So, the first RL tonight is RL 2686. And uh the first presenter tonight is Mayor Jared Cra. I'll pass this over to the chair, Council Member Middleton, and this is in the Committee of Municipal and Public Affairs. Thank you, President Dundan. This is RL26-86, an ordinance to amend the 2026 police budget for recruitment services. You can start.

Sure. So, uh I was down at council a couple months ago discussing a two-part professional services. Um, and sorry if I'm with the echo. I have to slow down a little bit, I guess. two-part professional services with money that was unlocked through a grant uh an unexpected grant that we got through DCJS and moving money to support uh agreements with 21CP on looking at community policing uh strategies and and practices as well as documenting things going well, things we need to improve on as well as uh services for uh marketing for our joint BPD effort uh to to get a wide net in and diverse group of applicants and a large number of applicants for the police exam. Through the discussions with city council, 21 CP did present to council and uh members had identified that 21 CP in addition to looking at community policing could also be helpful in understanding recruitment and retention efforts uh at the department. So, uh, 21CP had sent in what that additional professional service scope would be. Um, through the finance department, we were able to identify some additional funds that could be added to this. And so the ordinance is essentially uh the amount of money which is 21 CP plus uh the recruitment and retention assessment and support as requested by council in addition to the existing community policing support uh and the logo wise u marketing that's necessary for the uh the civil service annual process. So in all it kind of encompasses what council was looking for from 21 CP as well as the core uh initiatives that were previously identified by me and the department as

well as the police union on what's needed for um this community policing as well as recruitment. So that's why you put them together like together because initially they were separate um or else so this is is it is that why you put these all together? I I sent an email to note to council. So this is basically a new ordinance for the amount of money that was moved. The other two resolutions authorizing an agreement with 21 CP and agreement with logo wise can move forward uh with at least 21 CP just to change to the uh dollar amount and with logo wise there would be no change to that resolution uh needed.

So mayor I've been playing some catchup since I've been dealing with medical issues. I was not able to find anywhere that where logo wise would have went out to bid. Did that go out to bid? Am I missing something? I mean, like I said, I am playing catch-up.

Nope. And neither did 21 CP. go uh through professional services that are not architectural engineering. The city has the ability to uh with council approval uh engage in professional services with firms that uh are uniquely qualified or have experience in the projects that we're dealing with. Both 21 CP and Logo Wise for different reasons meet that mark. And so Logo Wise had been the the firm that on a very very small scale was assisting with the join BPD effort. their marketing uh efforts led to the highest number of applicants in five or six years. Uh separately 21 CP the firm is filled with uh really the architects of President Obama's uh task force on 21st century policing and are you know widely regarded as the experts in the field. Anybody else have any other questions?

And just to follow up on what the police union has has um indicated is is that you know time is really of the essence on this. Uh we are going to be counting down uh to the deadline with the civil service exam. Uh we can't accept any applications following that deadline and so we need to have what's the deadline?

Um I don't have that in front of me. I believe usually signups are uh during the summertime, but I can find out and provide to council. Uh but the way that recruitment is done and in order to get as many people, this is something that should be happening 12 months out of the year. uh getting new leads, having police admin, Captain Flanders, uh sit down with interested applicants, walk them through the process, make sure that their paperwork is in. Um make sure that we we have hundreds and hundreds of applicants. uh because of the attrition that happens between signing up for the test and actually showing up for the test. Showing up for the test and actually passing the test, passing the test and then going to the uh physical agility and then wanting to go through the the academy which is a very tough thing is something that takes, you know, 200 applicants down to a little more than a dozen. And so we need uh to have this in place. It's it's a huge uh way that we can continue diver diversify the department and and make sure that all of the positions are filled

and they do allow them also to um take the exam for m like in one sitting from multiple locations too. So we want to make sure that people are on um pick Binghamington as one of the the offices that they're taking the exam for because they can simultaneously take. So then they're going to be making a choice with that as well. Yes, absolutely. Um I don't I don't know if you um answered this question before. What did Bingmpington do before like for recruits recruitment before local wise like what was the process for that?

