We're still in a special meeting agenda for Thursday, July 16th. We're going to begin right at 6.01, I suppose it is. So I'm going to call our meeting to order and do a quick roll call. So I'll start with Councilor Waterhouse. Are you present?

Perfect. And I'm going to count myself as present as well. Tonight for our interviews, we're going to be going through the Economic Development Commission and Development Authority, the Fair Rent Commission, the Youth Diversion Team, the Youth Adult Commission, and the Gulf Advisory Committee, as well as the Lower Farmington River and Sandman Brook Wild and Scenic Committee. After that, we'll do public comment and then move towards adjournment. Each time, we're going to begin in the order for each committee for new applicants, and then we will invite reappointment folks to come and do their interview process as well. I'll just ask if you can remain muted when you are not the person interviewing, just for posterity's sake, so we can be able to hear everyone. That would be great. So we're going to jump right in to our interviews, but I want to sort of walk through um the commission just refresh our memory in terms of the committee and what's available before we move on to the applicants so the first one tonight is the economic development commission and development authority there are currently four open seats on the economic development commission and development authority for the following terms one term ending 131 28 the next one 131 29 131 30 and 131 31. um as per the Bloomfield town of ordinances chapter 15 section 1545 members of the EDCDA shall be nominated by a majority affirmative vote of the town council and appointed by the town manager so the first person who we have on the agenda tonight is going to be Malcolm And Malcolm, we are just going to ask you a couple of questions and we'll give you the ability to respond to those questions and be able to introduce yourself. And then we will go from there. I'm willing to take the first round of questions or unless Elizabeth, you or Suzette would desire to do so.

Great. So, Malcolm, our first question is, can you tell us a little bit about yourself and why you're interested in serving on this committee?

Of course. I started the third generation of the field by then. I watched the movement change over the last few years.

Malcolm, you were a little bit garbled, and we lost your camera.

Is it a little bit better?

Yes.

As I stated, I've been a Bloomfield resident. My father was a Bloomfield resident, and my grandparents were Bloomfield residents. So I was able to watch the changes from short to fit long on what's actually been needed in this community. to be a part of what the next generation is looking for and searching for me. Nothing more than, nothing that I don't believe that I can't handle. I've already done a lot of work and volunteer work with the community in terms of humanities community, in terms of the library, several different small businesses that are including the arts as well as hospitality industry. in the Bloomfield space and just to believe that I think there's a need for movement. I watched so many different generations of Bloomfield be able to have their voice and their moments spoken out loud without connecting.

Our second question would be, can you commit to the meeting times and the schedule?

Yeah, that's not an issue at all.

Okay. And then my final question for you, what else would you like this committee or the town council to know as they're making their decision?

I think that in terms of looking at me as someone to be on this committee, the most important idea that I'm trying to offer is that I want to bring multiple generations together. I'm not looking to point a direction. I'm not going to say someone's right or someone's wrong. I'm looking to bring all the people together and we'll continue to work as far as I can to do that.

The Fair Rent Commission FRC membership expired in November 2025, and the full seven member commission needs to be appointed for a term ending in November of 2026. As per the Bloomfield Town Code of Ordinances, Chapter 12, Section 12 to 90, at least one member of the commission must be a landlord and at least one member must be a tenant. So the folks that we had for tonight um i will turn it over to you counselor waterhouse to ask the folks who um and i have on my list jessica park perfect did i cut you off no i was just checking to see if jessica park was here yes all right hi jessica hi good evening everyone good evening

So why are you interested in serving and what do you hope to contribute?

Yeah, absolutely. So I'm interested in serving in the Fair Rent Commission because I really believe that it plays a strong, critical role in safeguarding tenant rights, promoting safe and healthy living conditions for everybody in our community. And also really importantly, I think it ensures access to affordable housing, which is a critical issue not only, I think, in our community, but across Connecticut. So I think additionally, particularly serving on the commission of facilitating mediation and resolving disputes in ways that really balance the needs of tenants and landlords is something that I'm really interested in participating in. You know, I think lastly, it really will allow me to contribute meaningfully as a resident of Bloomfield for the past three years. I know that I'm a newbie, but I'm really excited and interested in becoming more invested in our community's well-being. I'm ready to take on a little bit more civic responsibility with that.

