Good afternoon and welcome to the April 21st 1:30 p.m. City Council meeting at this time we will stand for the pledge and prayer. I pledge allegiance to the flag of the United States of America and to the republic for which it stands one nation under God indivisible with liberty and justice for all. Thank you. Let's pray. Father God, we just come before you and we just want to give you thanks for this day, Lord, for it is the day that you have made and we will rejoice and be glad in it, God. And I just want to thank you so much for this city. I thank you for all of the staff, Lord God. Thank you for the council. I thank you for our first responders and our citizens, Lord. Father God, I ask that as a city council we would make decisions that best are for the citizens and Lord that um that what we do would please you. So Father, we just thank you and we praise you for this day all in Jesus' name. Amen. And at this time are there any questions or comments from any citizens? I see none so we'll move on to number five which is the city manager's monthly report, Mr. Spradling. So your financials are now up through six months of the budget year so about halfway through.

You notice we're still trending pretty good. Expenditures are right online with budget. Revenues are pretty right there with it. We're a little bit above the five-year average on both which is you know, we budgeted a little more with EMS expenditures so we're we're doing pretty good there balancing everything. Our water sewer is still trending just a little bit below our five-year average. I think we'll catch up this summer. You know, it's been hot. A part of that was both Nutrien and Phillips were down for the first part of this year this fiscal year so their water intake was down but they've been quickly making that up so I expect us to be in pretty good shape there. But you'll also notice in the chart that our expenditures in water sewer are below the five-year average by about the same amount as the revenue is so we're still trending positive there. Revenue's still been over expenditures for most of the year. Sales tax was down a little bit in March but we're back up in April. So we're still trending right along with our budget budget projections there so everything's looking good with our sales tax. Hotel tax occupancy and the venue tax is still trending well. Of course it slowed down from the first part of the year when they were dealing with the turnarounds. But we're still on track to probably make a little bit more this year than we budgeted. We'll be looking at our first budget amendment ordinance in the next couple of weeks. Um I'm not for sure that the council will have to do much so I think we'll be able to adjust most of what we need internally without adjusting the total amounts. But but there probably will be a few little adjustments coming in. But other than that finances are still looking looking pretty good. Right now we don't really have any projects. We're just waiting on the permit for well 13 to come in and start using the new Reigel well 13. We expect that just any day now and we'll get that switched over. We did have a another blowout at Nutrien on Friday. So we've got that fixed. If you you know, we replaced a big section. If you remember we had some faulty embedment. We replaced a lot of it. There were four sections that they didn't want us to replace because they weren't for sure what was in the ground. The Nutrien didn't want us to replace and so we have now replaced three of

So there's only one section section left and so we've been replacing about one of those a year so if that trend comes over we'll get that last one replaced next year. Um I know that there had been some discussion in previous blowouts about why we used the um that some of the poly piping there. And I'll just remind everybody that we switched because Nutrien couldn't they weren't for sure what their cathodic protection was so we had to move from the concrete steel line concrete to the plastic pipe because the depending on what their cathodic protection is it can rust the steel line of those concrete pipes so since we weren't for sure where all that stuff was we transitioned. So that's that's that's why. We probably would have we'd have a whole different set of problems with the concrete pipe. But it's been pretty minor. You remember we did go in and add the bypass a while back. The water crew um did a lot of work to get that replaced real quick so they were down I think for less than 24 hours so um a little bit of work there. Going through our departments, course HR still busy finishing up all the summer hires, so I think we have just about most of all the summer hires uh finalized. I think we're still working on some part-time park summer hands and some part-time code enforcement summer hands are the last ones kind of trailing, but we've got all the lifeguards and park rec aids for the summer park rec program or they're in their final stages of drug testing and starting their training process for all of that. The uh swimming pool's first day I have this here, but I forgot to write it down. The period is a May 27th. So, [clears throat] and uh we've got the park rec rec dates are updated on the website and those are going out. We'll be uh starting to educate on the park rec program here pretty soon. Raven, our HR specialist, is back part-time from her parental leave, so they're playing a little bit of catch-up on some of the stuff that got behind while it was just Michelle by herself. Uh city secretary and court, of course, they're dealing with the election right now. Of course, today is San Jacinto Day, which is the state holiday, so there's no voting uh today, but they'll be back in the morning for early voting starting 8:00 through to 5:00, and then again next Monday and Tuesday. Tuesday will be 8:00 to 8:00 for your 12-hour day. Uh Public works working through, I know that we've gotten a couple of calls. Uh there is a you know, we've been going through those. There's a one of the red light beacons is out on one of the water towers. Uh we're not for sure that they're registered with the FAA anyway, but I know the citizens see those and sometimes they they think they're there. The problem is now is on two of them we've changed out to the LED. You can't get bulbs for the old beacons anymore, so you have to change the whole fixture, and then that's a tower climber, and it's it's a process. It's not like just sending somebody up there real quick with a light bulb. So, we're trying to figure out what it what's required and what we need to do there, but we are walk we are working through that in case somebody you've asked you why we haven't done that. It's it's still in process. Also, this last month our dispatchers actually delivered a baby successfully on the phone by giving the pre-arrival instructions, so they were It's not very often that we get to do that. And actually, [clears throat] that's the first time I know that that's happened in my career here, so shout-out to dispatch, and you know, as as we go through some of that, you know, we do have those protocols, and you know, invest try to invest in their skill set, and I think that definitely paid off, so that does give you some little plus there. It's a maybe a little happier experience than some of the things they normally get to deal with. Uh we're also getting ready to have a VOT virtual exercise with some of the agencies. That's the mainly get them uh

