Approval to declare five (5) vehicles surplus for auction pursuant to and in accordance with Texas Local Government Code Chapter 263, Subchapter D, Section 263.152, Disposition of Salvage or Surplus Property(a)(1)(6)(c); authorizing the Purchasing Agent to execute and file the appropriate documents for record with the County Clerk.

Submission of a proffer letter by Bexar County and the City of San Antonio concerning the redevelopment and renovation of the South Beach Pavilion facility located at Fort Sam Houston, Joint Base San Antonio in support of Defense Health Agency operational objectives and military medical readiness and the continued enhancement of Joint Base San Antonio as the nation's largest and most complex military medical market. The letter offers $25,000,000 in improvements to Joint Base San Antonio – Fort Sam Houston for the core and shell renovation of the South Beach Pavilion to serve as the future home of the Defense Health Agency; $10,000,000 of which will be funded by the County, $10,000,000 by the City, and $5,000,000 in State of Texas grants. To deliberate business and financial issues related to the negotiation of a development agreement or similar document proposed to be negotiated between Bexar County, a Texas political subdivision, the Coliseum Advisory Board; and San Antonio Livestock Exposition, Inc., a Texas non-profit corporation related to the redevelopment and revitalization of the Freeman Coliseum Complex grounds and facilities, so long as before convening the closed meeting: (1) the Court votes unanimously that deliberation in an open meeting would have a detrimental effect on the position of the commissioners court negotiations with third persons; and (2) the attorney advising the Court issues a written determination that deliberation in an open meeting would have a detrimental effect on the position of the Court in negotiations with third persons.