So, yeah, that's my interest and why I'm why I'm here sharing that with you. Perfect. Thank you. Would you be able to attend all the meetings? Yes, absolutely. Perfect. And is there anything else that you would like us to know?

I don't believe so. You know, I think you know, by profession, I'm a social worker. So right now I'm in clinical practice. So I feel like I have a really nice skill set of like soft people skills and also really, I have previous programmatic work with housing and homelessness issues. So I think I really kind of bring a unique perspective with regards to kind of like my professional expertise. um uh so i think that's a great point um also if there are any other opportunities i would be really interested in and if the if anybody doesn't feel like this would be a good fit for me i'd be really open to any other opportunities to uh to serve as well so thank you perfect thank you so much jessica thank you

Okay. How are you doing, Sarah? Good. How are you? I'm doing well. So why are you interested in serving and what would you hope to contribute?

Well, I've been serving on the Fair Rent Commission. I've lived in Bloomfield. since 1996 as a homeowner and right now as a renter. So I get the perspective of how that is. Professionally, I'm the senior director at the Village for Families and Children, and I also serve on the Asylum Hill Neighborhood Association's NRZ. And we're in the process of creating a co-op for tenants. So it kind of crosses both those perspectives. I want to be able to give back and be able to protect tenants rights as well as being fair to landlords. So I enjoy being and serving on the committee. Perfect. Thank you. And you'd be able to make all the meetings? Yes. Great. And is there anything else that you would like us to know? I, again, I've been in Bloomfield since 1996. I'm committed to the community. I love living here. I love the diversity and hope to be able to continue to share my knowledge and expertise to be able to better serve those who need it.

I'm good. How are you?

I am doing well. Thank you. So please just let us know why you are interested in serving on the Youth Diversion Task Force and what would you hope to contribute?

So I'm interested in serving on the committee. I am or have been a part of the Bloomfield community for over 20 years. Both myself and my husband, we have raised two young men, 21, 15, within the community. Both are wonderful boys. Yes, we've had many bumps in the road, but the community itself played a major part in impacting where they are right now. And at this point, I feel like investing in our youth is really, really important as a mother, as a therapist here. Yes, it is a correct school, but it is here in Bloomfield. It is important that we invest in our youth, right? They make mistakes. We all make mistakes. And it's important that they have meaningful and supportive connections, right? To get them through those challenges and barriers. I also am looking into starting my own practice within the next year or two, hopefully year and a half-ish for the adolescents around the community, as far as their behavioral mental health. I just feel like it's really, really important that they have someone that believes in them, right? We all are gonna go through our challenges and ups and downs. Being in the clinical field as LMSW, soon to be LSCW, LCSW, I engage well with families and youth, my background in every one of my careers within this actual clinical field. path was working with children. I worked with DCF. I worked with the East Windsor Police Department. They did have a youth program that I started to work with. And I just look forward to bringing my skills as far as passionate and empathetic and engagement with the families.

Good afternoon. Good evening. Good evening. How are you, Ms. Serafino? I'm good. How are you? I am doing well. Thank you. Please tell us a little bit about why you're interested in serving on the committee and what you would hope to contribute.