accustomed to our VOT, which is our new kind of emergency management platform notification and collaboration platform. Make sure everybody gets through that. We're also working on trying to get our 214s into a digital format. Those are your uh daily reports that we have to submit when we have to submit for reimbursement either through FEMA or TDEM, so we're trying to work in streamlining that a little bit uh before the next event, so that it's a little easier when we get that event. Uh Dustin Henderson's actually down at the TDEM conference right now. Uh they've got a class on their TCR program, which is their community reporting. Uh so, they're using Ezri with that. Uh Dustin is our Ezri GIS technician, so we're he's going to learn kind of how to tie that in, and so that TCR program is where we report community damage, you know, which helps uh getting other resources and eventually, you know, maybe FEMA support in an emergency. If you remember back during the wildfires, we were pushing those out, you know, with the little QR codes, and you can go report your own damage. We've done that some in wind storms, and we're going to continue trying to refine that. Uh Whistler's been asked to speak at the upcoming AgriLife conference, and we actually did have the international members from the International AgriLife uh association here last week. So, I don't remember where they're all from. Somebody from There's I know there's one from Australia, one from New Zealand, somewhere in Europe, and so they were talking to some of the ranchers around here, but they came and stopped by the fire department, and we talked over our mitigation program and how the uh AgriLife uh community can support and, you know, work with our mitigation efforts, so that was pretty good. We sent them all home with a city of Borger windy deuce challenge coin, so maybe they'll have a little little fun memories of their stop in Borger, and I believe they took them to eat at Texas Rose, so hopefully you know, I'm not for sure it's it's I guess it probably would have been a little cheesy to take the Australian to Outback Steakhouse, so you know, they

Uh we have also started uh billing for the National Park Service dispatch contract, so we budget a little revenue for that now. They have generally have not paid for our dispatch services, but now they're the last agency to come on and start paying for those services. Uh we do have our diesel trailer in, which was also part of our diesel generators. The diesel generators are all are on order. We do expect them to be in before the end and installed, you know, probably by the end of the summer. Uh but the trailer is in, and we've got it uh functioning. It's already come in handy for a couple of grass fires, you know, so uh we've got some procedures in place to if we take it out there and fill up depending on whose incident it is, we we will bill the responding agency for their fuel, but that way they don't have to come all the way back in town to get fuel. So, it's already proven a little useful in the emergency response side in addition to supporting the diesel generators that we have coming, so that's good. We also hosted some mitigation training here. We're also in the middle of getting Apollo Med Flight onto our public safety radio system. Turns out their radios will support it, so we're going to get them on our system, which will streamline communication between our first responders and the Apollo helicopter. IT's been working. We do have that multi-factor authentication starting to roll out in the city hall and a couple of the other services now after going through the police department. So, if you remember, that's where we're going to use our little cards to access uh the services. We are seeing a little uptick in some of the uh uh spam and spoof emails. I don't know if any of y'all noticed some weird uh trying to get you to sign DocuSign things in the last couple of days. So, uh we're this will part of this will help secure some of that, and I know that uh we during the TML meeting, you know, the cybersecurity specialist talked about our cybersecurity, so that just a fair warning. I know how much y'all love that, but that's going to be on the next work session. We do. Yeah. So, we will take our 15 minutes uh at the next work session and watch our cybersecurity and get the council all signed off on on all of that. So, that might be the one plus to Kim's new found

