hats perfect may please have a motion to approve all these Commissioners for reappointment to the historic preservation commission for a two-year term so moved second laer second trusty Cano all those in favor say I I I opposed well congratulations to those of you that are here on yet another twoyear term thank you so much the Commissioners will be sworn in by our village clerk at the next commission meeting is that correct yes very good thank you okay proclamations this evening we have an active veterans community here in Bowling Brook with both the VFW Post and the American Legion Post each with their respective auxiliaries understanding that there are still those American Military who have not yet come home this evening we are honoring them with the following Proclamation so those of you that are here please join us see it was a much closer trip than being all the way in the back but we can run up oh no I don't want anyone running anywhere no no no thank you for trying but no look at that that's a nice array of colors whereas the Veterans of Foreign Wars of United States post 5917 and American Legion Post 1288 have been officially recognized and endorsed by governmental leaders and whereas there have been pmas from every war that the United States has been involved in and the federal government officially recognized and designated the third Friday of September as National P Mia day and whereas the sacrifices of the Americans
who are still missing an action and unaccounted for from all our nation's Wars and their families are deserving of national recognition and support for continued priority efforts to determine the fate of those missing Americans now therefore I Mary Alexander Basta mayor of the Board of Trustees Village of Bowling Brook will and DuPage counties Illinois do hereby Proclaim September 20th 2024 as P Mia recognition day and urge all residents to recognize and support this day I'm I'm the one you're the one I'm the one oh there you go thank you you're very welcome one Let's uh how are we going to Let's squeeze and get let Andre take a picture and then you can speak absolutely how's that that'll be fine we we'll sneak squeak all together squeak sneak you're the one huh well I'm Commander sink right yeah introduce who you have with you certainly my name is Greg Palmer and I'm the commander for VFW Post 5917 I'd like to introduce members that came with me today they represent the veterans of American Legion and the veterans of the VFW best state Commander John David Angelo irari first um first year first year
trustee the tall one is Hershel Nelson everyone remembers him he's passed American Legion Post 1288 Commander right next to him is the um Department I'm sorry Disabled American Veterans Chicago chapter that I am proud to say is part of the post Eric Morris both Patricia branch and her husband Harold Dr Harold branch on behalf of the veterans thank you this is a remembrance for all those who did not come home but we continue to serve and hope that their remains come home there were over 2800 Vietnam veterans that did not return and there's over 880,000 American veterans that have not been called home so with your support your prayers we continue to do and find remains in Asia in other parts of the world thank you so much for your support thank you we'd like to invite you all out on September 20th the third Friday the month for p Mia day right out front at the memorial our police department and fire department supports US every year on it we'd like to see some new faces what time 8:00 8:00 we will have visual candles and we perform a ceremony very good thank you so much and thank you for your service continued service thank you thank you you still serving still serving okay next we have the Bowling Brook senior club's 50th Anniversary
September 24th 2020 24 Proclamation being accepted by Judy bwick andita Armstrong and Rita Armstrong no Les we shouldn't invite Les up I mean he's here the more the marrier okay you say so easy Judy was also our Grand Marshall for the parade for the parade and your magnets are right inside that door oh where right inside Andreas I'll get them for you okay I love the car I bet you did the car I bet I I was afraid you were going to run off in that car she was our um Grand Marshall and got to be in a Ford Mustang convertible brand new brand new they just had to add that attending any event here in Bowling Brook and you'll see a strong showing of our senior community that is very very true they are active and engaged in support many of the community's events and activities many of them are members of our local seniors club which is celebrating its 50-year anniversary this year to honor this club's longevity the village of Bowling Brook is presenting the club with the following Proclamation which is being accepted by Judy today Bowling Brook senior Club 50th Anniversary whereas the population of Bowling Brook in 1972 included over 600 senior citizens over the age of 60 and a group of 12 seniors were meeting at St Dominic's Church on Tuesday afternoons to enjoy social activities and whereas on September 24th 1974 the group
