Happy new year. Healthy and safe holiday. Welcome to the reorganization meeting of the Burrow of Bloomingdale, January 6th, 2026 at 700 p.m. The call meeting to order by the salute to the flag. Attention. I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. This is always a uh one of our best meetings of the year, kicking off the uh the new year with our reorganization reorganization meeting and swearing in our new council people. And today we have the honor of swearing in uh two new officers for promotions. I'd like to recognize some people that are here today that are joining us. Uh first of all, former mayor Craig Overslinger and uh he's also on our board of ed. Uh from the council we have Bernie Broom. Bernie's outside. Okay. Uh former councilwoman, first time sitting in the audience in a long time, Dor Hudson. um looking around and also our husband Mike Hudson who is our uh OEM coordinator from Pay County. We have Commissioner Ronnie D'vor. Um our Bay County Clerk Daniel Ireland
and our uh county administrator Matt Jordan. Welcome and Okay. and also from our surrogate court judge, Sola Kasanova, always um helps us out with um a lot of stuff through our town, which is which is fantastic and welcome here here today. Also, we have out in the hallway our former police chief Joey Barrell, um our deputy one fire chief, um Carla Luk. And that should pretty much if I missed it. Um, so 2025 was an exciting year for Bloomingdale. We accomplished a lot. Starting off with we, uh, partnered with the state county and they are our new board of health um, representative for our town who's um, been doing a great job for this past year. And by doing that, we're going to save the borrow of Bloomale approximately over the term of the contract about $400,000. And so that has been working out great. And thanks to Matt Jordan and Mike Sonire putting this all together with our board of health. Uh last year, Dawn was our council rep to the board of health and put a lot of work into that. So we thank you all for for helping us out in Bloomingdale. Last year we also had the privilege of promoting three officers. Um Dave Turster the captain Steven Smith the lieutenant Calabro to sergeant. That was back in April. Getting back to our pate county partners. Um we opened a brand new playground on boat pond which was a $1.2 $2 million grant project that we got
with open space through the county and also through which was $450,000 and a green acres grant uh through Jake's law was $750,000. So we're able to put a state-of-the-art park for our residents at no local cost to our taxpayers which is fantastic. In the 2026, um, working with the county again through open space, we have $330,000 grant for Delayer Field Playground, which will be replace hopefully in the spring, Mike. Right. That's our plan. Stuff I believe is already ordered. Yep.
Okay. Um, one other major project was um we completed was a a rebuild of Catherine Street in Bailey A, which we did curb and um and paving and milling and some drainage work over there. And that was also with a DOT grant for about $416,000. We also replaced um drainage on the Bale Brook, which is on Starlake Road over here, which was causing that brook was backing up on Catherine Street, which was causing flooding. So, we helped our flooding project on Catherine Street um to help those people out, which was about a $70,000 uh project. Uh we awarded a contract to Mike Fispatrick and son for 2026 rebuild of Elm Street and Am Street and Ant Street with grant money of $350,000. And now long time coming, our senior center, our senior center floor is having serious issues and we're going to replace that floor um hopefully early spring and we have an open uh we have grants for that for $250,000 which should take care of that floor over there to rebuild our senior center and for and make it safer for our seniors over there. Um so and it will be relocated to the to the fireman's hall for for for the build to be done. We hope for that is done in the near near future which we already um awarded that with saying that 2026 is going to be an exciting year for us. We're going to continue to look for more grants to bring more money into town so we can continue doing projects. Uh we had a huge project on Main Street. Uh the county came in and redid Main Street from the Riverdale Bridge to the Glen Wild crossing. Um and it's beautiful down there. There was a little bit of controversy when it was happening down there, but it's getting used a lot. It's in front of our park. Um, the main
street looks absolutely fabulous with new asphalt and parking spaces and they call it the cement parking lot over by the IG, but that's getting used quite a bit. We put park benches out and flowers to make it look present in front of our park, which is fantastic. Saying all that, um, I need to recognize a few people here tonight. First like to thank Rich Delaripa. He's here every meeting recording of our um our meeting so we can put on YouTube so our residents can see what's going on. Um he's he never misses a meeting um which is great. So thank you Rich. Also like to recognize Mike Sandomire and his staff. Um Mike is the backbone of our our bureau. Um he puts a ton of hours and I've been around quite a while here but I don't think we've ever had a VA put the time that you put in. after hours, morning hours, weekends. He shows up to all the events. So, he really represents uh Bloomingdale really well. Thank you, Mike, and your staff. And I have to give a special thank our Bri. Bri keeps us together. We have we have anything going on, everybody seems to go to Bri and then she gets the information out. or if we're looking for information. She is really the backbone of the office upstairs. So without saying that, thank you for what you do for all of us. And in December, uh we hired a new CFO, Heather Barkinbush. Um she is has joined the burrow and she will be our CFO and treasure. Um hold two positions. So, we welcome a new employee. She's not here tonight, but we welcome Heather, and she's already hit the ground running.
