Thank you, mayor and council. Before this evening is a request for a partial utilitiesman vacation request on a lot addressed at 231 North Cedar Street, uh which is in the crossroads of Belton Shopping Center. Uh this site is located at the northeast corner of the main entrance drive into in front of Price Chopper just south of Valvalene. Um the applicant first presented the proposed sign location to staff in 2024. Um after reviewing the sign location with public works, both community development and public works staff told the applicant that vacating the easement would not be supported by staff um within the utility easement. Um, a pre-lication meeting was held with the developer in July of 2025 at which staff shared the same concerns. Um, that there wouldn't be support from staff for this request. Um, staff recommended the applicant look at a replacement of the current sign uh with the requested multi-tenant monument sign. Uh, no other alternative locations have been identified by the applicant other than the location within the easement. Um, after receiving an application in November of 2025, staff emailed the request to utility contacts, um, including AT&T, Spire, Averaging, and Spectrum. Uh, copies of those emails were provided to the applicant and to city council. Um, in addition to Belt and Water and Sewer expressing opposition. Um, AT&T expressed that there they were not supportive of this request, um, but could support an encroachment agreement. Um, Spire requested a phone call and declined to provide a formal response based on staff's recommendation. Um, Ever Everg requested a follow-up with the developer. However, no response was provided back to staff. Um, and Spectrum was the only utility that responded and said that they were clear at that location. Um, a public hearing was held by the planning commission on January 6th at which no one spoke in support or in opposition to the request. Um, after after discussion between staff, the applicant, and the commission, the commission unanimously recommended denial of the vacation request. And staff also recommends denial of this request based on the items outlined in
the staff report. And I'm happy to answer any questions. Go ahead. I guess we had a I think we answered most of the discussion during the work session. Um, but just as a followup, I guess not to be repeating, but the one of the other concerns on this easement vacation would be the actual plat size itself. Is that correct?
That was one of the concerns. The primary concern is the fact that it's in the utilities. Um, but additionally vacating that utilities for a sign encroachment. Uh we do have concerns with the sign being in that location um due to the already limited size of that parcel. Um it already received an exception for the size of it um back when it was replatted for Valvaline. Um and so we don't want to make potent another impediment on that property that could potentially render it undevelopable. Go ahead. The current sign is what size?
Uh the current monument sign is less than six feet tall. Um it's it's a small size. We recognize that and staff has been supportive of the developer on putting a multi-tenant shopping center sign here uh for several years. Uh we just want to make sure it's in the right location. So the sign that they're proposing, how tall are you? Um I believe it was 24 feet tall. Um, our code does allow multi-tenant shopping center signs to be up to 30 feet tall, which would match the height of the sign um at Belton Gateway next to the former meers location. So, the current location sign, how tall would that be?
The current location could still be the 30 up to the 30 foot. Um, they're only proposing a 24 foot, so it's well within the code. They could, correct? They could. They had concerns about the proximity, but there's some other locations within that south side of the drive where they could work this in.
Go ahead. I have more of a concern. I I'm have more of a concern that we were promised something to go on that lot and this would with that sign going there, then that would take that out of consideration completely. So, Anybody else? Yep. Thank you, mayor and councel. Before this evening is a the consideration of the adoption of the beautify Belton beautifification plan. Um, a draft of this plan was presented to the city council as a work session in August 2025 and it was recommended that it be brought forward uh annually for review. Um, we are requesting formal adoption of the plan this evening which will be revisited annually for potential amendments as phases are completed and priorities shift. Um, this plan uh was a coordinated effort between community development, economic development, parks, and public works. uh which began uh drafting this plan in September of 2024 um as the final draft of the comprehensive plan was wrapping up. Uh this plan implements several goals and policies from the 2050 comprehensive plan which focuses on citywide beautifification and placemaking and this plan was also presented to the park board and public arts committee back in August as well. Um projects completed in in phase one included the installation of irrigation and rellandscaping of the 163rd Street Islands between I49 uh from Marquy Parkway to VC as well as improvements to landscaping along Main Street. Um a streetscaping line item is also included in the uh draft FY27 budget which is planned to accommodate uh the remaining projects in phase one and the start of phase two. Um phasing and budget updates are expected to be provided annually in January uh which also coincide with the comprehensive plan annual report. Uh the planning commission held a public hearing on the uh for the review and adoption of the plan on January 6th at which no one spoke in support or in opposition of the plan and the commission unanimously recommended approval of the beautifification plan. I'm happy to answer any questions you may have.

