Uh we are going to uh begin with old business and this is a discussion regarding community benefits agreement with the Arbella at Blue Hills. Is there any discussion? Uh, thank you, Colonel. Okay. And thank you, Mr. Mayor, council members, and our public and staff. Good evening. I am pleased to report um, Mr. mayor that um there's been considerable discussions which have taken place uh since the last um committee and and council meetings and and which um myself uh staff and um the developer the United Group and and Goldman and York have um uh basically gotten this uh matter to a point where I I believe uh we can take it to council for a vote. Um, we have met all the requirements of our council in terms of ensuring that there's going to be uh the minimum requirement of Bloomfield, Greater Hartford, and Connecticut businesses involved in this matter. Uh there's going to be a um uh an understanding of the apprentices apprenticeship um requirements uh for there to uh be uh registered apprentices um with the state working on this project. Uh there's going to be a a compliance officer component of of this um abatement agreement as well which is going to ensure all standards are met and uh we're going to have some language also uh in an agreement um uh soon to be completed uh per your direction uh to um engage in uh to have a penalty clause associated with any aspect of the agreement which is in non-compliance. So everything that um committee members uh have um stated they wanted to have as part of any um abatement agreement has been met and uh the developer is in agreement with it and uh we stand on good grounds right now for you to bring this to council uh provided uh this