Well, saying that for me, as I tell people, it's it's a real honor for me to represent our town as mayor. And I always tell I tell my friends, people that really know me say, "You're really the mayor." you know, um, I got a lot of experience doing so many things in front and getting things done. And to be a representative of our town and sit in front of everybody, in front of our our residents and represent our town no matter where I go, it's a total honor. Total honor. I promise. That's the future may be fair. So, like I said, it is an honor for me and I thank the residents of Bloomingdale for letting me have this position and represent our town. It's it's a it's really quite quite an honor. So, with saying that, um, we're going to do I'm going to bring down Dave and your family. Okay, come on, buddy. So, this is why we're all here. Okay. You have Good evening, friends and neighbors. It's with heartfelt gratitude that I stand here before you tonight. I'm incredibly grateful for the trust you placed in me to serve on the burough council, and I do not take that responsibility lightly. First, I want to thank my family. Your patience, encouragement, and unwavering belief in me who have made this possible. Campaigns demand a great deal, not just from the candidates, but from the people who stand beside them every day. And I could not have done this without your support. I also want to thank everyone who volunteered, knocked on doors, shared conversations on porches and sidewalks, and believed in this campaign. And to my opponents, thank you for caring enough about our burrow to step forward and participate in the democratic process. Civic engagement makes our community stronger. The results of this election send a clear message that the people of this burrow want thoughtful leadership, transparency, and collaboration. They want a council that listens first, works hard, and puts the community above politics. As I take on this role, my commitment is simple. I will listen. I will show up. And I will work hard every day to earn your trust. We may not always agree, but I promise to always be accessible, respectful, and focused on what's best for the community. This burrow is more than just streets and buildings. It's neighbors helping neighbors, families putting down roots, and people who care deeply about where they live. That spirit is what inspires me, and I'm honored to serve. Thank you again for your confidence, your support, and this incredible honor.

In the time that I have known Jen, I have seen her interact with all different people in all different circumstances for a variety of reasons, ranging from devastating to joyful to the ordinary. Through all of these circumstances, Jen has remained the same. She listens fully, engages sincerely, and responds with heart and practicality. Your love for this community is clear, and I am so happy the people of Bloomingdale have entrusted this community to you because I have seen how you care for those you love. Okay. Um over the course of the last couple years, it has um been an amazing experience to be able to put myself forth and be of service for um for the community. Um I am born and raised here. This community um has done so much for not only myself, my family, but for all those who live here. Um, it is a privilege and it is an honor to be able to be of service to the residents of Gale and I thank you for giving me that and then the faith and having faith and trust in me to do so. I promise to listen. I promise to be respectful. I promise to always put my best foot forward for you and thank you. um to my friends and my family, especially my family. Thanks for putting up with me and thank you for the
support. Uh without my friends and family lifting me up and giving me the courage to do this, I don't think I would have been able to. I've always been the type who kind of likes to work behind the scenes to get things done. Never thought I'd be in the front of it. And thank you. Um you are all amazing, every single one of you. I want to thank Pam and Darlene. There were times where we were out there knocking on doors together, you know, crossing paths and and being at all the town functions and and it's an honor to want to to campaign with those to be opponent with people such as them because they they still want what's best for this community and they want to be a part of that. I don't think that we're going to see the last of that. So, thank you. I know we have challenges in this town. I'm born and raised here. I've seen it from childhood to adulthood. And the one thing that stays steadfast is this community, how we step up and show up for each other. I have personally experienced what this community can do for somebody fire department. They are amazing. They saved my family from losing everything at 11 years old.
The town, the my my street on Hamilton, how everybody pulled together to take care of us and help us get through that. I know everybody thinks their community special. I know mine's special. We help others. When our families are ill, when there's been an accident, there's a loss. we pull together and that is so important and continue to do that. This is what makes Bloomingdale an amazing place to live and it looks makes people such as myself want to stand up here and put myself forward as scared as I am and be of service to you all. So, thank you. We have a long year ahead of us, but I know with this amazing committee and council, we are going to get through everything. The one thing that I kept saying when I was campaigning, be a part of your community. Join committees. We have amazing committees that do amazing things for this town, for our residences. Be a part of it. Don't be afraid because you too will have friends and family that will support you and stand by you. So thank you very much. Okay. Next on our agenda, we're going to swear in our uh two new officers to serge it
gracias. Um it's an honor. to be part of this and I'm going to ask Chief Greenwood to say a few words. Thank you, mayor. Well, good evening everyone.
