Celia our female citizen of the Year originally comes from India and English is her second language once in the state Celia graduated from the University of Illinois with a degree as an advanced practice nurse and spent her career working as Aur nurse retiring as an APN from the University of Illinois Chicago since her retirement she continues to use her nursing skills as she works with immigrants from India to help them acclimate to the states by introducing them to our health services and other resources after she moved to Bowling Brook in 2007 Celia wanted to serve the community in her retirement so she became active in a number of organizations as a member of the board of campfire Illinois she was new to the world of nonprofits so she spent time taking advantage of and learning opportunities available from the Bowling Brook Chamber of Commerce where she joined the Bowling Brook area networking group bang and attended the small business Coalition Business Development meetings Celia is also a member of the Bowling Brook Rotary Club volunteers for H2O where she serves as Charity of choice coordinator for their cheesy pretzel 5K run and as a member of the bowling Club she has also served as a Bowling Brook historic preservation commissioner since 2015 in her spare time she helps out with the Library story time as an avid volunteer Celia is also bringing up the generation of community supporters by involving her granddaughter Jane in her volunteer activities is Jane here oh come on up the bowling brg Community became richer when this woman moved to our town so it is now my honor and privilege to name Celia cre creen as our 2024 female citizen of the

positions we will start with the new appointments Chief Roma can you please read the biography of Shan Corin candidate for the position of deputy chief thank you mayor good evening everyone and tonight is all my fault so I'm sorry it's uh not the weather we asked for but it's a great to have everyone here so thank you for coming out I'd like to begin by thanking our dedicated mayor our village trustees Village Clerk and our police and fire board that sits behind me chairman major Jones of the police and fire board Commissioners Ray Macker Kevin Johnson talet rashed Sandra baldano and Ray agu I also want to say thank you for the continued support in hiring and replacing vital positions here at the police department we could not do it without these people's support there's distinct challenges right now in Public Safety in regards to replacing vital positions but it's the hiring and retention that's the most difficult I'd also like to thank my Command Staff that's here today for their unwavering commitment to the police department and the village of Bowling Brook Commander Corin the bullpen out there you'll meet shortly Commander Swinton captains woods and shuy are all with us tonight this is an amazing night for your Police Department hosting this on this stage was an idea I had several years ago and it made for a memorable night for our personnel and their families this is a phenomenal facility and under our mayor's leadership with our new Pavilion in the back it's really changed this entire layout at Town Center tonight I present to you an extremely and balanced group of Supervisors and new hires which rang from entry level officers all the way up to my Command Staff we have promotions in several ranks within the police department and along with the swearing in of 11 new officers the bulk of the basement these

are created through retirements and these are not additional hires so at this time I would like Shan Corin and his family to join us and the mayor if she could please approach to read the oath of office Sean Corin started his care with the village of Bowling Brook in 1999 he served as a patrolman and a field training officer until he was chosen for the gang Tactical Unit in 2004 after two years in the gang Tactical Unit he was assigned to the metropolitan area narcotics Squad where he worked for undercover for seven years some of the stuff Shawn did was quasi Hollywood and absolutely the epitome of law enforcement and that's an understatement during his man's tenure special agent field supervisor and deputy director he was also sworn in by the Bureau of Alcohol Tobacco firearms and explosives as a taskforce officer in 2012 sha was appointed to the position of detective until his promotion to Sergeant in 2013 after four years in the Patrol Division Shawn was assigned to the problem oriented policing unit during this time with the pop unit Shawn acted as a community liaison for the Department while also performing intervention and pattern crimes he as the pop Sergeant until his promotion to Lieutenant September 2020 after a short stint as Patrol Lieutenant he was assigned to the investigations division in June 2022 Shawn was promoted to Commander and is currently the head of field operations Commander Corin has received numerous Department accomodations citations and letters of appreciation and was also voted the supervisor of the year in 2015 tonight I'm blessed and I'm extremely proud and thankful to Mayor Basta for making Shan Corin the next Deputy Chief of the bowling Police Department we will see over day-to-day operations at the police department mayor thank you may

Roma will you please read the biography for Jason Mitchum candidate for the position of Bowling Brook Police Department Captain Jason Mitchum and family if you could please join us Jason Mitchum graduated from bber high school and attended Julet junor College in the College of new Jason has been a v employe 2001 and started as a police cadet I would know because I hired him when he turned 21 Jason was hired as a records Clerk and in 2007 he was hired as a police officer as a police officer Jason has served as a patrol officer firearms and use of force instructor and react operator he was assigned to the problem oriented policing unit in 2015 where he served until being appointed as detective in 2017 Jason was to Sergeant in June of 2021 and has supervised the community outreach unit and served as a react team leader since that time Sergeant Mitchum has received numerous Department accomodations citations and letters of appreciation throughout his career he was also awarded two life-saving medals the meritorious service medal and was the Exchange Club police officer of the year in 2013 I don't think there are too many people in Bowling Brook that don't know Jason MIT as a matter of fact I second most known person in the police department I should say individual I think you're only Ed by Scout Arc but what a tand tonight I'm very proud to announce the promotion of Captain Jason Mitchell mayor thank you may I please have a motion to appoint Jason Mitchum to the position of bowling Police Department captain carpano second truste Kelly all those in favor say

to properly clean the sanitary lines and service Taps that extended into the sanitary sewer trunk line needed to be cut the village now requires new developments to televise their installed sanitary lines despite these changes the amount of all change order remains within the current budget this has been reviewed and approved by our Public Services committee resolution 24 r-0 90 approving final change order for Basin 8 sanitary cleaning and televising project by Chicago Land trenchless Rehabilitation additional heavy cleaning was required to properly clean the sanitary lines and the amount of all change orders is within the current budget once again reviewed and approved by public services committee next resolution 24- 091 approving proposal from Des Setter flooring to install new commercial flooring and Cove Basin 2 Public Works facility located at 299 Canterbury Lane phase two of the flooring project for the public works facility involves replacing the flooring from 2001 there is a safety trip Hazard this phase includes the lunchroom kitchen locker rooms and the hallway the total cost is $35,988 which is $1,116 under the budgeted amount of 47,000 reviewed and approved by public services committee resolution 24092 approving emergency purchase to replacement traffic cabinet and related equipment from traffic control Corporation and H&H electric company combination traffic signal pole was damaged during a heavy Windstorm by a ComEd high tension line resulting in a
