An Ordinance “TO AMEND THE ZONING DISTRICT MAP OF THE CITY OF BIRMINGHAM” (Case No. ZAC2025-00027) to change zone district boundaries for all properties in the Pratt-Ensley Framework Plan area located in the Pratt Community and Ensley Community, filed by the City of Birmingham, and the hearing of all interested parties. A Resolution granting an Operating Authority Permit with one (1) Certificate of Public Necessity and Convenience to Left Lane Valet, 816 Basswood Drive, Adamsville, Alabama 35005, to be used in the operation of a Low-Speed Vehicle service upon the public streets of Birmingham and to and from locations within the City in accordance with the provisions of Title 12, Chapter 16 of the General Code of the City of Birmingham, as amended or may be amended.

An Ordinance “TO FURTHER AMEND THE DEBT RESERVE BUDGET” for the fiscal year ending June 30, 2027, by appropriating $4,187,640.00 to Non-Departmental, Transfer to Fund 102 Capital Improvement, and “TO FURTHER AMEND THE CAPITAL FUND BUDGET” for the fiscal year ending June 30, 2027, by appropriating $4,187,640.00 for 2.8 mil (MAGI) – Court Refresh Project.

An Ordinance “TO FURTHER AMEND THE GENERAL FUND BUDGET” for the fiscal year ending June 30, 2027, by appropriating $25,000.00 to the Department of Public Works, for general use per insurance received from National General.

An Ordinance approving, and authorizing the Mayor to execute, an Intergovernmental Agreement with City of Mountain Brook, Alabama, pursuant to which the City of Mountain Brook will install a public art sculpture at the center of a public roundabout located on Cahaba Road within Birmingham’s corporate limits near the Mountain Brook boundary and the City of Birmingham will grant the City of Mountain Brook access to the right-of-way for installation and maintenance of the sculpture. [First Reading]

An Ordinance approving, and authorizing the Mayor to execute, an Intergovernmental Agreement with Jefferson County, Alabama, under which Jefferson County will grant the City access to portions of the Roosevelt City Pedestrian Bridge over Valley Creek located outside the city limits, which Bridge connects a Birmingham neighborhood to Roosevelt City Park and Recreation Center, and the City will undertake repairs and maintenance of the Bridge. [First Reading]

A Resolution authorizing the Mayor to execute an Agreement with Alabama High Schools Athletic Association, (AHSAA), under which AHSAA shall plan, implement and host its AHSAA Regional Cheerleading Competition at the Birmingham CrossPlex and related activities in the Birmingham CrossPlex and Bill Harris Arena in Birmingham, Alabama on September 24, 2026, the AHSAA will create and foster community pride while providing recreation, entertainment and opportunities for attendees. The AHSAA is expected to bring jobs and have a significant economic benefit to the City. In accordance with Section 772, the City will contribute an amount not to exceed $25,000.00 in financial incentives towards hosting the AHSAA Regional Cheerleading Competition in Birmingham.

A Resolution approving and authorizing the Mayor to execute and deliver an Amendment to the Funding Agreement between the City and the Birmingham Land Bank Authority, under which the City provided American Rescue Plan Act (ARPA) funding to the Birmingham Land Bank Authority in the total amount of $950,000.00, with such funding to consist of $500,000.00 of ARPA funding for City Council District 5 to be used to acquire and if necessary, clear title to properties in the Smithfield, College Hills and Graymont Neighborhoods in support of the Choice Neighborhoods Initiative, and $450,000.00 of ARPA funding for City Council District 8 to be used for the acquisition and title clearance of properties in support of the Belview Heights Gateway project, to add additional funding in an amount not to exceed $259,500.00 to cover additional costs associated with certain improvements in the Belview Heights neighborhood necessary to accomplish the purposes of the Belview Heights Gateway Project, bringing the total provided in support of the Belview Heights Gateway project to $709,500.00 and the total award amount to $1,209,500.00.

A Resolution authorizing the Mayor to execute an Amended Scope of Work to the Amendment to the Services Agreement with Ernst & Young LLP, under which Ernst & Young LLP Southern Research Institute will provide advisory services in connection with the provision of consulting services for American Rescue Plan Act (“ARPA”) and State Local Fiscal Recovery Funds ("SLFRF"), to extend the term of the Agreement to a term ending on April 30, 2027 and to provide compensation in an amount not to exceed $1,193,117.00 for services provided during the extended term for a total amount not to exceed $6,745,117.00.

A Resolution authorizing the Mayor to execute, for and as the act of said City, a Third Amendment to the Agreement with Neighborhood Housing Services of Birmingham, Inc. (NHSB), under which the City will provide funding for the Healthy Housing Initiative program for the repairs and replacement of major housing systems and structures, ADA compliance, site improvements, and utility connections, in an amount not to exceed $800,000.00, to extend the term of the agreement to a term to end on or before October 31 2026.
