Authorize a contract with Wallace Group, Inc. for on-call construction quality assurance and specialty inspection services for the Capital Improvement Program (CIP) projects in an amount not to exceed $400,000
Authorize a professional services contract with Consor North America, Inc. for Owner's Representation for the Olney and Revere Intersections Project (1GOPI & 1GRRI) in an amount not to exceed $255,306 and to authorize the City Manager to approve an amendment for an additional, anticipated phase of $900,000 for a total not-to-exceed amount of $1,155,306
Authorize an agreement with ProjectTeam, Inc. for a Capital Project Management & Delivery System, including software licenses and implementation services, in an amount not-to-exceed $341,008

I move to certify that objections have been received from owners of property within the Bend Central District Economic Improvement District upon which more than 33% of the total amount of assessments would be levied for the District, therefore the assessments will not be made and the economic improvement project will be terminated. I further move to direct staff to prepare an ordinance rescinding the Economic Improvement District.

I move to adopt the Resolution assessing $0.10 per square foot on all commercial property in the Bend Central District Economic Improvement District, increasing by $.01 per square foot in each of the following two years of the EID.
Adopt a Resolution authorizing an extended tax abatement period of up to seven years for eligible business firms in the Bend Enterprise Zone
Approve an Intergovernmental Agreement with Central Oregon Intergovernmental Council (COIC) to allocate 2020 GO Bond funds for transit-supportive and transit-enhancing capital projects
Second reading of an ordinance to annex 10 acres of land in the Southeast Urban Growth Boundary (UGB) Expansion Area (PLANX20250343)