It was it was a lot of uh kind of old school word of mouth um that you uh you took sign up for the test because your father or your uncle or your brother was already on the force. Um, we also have a different reality in 2026 than we did 20 years ago where um, becoming a Bingmpington police officer was uh, one of the most competitive positions in in government. Um, it is not that that way anymore and we're not the only agency that that faces that. So, um, you know, becoming mayor and understanding the importance of getting people to to sign up for the test, we went in a new direction. We've had a couple years of smaller investments, but given what the state police are doing, given what the Broom County Sheriff's Office is doing in terms of

Are they using local are they using local wise? They're not using logo wise, but they're certainly uh specifically the state police investing heavily in in recruitment and paid uh paid recruitment. uh they they obviously have a model that's that's statewide, but um all agencies are ramping up and we're competing for essentially the same candidates. And so I want Bingington to have the level of funding that that we deserve and and can get the best of the best.

And uh sorry, I'm just thinking of things now. My brain's clicking in. Um what are you said that we want Bingmpington when they're recruiting? What do you know like what they're going to be saying that is going to separate us from other like how will how will that be advertised as like we're kind of the best of the best?

Sure. Um you know as the next police contract gets negotiated over the next several several months. You know we want to be competitive from a from a pay standpoint which we already are. But the benefits of of BPD versus other outside, you know, suburban law enforcement agencies is our size and our capability that you can go here and you can receive training and become specialized in certain units that just do not exist at other smaller departments. Certainly, we have the highest call volume of any agency in Broom County. Uh you're dealing with at times the most serious level of crime. Uh but you also can make the biggest impact. uh what happens in the city from a crime and public safety standpoint uh affects all of Broom County. And I think one of the the uh selling points that I think uh I would make is that the city is a 21st century progressive police department that we invest in training. We invest in in recruits. We're going to pay you well. We're also going to expect you to to deliver on the promises of community policing on uh the courtesy, professionalism, respect, and you can also be part of an agency that has seen, you know, crime go down uh because of those investments and that uh you have the support of elected officials and and you know, all of the different agencies and departments of the city that will support you in reducing crime. um that you're not uh police are not expected to solve everything on their own that they have that support system as well.

Is there going to be more emphasis on social media more generally for BPD and them telling their story through their the existing Facebook page as well or is that covered by this? Is it not? How are they similar or different?

The the um so logo wise will handle uh the paid media including you know website and social media for the department strictly as it relates to recruitment. uh they are not handling any elements of uh social media in terms of updates on crime other initiatives of the department. Their sole focus is on on recruitment and basically from a lead generation standpoint to our our captain assigned to uh recruitment to get them on the line phone calls and emails and in guiding those individuals through the civil service process. That is their that is their mission. Um it is a separate website with joinbpd.com. Our our social media ads will be completely separate and it's just on recruitment. Um, so the case has been made for the timeline relating to the summer, although we don't have the actual timeline to work back from on that. Um, I did want to mention that um I spoke with our corp council in advance of the meeting to ask if it depending on how this body feels about things um if we if this RL can be actually split into two RLs and that is a possibility. So, I'm throwing that out there. I am personally leaning towards uh continuing to support both, but I understand why there's concerns over uh logo wise. Um especially doing it in advance of the research, although I appreciated u the mayor sharing the specifics of how he the types of messaging that he um sees logo doing. But um I did want to make sure that people understood that option is out there. But if anyone else to say anything,

Yeah, thank you. So, this is a resolution authorizing the mayor to accept a grant of up to $25,000 from Empire State Development's World Cup community grant program. Um, and it'll be used for three World Cup watch parties on June 12th, 19th, and 25th. The one on the 12th will be uh on Washington Street. Um, basically a closure of the street and a full street party for it. The June 19th one will be at Wreck Park and then the 25th will be at Marabo Stadium. Awesome. So, you said they're going to close the street the street down on Washington. Is that Yeah. Like a big watch party? Yep. The game's at 900 p.m. So, it it'll be uh the evening into the night.

