I'd like to welcome everyone to our regal organization meeting for 2026 and wish everyone a happy new year. And I ask everyone to please stand for the pledge of allegiance [clears throat] to the flag of the United States of America and to the republic for it stands one nation under God indivisible with liberty and justice for all. Please remain standing for a moment of silence for our troops, their families, and our first responders.

Okay. Thank you. Okay, our first item on our agenda is the public of office for our new councilman Mike Deasio and Councilman Kevin Don. So, why don't you guys uh step down there and we'll proceed with the

[applause] Before we proceed, I just would like to mention and should have done this in the um moment of silence the the passing of uh Jean Kavanagh. the father of Chip Kavanaaugh who's our fire administrator. Um he's being laid out at the funeral home in Mount I believe New Year's Day. Okay. Next item for the nominations of council president.

yes. [applause] As for the other the next two items, the mayor's appointments to the local emergency planning committee and appointments to boards and commissions and committees. Uh rather than read them, there are copies of the appointments out uh where the resolutions are for anyone who would like to take a look at that. And um I think it's time to move on to the consent agenda. Could I have a motion to approve the resolutions as listed on the consent agenda? I'll make that motion. Second. Councilwoman Donovan, yes. yes. Council member Moroni, yes. Mayor Busesco, yes. Okay. Then we have some resolutions to continue with. Uh first one is resolution 20266. This is a resolution authorizing the mayor to execute the agreement and for the bureau to identify fund commissioner and safety representatives to the central Jersey joint insurance fund. Do we have a motion to offer this resolution for adoption? I'll make a motion. Second. Councilwoman Donovan. Yes. Council McKenna. No. Uh Councilman Delasio, no. Councilman

no. Marusco. Yes. Didn't we pull that one out? We pulled that out. Yeah. Pulled it out of consent, but we didn't have any discussion on it. Okay.

Okay. Uh, next is resolution 202618, a resolution appointing and confirming community development program representatives for 2026. Is there any discussion on this? I'll make a motion. And a second. Second. Okay. Uh, Councilman Donovan, yes. Counciloman McKini, no. Councilman Delesio, no. Councilman Maroon, no. Mayor Becca Fesco, yes. So that appointment is is actually it's most likely a council appointment.

Thank you. That's most likely a council appointment. um it has its origin or or it's um it's required by the Mammoth County um plan and they uh the county actually requires I believe the council to uh make that appointment. So I'm going to verify that. Um, and I'm just telling you that because you may want to u consider who was the council you may want to appoint. Okay. Yep.

Uh, next is resolution 202625. This is a resolution appointing and confirming municipal prosecutor and alternate municipal prosecutor. Um, did anyone want to discuss this first? We have to make a motion first. Motion. I'll make a motion. Second. Okay. Is there any discussion on this resolution? If not, we'll proceed with the roll call. Okay. Uh, Councilman Donovan, yes. Next is resolution 2026 26, resolution appointing and confirming engineer and alternate consulting engineers. Someone want to make a motion. Make a motion. [clears throat] Second. Any discussion by any council members on this? I think the discussion in a couple of these is we had the price breakouts from all the bids received. Uh there were two other engineers that came in with better pricing, some of which have already worked in this town. So for that reason, I'm not voting for this appointment. Any other comments?

Um I would like to say that it's been a pleasure to work with our burough engineer Jim Morris and um we'll be happy to vote yes to him. Okay, you're okay. Councilman Donovan. Yes. Counciloman Kenny. no. Mayor Buckesco, yes. Uh, next is resolution 2026 229, resolution appointing and confirming licensed site remediation professional and alternate licensed site remediation professional. I am curious as to why this one was on the list what the objection to the new remediation professionals is. We did hire a new remediation professional. I'm just curious. I don't understand your question. Could you repeat it, please? I was wondering um what the objection is uh to be a licensed site remediation professional. But we haven't gone through the comment section yet. Oh, excuse me.

Okay. So, we can motion I'll second that motion. Okay. Are there any comments on this? [clears throat] We had I repeat myself, but yes, we had hired a new LSRP in the new LSRP. Okay. And was that in the the that was the first the first appointment on Okay. So, this one should have been separated. Wait a minute. Hold on. Hold on. Yeah. We have been appointed for for 2025. It was prestige was being reappointed

where in the it's on. Yeah. In this time in the resolution we appointed Prestige Environmental at the end of last year and now this is to reappoint them for this year. Right. Okay. Got it. Yes. Okay. And last one is resolution 202630, resolution appointing and confirming redevelopment and affordable housing council. I'll make that motion. Any comments? Very expensive. Uh question about the resolutions. I don't see um uh BA uh Kain on the resolutions for reappoint. Can you tell me where that stands? I would rather not start answering questions tonight. This is merely the comment section, but I will answer your question. If you look in the ordinances, the VA appointment is made by the mayor and the business administrator or bur administrator serves for the entire term of the mayor

for the entire term of the mayor. So he doesn't and at my discretion so he doesn't have to be reappointed. You're saying until you no longer are mayor. Right. Okay. Thank you. Can I just ask a quick question on that? Um why I have in my hand the resolution from the three prior years. Uh I don't I'm not going to allow further comments. We're at the public comment section and uh the only people who should be speaking at this point are members of the public. The agenda is over with. So let's just continue with the with the public comment. That question we can deal with if you'd like at the next meeting perhaps during the work session.

So even though it's at the discretion of the mayor, you're not doing it this year for the first time since you've been appointed mayor. Those prior those prior resolutions were not necessary. Is that true? Mayor attorney. Not mayor yet. Um part of the resolution

I don't mind answering the question. Yeah, the the the resolutions for [clears throat] the prior years were unnecessary. Um once a a burrow administrator is appointed um they serve for the it's with advice and consent and that was done. Um, and after that you don't need a resolution because the BA serves during the terms of the mayor. That's our ordinance. Okay. So, did you have another question? I think I probably didn't hit your question directly. No, that was my question. Like why why was it done three prior times but not this time?
