Roger C Clair performing art stage and whereas Judy brewi will be this year's Grand Marshal and where BR Civic and cultural Affairs and parade commission will host the pathways Fest behind Town Center on the same day beginning at 2m the Fest includes food and beverages for a nominal cost local vendors climbing wall Inflatables game tent with prizes for kids bowling brg parks districts trackless train and a petting zoo now therefore I Mary Alexander vasta mayor of the Board of Trustees Village of Bowling Brook will D C's Illinois do hereby encourage all residents of Bowling Brook to join in on the fun of the pathways parade and path Fest and Cate The Village's 59th annual birthday many of you may or may not know that Bowling Brook um was recently named by Niche the second most diverse community in the state of Illinois I've always talked about how one of the reasons my family chose to call Bowling Brook home was its diversity not only do we celebrate the fact that many different types of people live in Bowling Brook but we are of our door too diversity we embrace our differences while finding similarities with our neighbors anyone in Bowling can tell you just how diverse we are hosting many events and celebrations throughout the year but we are also recognized

nationally niche.com a site dedicated to data just released their annual list Bowling Brook was ranked as the second most diverse suburb in Illinois and the 94th most diverse in the nation additionally Bowling Brook is listed as 94 in the top 100 most divers diverse suburbs in the United States of America our Collective Strength lies in our ability to learn from one another to embrace our unique experiences and to work together toward a common goal of prosperous harmonious Community let's continue to celebrate our diversity not only as a defining characteristic of Bowling Brook but as a source of our strength creativity and resilience together we will keep building a community where everyone feels respected valued and empowered to thrive each year it is our pleasure to recognize residents who have gone above and beyond in terms service to the community they are the unsung heroes when it comes to getting things done they serve quietly and selfishly not seeking any kind of recognition just always there when they are needed tonight we want to give them the recognition they deserve I'd like to invite Celia cran up to the stage please sorry

Celia our female citizen of the Year originally comes from India and English is her second language once in the state Celia graduated from the University of Illinois with a degree as an advanced practice nurse and spent her career working as Aur nurse retiring as an APN from the University of Illinois Chicago since her retirement she continues to use her nursing skills as she works with immigrants from India to help them acclimate to the states by introducing them to our health services and other resources after she moved to Bowling Brook in 2007 Celia wanted to serve the community in her retirement so she became active in a number of organizations as a member of the board of campfire Illinois she was new to the world of nonprofits so she spent time taking advantage of and learning opportunities available from the Bowling Brook Chamber of Commerce where she joined the Bowling Brook area networking group bang and attended the small business Coalition Business Development meetings Celia is also a member of the Bowling Brook Rotary Club volunteers for H2O where she serves as Charity of choice coordinator for their cheesy pretzel 5K run and as a member of the bowling Club she has also served as a Bowling Brook historic preservation commissioner since 2015 in her spare time she helps out with the Library story time as an avid volunteer Celia is also bringing up the generation of community supporters by involving her granddaughter Jane in her volunteer activities is Jane here oh come on up the bowling brg Community became richer when this woman moved to our town so it is now my honor and privilege to name Celia cre creen as our 2024 female citizen of the

year [Applause] all right we're going to move this right along secrecy next I would like to invite Mr Bernard Winston and his family to please join us on the [Applause] stage Bernard Winston has been a valued resident of Bowling Brook since 1979 and his impact on our community is both profound and far-reaching as one of the founders of black history month program in 19 197 Bernard has played a crucial role in celebrating and preserving cultural heritage ensuring that the significance of black history is recognized and honored each year a proud graduate of jolet junior college and Kean University Bernard combines his educational background with a distinguished professional career as the owner of twins benefits Financial Solutions and a legacy plan he has guided countless individuals and families in securing their financial Futures his role as assistant director