I think it's going to bring um you know the city together. We're rooting for USA. Hopefully they win. My household USA and Morocco. We got a

No, I'm I'm excited. Um I watch World Cup, Euro Cup, all those. Um it's basically the only sports that I watch. Um, but uh it's it's great because we have often had problems uh even getting the games to like like when it's been abroad. Obviously this year it's in uh in the United States, Canada and Mexico. Um but uh we've had World Cups where you there was nowhere to watch when it's been in the middle of the night like Japan and Korea that year. We woke up, whole bunch of us for a watch party, turned on the TV, and our our Time Warner wasn't even showing the game. It's like we were the only place in the world where you couldn't watch World Cup live on cable. So, uh, this is very exciting. Um, and obviously we need to work closely with the university. Um, the people that I watch all my games with are tend to be faculty, graduate students, um, people that will be here for the summer. Um, I already started messaging them when I saw this on the work session agenda. Um, but it be great to to make sure we're bringing in all our international community.

How do you um where do you see the money being spent? So most of that will be on the screens themselves, the big LED screens that'll be for um the Washington Street and Wreck Park. The one that's at the stadium will obviously utilize the jumbotron. So So the screens are probably about half or so of the money. Um the rest of it's going to be in kind support from BPD, uh uh public works, as well as uh Rumble Ponies, Marabo Stadium staff. Um and then uh a few thousand dollars will be spent on marketing and promoting it. That's so the screen you said it was rental the screen. Okay,

So hopefully also a good opportunity for us to get nice photos of events in downtown Bingmpington that can future market. Yeah. So the the thought process is that through private sponsorship, uh we'll be able to get that down to to basically zero. Um Empire State Development also needs to kind of sign off on everything. So if we have reduced costs, then it's basically 50% of what uh we're paying for. Good evening. The the reason I'm back is we need to do the second part of that agreement. I came to you in December asking you to to approve just the first part of that because I really didn't have funds to do the whole thing. So tonight I want to take on the rest of what their proposal was so we can continue with our MS4 stuff. We just submitted our second annual report to DEEC and we had a very good storm water management plan thanks to them. And there's a lot more things that I really need them to do this next year. So that's that's why I'm back is to get the the rest of the proposal that they have.

So Ron, looks like a big chunk of this going to take us the first agreement took us through March of this year. This looks like it's taken through first quarter 2027, but a big chunk of the money is for these the storm water pollution prevention plans for specific city facilities, right? Yeah. So, next is RL26-87. Juliet Berling, the director of uh whatever I sorry my brain shot. Um I'm going to hand it over to council member Kavanaaugh and then the committee of finance. All right. RL 2687, an ordinance to amend the 2026 capital budget for Ross Park carousel improvements. Okay. So, we have I've got a budget transfer sheet and that's it. What is going on?

Yes, I will give the overview. Dr. Whling, who has been kind of intimately involved in this from the beginning, I think can answer any questions probably better than I. Um, but this is essentially a budget amendment for uh additional costs uh related to the Ross Park uh restoration project. as council I think is familiar with this project dates back several years. Um the city has had to work Yeah, that's generous. I think uh we've had to work closely with uh the state historic uh preservation office um for reviews and approvals because of the carousel's age. That certainly um had a factor I think in the timeline of the project. Um, part of that work, as I think council uh might also be aware, um, it included the determination uh that the carousel um not just be restored but be re relocated out of the um area where it was previously, which was uh floodprone to um a drier area of the park, a little bit more accessible area. Um the firm that has been involved pretty much from the beginning in restoring the carousel horses themselves is now uh assisting the city with um inspecting and repairing the actual mechanics of the carousels. So the center pole, the cranks, uh the bearings um making sure that after sitting for so long, they are ready and good to be moved to the new car the new location, the new shelter. Um, and the ride will be operable and and safe when it uh when it reopens with the restored horses. Um, so this funding in this budget amendment is uh to to cover some additional costs uh related mostly to the relocation of the carousel and the relocation of that um of the mechanical portion of the ride. Where are we at with the total amount the city spent versus the total amount