organized as a senior citizens of Bowling Brook and Incorporated with the state of Illinois under the direction of President Mildred zarowski zarowski our first president first president and experienced enough growth to move their Tuesday meetings to the Bowling Brook Community Center now known as the annarino center I didn't know that the seniors enjoyed bus trips and recreational activities from the Bowling Brook Park district and the resources of the Will County Senior Services Center and the silver Harvest nut nutition program now Meals on Wheels and attended the annual Springfield Senior Olympics and whereas in August of 1980 the deathridge Dre senior citizens handicap Center on East briercliffe Road was built with a joint agreement including the bowling BR Park District Valley View School District the village of Bowling Brook and DuPage Township Housing senior services and clubs in the special Recreation Association a director of Senior Services was hired and the bowling brg senior Club flourished to over 100 members and whereas the Joseph and Sarah Levy Senior Center was dedicated in December of 1991 the Bowling Brook senior Club was invited to move its Tuesday afternoon meetings to the center on Canterbury Lane where membership grew to over 225 members as the baby boomer generation reti tired now therefore I Mary Alexander Basta mayor of the Board of Trustees Village of Bowling Brook will in DuPage counties Illinois do hereby Proclaim September 24th 2024 as Bowling Brook senior Club day the Bowling Brook senior Club has fulfilled its mission of
sharing senior social educational and recreational interests with wisdom maturity and experience under the directions of previous presidents Mildred Anan is it Anan Anan Anan who was the second president deathridge Alan deathridge oh was Allan sorry I have a typo Allan deathridge Robert Joseph um ferti Irene litoo maybe you should say these names these are very complicated names eser Esther GL maybe not for you GL okay and then who's the next one there you go and Shirley Armstrong I got that one okay Carol Dearing Carol Dearing don dbal don dbal did it two years you I did it for 15 years and now Rita and Rita's done it for Armstrong years the village of bowling brg congratulates the senior club for 50 years of serving the community and wish you many many more enjoy your cake and ice cream on September 24th am I invited yes I like buttercream do one buttercream one Wham okay fine first let's take a picture and then we'll talk how about you know you got to wait for Rita are you speaking yes yeah I'm just gonna say a little bit I know we're on a
bit of a schedule slightly I didn't mention it first of all I'd like to thank you Mary um for presenting this to the Bowling Brook senior club for celebrating 50 years in the village of bowling Brook I wish that the original seniors who started this club 50 years ago could see that their vision for celebrating seniors is still going strong today as the current president I can only say it's been a pleasure every Tuesday to see not only members but friends um sitting in the room though we range in age from mid-50s through our early 90s we are just a big group of friends enjoying each other's company for a couple of hours every every week we welcome all seniors I know people brag about we have active seniors I brag that our in our club we have all seniors we all age differently but we all need to be engaged this club would not exist without our members through the membership dues weekly 50/50 Raffles games and contributions and donations from Members we are self-sufficient each month we celebrate members birthdays with cake and this year we celebrated Valentine's Day marrad Day St Patrick's Day Kentucky Derby Day Easter Parade day Mother's Day and Father's Day uh summer picnic and we'll finish out the year with pie for Thanksgiving and have a lovely plated lunch at Alpine Banquets um with entertainment for our Christmas luncheon and then we close the year with the champagne toast to 2025 so if you're 55 and over think about joining us in 2025 in enjoy making new friends and um have some fun with us you guys definitely have fun I've been to a couple of their events so uh
it's it's fun and it's a lot of energy and we appreciate everything you do so thank you okay thank you thank you [Applause] oops all right next we have our night of Columbus and this one we have our Deputy Mayor this is near and dear to him so I'm going to have him join because he's not shy not today I'm still working on developing public speaking skills so yeah we'll just fake it together go for it all right so um in the interest of Nights of Columbus please join us my fellow Knights of Columbus um in the interest of transparency I'm a member of the council 6521 out of St Dominic and we're fortunate tonight we're fortunate in Bowling Brook all these here is to have two councils one at St Francis and one at St Dominic so um the uh this is an annual effort to be out in the community with these vests actually they're in many communities um the kns are are many communities and across all the states United States States uh raising money for to help those with intellectual disabilities and um again I'm a proud member of St Dominic's Council and we'll go ahead and read the proclamation and then have a few words take a picture and then have a few words regarding it whereas members of the Illinois State Council of the Knights of Columbus will conduct their 55th annual fund drive for their intellectual disabilities program this 55th anniversary Drive will be held September 13th and 14th which is this