of the alpha alpha fraternities Education Foundation further highlights his commitment to educational advancement and Community Support in addition to his professional achievements Bernard is a passionate advocate for Youth Development he has devoted his time to coaching boys and girls track and basketball for the bowling BG Panthers then serves as the youth advisor for the ice and fire Leadership Academy nurturing the next generation of leaders Bernard's dedication extends to various Community organizations he has been a valued member of Victory Cathedral Worship Center for 15 years his role as an assistant Medicare advocate for the Bowling Brook Ley Center for seniors reflects his commitment to supporting our senior community Bernard also owns B worldwide a clothing line that recently celebrated the 18th Annual Ballin family picnic a testament to his entrepreneurial spirit and his commitment to Bringing people together additionally he is the co-founder of the alliance of civil engagement Bowling Brook did I forget anything through every Endeavor Bernard Winston has exemplified the qualities we cherish making our community a better place it is with great respect and gratitude that we honor Bernard Winston as bowling Brook's male citizen of the year

next I'd like to invite the Patel family up on stage to please join us the V Bowling Brook is proud and honored to present the Family of the Year award to the patal family whose unwavering commitment to community service and cultural enrichment has profoundly impacted our village since moving to Bowling Brook in 2007 Boby kayn Maya and Jenna have demonstrated a deep dedication to fostering a sense of belonging and inclusivity within our community bring them all over here this is family time now as founders of sanskriti a nonprofit organization dedicated to preserving and promoting Indian culture the patal family has been a pivotal force of bringing together people with diverse backgrounds to celebrate the richness of their Heritage their efforts have not only strengthened cultural ties but also built bridges of understanding and respect within Bowling Brook beyond their involvement with Sans the Patel family has also devoted their time to volunteering with make A- Wish Foundation and for kids sakes organizations that have benefited greatly from their passion for giving back kin Boby Maya and Jenna have all played active roles in these initiatives whether it be by lending a helping hand at events raising awareness for important causes or simply offering support to those in need their commitment to Sir is a testament to the they hold dear and their belief in the power of community to uplift and Inspire Maya a high school s sophomore thank you so much for being here Meer I know you did not want to be I appreciate it and Jenna a college sophomore have followed in their parents footsteps embodying The Same Spirit of generosity

and compassion that defines the Patel family the Patel family has made a lasting impact on Bowling Brook making them truly deserving of the recognition the village of Bowling Brook is proud to celebrate the Patel family including their loyal companion Shelby thank you for not bringing Shelby the Husky as an outstanding example of what it means to be a positive force in our community congratulations to the Patel [Applause] family for all three of those recognized this evenings will be uh leading off our parade on September the 8th the pathways parade so please read your instructions you got a lot of work to do tonight we have a number of members of our Bowling Brook Police Department who are being appointed Deputy Mayor reminded me to let you all know that none of them knew why they were here tonight or they they knew why they were here but it was not for the purpose of why they were here so coming up with stories to get everyone here was kind of interesting but sorry anyway um we have officers that are being appointed or promoted to new

positions we will start with the new appointments Chief Roma can you please read the biography of Shan Corin candidate for the position of deputy chief thank you mayor good evening everyone and tonight is all my fault so I'm sorry it's uh not the weather we asked for but it's a great to have everyone here so thank you for coming out I'd like to begin by thanking our dedicated mayor our village trustees Village Clerk and our police and fire board that sits behind me chairman major Jones of the police and fire board Commissioners Ray Macker Kevin Johnson talet rashed Sandra baldano and Ray agu I also want to say thank you for the continued support in hiring and replacing vital positions here at the police department we could not do it without these people's support there's distinct challenges right now in Public Safety in regards to replacing vital positions but it's the hiring and retention that's the most difficult I'd also like to thank my Command Staff that's here today for their unwavering commitment to the police department and the village of Bowling Brook Commander Corin the bullpen out there you'll meet shortly Commander Swinton captains woods and shuy are all with us tonight this is an amazing night for your Police Department hosting this on this stage was an idea I had several years ago and it made for a memorable night for our personnel and their families this is a phenomenal facility and under our mayor's leadership with our new Pavilion in the back it's really changed this entire layout at Town Center tonight I present to you an extremely and balanced group of Supervisors and new hires which rang from entry level officers all the way up to my Command Staff we have promotions in several ranks within the police department and along with the swearing in of 11 new officers the bulk of the basement these

