Huh? Good evening everyone. My name is Ken Haringer. I'm a president of the third ward. It's great to see these families here and the new people coming in. Um, but I'm here to talk about the people going off and it's basically to to say some thanks. Um, it'd be nice if there were I don't know, maybe there are dozens here, but u I think I'm speaking for hundreds and maybe thousands of residents in this area. U Steve and Susan, thank you. And then Ned, um, we go back a ways
just a little. And the the first thing I can remember about you is we had kids playing little league ball at the same time and I'm thinking that's that new guy FUA. Um, and then, uh, probably around 1993, we were just getting started on the, uh, let's see if we're going to have a casino thing, and you joined the IDA, and the reason that, uh, that you came on there was that, uh, manufacturing advice was needed, and and management experience. And, uh, I don't remember you ever being very quiet at a meeting. So, you always added much. And uh I also want to say I'm going to you know you're not going to have to sit me down because I went over five minutes or whatever the thing is. But um I just wanted to u give you my thanks for all the years. Let's talk about a couple things here. um you were um not only very uh involved in that casino but also in Lake Pharaoh Estates uh which was a really great thing that was done by a group of volunteers and I remember when the Nordine distribution center was built which is now Spirit of 76. It seems to me that you almost single-handedly made that whole thing happen if I remember right. So anyway, that's just a few of the highlights. um of things that I saw happen. So, there's there's so many people in town that don't know how much they benefited from not only you being mayor, council person, but all the volunteer work before that. Um, and for me as a person that was there, you know, some of those times, the fairness that you had, so you and I had a discussion after I was president of the IDA and it was about whether or not we were going to hire an economic developer and you were sitting right over here and we had a pretty heated discussion. And when
I say heated, it wasn't it wasn't bad heat, but I mean we we had two different opinions. And when it was over with, you came up and I was sitting in that chair where you're sitting now, and you said, "Uh, man, we can disagree, but I still love you." And if if discourse in public and on boards and council meetings and in the in the United States government was carried on like that and you were the one that came up and said it. I didn't come back to say it to you, but that was really appreciated and it made a big impact on me and I think it's an example of the person you are. And so I want to thank you for all that you've given and and you don't necessarily, you know, have to fade off in the sunset. And again, thank both of you also.
Very kind of you. And I do I do relish our relationship. And I didn't mean to make it personal, but but the uh but that part that part is an example of of the kind of guy and not that you're, you know, nice and easy to get along with all the time, but You know me well. Ordinance appropriating money be it ordained by the council of the city of Boomville as follows. Section one for the purpose of paying salaries and various accounts against the city of Boomville which have been allowed by the council at the regular meeting thereof on 414 2026 the sum of $176,8520. General fund $44,71761 sanitation $57,98326 CIP CIP tax $2,438.90 waterworks $43,19759 capital project $0 wastewater $19,141 tourism $3,4264. Gaming $2,57823. Parks and water $2,639.56. Kemper sales tax $0. Section two, the count is hereby authorized and instructed to draw checks on the respective city bank accounts in favor of the persons whose salaries and accounts have been allowed as above, amounting to $176,85.20 20 cents being the total amount of money being appropriated. Section three, this ordinance shall take effect and be enforced from and after its passage first reading on 414 2026 read for the second time. This 414 20266 since a copy was made available prior to the meeting.

So, this is like we scoop up every last thing that has March 1 to March 31. You got it. And uh that's it. So, the next meeting will be all the new fiscal years. So, it'll be
perfect. Kate, as you had the fiscal year come to a close, did you have any surprises? Um, I was pleasantly surprised on the general fund that some of our revenues came in better than anticipated. So, the shortfall, um, not to pick on Cooper, but when we bought a truck in the middle of the year and didn't plan on it, I thought we would have to pull more out of reserves than we did, but we really didn't. So, I was pleasantly surprised by that. Um, but otherwise, most things hit around on budget. Tourism was I'm hoping it'll close out good. It was a little low, but tourism is a little bit hard to to chase us just because we send out letters with bill well not bills but saying it's time to remit and then they self-report. So sometimes that gets a little bit in it, you know, bad weather. It's hard to say with tourism it's all in bed tax. So that came a little bit low but I'm hoping as we finish up the year end. Um and then we got some more money on the keer sales tax. So that's bonus.
Excellent. Good. Yeah. And can I just compliment you on landing that budget incredibly accurately? I don't know if that for the year. Pretty darn close, man. Pretty darn close. So, as most people may or may not know, these three individuals have served with the city for a very very long time. So, we'll start with Susan. So, Susan came on to city council in 2013. She served until 2024, took a small break, came back in 2025, and served until today. So, we are extremely grateful to Susan in her 11 years on city council.
We are we wish you the best in your endeavors. Susan's involved in the library. Um she's the president of the the library board. She's involved in many other things around town,
the friends of the library. So, um you'll see Susan around town, especially if you're at the library. But Susan, we we just couldn't thank you more. 11 years is fantastic. So, Susan Meadows, EVERYONE. And then we have Mr. Steve Young. So, Steve also joined in 2013. He served until 2015, took a small hiatus, came back in 2016, and served up until now. So, Steve, we are very grateful for your 12 years of serving the city of Boonville. 12 years is a very long time. If you I remember some of it.
If you can't if you can't find Steve, he's probably renovating an old house in Booneville, which we all really appreciate. Um, and we really thank you, Steve. 12 years is a fantastic career, and we're we're very grateful for that. And and now, last but certainly not least, Mayor Mayor Beach. So, um, I had to call a lot of people to prepare for this for the the Mayor Beach discussion because, um, as my kids would say, it went back to the 1900s. So, um, and and Kenny stole a little bit of my thunder, but I I did ask him to be here, and I'm I'm glad he came and spoke. So, uh, Mayor Beach moved to Boonville in 1985. in 1993 as as mentioned he joined the u the the industrial authority um he served in that role on a board member as a board member till 2021 elected vice president I'm sorry 2001 elected vice president 2007 elected president now there's other boards and volunteer activities and all these other things that Ned did um in 2012 12, he joined city council and he served in that role until 2018. In 2018, he was an elected mayor, serving two consecutive terms, which consists up to 2026. Ned has always been, as as Ken had said, he's been very, very invested in the economic development of Boonville, and he's been very, very vested in the promotion of Booneville and the progression of its citizens. You can't have a 35 year career in public service without really really caring about what it is you're volunteering for essentially. So with that, Mayor Beach, 35 years of service, we thank you.