that New York State spent? Do we have a sense of

the grant that we got from New York State was for 500,000. Um the project cost is I think we're approaching or at 2 million at this point between the restoration of the horses and the construction of the new uh shelter and the relocation costs. Um so between I think the delicate nature of the work restoring the 60 pieces of the carousel like the 60 horses and there are two chariot pieces um plus the construction of the like the brand new shelter which Shipo required to have glass paneling um and some other kind of specific requirements related to its static as a historic landmark um on top of just rising costs of construction generally. Um, we are eager to get this kind of closed off and the ride re reopened.

What was the original budget? Because this is I we've had multiple over overruns. I'm just kind of I think it is it um because hopefully this is the last one that comes and this is a good kind of recap of understanding what the full effect was.

Yes. I will say we're hoping this is the last one that that comes. We are still awaiting um a couple of um a couple of things from the firm that is assisting. One uh being the results of um the inspection of the cranks that they're doing for the rides now. And then there is a center casing that has a crack in it which we are waiting to hear from uh the firm if it uh can be replaced or repaired. And what is the most cost effective route? the most cost effective would be to replace it if they can find a comparable piece. Um, and that's what they're working on now. And if not, it will have to be repaired. So, we are hopeful that this is the last time we'll be back to council. But those are kind of the two big items that are still to be determined on the project. Um, to your original question, I I I think the project has changed so much over the years that um, correct me if I'm wrong, but When this started, we weren't necessarily talking about um we were talking about maybe relocation but not the cost of construction of a new shelter with the glass panels. So that was not initially part of the picture. That's something that Shipbo required um was the glass paneling once we determined that the shelter could not be restored,

which to remind everyone open when you're actually riding the carousel so that you can experience the wind in your hair. Yes, that's correct. So, um, assuming all this moves forward on Wednesday, what's the timeline for the carousel opening?

We are pushing, asking, and begging the firm uh to have it ready to open when our carousels normally do on Memorial Day weekend. Um, it's going to, I think, depend among other things on um what they find about that center casing, whether we can find one a part that's a replaceable because not only would that be more cost effective as they explain it, it would also be quicker than having to repair or make a new one. Um, and then the results of the um of the the cranks uh inspection too. Um, so we have been telling them that for a long time now that the this we would want to see it open as Memorial Day. Um we're just hoping to see how those other pieces factor out.

Um let me uh grand opening plans. Yeah, I'm sure. Um and I think that's, you know, something that we should probably think a little bit. We've been thinking so much about getting this uh over the finish line. Um, I think our our normal carousel kickoff has been at Recre Park because there's traditionally the ride with the Horus man students. I'm sure once the Ross Park carousel opens, there will be some sort of big party.

Um, so I'm working with uh Ross Park, Discovery County on um the uh like walking, biking, the signage, the the footprint stuff, the the park bench benches that convert into tables and all of that. Um, and they've been I've been trying to coordinate between them and the city for the drop off of all this stuff because that all that stuff needs to get to Ross Park I believe by May or end of May. I'll have to double check. Um, because that health department grant is going to be ending and all that. So, I just want to make sure all that coordination is happening um because they'll want all that going in and the playground removal. I don't know how that's going, if we have any updates since I last badgered our parks department on because we're putting in a beautiful carousel next to a dumpy expired playground.

Yeah, that's um as long as he's involved in the coordination of the drop off of the benches and installation and everything. Yeah, it it's a most of the communication has been about the fact that everything is weather dependent, which is obviously accurate. Yeah. Um but um I just you know for that opening we we really want to make sure that um from my perspective as as the district 5 representative that um that the executive branch is overseeing to make sure there's some priority driven to um making sure that playground is removed so we can get the park benches and all the things in so that it is given that this is now a $ 1.5 million project that it is not a $ 1.5 million project next to a dumpy looking mess.