So I actually was able to serve and began to serve in the spring of 2025 as the Dean of Students for Carmony Race Middle School. I did take Karen Goldman's place at the time. She transitioned me in, so I've been to several meetings. I think I've maybe missed one since then due to just a conflict with work. Since then, I have transitioned to a different district, but I still attended all of the meetings that we've had. following that transition. My background is in education. For those of you that don't know me, I taught in Bloomfield for 20 years as a special educator. All 20 years were at Carmony Race Middle School, Intermediate and Middle School. So I've gotten to know the children very well. Some children, former students I would see, and I think it was really important for them to be able to see a familiar face. I'm very much invested in restorative practices. I'm also very invested in advocating for children and letting them know that we're in their corner and that mistakes do not define them at the end of the day. And they really need to know that we are here to support them and guide them, but also teach them how to take accountability because I think that's a really hard situation to experience. And with the help of the youth diversion team, we are able to kind of help them to see a little bit more clearly what it was that happened, what they could have done differently. I think that's really important. Also with my background, a lot of times we may have students that do have individualized education plans. And with my special ed background and expertise, I feel like it's very helpful in those moments to be able to kind of analyze what actually happened but also be able to kind of look at what are we doing in schools what are we doing in the community how are we all coming together that's really important um so just really to create a positive outcome for students and our young people especially in the in the town um and i did I did move to this town to Bloomfield in 2021. So I've been here for five years now. And I'm very invested in the community, but in particular in our youth.

Hi, I've been a resident of Bloomfield since 1979. My wife and I have both been devoted to children. She was a special education teacher for 25 years. I was a child's attorney. I did both some courtroom stuff with kids from DCF and special education. I have four children, all of whom went through the Bloomfield School System. Two of them are biological Caucasians. Two of them are adopted biracial children. I have a perspective from them. One of them has IEP, is a special ed student. Another one has had problems, has been incarcerated, and has had addiction problems. So that I have had experiences that many people have not had but are relevant to what the kids that we see in front of us at in in the uh diversified yeah it used to be jrb and i still haven't gotten used to the real name new name um let's see what else can i have um so i guess that's that's uh i you know i'm dedicated kids oh i also uh is a part of my diversity i have one grandchild who's trans in the in her tw in their 20s so that again i have different perspectives from many members of the committee thank you so much um can you commit to regular attendance to the meetings oh i've been doing it for about 30 years so i guess i can continue to do it

And is there anything else you'd like this committee or the council to know about your candidacy?

No, I think I've probably spent too much time on who I am.

So I am a lifelong member of Bloomfield. I grew up in Bloomfield. And so as a resident, I look to give my experience of 20 years of juvenile education and social services experience. I currently work for the town of East Hartford Youth and Social Services. And so with that, my experience of advocating for youth and community impact as far as doing a lot of contributing to How to be accountable and understandable. Can you hear me?

You were just breaking up just a few minutes ago. And I think now you're frozen. Leslie, can you hear me? Can you hear me? I can hear you now. You cut out four minutes.

Maybe we should. All right. So you work for East Hartford Social Services. That is correct. Okay. And so. Okay.

And so what I would like to contribute is my experience working with youth with the long experience that I have in the longevity of the experience. The bottom line is making sure that all students and all youth have the understanding that having accountability is important, of course, but also having a voice is also important and having those who will listen. and understand that mistakes, yes, does happen, but also how do we correct those mistakes is the most important. And having a committee that understands that making a mistake and giving them the clear understanding of how to correct it and how to prevent it and what are the solutions to that is most important. And that is what I plan to contribute to the committee.

Just know that I will, as a resident and as a mom of having a Bloomfield student that just graduated last year, I will give the best that I can to our youth.

sorry about that there we go good evening sir how are you good evening ma'am how are you doing i'm great wonderful absolutely thank you um please just let us know um why are you interested in serving and what you would like to contribute to this committee uh well quite simply i have a passion for the youth um i've coached i've been mentoring many of kids

