Our plenary speaker was the prominent young activist Rosy Clemens Koop, who was appointed as VNGRIKSE YUNGO coordinator to keep an eye on the input of young people in carbon markets and emission reductions. In addition, she is a grassroots youth organizer who leads climate strikes with students to plead for sustainable policy. Yes. After those great speakers, we had a networking event where we invited all kinds of local organizations to talk to the young people at the top and teach them about the local possibilities. We have planned a productive year again and hope to complete this term with cooperation exercises to promote group synergy. Shortly after that, three divisions of the municipal council will share a potential climate issue on which we can take action. After we have chosen one point to tackle, we will collect a estimate of information, develop a reasonable solution and complete the term with our final project. Now that the federal support for climate action has changed, local action has become increasingly essential in promoting change. It is necessary to involve the inhabitants of Boise, especially the youth, in this important field of work, not only to guarantee a better city for future generations, but also to serve as an example for other cities in the country to stimulate their own efforts in the field of urban sustainability. For a very short summary, we have received no negative feedback on the plan. We appreciate the broad support and the concerns that were expressed, mainly about the traffic impact on the surrounding area and the noise pollution of the planned pickleball track. We then also focused on addressing the concerns to support the plan where everyone was behind this location for all the reasons that are described in detail in the staff report. So, as Jesse has already summarized, I would like to take a look at what those updates look like. The changes that the team of the applicant has carried out to play a role in the care of the neighborhood residents and the council. It is really about the impact on the surrounding area. When assessing that request, ITD carefully looked at the safety problems and specifically took into account the morning lights at the entrance and exit points of the State Street corridor. They focused on the morning lights because of the expectation that people there would more often turn left towards the centre for their work. They looked at those figures to determine whether they could support this as a suitable temporary solution. They want this to be executed before phase 2 can start. Which would also be the same with the traffic light, given our commitment and agreement that we will only continue with phase 2 when that signal is placed. Um, there were comments about whether we meet the ACD planning thresholds. We do that. That was confirmed in the ACD personnel report. Um, other comments we heard from the ACD during a UN meeting with them is that they have studied UTANA and the safety conditions there and that it is a priority for them to add a safe overpass for pedestrians at Old Horseshoe Bend Road. So that came into question in talks with the ACD. Oum, there were questions about why we did not continue to use the earlier access that was used by the company to State Street. The original U-plan that was presented to ITD by the developer was presented to UM in February 2025. Um, excuse me, you said February 2020. That's a long time ago. Uh, that's right. This was before the city added your plan. So, February 2020 indeed contained an access point to ITD. We added that as extra data for if you want to see what that location plan looked like, but it did have that. Oum, Becky and the team of the applicant have agreed with Sarah, Aaron and Janna from ITD to discuss that it does not meet the current EU-ITD standards for distance to borderless public roads in both directions. And so they were not behind it. There was no right of crossing that had to be maintained from the existing company, so that was something they would not honor there. E.H.M., council member Morales, you asked earlier about the safe left turn and I had not answered that question before. E.H.M. actually refers to the fact that there is a middle turn and that this part of State Street is expanded to five lanes. And that is considered a safe left turn when you have a middle turn as a stop for E.H.M. that turn. And the ITD has, as I already briefly mentioned, E-H-M, carefully looked at how those rides look during the morning rush hour, E-H-M, and concluded that, based on the E-H-M traffic studies on what those morning rides would be like when leaving the road during the morning rush hour and the expected distribution, E-H-M, there would be less than 10 rides left and right during that morning rush hour. And that's why they felt comfortable there. As with any access to provincial roads, they always look at accident data to see if there are any additional changes needed. EHM, and so they definitely had an eye for EHM safety conditions there. The improvements we are implementing along State Street include the 3.6 meter wide EHM separate bicycle path. We will have additional paths everywhere. We hope this will increase the mobility possibilities in the area. EHM and again consider that even the street network next to those footpaths will provide some extra spread and paths so that traffic can distribute. Let me see if I had anything else. I think that it is from our perspective regarding the reaction to the concerns of the residents. EHM, we appreciate their comments and EHM, we also support their efforts to work together with ACD on speed studies and all the other things that must happen in that area in the need of the entire community. So before that period between the moment you went to the ITD and the moment you bought those parcels, it was then an undeveloped parcel. The ITD says that there is no access to this parcel if it changes from a farm. I am trying to understand how you would not have access to your parcel if it was closed at that moment. And I think that will be a great gain for many people in that area. Regardless of what we think will happen, there will certainly be people who will go to Una, if they go to Windco, if they go to Home Depot, because I am very familiar with the area. I have been cycling a lot in that area lately because we work on a channel path in that area. So this is the way people would take. This is the way people would take if they went to Optimus Park. This is the way they would take if they went to one of the schools in the area. There will be people who drive by and it is probably a crossroad where it is no longer logical to have no stop sign. I don't know what it will be, will it be a four-way stop? Or, I take a three-way stop, is it a three-way stop? Is it a road stop? Do you know what that actually looks like? But something will have to happen to reduce some of the conflicts that take place there. So, and I also appreciate the expansion of Gardener. I have seen this quite often in South Boise, where they want to build trottoirs but wait for redevelopment. So they sometimes place protected bicycle paths that look like poles or even a stoop edge in areas where they do not face the same problems. It was great to have trottoirs there directly and I appreciate the effort to try that. I find this request strange because we have not seen many large projects that did not have a corner per se on the street. And if there was talk of a corner per sil, we would have a very different conversation, because we would then demand road improvements along the entire road. And I think this is what has triggered discussions about a kind of alternative regulation for traffic-intensive measures or trottoirs, in the event of projects that are not on one of these roads where we would normally demand improvements. And if you have to deal with particular landowners who do not allow you to improve, even if we would demand it, how can you invest in other areas with those shortages of trottoirs? So, now that many of those concerns have been answered and we have to discuss a few more things with ACD, I think this is a much better result than the first version and that it in any case removes a number of those concerns. Not all, but a number. And the last thing I want to say is that I want to encourage the residents and the neighborhood association to be really involved in the conversations about our master plan for footpaths. Because when another project in this area was approved, we obliged the developer to build a path along the spoilsbank channel there, that borders on Utana Street. So when we talk about the risks for pedestrians and cyclists, there are enormous chances here for the neighborhood to plead for a great place to walk and cycle that is not at all along the road. I think that's a good conversation that can contribute to addressing those concerns about cyclists and pedestrians. Madam Mayor, first of all, thank you for your presence. We now finally have a blue sky, so you could also be outside. So, I appreciate that you came in to testify, and I know for sure that part of what you were doing was in the smoke. So, thank you. Again, people come to us when the city approves this project, with the most important objection being traffic, while the institution that can actually solve the traffic tax and the problem is on the other side of the city. This is unprotectable. And I just don't know how long we're going to tolerate this bureaucratic carousel. I think it's ridiculous. You know, they're doing their best, but this system is. Inefficient at its best and Kafkaian at its worst. This really has to change. And I'm really sorry to send people away to someone else when they come to us with their worries.