freedom as she is freed from the cybersecurity training as well. And Keith also recently completed his uh ISACA CIE CS certification, which is a a big cybersecurity information, so glad to have have those credentials with him and and for the work he does to keep our network safe. So, we've been pretty good with that. And just a reminder, the health and safety fair is this Thursday from 10:00 to 2:00. So, they've got all sorts of vendors out there. They've got a lot more vendors this year. I know it's kind of hard in the We have a trade-off with that. You know, I know some people have said, "Well, it should ought to be after hours or on the weekends." Well, if it's after hours on the weekends, then the vendors don't come. But it might have more attendance, but if you don't have the vendors, it's not as worthwhile, so that's kind of a catch-22. But if you got some free time on Thursday to swing by the dome, like Xcel's going to have their arc trailer there, and a lot of other agencies with some public safety resources. It should be some good information, and so they've done a pretty good job coordinating that, so. Thursday evening. Yep, so I'll get to that when we get to public engagement. Uh in the fire department, uh Troy Rivera in the fire department and Charla Winkler in the EMS department both have completed their AEMT, and so now have their advanced EMT certification. So, we're continuing to increase our certification on our EMS and fire side. Uh we did get awarded a grant through the uh state for to send two more to paramedic school. So, we've got two more going through paramedics, so we're continuing to progress with that. We are in the final steps of hiring the last new hire for that third the third ambulance with Stanat, so uh we're just about fully staffed in EMS, so got there a little quicker than than I thought, so we they've got their last uh paramedic in the final stages of that, so. Also, with that, uh firefighter Marr and firefighter Hickmott have been promoted to driver. And then uh they also were at the touch-a-truck event at the uh New Life

They you know, I was good at keeping up with changing names, but then they started changing names and changing locations, and then that really throws me for a loop when they've got a new name and a new location. So, I know that the uh public's good with that. So, in public works, we're still hiring for a uh solid waste uh operator in the in the refuse department. We've got our part-time park open. Of course, they've been helping a lot with prom and setting up the bleachers for all the proms at the dome. Uh so, they get some curbs and sidewalk replaced at Main and Coolidge, and then we enhanced the ADA accessibility at the back of city hall right here. Uh speaking of that, I do have uh we had a little money left over from our city hall renovation project, so I have ordered uh new decorative parking lot lighting for back at city hall. So, I know that those if if you're up here at night, those lights aren't working. And they haven't been working, but since I knew we were going to replace them, I've not paid the money to fix them. Uh but those are on order, so hopefully by probably July we'll have those in place. Uh we're also going to going to start seeing a lot of uh work getting ready for the prepping the streets for seal coating and the micro surfacing coming later that'll be probably late summer, kind of in that August, September time frame. It's uh It is a new contractor this year, so I'm not They've got some experience with them, but I don't know if they're going to be tied up with a lot of Generally in the past, the Missouri Petroleum's had a whole lot of state contracts, which has pushed us off into September, so they haven't had their pre meeting yet. So, we might We'll get a better date, but I'm There is a chance it might be a little earlier this year with a different contractor, but uh I'm not for sure. Of course, I think the streets isn't going to be concerned about getting a little more time to prep prep the streets for that, so we're getting ready for all of that. We also did get the maker parking lot in Ballinger repaired from the latest Dollar General Don't No trucks here entering here. So, uh also fixed a small problem with plumbing at the uh pool, and then of

course they they're ready for getting ready for the park rate program. So, in planning development [clears throat]