are created through retirements and these are not additional hires so at this time I would like Shan Corin and his family to join us and the mayor if she could please approach to read the oath of office Sean Corin started his care with the village of Bowling Brook in 1999 he served as a patrolman and a field training officer until he was chosen for the gang Tactical Unit in 2004 after two years in the gang Tactical Unit he was assigned to the metropolitan area narcotics Squad where he worked for undercover for seven years some of the stuff Shawn did was quasi Hollywood and absolutely the epitome of law enforcement and that's an understatement during his man's tenure special agent field supervisor and deputy director he was also sworn in by the Bureau of Alcohol Tobacco firearms and explosives as a taskforce officer in 2012 sha was appointed to the position of detective until his promotion to Sergeant in 2013 after four years in the Patrol Division Shawn was assigned to the problem oriented policing unit during this time with the pop unit Shawn acted as a community liaison for the Department while also performing intervention and pattern crimes he as the pop Sergeant until his promotion to Lieutenant September 2020 after a short stint as Patrol Lieutenant he was assigned to the investigations division in June 2022 Shawn was promoted to Commander and is currently the head of field operations Commander Corin has received numerous Department accomodations citations and letters of appreciation and was also voted the supervisor of the year in 2015 tonight I'm blessed and I'm extremely proud and thankful to Mayor Basta for making Shan Corin the next Deputy Chief of the bowling Police Department we will see over day-to-day operations at the police department mayor thank you may

Roma will you please read the biography for Jason Mitchum candidate for the position of Bowling Brook Police Department Captain Jason Mitchum and family if you could please join us Jason Mitchum graduated from bber high school and attended Julet junor College in the College of new Jason has been a v employe 2001 and started as a police cadet I would know because I hired him when he turned 21 Jason was hired as a records Clerk and in 2007 he was hired as a police officer as a police officer Jason has served as a patrol officer firearms and use of force instructor and react operator he was assigned to the problem oriented policing unit in 2015 where he served until being appointed as detective in 2017 Jason was to Sergeant in June of 2021 and has supervised the community outreach unit and served as a react team leader since that time Sergeant Mitchum has received numerous Department accomodations citations and letters of appreciation throughout his career he was also awarded two life-saving medals the meritorious service medal and was the Exchange Club police officer of the year in 2013 I don't think there are too many people in Bowling Brook that don't know Jason MIT as a matter of fact I second most known person in the police department I should say individual I think you're only Ed by Scout Arc but what a tand tonight I'm very proud to announce the promotion of Captain Jason Mitchell mayor thank you may I please have a motion to appoint Jason Mitchum to the position of bowling Police Department captain carpano second truste Kelly all those in favor say

next up we have Patrick canella being promoted to Lieutenant Chief fra please read M Captain canela's bio sen canella and family if you could please join Patrick canella was born in neille and raised in Bowling Brook he attended Julet Catholic Academy go Hill winning a state football championship no surprise in the fall of 1999 before graduating in 2000 Pat went on to attend Illinois Wesleyan University where he played football and earned his bachelor's degree in economics and Business Administration in 2004 Pat joined the bber police department in 2005 and has served as a patrol officer Firearms instructor react operator and crime prevention officer he was promoted sergeant in 2023 and assigned to the office of Professional Standards in August of 2023 Pat was appointed executive officer of the raid entry and containment team running the day-to-day operations of the team throughout his career Pat has received numerous Awards including the 2015 Exchange Club police officer of the year the 2021 American Legion and Association of Pakistan Americans police officer of the year and the life-saving medal Achievement medal and numerous citations and accommodations Lieutenant Cella was serve as lieuten of Professional Standards mayor thank you I please have a motion to approve Lieutenant Patrick canella all those in favor say I opposed I state your name colly swear to uphold theti the United