I mean, what a truly special night this is for uh all who have gathered here this evening. I'd like to begin by just wishing everyone a happy, healthy, and prosperous new year. Um, and also while I have this opportunity, I do want to formally congratulate um, Councilwoman Hagen, Councilman Brockers uh, on your appointments. Um, I think your appointments are a reflection of the community uh, trusting your judgment, your leadership, and your commitment to service. And on behalf of Police Department, uh, we look forward to uh, working with you in the future. So, thank you. So this evening uh is a monumental and a proud moment for the Bloomingdale Police Department. And I think to fully appreciate its significance, I think it's it's important that we must understand the reality of modern law enforcement. So you know, today's officers are expected to serve in multiple roles and almost simultaneously. And they're not just enforcers of the law, uh, but they're problem solvers, crisis counselors, and trusted community partners. They are routinely called upon to manage complex social issues, deescalate volatile situations, and they deal with individuals and families at their most vulnerable moments. And all of this occurs while officers operate under heightened public scrutiny. They continually adapt to evolving laws and judicial standards, advancing technology, persistent staffing and recruitment challenges, and the everinccreasing volume and complexity of calls for service. So when I talk about the reality of modern policing, these realities demand more than ever that officers possess sound judgment, resilience, accountability, and a level of professionalism that extends beyond traditional policing. And meeting these challenges head on is
essential if we are to continue providing the level of service our residents deserve. And that is why I am especially grateful for mayors John Deato, the governing body, Bur administrator Michael Sander for unanimously recognizing the need to strengthen our department's leadership and structuring it by promoting two officers to the positions and ranks of sergeants. Now, this forward-thinking decision represents a meaningful investment in public safety. And what that does, it it allows us to enhance our supervision, maximize operational efficiency, and most importantly, better serve the residents of Bloomingdale. And this evening, we are honored to swear in two sergeants. But these promotions uh do not occur in isolation, and they don't stand alone. And what do I mean by that? uh they are a result of commitment and sacrifice not only from the officers standing before us here today but those who stand beside them every day. So to the families of officer Kevin Pearl and Vincent Braziosa, thank you. I thank you for your sacrifices, your patience and your steadfast support. You understand that this profession can be physically and mentally demanding and you share in those long hours uh those interrupted family moments and that constant concern that comes with that passion. Your resilience, your strength and understanding do you not go unnoticed and you are all every bit part of this achievement and you truly deserve recognition. So, I want to thank you all and as a small token, if uh municipal clerk Smith could assist me, I just want to present officer Pearson's wife Michelle and Vincent Graio's wife symboling our gratitude for your continued support and the testimony you claim.
All right. So, it is now my distinct honor to introduce two officers being promoted to the record sergeant this evening, Kevin Pearl and Vincent Graiosa. Two individuals exceptionally well suited for this responsibility and whose service is truly deserving of public recognition. Officer Kevin uh Pearl is a 14-year veteran of the Bloomingdale Police Department and prior to joining our agency, he honorably served as a United States Marine, receiving numerous commendations for his exemplary service to our country. He also served as a Morris County dispatcher, further demonstrating his lifelong commitment to public safety. Kevin is widely respected by his peers and has consistently distinguish distinct with himself through leadership, professionalism, and honor. Now throughout his career, Officer Pear has taken on numerous roles with a strong emphasis on community engagement. These include serving as a head instructor for a junior police academy, domestic violence response team coordinator, a liaison to our senior community, Special Olympics torch one coordinator, and law enforcement against drugs, better known as lead instructor. His dedication to both enforcement and community outreach exemplifies the very best of modern policing. Officer Pearl has received numerous accommodations throughout his career which include but are not limited to Mothers Against Drunk Driving Award, multiple life-saving awards, the AAA traffic safety hero award, and the prestigious Bet County 200 Club award for heroically rescuing a trapped unconscious individual from an agrical fire. These honors reflect his ability to act decisively under pressure, place the safety of others above his own, and respond with courage and compassion in the most critical moments.
Now, Officer Vincent Graiosa is a 13-year veteran of the Bloomale Police Department and is also highly respected throughout the law enforcement community. Vincent has consistently demonstrated a willingness to mentor and support fellow officers, always striving to elevate both individual performance and the department as a whole. He leads by example, sets high standards, and serves with honor in his. Now, Officer Graiosa holds numerous roles within our department as well, including being the field training officer, radar instructor, terminal agency coordinator for our criminal justice information system, lead instructor, supervisor of our bike patrol, and head instructor for the police academy. So, his influence is evident not only in our operational effectiveness, but also in the positive development of our youngest community members. Now throughout his career, Officer Graiosa also received numerous accommodations, including multiple life-saving awards, recognition from the P County 200 Club for locating a missing endangered individual, accommodation for successfully deescalating an armed individual experiencing a mental health crisis, and the AAA traffic safety hero award. So tonight, tonight we proudly recognize those officers for their dedication, their sacrifice, and leadership. Their promotions are well earned and welld deserved, and they stand as a testament to the strength and future of the Bloomingdale Police Department. It is their collective leadership, depth of experience and unwavering commitment to this profession in this community that gives me confidence that the burrow window is incapable in state hands. So with that being said, I want to congratulate both of you. I'm going to ask the mayor respectfully minister of

I want to thank Joe Burrell. Um he was my first chief. He picked me and a group of other men that were capable and uh he kept me around for a long time and I really appreciate you. Uh, I want to thank the turfer for teaching me how to be a good cop. I want to thank Sammy Ziden. Learned a lot from you, too. Um, I want to thank all the young guys. I've really enjoyed working with you and learning from you and I hope you learned from me. And I just want to say to my family that I love you so much and I appreciate everything you guys suffer through so that I can do this. Uh, because this makes me happy and u doing this is I didn't realize how amazing this job was going to be for me in my life. And I just want to thank you all boys. you too being a great family as much as I know you do. So, thank you so much. I just lost my words.