uh Our demolitions are going to slow down just a little bit. Uh the loader that code enforcement uses needs a about a $20,000 repair. And I'm planning on putting a new excavator in the budget to replace that. So, the plan is is not to repair that loader knowing that we're moving towards a newer piece of equipment. We have some other We're probably going to authorize a little bit of overtime and try to do some of the demolition on the weekends when we have access to the loader from the transfer station, which also has solid tires to do the the critical things, but I just kind of want to warn you I don't think it's cost-effective to repair a 50-year-old loader that's client that's about to be replaced. So, we'll we'll work around that as best we can. Uh but uh just fair warning. Uh we've also had some code enforcement asbestos training uh in planning development, and Johnny recently completed an electrical class. I did kind of joke with him. Apparently, he had to write two papers for that class, and I was like, "Electricians can write?"

But [snorts] uh of course, I joke, you know. We like our electricians and the work that they do, and that's some good information for uh Johnny. Uh also I've been doing a lot of inspections up at the college dorm. They now have all their underground utilities and their footing signed off on, so you're going to start probably start seeing some vertical building out there pretty soon. Uh we are also hiring a new clerk in the planning development department following uh Naomi Martinez as uh she's moving on for uh other opportunities. Not nothing bad. We wish her the best, but uh we're all hiring for that position as well. In the police department, the animal services went and helped at Snack Pack for kids, and they were also at the Touch-a-Truck event. We also have some new disinfectant installed at the uh shelter to help keep our diseases down at the shelter, so I've been doing a pretty good job with that. And just because they wanted me to have to say it again, they did complete on April 4th the Easter Paw-ty. And the Paws for Consent event with the Crisis Center. So, they did some uh free microchipping out there. They also have their their uh in the first weekend of May, they've got their three-city microchipping event coming up, so I'm excited to see how that goes. At the PD, they did a meeting with TxDOT and Andrea's project on uh impaired driving awareness. As Captain Sims has also been doing some GIS training for uh state reporting and crash modeling. And then they were course with the Touch-a-Truck event, too, because as much as kids like fire trucks, they like police cars and more police motorcycles almost as much. The chief will argue with me back there, yeah.

More. And of course, they've been working and helping with all the proms at the dome and everything as well, and then we've had We did host some DPS interdiction training uh here in Borger. So, at finance, mostly it's been recovering from the audit season, so they're catching up on all the things that got put off while we were focusing on all the audit. Of course, the audit is behind us now. Of course, this is their happy time of the year because since I'm mainly handling handle the It It's a fair trade. Terry handles the audit, I handle the budget. Yeah. So, they can get into some of those other projects while I work on the budget and get caught up with that. She also completed the G600 finance training and recently went to the procurement training conference uh down south just a little bit. So, then on utilities, we already talked about the what kind of three mountain projects, but they're they're kind of bigger updates are uh way down the well 13 permit and the new nutrient blowout. Uh we do have a few positions open there. Uh They've struggled a little bit with uh the turnover in water distribution has been It's It's It's been like the same entry-level employees. I I don't think I think we talked about this last month, too. So, I'm not for sure the people understand the amount of work that that job involves. And so, they take it, and then they find out, and then they decide they don't want it. And I will say overall, we're seeing a little bit more turnover citywide right now, but it's that's still in entry-level positions. We're not losing tenure. So, it's just somebody that didn't work out, and and of course, it's a lot easier to turn over those positions than it is tenure. So, our actual average longevity is still increasing even though we might have some turnover in those entry-level positions. We've talked a little bit that about that with dispatch, and you know, dispatch is just get one of those where you got to have certain skills, and you don't really know if you got them until you get in there. And so, we're trying to work ways to be a little better at identifying those and getting somebody that's maybe a little more