platoon his badge number is 1261 James Novi was born in palis Heights Illinois and graduated from Lincoln Way North High School attended Lewis University earning his bachelor's degree in criminal justice and psychology James served as an asgo police officer from 2017 to 2022 before moving to Minnesota to try his hand as an air traffic controller James quickly realized his true passion was law enforcement and joined our department in December of 2023 he completed the field training program in February and he's currently assigned bday Splatoon his badge number is 1262 Brandon ther was born in k illino and graduated from women's Community High School in 2010 After High School Brandon attended Ki Community College before enlisting in the Illinois National Guard in 2012 he earned his bachelor's degree in nursing from Western Governor's University in 2020 and was most recently employed as a registered nurse as at Ascension St Mary Hospital Brandon graduated from the Suburban Law Enforcement Academy on August 16th and he is currently in the field training program he's been assigned badge number 1266 Brandon also achieved the leadership award at the Academy which we were very proud of got an extra Applause there good for you Brandon Eric Callahan was born in palis Heights Illinois and attended Maran Catholic High School where he was captain of the baseball team and that was one heck of a team I've seen him play he graduated in 2013 After High School Brandon attended benedic University serving as Captain of their baseball team while studying exercise in sports studies he graduated with his bachelor's degree and most recently employed as a service technician for Global Water Technologies he graduated from the Suburban Law Enforcement Academy on August 16th and he's been assigned badge number 1267 Vincent Fox born in lrange Illinois raised in Bowling Brook Vince graduated

from planfield East High School after which he attended Juliet junr college and National University of Health Sciences he began his Collegiate Journey with his aspirations of entering the medical field but soon realized his true passion of to following his Father's Footsteps and became a police officer Vince graduated with a bachelor's degree in 23 and took a job with the burn Police Department as a community service officer Vince also worked as the strength and conditioning coach for the freedom of Movement Dance Company in naville he graduated Suburban Law Enforcement Academy on August 16th and he's been assigned badge number 1268 Keenan Scott born in Hinsdale Illinois graduated from Riverside Brookfield Township High School After High School Keenan attended illino wesan University where he played football while earning a bachelor's degree in political science with a minor in Spanish Keenan's grandfather and Uncle served with the Chicago Police Department while his father is former fire chief of Evon and currently Deputy fire chief of Western Springs Illinois Keenan's family of public servants coupled with his internship with the DEA inspired his passion for law enforcement Keenan was the most recently employed as a private investigator he graduated from the Suburban Law Enforcement Academy on August 16th he is currently in the field train program his badge number is 1269 Keenan Scott brought home the physical fitness award from the academy and I have I have to pause here for a second because these four individuals that I just mentioned that attended the recent Academy I was contacted by the director of The Academy saying that we had the ve best four candidates out of 78 in the entire Academy that's an entire accomplishment in kudos to our Professional Standards division for bringing the best and enforcement to bowling bber Ashley Johnson was born in Chicago Illinois and graduated from Robert limbo Math and Science Academy in 2011 she ran cross country and played basketball

after graduating she attended University of Illinois in herbana she earned a bachelor's degree in science in 2015 majoring in kinesiology before long asle developed an interest in law enforcement was hired by the University of of Chicago Police Department in 2017 where she served as an fto field training officer and was the 2022 police officer of the year Ashley joined the bollingberg police department in June and is currently in the field training program she's been assigned badge number 127 Matthew Griffin was born in Chicago Illinois and graduated from westbond high school in 2007 Matthew later earned his associates degree from Community College in 2021 he is currently working towards his bachelor's degree in Psychology at Governor State University Matthew joined the Illinois Army National Guard in 2017 and was deployed State Side in support of Co operations in 21 he most recently worked full-time for the National Guard as a recruiting and retention NCO Matthew began the Suburban Law Enforcement Academy on August 26th he has been assigned badge number 1271 Joseph liio was born in oakw Illinois and attended Juliet West High School where he was a member of the bowling team and graduated in 2020 finally I got a ringer bowler here it's awesome he attended the University of St Francis go Saints where he doubled majored in criminal social justice and political science and was a three-time Nia scholar athlete he completed his internship with the Will County Sheriff's Office in 2023 and earned his bachelor's degree in 24 Joe began the Subban Law Enforcement Academy on August 26 and he's been assigned badge number 1272 Zachary hoi was born in eler