The only major change was just um wrapping up a little bit of more updates about what was completed in phase one. Um, and making sure that we had some uh priorities in there for future phases. Um, so most of the changes were in the last few pages of the document. Go ahead. I know that Greg talks about this a lot and he has all these studies done and these overlays done to make it more more appealing to get grants. Does this do this for us as well?
Um it is definitely an additional plan that we can use uh for beautifification grants um wayfinding grants um potentially even improvements for for parks and things like that. So, uh, additional plans in addition to the comprehensive plan and the park master plan can help layer those different, um, guides that we can use as part of our grant, uh, writing. A resolution approving a contract with BG Consultants Incorporated for roof and HVAC assessment of the city of Belton Police Station. Present. Second. A motion and a second. And then we got two. Oh, what? You're not a policeman.
Yeah. What are you doing? Yes, I am not Scott Lions. Yeah, the joke this morning was uh so before you is a uh contract that we have negotiated with uh a consultant who is going to look at the design of the uh police department's police station's roof. Uh this roof was built in different stages. If you look in an aerial view, you'll notice that there's almost like I think it's seven or nine different sections of roofs that are up there that are all interconnected of various ages and various condition. And so uh because of the problems with the roof in the in the past of the building uh we have decided to conduct a study to figure out what is the best way to fix this roof. This company will actually come in look at the roof uh make determinations of what needs to be done to make uh to repair the roof and then as they start the construction pull the roof back if there's act additional engineering that needs to be done to actually make uh repairs because there's a lot of things you actually can't see until the roof is removed. uh they will make those repairs as we go on. They will also act as the um u inspector on the job. They'll be on the job every day watching the job every single day to make sure the roof is installed correctly and properly. And so this contract has extra time in it because, you know, we think it's going to take two to three weeks to replace a roof, but it may take up to six weeks depending on what we find. So there's extra cushion built into the contract for more time. So if we don't use the time, we we're not going to pay him for that. So, uh, that's what's before you. It's the design and the construction inspection of the police station is rough. Happy to answer any questions you have.
Any questions? Go ahead. Can you confirm that this was part of the budget? Part of the this budget. Well, that's going to be my follow-up question, but yeah. Which So, I believe this was in the budget because we talked about it. I believe it's in the 2027. Is that correct? Okay. Yes. And is there reason for that just given the timing when we think this contractor would be doing the work? Yeah, the contractor will be doing the work. This is a consultant who's going to design the contract and then the the contract you saw in the budget is to actually construct and build. Okay, everybody understand that? You good?
So, they got to design it first. And so, that'll happen. Now, that that's that portion is in this budget, but the actual replacement of the roof is what's in the FY27 budget. All clear. Main Street and the surrounding side streets on the map that's attached will close at 8 am on Friday, May 29th. The streets will reopen after the drone show on Saturday, May 30th. The public works department will provide barricades and the police and fire department will coordinate personnel coverage. Any opposed? Motion carries. Item six, motion approving resolution 2026- 010. A resolution approving a utility agreement with EverG for the North Cast Parkway Extension Project required utilities relocation. Present. Second.
Motion and a second. So, as you know, we are in the process of designing and actually the project's out for bid right now to build North Cast Parkway from Peculiar Drive, excuse me, to 187 Street. Uh, if you ever driven at 187th Street in Mullen, uh, you will know that there are power lines that are right there and power lines that they just moved just in the last six months. Um, but they didn't move them in the right spot. They actually just replaced the poles exactly where they were at. And so we actually need to move the poles off our what our new rideway is that we just purchased and um and realign them so they're out of the way. And so this is both that's going up and down on Mullen Road and then the poles that are going east away from Mullen Road if you ever look at those. Those are going to be moved uh out of the way of the rideway. Happy to answer questions that you have.