set up for success, but that can be some hard positions. But But overall, we should still doing well well. Like I said, we haven't lost any Other than Winston's retirement, we haven't lost any high-end, you know, high-level or long-tenured employees, so we're still doing pretty good. And uh our civic and main street So, what you're going to start seeing me doing is And we've talked about this a little bit in the upcoming budget, we're going to create a new department. And so, I'm calling it community engagement and development. And so, we're kind of putting in the engagement and the main street program and uh Scott and all that into a department. So, these are going to start being combined into what I call community engagement and development. And so, with uh with Nicole, we've completed the first uh business boot camp session with the chamber and the EDC, and so I We've had some pretty positive feedback from the participants that are in there. I actually have four participants that are are participating without any any benefit. So, there's nine in the class, but the EDC is giving five $5,000 if they successfully complete, and so there's four in there that are just doing it just for the information to improve their business. So, that's I think exciting. They've also been helping BISD with their Cinco de Mayo event downtown, which is happening May 1st. So, you probably If you want to see some information out there on the school district's page. Uh Tied in with cuz so many of this this goes together, but they have been if uh Deidra, Nicole, and Scott have been working on the Behind the Door series highlighting some of the unique features of our downtown businesses. We have noticed that several of the buildings downtown have hit the market and are actively for sale since that series has started, so maybe they think we're helping generate some interest. But we have had pretty good engagement and feedback with that series. Uh Some interesting stuff in some of these old buildings. I'll just leave it at that. We also did a special Behind the Scenes doors with the EDC and 712 on the Yucca Estates uh open houses out there, so we are still

continuing with Yucca Estates. I know that they're working on finalizing some plans and some financing for the next three homes, so we should have three more homes going up out there here pretty soon. I know we've been saying that for a little bit, but it takes a little bit of time. So, Nicole and Deidra and a group of eight went down to the Texas Historical Commission's Real Places conference. And also did a vacancy workshop, so I know that they've got lots of good feedback and ideas from that, so we'll get to see where that leads. We've also submitted our first Q1 reporting for the Texas Main Street program, and we do have that fully executed contract back. Don't forget next month in May, the first lady of Texas will be coming to officially welcome us into that program, so I'll more details on that event downtown when that happens. So, I know that Nicole's been working on planning that. We did work with Ogallala Commons and hosted a landscape rehydration field day out at Rock Creek at the Rock Creek Nature Trail area, so we've got some pictures we're going to start posting on social media, I think, for some of that the some before and afters, and that was pretty good. We also uh as the council's aware, hosted a TML regional meeting here last Thursday. So, I had lots of good comments and feedback uh feedback from that, so we got to show some Borger hospitality to our fellow regional cities and elected council members, so like I said, pretty much what I heard was all positive. I didn't hear very many negatives, so I'm excited for that. And of course, the dome has had the Borger ISD prom. Uh we do have our next Seat at the Table coming up. If you remember, that's where somebody can come in where we've got code enforcement, the EDC, and all the city departments and and regulatory authority there if you have questions about business ideas or development-type projects. So, we're excited to see what might come from that for the second one. We also gave a presentation to the EDC yesterday on some of our coordinated path forward for the downtown and our vacant building strategy. We the tiers also did approve the Main Street momentum grant and the council did approve that last month. So we're

getting ready to kind of start educating on that. The next step there will be to set budget amounts for for that. We've kind of had a little bit of talk about that. So we'll probably likely we'll have the next tiers meeting in May. I expect maybe that budget adjustment to be in front of the council sometime in June. Depending on when the tiers meets. It It might get pushed a lot to July just depending on how everybody We're getting into a busy time of the year for people. So The tiers is the tiers doesn't have set schedules. You know, it's a little more difficult to schedule the tiers than it is the council who gets to show up every two weeks. Regardless well, you know. Charter says we shall. So we shall. The tiers doesn't have that we shall. So but depending we're going to try to get that to taken care of pretty quick. We also had a meeting with Andreas project and TxDOT here to talk about resources they have for employers and things like that. I had a pretty good feedback with them. We've got some free stuff going around. You start probably seeing some of that going out in some of our social media as well. We've also continued those throw throwback Thursdays which are history social media engagement. So we've had lots of engagement with our history stories through the Centennial. Also I think that's been definitely one of the successes of the Centennial year. We've definitely reconnected a lot of people with Borger's history and the sense of community. And with that we did post the video that was premiered at TML onto our social media and that's already got over 200 full views. So Scott did an amazing job with that. That is part of what we talked about with hiring a media specialist. And so you're going to start seeing a lot more video content and engagement. I'm excited to see how that goes. And other than kind of way out there not really relevant comments on it. There's only been like two out of like 40 comments and I think this morning it was already over 324 shares. So that video is getting up some pretty good steam. We'll show it. I'll have it in the Citizens Academy and we'll probably uh start circulating it around some of our other events so the people get other

