Number 13 is amend amend the fee schedule. Approve the recommendation of the committee of the whole to adopt the amended fee schedule to reflect 2026 updates. There were a couple of um additional changes. Um we received the full schedule from Weights and Measures and that's in here. So it actually has been condensed quite a bit for that section. So we wanted to make sure and draw that to your attention. And you had already um changed the change that they requested a month or two ago. But and on here is noted that the um recycling is intended for 2027.

Obviously, we've been talking about this one for the past few meetings. So, the sheet for the pool was also included separately so that you could see that so you can just stick it into your binder. Um, so that was really the only change that was noted by the the council at the last meeting. Additionally, we provided some um information. It had been asked what um the $2 million borrowing every other year would look like and what that impact would be to um the taxpayers depending on the value of their home. So this chart here shows um at the 100 200 300 $400,000 property value level um what that borrowing um would have an impact on the levy uh every every other year. Well, it would impact every year, but I'm sorry. The borrowing would be every other year. Does anybody have any questions on the CIP or the borrowing rate or anything related? I'll make a motion to approve the city of Berlin 2026 to 2030 capital improvement plan.

Um number 16 then is budget preparation update. Recommendation is discussion on budget preparation including the wage and compensation study with action as appropriate. So, I also just wanted to do a quick overview of what's anticipated for uh the rest of the budget process. So, um as we've discussed, we have to put a public hearing notice in the paper at least 15 days prior, a class one prior to the public hearing. Um the public hearing I'd like to do on our normal um November evening, but a half an hour early. Um so, at 6:30 do the public hearing. So on November 11th, so we would plan to have it in the paper on the 23rd, I believe that would be. So we need to have it to them um by the end of this week is our goal. So, um, after getting any further input from the council, I will work with Adam tomorrow to try to get everything finalized so that we can get the, uh, most accurate version we possibly can to the paper so that, um, the community can see what we're doing and come to the public hearing, um, having the best information available. Now, that being said, the council of course can change it and you can adopt the budget that you want on November 11th. If you see something wrong or you want to add something or something needs to be taken out, of course, you can do that. However, we of course want to give the public as much accurate information as as possible. So, I'm not anticipating any changes, but if you have changes, of course, that's in your purview until it's actually adopted. Are there any questions on any of that? Okay. So, where were we at with recycling fee? So, with the no update since we were going to hold off a year on that anyway. I just wanted to make sure there was no like miraculous change than this last week. No. No. Okay. I just want to make sure did and forgive me if I can't remember from the committee whole. Did we already approve the additional needed spending for the rest of this or borrowing for the rest of this year or is that yet to be determined?

So the rest of the borrowing I have um calculated based on the recommendations that I have made and um that will be in the public hearing notice um what that amount is and of course if if that needs uh to be tweaked. So, we don't have to necessarily approve that specifically until we adopt the formal budget. Okay. But with the the budget adoption process, we will also be bringing forward resolutions to do that short-term borrowing. The anticipation would be to see if um perhaps a local bank would be willing to do the short-term borrowing of just under 300,000 um which we would anticipate we would take out yet this year before um before December 15th because it has to be done by then in order to be on the levy worksheet
