resolution of the city of Boca Raton considering for the approximately 124.2 2 acre Boca Raton Innovation Campus property generally located at 5,000 T-Rex Avenue. An amendment to an approved site plan amending and restating planning and zoning board resolution number 2021-021 to one provide an additional 20 short-term bicycle parking spaces on the property for a new 5711q ft private school in an existing 1,777,417qt building and two to reflect current site conditions on the northern portion of the property. Um I saw that we're adding a bunch of bikes. Um is there a bike path to that place so if the kids are biking around hypothetically they can get from the parking or from the sidewalks on the outside to the school or is that not a consideration for this project?
Uh so the the biking situation on the property today is is not ideal. Um, but as you might know, there's we have applications in process uh that would sort of transform this property over time into a uh mixed juice I would call it a mixed juice village. I don't know if that the applicant would agree with my characterization. Um, but those plans include um very significant um uh streetscape improvements that would include robust bicycle facilities. So I would say and you know if those plans go forward in the future it will certainly transform into a much more walkable and bikable um site in the future. Thank you. Anything else?
I was just curious about the use of the short-term bicycle parking. Um is there long-term bicycle parking and what is the difference?
Yes. So basically short-term means like bike racks typically outside. Long-term means something that is either in the building and can be locked up or it can be locked up like in a u if you see like a the tri rail station for example they have the the cages that the bikes can be locked up in. That's long-term parking bicycle park. Okay. Any other questions? Okay. With that I'll open the public hearing and ask the petitioner to come up and make his presentation. Uh, good evening. David Millage for the record. 14 Southeast 4th Street, Boca Raton. Uh, thank you, Mr. Shad, for your presentation. Um, we'll go through this presentation briefly. Um, as mentioned, this is a located within brick. It's a unit. It's currently an office space, and we're kind of redoing it for the purposes of this hybrid school. So what what is a school? They have their curriculum for their students. A lot of these students are uh elite athletes. They have different schedules. Um they come into this facility whenever they need help. Um it is scheduled whenever they come and go, but it's really a need-based situation where they can get guidance and tutoring and their educational needs. Um so this is within PM. It has a lurp uh zoning designation and we are seeking two requests tonight. One is a conditional use for the school and then the other one's a site plan amendment as Mr. Shad had discussed. Um we are adding these back bike racks around the around the area. There are a lot of um long-term bicycle spaces. There's some in the unit. There's a lot uh within brick overall. This is a floor plan. Um there's a lot of offices for
not only staff but also for students that have one-on-one or small group um meetings with with staff members. Then there's a larger kind of open flex area that will probably have cubicles so students can come in and and do their studies. Um, we do meet the criteria set forth in sections 2854 and 28101. Um, and happy to answer any other questions. And then Mr. Mitchell, you had a question relating to bicycles and kids riding their bikes. Um, it's not anticipated many students are going to bike to this school. There's not a lot of residential around in the first place. um based off of other facilities that this operator has um slightly different. It's a charter school that they have and they did a poll recently where out of all their students only two rode their bicycles on any, you know, normal frequency. So, we don't really anticipate them being used, but as a requirement of the code, we're providing them in the unit and around the property. And there are 282 park bicycle parking spaces around brick. So there's a lot of availability. Um and happy to answer any other questions at the board.

So they so with the location of this unit, they just redid that portico share right there. They literally enter the doors and the unit's the first one on the right. So it is very easy to get to. Um operationally, they can work with parents to meet them at the door, walk them in for the the younger ones. But again, it's middle and high school, so some of them are going to be driving in. Yeah, just briefly. I wanted to um speak about the uh affordable housing action committee, which is a statutoily required committee that uh meets and produces a report. Now, it's every year. Um, one of the seats on that committee is by ordinance um, a member of the planning and zoning board. Um, I believe Ms. Richie was uh, filling that position last year. Um, so the seat will need to be filled by another member of the planning and zoning board. Mr. U Morgan is on the board, but I believe not as the planning and zoning board member. I think it's a it's a different qualification. So, I just want to make the board aware of that. You'll either need to collectively decide on someone or um you know, probably a volunteer among you. I just wanted to mention that to you now. We'll probably be looking at appointments in a couple of months.
What is the requirement or the meeting schedule for that um board? Like when do they meet? How often
is it once a month, once a quarter, three times a So, uh, it's I I believe last year they ended up meeting three times in the fall. Um, each meeting was maybe an hour to two hours. So, it's it's not a huge commitment. Um, there is some, you know, background um, studying and things like that, but it's not a huge commitment, but um, but that is a requirement. We need, you know, a member of the planning and zoning board to to fill that seat. So I'm just making you aware so that you can think about it or we can talk about it at another meeting but just wanted to bring it up now. So that is my report. Um okay thank you.