week and to benefit our citizens with intellectual disabilities last fall the knights the Illinois Knights of Columbus raised more than $2 million which was distributed to more than 300 organizations throughout Illinois and whereas the Illinois State Council of the Knights of Columbus has provided funds and personal assistance to allow youngsters to participate in the local and Statewide Special Olympics program and whereas the Illinois State Council has provided more than $5 million to build or reconstruct 34 homes for Citizens with disabilities in all six dases of the state of Illinois and whereas the since the Illinois State Council of the Knights of Columbus initiated this program 45 other states have activated similar campaigns to provide much needed financial assistance for the ual disabled now therefore I I'm Michael T Lawler on behalf of mayor Mary Mary Alexander Basta mayor of the Board of Trustees of the village of bber willing to page counties Illinois to hereby Proclaim September 13th and 14th 2024 as help the Knights of Columbus help citizens with intellectual disability days with the Tootsie Roll Drive in Bowling Brook Illinois and urge all citizens to be cognizant of the special fundraising efforts and to cooperate and fully support this program love the tosy rolls before you leave let's get a picture yeah we're going to get a picture I'm going to and then behind then you can go hand out all those calories trustees love the calories stand in front of us I don't want to stand in front of you next to you sideways here we go two more

Lawler yes trusty carpenzano yes yes trusty Kelly yes trusty Zarate yes trusty Doris yes trusty Cano yes thank you motion carries next up is our tax receipts June 2024 state income tax $824,900 increase from a year ago 2024 sales tax 3,293 111419 6.7% decrease from a year ago 2024 June 2024 motor fuel tax $283,500 increase from one year ago the May 2024 State administrative fee 26566 And1 next we have our resolutions first resolution is 24 r- 094 approving the lowest responsible bid from Abby Construction Incorporated for the removal and replacement of the front and rear apparatus driveways at fire station 4 located at 1111 West Fountain Road eight bid packets were opened on August the 13 2024 the existing front and back concrete drives are in extremely poor condition which is hazardous to personnel and the community all documents have been reviewed by our engineering division the lowest bid was was $1 48,6 plus a $10,000 contingency was added to the bid the fire department budgeted $260,000 for this project and the cost was $1,375 under the budgeted amount it is

program The Village plans to replace approximately 250 dead or diseased trees five requests for proposals were sent out and four responses were received the lowest propos proposal priced the replacement for $435,000 $435 per tree, we would not be approving I would not be standing here resulting in a total cost of $10,750 this as well has been reviewed and approved by public services committee are there any questions from the trustees may please have a motion to approve so move second trustee Doris second truste Lawler roll call vote please yes mayor trusty Kelly yes trusty Zarate yes trusty Lawler yes trusty cantero yesy carpenzano yesy Doris yes thank you next up are our ordinances ordinance 24- z45 amending chapter 12 tobacco licenses Article 2 Division 5 section 12- 316 of the bowling brg Village code regarding the sale of tobacco within the village the amendment changes the tobacco license due date from sept December 15th to November 15th to align with the due date of the liquor licenses if you remember we recently made a change uh to have liquor licenses due in November to avoid the Holiday Rush this adjustment requires the annual fee to be paid on or before November 15th of the Year preceding the issuance of the license this has been reviewed by relevant personnel and officials there any questions from the trustees I please have a motion to approve so moved second trusty cantero second truste Kelly roll
call vote please yes mayor trusty Ro Waller yes trusty Zarate yes trusty carpenzano yes trusty Doris yes trusty Kelly yes trusty cantero yes thank you motion carries are there is there anyone in the audience that wishes to to address the board regarding anything not on this evening's agenda all right moving right along we'll go to truste comments and reports but before we start I'd like to uh I believe Mr odson is very excited has a lot of paper which means he printed a lot go for it Mr Odon sir wow he's excited well I'm not that excited man it's not not a project that we uh relished uh this is a a very brief report to the public and to the mayor and the board regarding the status of the uh Illinois American Water rate increase as the public knows and the board and the mayor know we had a public forum over 300 people came voicing their concerns uh over 700 people sent comments to the uh U Illinois Commerce Commission on on their site uh in the process of asking for a water increase and then trying to fight it is something uh that was foreign to me so uh even after a number of years being a lawyer it proves again that you're never too old to learn something new not trusting myself to put forth our arguments directly we uh combined with Cub citizens Utility Board and a another group which I'm going to address in in a moment hired two experts who testified on behalf of the village of Bowling Brook and other entities to show the