I had two, my oldest two went through the Bloomfield School System. Actually, my oldest son, he went through the Juvenile Review Board. Well, YTD, well, back then it was Juvenile Review Board. He went through the program and I saw how beneficial it was for him. So when I was approached to do it, I didn't hesitate. I know there's a need for it. I know there's a need for people, well, for the youth to be reached in a certain manner. And I believe I bring um that type of perspective as someone who can recall his youth um as a troubled teen myself getting a lot of trouble getting arrested this time the dirt i can actually speak their language i can relate to them and i can empathize and sympathize with what they're going through so i feel like there's a need for people to actually know get on their level and understand where they're coming from and you know try to provide some insight to them a different perspective so it's a super passion of mine um as leslie mentioned um my daughter graduated last year from bloomfield high school so i'm familiar with the system i'm familiar with a lot some of the kids that's come through there i know them they know me so i'm able to talk to them on a real level so I THINK I BRING A UNIQUE PERSPECTIVE TO THE BOARD. I THINK I'VE BEEN DOING IT FOR THREE YEARS NOW. SO I'VE ENJOYED IT. I DON'T THINK I MISSED THE MEETING. IF I HAVE, IT'S PROBABLY BECAUSE I WAS SICK OF SETTING ALONG THOSE LINES.

Doing good. Okay. So why are you interested in serving and what would you hope to contribute?

Well, first and foremost, I am Army combat veteran. I'm always serving since I was 17 years old, my country, my state, my everything. And I love helping people at the end of the day. I love to make sure that everybody's getting everything that they need, their resources, and making sure that our youth is being helped the way that they need to be helped. Also adults that need help as well. I'm also a case manager with U.S. Senator Blumenthal and I do this every day as every case for everything. And I want to contribute back into Bloomfield because I think there's a huge lack in certain aspects that I've seen. I moved here in 2023 and I have two daughters right now. They're 13 and 16. I believe that the population with the youth needs a little bit more resources here and a lot more Let's just say they need to be advocated for more often here. As for the adults, anything that they need, I have everything that I can possibly give when it comes to the state and also federal and legislation and bills and grants and scholarships. I know how to do all of that. So I just like helping. I love making sure that everybody needs gets what they need.

Okay, and is there anything else that you would like us to know about you?

Yeah, I was also the Associate Director at Capital Community College with the Veterans Oasis Center. and I ran a whole bunch of programs for our youth, for our college students. So I do know a lot about scholarships and grants and GI Bill and everything that our youth needs to be able to proceed with an education as well and all the resources they need when they're troubled or anything else, and also our adults as well. So I'm a great believer that once all the systems are in place, they're able to achieve their goals and move forward with their life and be helped in every single way possible.

How are you? Hi. Good evening. I'm well. How are you?

Good. So why are you interested in serving and what would you hope to contribute?

I've been serving on this board and have been the co-chair, I want to say probably the co-chair for the last five or six years, and a member for at least 15. Roger and I have done this for quite a while together. As others have shared, I make a commitment. My passion has been children. I have been at the Department of Children and Families for the last 34 years, started as a social worker and currently a director in our New Britain office. And so I have the capacity of serving the state of Connecticut as a public servant and feel that it's really important also to serve the town that I live in. My husband and I have been here for, I want to say, about 25 years and have always been active members in the community. We think it's really important. It takes a village really to take care of our kids and our community, and it's our responsibility and duty. He has coached our kids in a lot of the things in the town, and I have remained an active participant.

um really i'm committed to continuing to do that okay beautiful would you be able to make all of the meetings yes i have and still will okay and is there anything else that you would like us to know

Not more than what I shared already, that the commitment and passion is there. It's really important that more people in the community step up to be able to be active members of change to make sure our community is healthy, it's well, and most importantly, that our children that see really good role models and that we are there to help them as a full village. Like, I really do believe that if we go back to the concept of a village raising children, which is how we approached our children here in a town with other families and members of the community, it's certainly the best way to do so.

I think you've probably heard more than you want to hear about me. I do believe that we do not have enough services for children who have issues. We read a lot about the students who do well in the high school or in the schools. And we don't read very much about the needs of the children who are not doing well and why they are not doing well and what we can do to help them do better. So because of my interest in kids, my experience with children, I think I provide some insights to and value to the Youth Development Council.

Beautiful. And you'd be able to make all of the meetings?

Yes. And most of them are Zoom meetings anyway.

I would like council members to provide more funds to the Youth Adele Council. Thank you.

