Good evening. Hello. Hey, Mike. Hello. How's everybody? Good. Um, would you hand these out to them? What happened to the chiefs? We won't we won't talk. Is this a trio? Yes. All right. Yes. Um, yeah. Um, Mike Watts, John Warren, and Vernon Sharp. Uh, we are members of the High School. Graduating class of 1976. And so thank you, sir. We're uh we have all kinds of different things going on this year. Mike, can you speak into the microphone just for YouTube?
Okay. Sorry. Um we have uh all kinds of things going on this year for our 50th anniversary. And one thing uh we were wanting to do is uh put together a time capsule. Um, this is the game plan of what we're looking at. Uh, wanted to run it by all of you. Um, get your blessing to do it. Um, your support and cooperation, whatever whatever we could get. We're also tying it in with this year's graduating class 2026. Um 50 years ago we were fortunate enough to be a part of the 200th anniversary United States. Likewise there the 250th. So um we thought it'd be perfect to tie it in with the two classes. Um you I can go over this if you want or it's kind of self-explanatory. We we think we'd have pretty much all the bugs worked out [clears throat] about it and um we're opening this up for um the city of Boonville and the whole county. Um we're limiting we would like to limit it to just those two years 1976 and 2026. [snorts] Um on the back there's a listing of kind of some of the ideas of things that can go in it. uh we feel we're going to have to limit it to the size just because of um you know these time capsules aren't that big to begin with. So um
so what what is it that you're you're asking for us to do? I'm sorry. I got to get the microphone up there. Yeah. What would you what would you like? Well, my understanding is um you we're put it on the courthouse like we're led to uh led to believe we can then that's kind of a done deal and I don't want this to sound come out wrong but I don't know as we need the city's approval but I thought it'd be a good courtesy to present it to you um for your support and blessing. What's a just out of curiosity as much as I very much hope I am also here 50 years from now. Yeah.
Uh there may be an option that some people are not right. What is the longevity? How do you make sure the longevity how do you make sure that in 2076 or 201 what you're building and creating now is has the same message. How what's the method of keeping that message and what you're doing alive until then?
I think that's where the 2026 class would [laughter] Um I I don't see any of us being here in 50 years and I'm not sure I want to be. Um you know maybe and and as far as that question there uh that's still to be determined 51 or or in 76 and your thoughts and comments are welcome on something like that. Um I know there is one out here right now um due in about 13 years to be pulled up. So, I'm not sure what what is involved with that one, for example. So, that's a good question. I didn't know we had a time capsule already. It's funny. Yeah, I think it's right here in the yard.
Yeah. Wow. Exciting. Um, we have uh we're still fine-tuning a slab to put on it. Um, Vernon and I are going to look at one tomorrow. we we we think we can uh gain access to um you know this is pretty much covered. Don't think we need any financial assistance. I think we've got it all covered. Uh you know, somebody wants to donate, we would uh welcome that, but I think we're good for the most part. So, you know, we're not here really soliciting.
What's your what's your next step and what's your timeline? um firm up a couple things and then uh announce it to the the public. I've already talked to Laura. Um she's prepared to put it in the paper. Um I'm not sure about all the different avenues through the city to advertise, but if those are available, uh we would appreciate being able to use those. So, we're other than fine-tuning a few things, um, we're pretty close to making it public. Are the county officials on board and good with all this, right? I just, uh, left a basketball game. Um,
I was going to say, I can't believe you're here because there's I had to go out and show them how to run scoreboard, but um, and George Monk does the announcing, so I reminded him, but yeah, it's verbally it's set up. There's nothing in writing. Okay, great. Sounds good. Yeah. Is this the kind of thing you could give us an update in say 60 days or something like that on where you are and what you've got done? Yeah. Uh and then also any avenue in which any of us individually would like to help or or contribute would probably be helpful, you know. Yeah. Get [snorts] your items ready.

Be it ordained by the council of the city of Boomville as follows. Section one, for the purpose of paying salaries and various accounts against the city of Boomville, which have been allowed by the council at the regular meeting thereof on January 20th, 2026, the sum of $847,24351. General fund $345,69.79 [clears throat] sanitation $23,3581. CIP tax 36,9358 waterworks $175,21185 capital project $0 wastewater $157,690.33 tourism $28,64961 gaming $7,215 parks Water $23,9368 camper sales tax $48,9000 economic development [clears throat] project $0. Section two, the accountant is hereby authorized and instructed to draw checks from the respective city bank accounts in favor of the person whose salaries and accounts have been allowed as above amounting to $847,24351. being the total amount of money above appropriated. Section three. This ordinance shall take effect and be enforced from and after its passage. First reading January 20th, 2026. Read for the second time this January 20th, 2026. An ordinance of the city of Boomville, Missouri, amending chapter 20 streets and sidewalks and appendix G schedule of fees providing an effective date therefore in repealing all ordinances in conflict with this ordinance. Uh, item eight. New business. Consider resolution number 2026-00001 authorizing a mutual aid agreement with Booneville Fire Department and Cooper County Fire Protection District. It's on page 12. A resolution of the city of Boomville, Missouri, authorizing and approving a mutual aid agreement between the city of Boomville Fire Department, Cooper County Fire Protection District, regarding fire service mutual aid and providing an effective date. Therefore, whereas the city of Boomville, Missouri, and the Cooper County Fire Protection District, Missouri desire to enter into a joint agreement for mutual aid for emergency response services. And whereas mutual aid is critical for effective firefighting, minimizing damage to structures and protecting life. Now therefore, be it resolved by the city council of the city of Boomville, Missouri, as follows. Section one, that a certain agreement between the city of Boomville Fire Department and the Cooper County Fire Protecting District, a copy of which is marked exhibit A and is attached here to and made a part here of is hereby approved. Section two, the city administrator and city clerk are hereby authorized to execute and attest set agreement in multiple counterparts on behalf of the city of Boomville. Section three, this resolution will take effect and be in full force from an after its passes and approval pass 20th day of January 2026 by the city council of Boomville, Missouri.