new council uh to order and uh appreciate everything again. Appreciate the fact uh we had such an active older counsel uh council and appreciate uh the the mayor who was a good friend of mine. I'm glad to see that he uh is getting to go on to do something more fun hopefully. Um so I think the only agenda item or one of the few agenda items is the or the next agenda item is for the election of mayor pro Tim. And I think the way that uh that will be handled is that we'll first ask for nominations and then we'll what whoever gets nominated will do that in the order that they were nominated and whoever gets the majority of the votes of the council would then become the next mayor prom.
Mayor I would like to make a nomination. All right. I would like to nominate Andrew Coward as mayor proim for the new term. Okay. We have a nomination for Andrew Coward. Do we have any other nominations? Well, I assume this will be an easy vote. So, we have a nomination for Andrew Coward as mayor pro Tim. Uh, I think we'd do it just by uh raising your hand. As we gather here tonight, it is my honor to recognize two outstanding individuals who have dedicated many years of service to our community. Their commitment, hard work, and dedication have made a lasting impact on the city of Bundville, and we are truly grateful. In a time when people often move from job to job, it says a lot about a person to choose to serve one community for so many years. That kind of loyalty, experience, and pride in their work matters, and it does not go unnoticed. To commemorate these achievements, we have placed perpetual plaques at the back of of the room with name plates recognizing milestones of 20, 25, 30, 35, 40, and even 45 years of service. These serve as a lasting reminder of the dedication it takes to reach these milestones and the people behind them. Tonight, we have the privilege of recognizing two individuals who have reached those milestones. At this time, I would like to call the following employees forward before the council to be recognized for their outstanding and dedicated service. Please hold your applause until both names have been read. Paul Lenhard, 35 years, 2 months, and two days. Please come forward. stand in the middle there. Uh Carrie Shipman, 20 years, 9 months, and nine days. Please join me in showing our appreciation for their many years of service and this remarkable achievement. Their years of service represent more than time. They reflect commitment,
reliability, and an authentic investment in this community. The work they have done day in and day out has played an important role in keeping this city running. The only thing I guess as mayor I would just like to say that I have enjoyed attending the first few months or last few months before the the election and I have been impressed by the council and I'm sure I'll be impressed by this new council as far as the um the intelligent questions that get asked on items and uh the way that I think that the discourse amongst the council members has always been very civil and that uh it has to be very much appreciated. So, I look forward to working with everyone and working with the all council members and getting to know you better as we make things better for the city.

Yeah, just a couple things. So, one, um, thank you to Susan, Steve, and Ned. I don't know, people keep retiring and leaving, and all I realize I'm getting to be the old one here, so sort of causing me a little heartburn, but that's okay. Um, just thank you. Ned and I go way back from my very first days as an intern here at the city. So, um I echo Kenny's comments about he had no problem voicing his opinion and we also had some lively discussions. So, but it was fun and I always think we both had the best interests of of Boonville growth and economic development at heart at the time and uh he also taught me a lot of things along the way. So, thank you and um Susan, thank you for all your work on the library. I don't know if we would be here without you continuing to champion the library and help to be the liaison between the library board and this this table. So, thank you very much. And Steve, keep fixing houses cuz I think we have Howie lives here and she's fixing up her house and hopefully your work motivated her to do that. So, I think you set the stage and and keep going that way so we can keep having more people investing in those. So, thank you very much to all of you guys. Welcome to everybody on the new council and the new mayor. I think these guys would attest sometimes it feels like drinking from a fire hose when you start maybe. So, um you'll be hearing from Amber and I the most exciting thing you get to do is the full tour of the city. So, if you wanted to know everything, you're going to see it.
And so, we'll we'll go ahead and set those up. You'll meet with all the department heads. You'll meet with us. Um and we'll kind of help try to ease that transition. But uh just know that all the department heads, myself uh and Amber and Teresa, we're all here to help. So if you have any questions, we always have an open door. And so then just finally, thank you. Thanks Paul for standing up here all by yourself. Takes real guts. But anyways, I think it's pretty amazing that we have a the first plaque starts at 20 years. I think a lot of places maybe would be 10. So I think it's a testament to the amazing employees we have
that we're starting at 20 years. uh we are all beneficiaries of such long-standing knowledge. So you can always tell the people because they're like, "Oh, I remember in 2000 we did this." And and they're usually right. So thank you to them and I continue to be grateful for all of the staff we have. So that's all I got. Y Well, I don't think we have any miscellaneous.