opportunities to see it if they're not in uh if they're not on social media. Speaking of the Citizens Academy, that starts Thursday. The first session is Thursday 6:00 right here at City Hall. So I think we've already got a little more than 20 almost 30 registered for it this time. So but the council's more than welcome to come sit through it again if you want. It's mostly It's mostly the same program as it was last year. However, we've added two sections. So we split off emergency management and dispatch into its own session. If you remember when we did fire department and EMS and you know, it was it was a little little too much for just one session. So we split that off and then we also pulled public works away uh from code enforcement planning development. And so get that gives us a little more time to outline planning development and code enforcement. So 10 total sessions meets every Thursday at 6:00. Every Thursday but the fire department Thursday will be here at City Hall. With Scott on board we will be recording these sessions and eventually putting them out onto our website where you can access each session on your own if you want. So try to give some people that maybe don't want to come in person the ability to see that that material and learn a little bit about the city. We did complete our Buena Vista cleanup last month. It yielded 4,020 lb of bulk waste out of the Buena Vista area. So I think that's a second place probably for the year now. Third. Cuz there I know there were two that 4,000 and then somebody came in at like Yeah. I know there was one really big one. But May 6th will be the Fairlanes 2 neighborhood cleanup. So we'll have the bulk waste trailer set out in Fairlanes 2 addition on May 6th. Reality Check is coming up on May 7th. We're still looking for a few volunteers. If anybody hasn't volunteered uh you know, that's generally pretty fun time to work a booth with the high school kids. You know.

Last year. So it's it's kind of funny to watch reality hit them and it's it's amazing how many of them immediately want to give their kids back and have to go get a cheap car and [laughter] Try to get rid of their wife. They I mean they're just hilarious. Yeah. [laughter]

It was so much fun. think about this. From as small as our utilities to literally a workforce they don't Yeah. So it's very interesting. That and the and the and the see how proud they are when they think about having a roommate. Yeah. [laughter] They don't even think about having to go to the hospital if something happens. They don't you know. So that's definitely if you uh You got a ticket from the officer. But if anybody wants to volunteer or y'all haven't volunteered or got anybody that's interested They've got different booths that you know, they can they can get you a booth set up. So Cuz they were like she did that last year, didn't she? Yeah. So it's definitely a good project. So and it and it is fun and amusing. It's definitely not boring. I think for the adults I think it's a good break for everybody. So that's coming up May 7th. Uh Business Boot Camp session 3 is May 21st. So we're still working through that. We do We did get our paper We're working on finalizing our paperwork with the AmeriCorps at WT. So that intern will start June 2nd. We've also started our steps to become digital friendly. So that's kind of like our tourism friendly and music friendly and So we're working on our next friendly designation so that we can be the friendliest place I guess. Which most people already think we are. So you know, I don't know how much more friendly we can be but apparently really friendly. We're also working on some final details for Boomtoberfest. So we've got I believe we've got our celebrity judge. We're trying to lock that down. Almost. We should be getting I mean we're close. We've sent out contracts.

Hopefully we're we're working through that. Uh Then Deidra's also been asked to teach a social media and crisis class at TDEM's conference in May. And so we've also now also submitted our paperwork back to GFOA for consideration. And the Battle of the Bands registration is live for Boomtoberfest. So if you know anybody in the bands that that want to do for that. I think I think we should have you know, that's growing every year that we've been doing that. I expect uh probably some even better results this year. It's cuz the word of mouth is really helpful with that. The bands that have come and participated had a good time have always gone back and spread the word and then some of their band friends have applied. So I expect that to be uh really good. It will be Centennial themed this year. Uh as well all of our events. So don't forget that the second second Saturdays of summer start May. that's going to kind of partner with us and they're going to have uh some of their folks dressed up as like a Spurger and different historical people each time. So it's not going to be the same ones each second Saturday but they're going to come out and kind of create an immersive experience. So It's fun. It's exciting.