Good night. The next group we have is the Gulf Advisory Committee. The Gulf Advisory Committee has three vacancies, all two year terms ending June the 30th, 2028. And the person we're going to be interviewing tonight is Bob Berman. So, Bob, I'm going to begin with that first question that you've now heard a few times. Why are you interested in serving and what would you hope to continue to contribute?

I'm interested in serving because I play the golf course when the weather permits four times a week. I want to see the course stay the quality shape it's in. I want to continue finding ways to enhance golfers' experience at the course, keep the staff up to the standards they need to be at, make sure that we have the proper equipment to do the job that's done, It's just the Indigo company with keeping the course functioning. My partner and I, whenever we're playing, we're continuously emptying our sand buckets, filling divots on the course. It's a very valuable piece of real estate in the town of Bloomfield. And I can tell you this, you go up there and you check the license plates on cars, you'll find an awful lot of Massachusetts, New York, Rhode Island, New Jersey, and even some Pennsylvania plates. We've played with people who have come there to play the courts specifically because it's a quality course. It's known throughout the country. I want to keep it at that level.

Thanks, Bob. And then would you speak to are you able to attend the meetings scheduled?

Yeah. The only time I have a problem is when it conflicts with another committee that I'm on, which rarely happens.

And my last question is, is there anything else you would like the council or this committee to be aware of?

I've been in this town for 53 years, which is a long time. I go back to when I come home from work and our two girls would say, Dad, can we go down and see the cows? Because I used to be at AC Peterson Dairy Farm. So we go down to what is now where the nice tea box is and we see the cows. It was pleasant to see that. It's even better to see it as a golf course. Thank you.

This committee has one vacancy for an alternate, and the applicant we have tonight is Jeffrey Clement. So Jeffrey, I will begin with similar questions to you to give you an opportunity to tell us why you're interested in serving and what you would hope to contribute.

Good evening. So about 8 years ago I wanted to specifically move to Bloomfield and had a love for the Farmington River, having been an avid whitewater kayaker. And so I combined the two and moved to the point in Bloomfield that's about closest to the Farmington River. So I've been, you know, avid kayaker spend a lot of time in the green spaces um i've done every section of the farmington river i've been paddling the farmington river for about 30 years and a buddy and i during the covet two of us did the entire farmington river out to the connecticut river um so you know as a resident of uh of bloomfield uh love being here the place else i'd rather live and then also my love of uh paddling and the farmington river it just seems to make sense i've got an interest in water protection water access you know environmental conditions of rivers drinking uh water etc so pretty passionate about all of those and uh so that's why i'm looking to join the committee can you speak to the meeting schedule any conflicts you see or do you think you'll be able to meet all the no i should be able to i've been attending already and uh and it is on the zoom session so it's it's pretty easy to make those okay um and my last question is is there anything else you'd like this committee or town council to know I appreciate the green spaces all around Bloomfield, the access, Wilcox Park, Lafayette, obviously the Farmington River Park, just the commitment that the town has to open spaces is fantastic.

Before we adjourn, I wanted to give a couple of housekeeping notes. At this point, we are trying to make at least two outreaches to folks first round to try to invite them to an interview. We will make a second approach and then we will move forward with recommendations to the town council for appointments. We are aware that many folks have been waiting to serve on their committee or continue to serve on the committees that they were already serving within. So we'll continue with the interview process, but just so that everyone is aware, at least two tries to outreach to get you scheduled for an interview. And then we will have to assume at that point that you are no longer interested or you have deferred your interest. Some folks have already reached out to say, you know what, I think I've thought about it and I'm not going to be I'm not interested in serving at this time. So we want to thank you, though, for filling out the interest form, for participating in the process. And we do hope that you will consider serving in a future capacity. Our next scheduled meeting, unfortunately or fortunately, Councilor Waterhouse will be on vacation. And I'm saying, unfortunately, because we will miss you. So though we will continue with interviews, we will pause on future recommendations until all the committee members are available to weigh in for that second round of appointment recommendations to the town council.