hearing uh officer and ultimately the allight Commerce Commission why a rate increase was not justified the the paper uh and being an appell lawyer myself I thought I knew a lot about paper it was immense and I I just real briefly want to go through this the Illinois American Water Company's brief requesting the uh rate increase is 190 Pages the uh a brief of the staff of the Illinois Commerce Commission who also studies and makes recommendations is 134 Pages the brief of the Illinois industrial water consumers who filed their own brief is 22 Pages the brief of the people of the state of Illinois which is the attorney general filed a 68 page brief in opposition the cities of champagne Urbana South pooy The Villages of seavoy St Joseph phillow and Sydney filed a joint brief using another lawyer of uh 17 Pages the uh brief of the Illinois industrial water consumers and the citizens Utility Board and the village of Bing Brook was a 38 page brief which the experts put together and we uh reviewed a very very technical brief the brief of the legal action committee of Chicago a 19-page brief which supported the lowincome discount rate portion of the rate proposal by Illinois American water and finally uh the brief of the village of bowling B put together by uh one of our young
Associates who's here tonight uh Pat Roberts um and myself is uh 15 pages uh right to the point uh not similar to any of the other 500 pages of briefs because all of those were technical in nature and formulas and how much of an increase should the EXE Ives and shareholders have how much of an increase uh we should be assessed to pay for Acquisitions and fixing pipes in other towns that's what the other briefs are about we filed a 15-page brief about the rights of the citizens to have clean air and and clean water at an affordable price a right that we feel is guaranteed by the United States and the Illinois constitution and the public utilities Act of the state of Illinois we took a different route we took a route which I think will be appealing to the Illinois Commerce Commission and and if not then to the courts as to uh how the people of the village in Bowling Brook are suffering because of the high uh water rates uh mayor Basta submitted an affidavit in support of our brief and in support of the people of the village of Bowling Brook attesting to the high water rates she is the only mayor in the state of Illinois to submit an David attached to any any brief we are the only municipality to submit a brief of of of this type which I must say is probably unheard of at the the Illinois Commerce Commission the proceedings go to A A administrative law judge whose name is uh Mr Dolan he presided over the public uh hearing which we all were at he makes a recommendation to the Illinois Commerce Commission we requested uh oral argument which again is not generally done in these
administrative proceedings but which we have a right to do and we I hope to uh argue before the hearing examiner or the uh hopefully the Illinois Commerce commiss Commission about the price of water in Bowling Brook um I am really proud of the work that Pat Uh uh did on on our portion of the brief it's laborious it's not fun and it some of it is quite boring when you get down to the uh the rates and the formulas uh people like Lucas understand but uh quite frankly I don't and so uh we went a different route we went to for the benefit uh of the people so I wanted the public to know where we're at these briefs have been submitted uh we will submit another brief after these are responded to we'll do a reply brief and then it goes to the uh uh the judge to decide if they should be granted their uh increase which amounts to uh yes a dollar a day which is $360 a year and I can tell the I want to tell the people that in most of these cases that we have found out there's very very very very few cases where there's a total denial they reach some compromise and say you can't have all of that but you can have this much we said and others who wrote briefs on our behalf said no none of it this will not help decrease rates we're trying to hold the line and then we'll have some other uh thoughts on how to attack the water bills at another another juncture so I I wanted the the trustees to know the mayor knows because she agreed to do the affidavit for us but uh I wanted people
of both BR to know how much work gets put into this this project and trying to defend them I'm open for any questions um ber the only question that has come up is when the determination is made from the ICC yes um is there a legal course outside of that that can be pursued by anybody not just us by by anybody in I assume the general court system yeah yes it's under the administrative review act and we can appeal to the Circuit Court and not anybody but the people who participated in in at the hearings uh the people I I I talked about now other one or two other communities filed an appearance which means they said okay we're in the case but filed nothing in support of uh not getting a rate increase so um I take a little deference to that but uh you we we were out there uh as probably the leader not probably we were the leaders in Illinois in defending uh defending our people's rights to maintain the rate where it is at least and not have it rate increase I can't promise anything uh and I'm sure Lucas will verify this they in the past the IC has been a friend of the utilities whether it be water gas electric uh there's been a bit of a change on the ICC and we're uh we're hopeful that they will hear the arguments uh made by our experts by the Attorney General by the ICC uh folks themselves and by us no more rate increase thank you well I'm sure this is uh only the beginning of what we'll hear about um water rates not even just the beginning no one more one more thing I forgot also with us tonight from my