Go ahead. What is the estimated time frame of that happening? Of the poles being moved or the construction? Yes. So, you answered two. You asked two questions. No, I didn't. I asked one. He assumed two questions about the polls being moved.
So, we're going to once this is approved, it gets signed, uh, we're going to send it right back to EverG. Now, dealing with EverG and moving of polls has never been a pain-free experience for me. And so, um, we will start contacting them and, uh, hopefully get it on their schedule as quickly as possible and get them moved. Now, as far as our construction goes, um, the construction of the project is going to start with the bridge. There's a bridge that's in the middle of the job. The contractor will be starting on that. So, the poles will not be in their way for quite a while. So, we do have several months that they can get out there and move those poles before we start getting into a conflict. Go ahead.
Thank you. Will there be any utility easement on North Cast Parkway itself on the new road? No, they will be in the rideway. Okay. So, well, I guess all I'm asking will there be pole will there be is there intended to be poles or any chance of underground easements? No, it'll there'll be polls. Okay. So in our design of Northcast Parkway, we found an additional item that the uh federal government required us to do. It's called a Clomar. It's basically uh it's a study on the storm water. That's an additional study that was normally anticipated when we actually did a scope and fee for the job. So, this is an additional item that the consultant's going to have to complete in order for us to get all the permits we need to build the project. And so, this uh resolution will allow us to sign the task order to get that work done. This, of course, will be paid for by the TDD. And so, be no cost to the city. They won't just throw it in for free.

Have we as a city reviewed that budget and we are comfortable with where it is and how it's presented and where it's going?
We are required to um recognize a submitt and accept it but we don't have a authority to change it. So, but we have authority to change the board or at least have some say in the board. Well, we can have we have the authority to do appointments to the board, but that's not full control of the board. This I understand. I guess I'd just like to know if we've looked at it and and feel comfortable with it. Are you talking about Cedar Tree? Yes. I'm talking about any of the CIS because there's multiple I mean this one was Cedar Tree but to be transparent to not pull off all of the different you know make the consent agenda you know very long you know it's the Fairfield in it's the Grand Hill it's uh

Council member McCllum. Yeah, I had several people reach out to me not only about how great of a job the um the snow crew has been like like very good response, but also I think the communication has been stellar uh throughout this process. I want to, you know, point that out. I think it's been very good and maybe even I dare say better than it's been in the past. Um and uh and also I I stopped and talked to Brendan for a minute as he was uh moving some snow in my neighborhood and I just wanted to give him that shout out. uh just tell them you know thank you um and for the whole crew thank you for the hard work put in over those 4872 hours there. Uh the TDD board did meet last week, the week before, recently anyways, we had our our January meeting. Um and we are very optimistic uh that uh we along with the you know working with the city are in good financial plans in place to have that Northcast Parkway project um moving full steam ahead. So I I think that's the easiest way to sum up how that meeting went. Um, in terms of parks, I just want to remind everybody that we do have um the the spring sports signups underway. Um, so go check out the uh parks website to register if that is something that you are interested in. Um, if you I'll just last time I mentioned uh that we were going to be seeing a rendering of the Wallace Park playground. Uh, so if you missed my social media post or the um park social media post about that, that is out there. So, go take a look. It's pretty exciting. I know that's uh that's um something everyone's looking forward to come springtime getting that completed. Um and then we have a lot of events coming up, which is, you know, part for the course at
this point. Um as a reminder, the uh Oh, I'm going to get my dates wrong now. Hold on. I have to check. I don't want to get this wrong. Okay. No, I have this right. This weekend is the uh princess tea party at High Blue from 1 to 3. Uh Saturday, February 28th is the going to be the sock hop family dance from 6:30 to 8:30. Um on February 6th, there will be a um sped SPED night out in coordination with the Belton School District. And that's a fun new thing that um we're going to do this year. And the um murder at the station dinner theater will be back on Saturday, March 14th. I know that last year those tickets sold out. So if that's something you're want to get interested in, go um uh keep an eye out for those tickets. Uh because I know March 14th sounds a long ways away, but like I said, I know it's sold out. Uh and that is everything I have.

