My name is Kims Paray. I work as a zoning administrator in the engineering and permit department of the city of Birmingham. This is a rezoning case on 1200 Huffman Road in Spring Lake neighborhood. ABEDAK Sampatti is asking D3 Single Family Residential to rezone C1, which is a neighborhood commercial, so that they can build a new Boys and Girls Club in Central Alabama. This property is about 4.5 acres, which is currently in D3. It is empty. The backmost part of the property is a small shed. When you drive from there, you see only the roof of the shed due to topography. The property on the north side is in the D3 zone, which is a single-family residential area of Birmingham. On the south side, there is a mix of zoning in Jefferson County. There is A1, which is their agricultural district, and C1, which is their Jefferson County commercial district. On the east side, the D3 zone is in Birmingham. And on the west side, there is a mix of zoning in Jefferson County and Birmingham. This is for Jefferson County. Institutional 1 is for Jefferson County. R1 and then for Birmingham City is for D2. The legislators are present here, so I will let them explain in detail what they are proposing. They are planning to build a new Boys and Girls Club on this site of Central Alabama. Their operation is scheduled from Monday to Saturday morning, 9 a.m. to 8 a.m. It will be especially targeted for middle and high school students and they will also have work skills that will be available for other students and youth in the area. After the school, it is planned to be available even when the schools are closed in the weekend and in the summers. They will maintain staff youth of 1 to 18. Their plan is to keep about 50 youths at this location, for which three staff members will be required and based on their activities, they may need to increase these numbers during the day. For this area, the long-term land use plan recognizes this property as a low-income property. We will discuss some of the staff's tips. The site plan and the administrator are ready to work on the site plan with these zoning tips so that you all remain alert. There is a parking space in the front yard, so they will have to take the parking to the side or back of the building to avoid variance. We will check that they follow their maximum parking limit and do not exceed the requirement. The dumpster is in the front yard, so it will have to be taken a little back so that it is equal to the building. Earlier, we discussed parking, which was raised. I have already prepared another site plan in which parking is on the side. Just as an alternative, the plan we had submitted had parking on the side of the road, keeping only economic aspects in mind. Talking about noise, if you have ever been to Huffman Road, then it is a very busy road. There are some car dealerships, some churches, shops and residential areas. But I don't think it will be a problem if I tell you honestly about those two people who were worried about the noise. Because if you are on that road during the day, let's say on Tuesday afternoon, then it will be difficult to talk on that side of the road. And we are talking about 600-800 feet away from here. And then there is a building and there is a playground behind it. And we will definitely respect any kind of sound buffers for zoning, because you know they are important.
So yes, looking at the site plan, it seems that the areas where buildings, parking spaces and basketball courts will be located, is about a quarter to a third of the property. And I was just thinking, now let's know what the setback will be. Like in this site plan, which we have, what will be the setback to the back of the property line? It seems like maybe at least 100 feet.
And the necessary setback is a lot. I would like to say that there are 20 on the back and 5 on the side. There might be only 5 on the back.
But we are at a good distance. And by taking the parking space to the side, the building will also be further away from the residential area.

I have a lot of doubts that Boys and Girls Club will want to cover the entire property. I know that this is a big property but if zoning is needed then they will have to do this. I had done this once where there was a need for a wooden fence of 10 feet between the Avasiya Kshetra and Boys and Girls Club, which was not cheap.
Anyway, I think that on the matter of Kim, she was saying that you had an idea, so instead of putting a fence, you should give the money buffer as a priority.
I really want to do what needs zoning and what makes the neighbours happy. With honesty, we don't want to trouble anyone.
