Approval for a request for waiver of penalty and interest for the Bexar County taxing jurisdictions to include Bexar County General Fund, Road & Flood and Hospital District in accordance with Section 33.011(a)(1) of the Texas Property Tax Code.

The Bexar Central Appraisal District has acknowledged their error which contributed to the taxes becoming delinquent.

This modification does not alter pricing or terms from the original agreement.

Approval to award a purchase order to the lowest, most responsive, responsible bid submitted by Alfred Williams & Company (LOBE) in the amount of $756,076.33 to procure, deliver and install furniture in the new Barlite Crime Lab location, as requested by the Facilities Management Department; authorizing the Purchasing Agent to execute and file the appropriate award documents for record with the County Clerk with the appropriate budget transfer.

Approval to award a purchase order to BD Holt Co dba Holt Texas, LTD (LOBE) in the total amount of $266,206.62 for the purchase of three deteriorating generators at the Cagnon, Judson and Southton Service Centers, as requested by the Public Works Department; pursuant to and in accordance with Texas Local Government Code Chapter 271, Subchapter F, Section 102, Cooperative Purchasing Program Participation; authorizing the Purchasing Agent to execute and file appropriate award documents for record with the County Clerk.

Approval and execution of a purchase order to San Antonio Code Blue 2 (SBE,LOBE) in the amount of $250,250 for the purchase of 275 concealable soft body armor carriers, as requested by the Bexar County Sheriff's Office pursuant to and in accordance with Texas Local Government Code Chapter 262, Subchapter C §262.024(a)(2) Discretionary Exemptions; authorizing the Purchasing Agent to execute and file the appropriate award documents for record with the County Clerk.

Authorizing the removal and trade-in of Thirty-Five (35) Heckler & Koch VP9 surplus pistols to Covenant Tactical, LLC, in return for Thirty-Five (35) new H&K VP9X pistols in the amount of $0 cost to the County, at the request from the Bexar County Fire Marshal in accordance with Local Government Code §263.152, Disposition (a)(2), offer the property as a trade-in for new property of the same general type if the commissioners court considers the action to be in the best interest of the county; authorizing the Purchasing Agent to execute and file the appropriate documents with the County Clerk.

The total approved reimbursement amount of $12,293,913 will be paid by TxDOT during construction of the North Grosenbacher (MPO) Project. Precinct 1.

Approval of a Revival and First Amendment of Lease between Bexar County, Texas and Tolentino Real Estate, LLC, for an initial term of six (6) months, plus an additional three (3) one (1) month automatic extensions for the currently leased 3,249 square feet of rentable office space located at 10924 Vance Jackson, commencing on May 1, 2026 at an initial rate of $6,240.78, for the continued use by the Bexar County Juvenile Probation Department for their Northwest Juvenile Probation Field Office location. Approval of a Professional Services Agreement between Bexar County and The Best Option, LLC to provide Domestic Violence Lethality Assessments and Batterers Intervention and Prevention Program classes (BIPP) to participants of the Civil District Courts Family Violence Prevention Program for an amount not to exceed $15,000. The term of the Agreement begins June 1st, 2026, through September 30, 2026. By execution of this Agreement, the Bexar County Commissioners Court specifically grants the exemption contained in Local Government Code 262.024(a)(4).

Request approval from Commissioners Court authorizing the Bexar County Sheriff's Office to initiate a Request for Proposals (RFP) for the procurement of a multi-mission law enforcement helicopter in support of the FY 2026 Texas Anti-Gang Pilot Program - Bexar County Helicopter Project), following an earlier procurement effort that did not result in contract award. Once the RFP is ready for solicitation, it will be presented to Commissioners Court at a later date prior to release.

Authorizing the County Auditor to pay Fiscal Year 26 invoice(s) for Bexar County Sheriff's Office for services for Advanced Publishing (Recruitment Services) for $264, RAS (professional Services) for $8.75, Industrial Communications (Capital Project) $63,348.92, Dana Safety Supply (Capital Project) for $179,129.90 and NEC Corp (Repair/Maint) for $28,211.95.

Approval of a request from the Bexar County Sheriff's Office to rehire former Bexar County Employee Carissa Rodriguez as a full-time Public Safety Dispatcher effective date August 4, 2026. This hiring conforms to Bexar County's Post Retirement Employment Policy.

Authorize payment of $4,500 for invoices associated with the Juneteenth celebration as sponsored by Commissioner Calvert's office to Parks and Recreation.

Approval of a request from Parks and Recreation to pay for park security for the America 250 event at Mission County Park and increase the pay rate to $60 per hour for the Independence Day Holiday, services not to exceed $5,000.

Approval to modify the scope of capital project Countywide ADA Corrections to Parks, to clarify funding addressing all ADA deficiencies within parks and civic centers.

Approval of the County to be an in-kind community partner with the Stars and Stripes on Houston Street 4th of July event produced by Centro San Antonio and sponsoring the use of the mobile stage for performances and using Commissioner Precinct 2 funds to pay for the transportation costs of $1500.00

Approval and ratification of a Vendor Agreement between Bexar County and CPS Energy, for the period of October 24, 2026, through October 24, 2028, to assist qualified beneficiaries with assistance in paying utility bills owed to CPS Energy under the Texas Department of Housing and Community Affairs ("TDHCA") Comprehensive Energy Assistance Program ("CEAP").

Approval and execution of a First Amendment to the Professional Services Agreement between Bexar County and American Indians in Texas up to the amount of $74,900 for educational classes for domestic violence offenders of the participants of Reflejo Court. The term of these services is from October 1, 2025, to September 30, 2026, funded by grant funds from the Office of the Governor, Criminal Justice Division.

Approval and execution of the Sixth Amendment to Addendum C of the Master Services Agreement between Bexar County and Elite Counseling in the amount of $30,000 for FY 25-26 for outpatient treatment services for the participants of Esperanza Court.

The term of these services is March 1, 2026, to September 30, 2026, utilizing funding from the Esperanza Court's Criminal Justice Division Grant, for interim services while we go through the solicitation process for these services.

Approval of an Interlocal agreement between Bexar County and Dallas County Medical Examiner's offices in order to prepare for potential future mass casualty events in which either County's medical examiner's office may need assistance or alternatively in the event of a conflict in conducting a particular autopsy; and to perform necessary independent technical review of anthropology reports
