Principal here. And Reeves here. Right. We have six. All right. And then can I get a motion to approve the minutes from the plan commission meeting May 27th, 2025? So then number five is Premier Berlin LLC, DBA pre3 LLC, Premier Real Estate Management LLC. Request for site plan review and approval of multifamily dwelling development located at Riverview Court. Parcel number 206-01 082- 02000. Legal description lot 1 certified survey map 3037V15 Tim. Okay. Well, I can try to keep this somewhat short that this just uh it does meet the zoning requirements of this. Uh that's my first and foremost point. Um you all have the letter from Don from
Cocoal Engineering and the recommendation would be under as his conclusion recommendations say that this would be given approval as we have for site plan in the past uh same process here where we're just giving this approval and they still must just make sure to meet all the conditions that are there and any that we find reasonable. You have any questions? Yeah, I do, Tim. So, I'm looking at the, you know, we check off the boxes as they come due to you when the information comes in. I saw quite a few that were not met. Is that just a matter of them submitting the paperwork where the work is done, but you don't have that? Yes. Yeah, that they will submit the paperwork. I'd say probably just conical engineering for those items that are okay. That's all I got. And all those ones, just to clarify, all the ones that were not met, those are what are bullet pointed in this letter from Kung, correct? What needs to be completed still? Yep. Okay. Yeah. It's either that or there ones that were just not applicable. I think there were some that it states that we require a paper copy and at this point we have the electronic submissions as well. under number five or do we move on to number six? This is my first time doing this, Jesse or Tim or anybody else that's been on this board forever. Yeah, I think I think number six is basically part of of number of number five. Okay. Yep. So then number six, the recommendation is presentation and approval of site plan contingent upon any conditions recommend conditions recommended by the city engineer and plan commission. Right. So if you wish the applicants are are here. Does anybody have any questions for the applicants or anything that you guys want to add? I think I had one. I unless I didn't dive deep enough into here on your I think your master plan. Did you Were you going to include a location of the signage? I did see something about signage. Where did I see that? Yeah, I think that was one that was not met yet. Yeah, the lighting was lighting and both sorry. Yes. So for signage we do have uh a detail for the signage I believe in the plan set. Um location will be near the the entrance um on the north side of the site. Um, and we'll be if not included on this one, it'll be included on across from like where the offices. The thought would be to be near the entrance, but it can be, you know, if there's a recommendation have it somewhere else. Um, we can we can move it as as needed. I'm just making sure that it's not being too obtrusive or anything.
So, yep. And yeah, we'll we'll we're willing to work with with commission on on all right. on any any comments or thoughts of where where you know you like to see it located. I don't really have any questions, but I think it's prudent we take Conunk's advice and just um provide them with preliminary approval till we see all of the these uh conditions met. So, functionally, when we've done something like that, there's not really been a update to the plan commission other than maybe from staff just saying that I mean they met the requirements and they've met the requirements. So, they can formally have it put on the record that that's happened. So on these on page four of con's um sheet um they have their conclusions and recommendations one and all the sub categories um should be noted in the motion as contingencies. Right. Right. But I also if you look in the conclusions and recommendations he they say preliminary versus it does final. I actually spoke to to Don Conungle Don Kungl Don Nitel of Conungle um earlier in the week and he said that really what they're looking for is an approval contingent upon. It doesn't have to be pre preliminary just contingent upon so that it is noted that all of those things need to be met. Okay. Someone make a motion. You can certainly say uh per page four of the letter from Conungle dated um June 20th. And then I would um just say the approval of the project would be contingent upon and then I would read um one through four. And if there's anything else for the plan commission to add that would be your number five. If anybody had anything else that they felt was prudent or appropriate at this point. But of course that's contingent upon you agreeing with that. Yeah. And you want us to read all the bullet points that are listed under number one as well? Okay. Just want to have it all. who's long-winded or a good reader. Well, just didn't just say we can just say one through five. She really read the whole thing. I'm sorry. She said to read all and then number five is if there's anything else we want to add to it, but she wants all of it read through number four. Otherwise, Terry looks like she's ready to go. Yeah. Read them off. Okay. All right. Right. So, I'll make a motion that we will approve the project. I have to specify um we will approve the site plan contingent upon completion of the following items. Uh number one, a comprehensive set of civil site plans are prepared and submitted
including the following elements. The site plans are to be comprehensive and reflect both the location and the dimensions of the on-site office and mail room buildings. In addition, final elevations of the storm water management facilities are to be determined based upon the findings within the storm water management report yet to be developed. Utility extension details for the water man, including pipe sizes, lengths, and elevation in addition to any pertinent construction and material details. Storm sewer information, including design calculations for pipe sizing and construction details. Erosion control plans are to be developed indicating the location of the erosion control BMPPS. In addition, a sequence of construction is to be prepared to ensure that erosion control measures are in place prior to the initiation of grading and inspected and repaired as necessary throughout the construction in accordance with both city and WDNR requirements. The plans are to incorporate pavement details in typical cross-sections and construction details. Number two, a storm water management plan is to be developed in accordance with the city of Berlin ordinance article X11 or 12. Okay, storm water management. Three, that the developer applies for a WDNR notice of intent to undertake grading in accordance with the Wisconsin Administrative Code NR216. And four, the developer will be required to apply for and procure a sign permit from the city prior to erecting the proposed monument sign within the development.