I've lost track of time, but it looks really nice and I think it's a cool way to highlight local art. Um, and that is a collaboration with the Belton Public Arts Committee, which is one of our newish committee. So, uh, cool to see things like that happen. Um I just want to remind everybody the warming center has been open at heart and hand and I believe they've been averaging about 20 individuals over the cold show um in the shelter. Also on February 7th there's going to be a gallentine event on Main Street. There's I think 10 or 12 businesses that are participating from 4 to 7. There'll be raffles and just a lot of fun things to do. And then I have a question for Chief Lions. He's right here in
I've had a lot of questions about the waivers for the parades. Um what's required? Is everybody required to have a waiver? if it's insured or not insured. Are all the parades insured? Um if let's say it's a it's a baseball team, does each child have to have a waiver signed? Um there's just lots of questions.
Let's forward that to the city manager. Yeah, most of the time most the waiver idea came because we as a council decided to not require insurance for every single group that does a parade because the insurance costs were, you know, essentially keeping people from doing the parade is is what what amounted to. And so as a compromise, um, our insurance carrier is asking us to ask to provide a waiver for folks just waving liability. So that way the city's hopefully not held liable if something were to unfortunately occur. So um, the nature of that, if there's an a question about the nature of the waiver, um, specific language of the waiver, I' I'd be glad to to field those questions, um, because that's a administrative document. So, I mean, if we need to make changes, we can make changes. It's it's it's designed to to wave liability, but also not be restrictive if we can.

Go ahead. uh is it well first of all could you do a work study presentation on this so that way it's out exactly clearly about whether it's every individual that's in the in the group just just being able because I've also gotten calls on this too and I just I just want to help people understand thoroughly what it needs to be all right go ahead on this go ahead I was also wondering if we could digitize that waiver so people could sign up early and we wouldn't be having to do it the day of I don't see an issue with that and I think it would be a timesaver as well. I too went to the um High Blue Art Gallery. There was a nice crowd there. The the hall was full and the art's nice, so I appreciate the fact that they do that. Um thanks for the snowplow. Um, I I only had three people drive into my yard, which is a added bonus because the streets were cleaned early. Um, I want to remind everybody about the Reimagining Main Street open house on February 5th at 5:30 at Meet Beyond Maine. This is a chance to voice your concerns or we hope encouraging ideas about what you'd like downtown in the Main Street area to be in Belton. So that's February 5th. Meet me at Maine at 5:30. uh, couple quick things. Uh, could you refresh, uh, Mr. Public Works, could you refle uh, refresh my memory on who's responsible to clear sidewalks in front of businesses? the businesses are
the businesses because I was driving down 58 and there were people walking on 58 because sidewalks weren't clear and 58 was and I kept thinking that's dangerous to be walking on 58 but and there was only one complex that I saw from Y to Walmart that had dinner sidewalks and I won't say it was the uh well I better not say the carpet for less and uh complex. So uh I just I just wanted to clarify that because I don't you know they're not done and so anyway uh also we're having a ward four meeting on February 16th
at 6:30 at right 6:30 at the uh what's it called? Senior citizen center. So, I'm old, so I should probably belong there. But anyway, uh so just letting everyone know we would love to have you there. That's it.
All right. Thank you. Uh again, I echo shout out to public works and the storm crews. They did an excellent job. I actually had no complaints, but I had a lot of people thanking me for getting it done in a timely manner in a good condition. So, that was a good note. So, that's all I have. City man, do you have anything? Yeah, I just wanted to point out to the public um I know in invit invitations went out uh to the downtown area to residents businesses. Um there's going to be a public meeting discussion brainstorming um next Thursday at 5:30 p.m. at Meet Me on Maine to discuss our downtown, discuss Main Street, discuss its future, discuss future needs and future wants and how do we want this downtown to look. Um, one of the things that draws people to our community to to to live here, not just the folks who have been here for a long time, but folks like me who were drawn here who did not grow up here, is the small town feel that we have in Belton, even though we have some pretty large city amenities. And um, one of the key components to maintaining and protecting that small town feels to have a nice thriving downtown area and Main Street. And so this is a chance for folks to come and provide feedback. It's not um it's not a a presentation as much as it is help us understand what you think the needs are for our downtown and what you'd like to see. So if if people would could come and help us with that, we would certainly be appreciative. 5:30 on Thursday, I believe it's the 5th.