Illinois graduated from planfield East High School in 20120 he then attended Aurora University where he double majored in criminal justice and business administration he completed an internship with the planfield police department thank you for coming here and earned his bachelor's degree in 23 Zack began the Suburban Law Enforcement Academy Academy on August 26th and he's been assigned badge number 1273 Joseph Shepard was born in jolet Illinois and graduated from Manuka Community High School in 2015 after graduation Joe enlisted in the United States Navy and served until 2021 as a member of the naval construction Battalion 5 commonly known as the CBS after his honorable Joe joined the Indian River Sheriff County's office in Florida as a deputy sheriff in 2021 he worked there until joining the polling Police Department last month he's currently consu pursuing his associates degree with Columbia Southern University Joe is currently completing orientation and certification training and will soon begin the field training program he's been aside badge number 1274 mayor [Applause] even I state your name solemnly swear to uphold the Constitution of the United States Constitution of the state of Illinois the municipal code of the village of oing Brook and that I will Faithfully charge my duties as to the best of my

abilities in a manner prescribed by law congratulations [Applause] Village's annual fiscal report for fiscal year ending April 30th 2023 conducted by Crow LLP total assets 654 M 86,5 79 General Corporate fund balance was 151 mil1 149,90 this is a new audit company and we did pass this audit with flying colors are there any questions from the trustees seeing none may I please have a motion to approve trust Lawler second truste Kelly roll call vote please Doris yes trusty zarat yes trusty Cano yes trusty Kelly yes trusty Lawler yes trusty carbano yes thank you next we have on a consent agenda resolution 24 r-88 approving change order for the Pavilion project during the project field changes were required and the amount of all change orders is within the current budget reviewed and approved by public services committee next resolution 24 r- 089 approving final change order for B three sanitary additional heavy cleaning was required

to properly clean the sanitary lines and service Taps that extended into the sanitary sewer trunk line needed to be cut the village now requires new developments to televise their installed sanitary lines despite these changes the amount of all change order remains within the current budget this has been reviewed and approved by our Public Services committee resolution 24 r-0 90 approving final change order for Basin 8 sanitary cleaning and televising project by Chicago Land trenchless Rehabilitation additional heavy cleaning was required to properly clean the sanitary lines and the amount of all change orders is within the current budget once again reviewed and approved by public services committee next resolution 24- 091 approving proposal from Des Setter flooring to install new commercial flooring and Cove Basin 2 Public Works facility located at 299 Canterbury Lane phase two of the flooring project for the public works facility involves replacing the flooring from 2001 there is a safety trip Hazard this phase includes the lunchroom kitchen locker rooms and the hallway the total cost is $35,988 which is $1,116 under the budgeted amount of 47,000 reviewed and approved by public services committee resolution 24092 approving emergency purchase to replacement traffic cabinet and related equipment from traffic control Corporation and H&H electric company combination traffic signal pole was damaged during a heavy Windstorm by a ComEd high tension line resulting in a

total loss of equipment a claim has been submitted to ComEd for this unbudgeted expenditure this has been reviewed and approved by public services committee resolution 24 r- 093 approving annual renewal of munus software licenses and maintenance Tyler Technologies Inc the annual contract renewal for software licenses and maintenance costs 2,868 and5 which is 19,1 31,000 N5 under the budgeted amount of $220,000 reviewed and approved by our finance committee may I please have an Omnibus motion to approve the consent agenda Lawler second truste Kelly brov vot pleas mayor trusty Lawler yes truste Zar yes trust d yes trusty Carano yes trusty yes trusty Kelly yes thank you motion carries next we have our ordinances plan commission 24.10 approving a special use permit for a planned development with variances for DuPage Township is the applicant the expansion of the existing parking lot will add additional parking spaces to meet the growing needs specifically the Northeast lot will expanded to include 36 new parking spaces and Landscaping will be added to the two and A2 foot setback area this has been reviewed and approved by our plan commission this is uh if you've been to any of the events at the Ley Center you'll see that they are growing in attendance and therefore the parking needs to do the same uh this is
