked to Josh about requesting a replacement because this coating for him is only going to last two years at most. It could last a little bit longer than that and it could last less depending on what weather we receive. But the coating that would essentially stop his roof from leaking and stop the damage further is essentially that. It's a maintenance item. It's a repair. And so If you're going to end up committing money to something that's not going to last two years, I suggested to Josh that he request a replacement for that to last another 40, 50 years rather than two years. His roof is currently leaking. It is aged to the point where there's not a lot of repairs that could be done outside of a coating. It's an old roof. It's got two different roof systems on there, but the asphalt essentially is breaking away. It's cracked. And you unfortunately can't mold or change the way asphalt works. And so because of that, the asphalt is pulling away from his walls of the whole building envelope. And so you'd have to remove all of that, put new framing, and then put a new roof system on. And that is what the replacement estimate's for.

And so on the repair, I'm just I'm just curious. So on the on the replacement, I'm assuming that that is including decking and all that. Yes, ma'am. But the repair that was not including any kind of decking that was just simply just for a coating.

It is. Yes, ma'am. Yeah, you can't replace the decking without removing the old system. Engineering-wise, you wouldn't want to remove weight off of one area, not the rest, and only replace that area of decking unless it was a small portion. And so the coating is basically going over top of everything that's there and trying to apply a new seal. But as that deck is going to move and expand and contract and the asphalt is going to continue to keep pulling away, it's going to break that coating. It usually takes in the panhandle with the heat that we have about two years to do that. the condition that it's in anyone else have anything so the repair only lasts two years yes ma'am yeah and i mean i don't have the exact timeline because i can't predict what weather we'll have but i would predict in this situation for it to last about two years uh the the coating is attached it it operates as long as it's completely attached to its surface but as the roof starts to pull apart some more it's going to break that coating Once the water gets inside the coating, it's going to continue to peel up like paint on a wall. The second it gets wet, it won't peel off right then. But as you watch it dry out, it's going to start to peel off and flake off like texture does on a wall, essentially. So I would assume that with the UV exposure we have and the dry heat, it would take about two years to break that away.

So as far as insurance, can you talk about roof replacements and repairs on how that impacts insurance claims? You know, like replacing, you're repairing up front, getting it insured if there's not insurance, but not for years, but just in general.

Replacements to get it insured, and then with a three- to five-year plan of getting a replacement through insurance. Can you explain kind of how that works, like the process?

So insurance loves coatings because they do reinsure the roof back to an insurable position. But it's tricky because insurance will say, hey, now this is insured that you have a coating. But the second that that coating breaks or has any kind of crackage, they'll say that the maintenance repair failed and that they'll go back to not insuring it. Unfortunately, insurance is not going to tell you they're not insuring it until you go to make a claim. And then they say, actually, it's not insured, but you don't get any of your premium back that you paid them to cover it. So it's really tricky. You're saying they could have insurance on it and then insurance could deny recovering it? Correct. Yes, ma'am. It is something that we have fought hard on the insurance, the Board of Insurance in the state of Texas to change. Unfortunately, it works in their benefit to keep doing it the way that they're doing it. And so it does allow insurability back to the roof. It just doesn't guarantee it'll be there when it comes time to make a claim. Where a roof replacement does guarantee that it is insurable. It comes with our, our specifically, but other roofing companies, they should have a warranty, not only your manufacturer warranty, but your, your installation warranty. And so when that's turned into insurance, we have to turn in a certificate of completion and they guarantee that that is insurable and therefore can make a claim at any time. So the repair unfortunately doesn't guarantee that it will be insurable when the time comes to need that insurance to protect you. But it does allow you to go get an insurance policy at the time of installation. It's essentially saying, If your money we just may not give you right there They're happy to take your premium and they can take your money monthly or annually if you put a new new coating on top of it But they can't guarantee that it will still be covered when it comes time to needing that service from them It sounds shady unfortunately, just how insurance works.