All right. Item K, items for review and discussion. Number one, 2025 comprehensive annual report.
Yeah. Included in the packet is the comprehensive plan annual report which was presented to the planning commission back on January 6th. Um this report provides updates on the goals and strategies that were identified in the 2050 comprehensive plan which was adopted in November 2024. Um a summary of the statuses for the goals and strategies is included on page four of the report uh with the remainder of the report providing updates for each of the 91 strategies that are in the plan. Um action is already being taken on 58% of the 91 strategies covering 69% of the 39 goals. Um so there were numerous projects that were completed in 2025 or or in the process of being completed in 2026 by multiple departments um including parks, public works, economic development and comm and community development. Um actions impacting five additional goals and 10 strategies are anticipated to begin in 2026. Um the planning commission did hold a public hearing. um on January 6th to allow citizens the opportunity to make any comments or recommendations. Um however, none were received and then a formal vote uh was not needed on the report since there are no formal amendments being made to the conference of plan. Um happy to answer any questions you may have on any of the goals or strategies uh in the report.
Anybody? Looks good. I think I thought but so all right item two dry and land plans phase one. Good evening mayor and council. This is my first time presenting so bear with me. Uh I'm just going to give a short uh presentation about uh kind of our plans for phase one of the Dryen Nature Reserve. That means a quick. So, Alex, you get one question. I'm I'm thinking he gets zero.
I'll I'll allow one. So kind of the purpose of this of the phase one is to create a regional nature destination uh and kind of align uh when we did the survey uh a lot of trails is what uh the citizens wanted uh along with nature areas which was kind of surprising to us. So and also to uh ensure Jack's vision becomes a reality. So in order to do that uh we kind of have a timeline here. Uh this year uh we'll be working on the design phase and then securing funding. Uh we've been working with Casey, me and Shana met with Casey the other day to talk about funding options. Uh survey this year surveying and geotech will be done to prepare for construction in 27 uh along with the creation of bid documents and the bidding process. So we plan to start uh construction in spring of 27. Uh and and part of this is we want to get the infrastructure there. We know this is going to be a multi-phase project. So we want to get all the infrastructure first before we start building anything and have to dig up trails, roads to get it there. So sanitary sewer, storm water, water service, and electric service. Uh we did talk about gas uh for future needs if we ever did a fire pit or something somewhere, but at this time we're not going to do that. Uh along with infrastructure will be trails. That's our main focus. That's one of Jack's vision, just to get trails out there, get the public out there to see, you know, what it can be and what we can add. Uh majority of the trails are going to be concrete just for you know low maintenance and last for many years. We do have asphalt trails uh and then nature trails as well. I think it's
about four miles total of trails. Phase one will not include all four miles. Uh we will do pedestrian bridges. I believe there'll be two uh creek crossings. So there'll be two bridges out there to connect the existing trails with the new trails. Does anybody have any questions? Go ahead. I want I was trying to get his out of the way. Go ahead. Do you have an estimate on what you're thinking phase one's going to cost?
So, I had an estimate and we've kind of done some refiguring. Uh, as you know, construction costs are very high. Uh so with those cost uh materials are going up. So as we try to plan out our CIP 10ear CIP we know that we have some needs in the parks. So we do not want to you know overstretch by any means. So we have kind of cut this down a little bit from what we were expecting. But I mean maybe first phase maybe two three million.
Okay. and that and and that would get us all the trails, uh the infrastructure and and possibly, you know, a small parking lot or something to allow access. It would just depend on, you know, what construction costs come in because we we've very conservative with the architects and the pricing. So, there may be some room to do more than we think we can.