office is Lee Smith Lee raise your hand Lee uh just took the bar and he will be passing the bar in another month and he'll be hard at work he's already hard at work at the office but he's another fine addition to our our staff you forgot the most important part about me oh I forgot go ahead go ahead he's a TSU grad he is a TSU grad just like the mayor is good thank you you're welcome is anybody gonna talk huh TSU Tennessee State University the best is anybody going to talk about live or should I oh no you or's everybody going to talk about Liv for those of you that that aren't aware Liv is in town not going to be in town in town already um kudos to our public works department as well as our Public Safety department especially the police and fire who I know will be on call the entire next 3 four days yes on call at the golf club as well as all over the village as well so they're going to be uh putting in some hours um online we we have where people are parking where you cannot park the subdivisions are only good for residents and their invited guest it's permit parking only the parking for guests who are attending live is over by the old Auto Auction they have I think Chief what they say 40 charter buses that will be going back and forth so um please just if you have to go that way be mindful of the new traffic pattern we're very excited the course looks amazing the it's very funny because I I ran into some players today and I've been reading comments of people saying that's not a good course it doesn't qualify for this and the players are saying how amazing the course is and um I probably heard five or six or seven or eight people talk about the size of the clubhouse and how it encompasses everything that they need versus other
locations where they have to have like different houses or hubs or whatever to go to so um stff doing an amazing job we're very excited for Liv more on that to come but you know if you're if you are using any of those discount codes online and there's quite a few of them you have you can't get tickets at the door with the discount code the code has to be used 48 hours in advance of the day that you want to attend so just keep that in mind just a PSA thank you Deputy Mayor sir um it is truly exciting to have this level of uh tournament in Bowling Brook I was on the board back when we approved the idea of building the golf course and the golf club and we got to go through uh as trustees we were responsible for reviewing design swatches and all kinds of things about what was going to be in the golf club so we're very proud of it um and it's uh we've had uh tournaments there before a playin for the PGA but Tom Duron Celebrity Golf Outing was there for three years so that was that was pretty cool as well but um um I think this is certainly and I've been telling and and sharing with folks um you know just if you're not involved with it or not going to it it's best to frequent all the wonderful businesses that we have away from the southwest end of town so enjoy the promade and all the other places that uh you can you can enjoy within bowling Burg um I want to just offer de of gratitude to U Joe gross uh and the Civic and cultural Affairs and parade Commissioners and volunteers and all of our employees who helped us deliver an incredible Pathways parade this
celebrates the history of the village which began in 1965 so the 59th year of Bowling Brook and uh great floats and and you know all the marching bands and and the veterans and and bunch of folks were involved in that so I want to thank them all of them for making that was a successful parade and just a wonderful day thank you TR zat thank you mayor uh Saturday August 14th uh the village will be hosting elito uh and the ground behind uh Town Center at the Performing Art Center uh the GTO is um Mexican and Independence Day uh so um I would like uh to let everybody know it's a good time good food good music [Music] to Salan and I also want to thank everybody who came out to the parade it was really exciting to see the kids out there and the people that still come out to support the village and it was nice to see U the families and um we have a lot of supporters and they enjoy coming

positive economic impact on our Village um the hotels are full and of course while in Bowling Brook uh the guests will need to eat so I'm sure the local restaurants will also see a nice spike in business um and yes I understand that uh it might be a bit of an inconvenience to a few people in in the area I live on the west side so I completely understand uh but we need to think of the positive overall impact this major event is going to have on our village that's all thank you we have no executive session this evening with that the business before the board has concluded and I will entertain a motion to adjourn so moved second Cho second trusty Carano all those in favor say I I I opposed thank you we stand adjourned have a good night