It does, and it really stinks because most of the time, almost the insured is the one who's screwed over. And so because of that, I would recommend a replacement for long-term use and guarantee that this is a building that can be insured for longevity of its ownership.

that answer your questions chris anything else for me anything yeah i just i would just like to say one we appreciate even the opportunity just be considered for this um as far as skin in the game just to kind of mention some things that we've done we've replaced the air conditioners up there you know which is a significant cost on the crane that's kind of was the beginning of our leaking issues uh we you know we'd saved up a lot of money replaced the air conditioners and then they kind of started trickling in slowly and slowly and it was something we couldn't combat probably every single year I've probably coated that roof myself, $4,000 or $5,000 a year trying to coat it myself. I'm obviously not a good roofer, but, you know, at least we try to do it ourselves, be kind of somebody that, you know, take care of the business ourselves and take care of our own needs. But we also would say, you know, every law enforcement agency here has a key to that place. They can come and go as they please. We allow them to use it for use of force training there. We don't charge for anything like that. We train law enforcement officers. We don't train them for any charges, anything of that nature. The children that come there, if they can't pay, we don't question that. We never ask their parents to prove they can't pay. We just keep allowing them to continue to come. And as she said, Nicole mentioned, we bring in seminars quite a bit. We're kind of a silent partner for Border. We can easily bring in 40 to 50 people into a seminar on a weekend, and they will bring two to three people with them, and they will wander Main Street while we have our seminar we use fundraising facilities for people in need um also judges will allow kids uh some kids to come and do their community service with us because they know that if i'm with them and they're having to be with me that it's not so much fun as a community service you know it's they're having to clean the building with me and they usually typically end up being long-term and lifelong students with us as well you're another peak I may be so I feel better looking a little better looking but I had to push I had to push his niece on around the school middle school track when I was in football with him so I know that mentality very well. But this is a business that we you know one that we intend to be here for a long time we've been here over twenty years in that particular building almost fifteen. We intend to continue to be here and stay here.

i have people on the roof the first time to talk about that the way it was presented the repair was more justified than the full replacement at that time so what kind of changed so we went back a second time so josh called us uh i'm not quite sure the timeline after we uh did the first bid for the repair and said hey it's leaking worse what what can you guys come take a look again and so we did come take a look and i've got some photos I'm sorry, I should have brought them with me to present it to you guys. But the photos of the roof prior did not indicate what was happening below the system. And so we can only see what you can see up front. And so after it started leaking further, we decided that we would do a core test. And a core test is essentially cutting We use a circle, some people do a square, but it's a circle, a three inch wide circle all the way down to the deck. And that shows us what layers of system are on there. And then we pick areas that are leaking. So that way we can see, is the water in the system? Is it in the deck? And is there already deterioration in the two? And so we took a core in an area that was leaking and then the deck that we received from that is wet. It was soggy. It was obviously had water over time. And so then that prompted us to pull a piece of the wall off. The asphalt goes all the way up the wall. When we pulled that asphalt off, we saw how the asphalt is separating from the deck and the deck is sagging in some areas, holding that water and causing it to come into the building further. So after that second investigation, that is when we went back to Josh and said, hey, look, you can still do the repair and it'll still probably stop the leaking. But it probably won't last long because your water's already penetrated your building envelope. The deck is what we consider to be a structural component. And because of that, it's going to continue to pull away. We have significant expansion and contraction here because we have significant weather differences. We go from freezing to hot. And so a lot of the time you don't see the damages that is being caused until you have like an ice storm where you see everything freeze over. And then as it goes to melt, it's going to swell up and you're going to see noticeable leaks and changes that come into the building. And so in this situation, a lot of it, the problems he had was over the last year. And then after we had significant amount of rain, it was able to finally kind of tell its story. And so when we bid it the first time, we didn't know the story. But at the second time, now we did. And if I was listening to me talk, I would also say, hey, like, are you sure you're not trying to just go back and get more money because someone else is paying for it? We've been working really hard as a company to partner with the city to try and be a consultant as a, hey, let us assess every building and build essentially an assessment report that's a 10-year, like, Capital planning project that says here's what order we would put all of these roofs in in terms of failing where the building could not operate And we've been working really hard at getting that completed. We're still maybe 80% of the way done and so this certainly is a case where if we talk to the business owner and we say hey if this continues to leak can you continue to operate and if they say no and then that does change the priority on the list. And so then with this one, because he said we may not be able to, that's where we went to investigate further.