Instead of me uh taking the time to get there and then requesting that, they're [clears throat] automatically dispatched
at the same time we are. So, if if you have any questions about uh the boundaries, you'll see that they're kind of u mixed and matched. Uh we're going to cover some areas that we're closer to than Cooper County is that is in the county but surrounded by the city and then they're going to help us out uh in some areas where they're closer to that's in the city but we're farther away from. So this is again an automatic mutual agreement. Excellent. Thank you very very much.
But uh as far as liabilities um the contract between us should cover all of that. And uh there shouldn't be any financial burdens or anything that that go along with this agreement. You got it. Reports of standing committees police board meeting. Yeah. So, we had a meeting. Uh the minutes are in the packet. I do want to highlight a few things. We've got a couple new officers that are out in field training now that just graduated. We still have one uh recruit in training. So, uh yeah, the pipeline looks pretty good. Another thing I want to bring up is Randy will be covering this whenever he goes over the uh budget for police, but uh we're looking to replace our radio system. Um it's from 1993, so it's from the 1900s. Um if you'd want to look at it that way, [laughter] is what my girls would
how they would put that. So, uh it's 33 years old. Um still operating, but um it would be nice to have an up a newer system that we could work on. So, uh be thinking about that. That's going to come up. And then the final thing here is we're making some changes on the service board. So, how we recognize the police force. Uh Randy and his um leadership team is going to ask the police board to help um review those uh merits so that way uh we can help with the recommendations. So, um, yeah,

Yeah, the the big topic was uh the Walmart addition slash changes that they're wanting to do. Um, a lot of that's outlined inside the packet as well, but essentially from the outside of the building, they're going to be adding in kind of a a pickup hub on the right hand side of the building. Uh, it's going to reduce the parking spots on the right hand side of the building or the south side of [clears throat] Walmart by 17, I believe it was 17 parking spots. um they uh they're going to change kind of some of the flow of traffic through there uh to be able to get, you know, people in and out quicker. You know, let's let's face it, people are using pickup and drop off more often now. So, it's a change of the times basically. Uh they're going to be doing a lot of other adjustments kind of in the future on the inside of the building and adjustments like restrooms, pharmacy, really just upgrading our our Walmart to the standards. Uh it's obviously in their best interest to not impede citizens. And uh they're really, you know, just like McDonald's is, they're so smooth about doing it now. I I just don't think the public is even going to notice that things are being done. Uh from the outside of the building, it's just going to look bigger. So, there'll be a much larger area to the right hand side of the building if you're looking directly at it. And that will be for the curbside pickup. So,
it's a good description. Well done. Any questions? Aside anticipate like obviously they wouldn't be building if they didn't anticipate growth in traffic in that space. I'd imagine, right? They they [clears throat] obviously do anticipate more traffic, but it's going to help people get in and out quicker. And they looked at the utilization already cuz I asked about, you know, utilization. 17 spots doesn't sound like much to me, but they're they're not utilizing their parking lot as is. There's so many spaces not being used, and they said it's 17 would be a drop in the hat. So, good answer. Yeah, absolutely. Yeah, thank you. Anybody else?

uh, just a couple things. So, one, I want to thank Alliance for coming tonight. um they do a really good job and as you can see I am not a technical expert but I learn a lot from them and they are very patient with all of my questions so I always appreciate it and they will be patient with yours too so if you like really want to go down the rabbit hole with them they're happy to do so with you um Jeff likes to go down the rabbit hole too so you can um and then I also just want to appreciate for those of you who knew there was a a water leak out there on Ashley Road and I'm always grateful for our water staff that has to go out and sit in the water and put their hand. It's pretty cold to be doing that and we're lucky to have such dedicated staff. So, kudos to all of them. I think they worked eight or nine hours on um Martin Luther King Day. So, it was a day off. So, um that's what the job demands for and we're lucky to have people that respond. So,

No. Uh I'll chime in just quickly so we can get on out here, but I want to touch on what what Sai was discussing with planning and zoning and the Walmart proposed addition. One of Walmart's major concerns when they approached us was whether or not we had to circle back and revise our original development agreement between Walmart and the city of Booneville. Um that ratio for the parking spaces was an internal rule that Walmart has in their own internal site plans. They're the ones that wanted to implement that five parking spaces per 10,00. Um so when they wanted to reduce from that the major question legally was did it conflict with our original development agreement and it does not. That's why the recommendation was this is still in compliance. This is their own internal rule. It still is consistent with our city codes in regards to parking requirements. And as sad said if you look there's ample parking out there just on the what I'm going to call the west side. But um there so no no legal issues whatsoever. This was more of an internal question for them to bring to planning and zoning for their own addition. So,
and they're still close, right? It's like 47. Yeah, it's Yeah, it's 4 point 4.7 pardon. Yeah. So, that's all I've got taking [snorts] that off the agenda. Didn't even have to come. Gotcha. Gotcha.
